10 MOUNT TAPULAO ECOTOURISM Sitio Dampay, Brgy Salaza Palauig, Zambales

11 Overview Mount Tapulao, also known as High Peak, is the tallest mountain in Central Luzon at 6,683 feet (2,037 meters) above sea level. It was named after the Sumatran Pine trees, locally called tapulao, that grow abundantly in the Zambales Mountain range. The semitemperate climate here allowed for the abundant growth of these pine trees. Mt. Tapulao's summit offers a breath-taking panoramic view of the Zambales mountains on the east, Lingayen gulf to the north, and the South China Sea to the west. Hikers can take an old mining trail of undulating and rolling mountains from Barangay Dampay in Palauig to reach the summit, about 18 kilometers away. DENR Region III has entered into a Memorandum of Agreement with the Local Government of Palauig for the protection and conservation of unique biodiversity found inside the 5,000 hectare Mt. Tapulao area. The Giant Cloud Rat, scientific Phloeomys pallidus, and the newly discovered Rhynchomys tapulao, another species of rodent, are just two of the 85 faunal species found in the area.

34 MARINE ECOLOGY LEARNING CENTER SAN SALVADOR ISLAND Masinloc, Zambales Philippines

35 RATIONALE The community-based Marine Conservation Project In San Salvador Island (MCPSSI), Masinloc, Zambales has caught national attention when it garnered top award for excellence on local governance in 1996 under the Gantimpalang Panglingkod Pook (Galing Pook Award), sponsored by the Asian Institute of Management (AIM) and the Local Government Academy (LGA). One of the objectives of the Galing Pook Award is the establishment of replication models of successful LGU projects. The Local Government Academy (LGA) has identified the Marine Conservation Project in Masinloc as one of the models on environment management. Thus, in February 1997, Masinloc was chosen as one of the eight (8) sites in the Philippines for the establishment of Innovations Laboratory specializing on marine ecology. The aim is to showcase the LGUs strategy in developing and managing a successful community-based resource management project. To date, the LGU-Masinloc has established additional three (3) sites for marine sanctuaries (demonstration sites) in various coastal areas, namely: 50 hectares in Barangay Bani; 20 hectares in Sitio Panglit, San Lorenzo and 4-hectares Giant Clam Project in San Salvador Island. This coral reef project was previously supported by the United Nations Environmental Program. With the installation of the project, LGU learners, residents and other environmental groups will become aware of the benefits of the project and would encourage project replication.

36 O B J E C T I V E S Project s overall objective is to promote awareness among local governments and various environmental sectors that devolution works Encourage project replication and innovation of strategies / programs Establish as Marine Ecology Learning Center that will serve as a learning venue on successful innovations and best practices on local governance focusing on marine ecology Undertake various information dissemination on the LGU strategies in successfully establishing marine sanctuaries thru exchange and study visits, internship program Undertake orientation on marine ecology to various learners, tourist groups, etc. with the end view of increasing the environmental awareness of the people.

38 PROJECT COMPONENTS Establishment of a Marine Ecology Learning Center The Center shall be equipped with spacious learning study areas (Conference hall), information equipment, like computers, web-sites, overhead projectors, plasma TV, cameras, and other marine supplies like: scuba diving gears and snorkeling materials. The second floor will be used as guest house for study tour learners/guests.

39 Marine Ecology Education and Training Training component shall focus on continuous non-formal marine ecology education thru lectures, orientation, seminars, field trips / study tours. Scuba Diving and Snorkeling activities shall form part of the education component. SNORKELING

40 Eco-Tourism Development This component shall focus on assisting the learners / visitors during study tours. The Home Stay Program model shall be installed whereby, utilizing the community residents to participate in the tourism programs. They shall encourage the visitors to experience the daily routine of the fisher folks. In support of the program is the purchase of a big tourist boat that could accommodate at least participants. The boat shall transport participants from the main island to various marine sanctuaries in Masinloc.

41 Coral Reef Transplantation Project This component shall introduce to the learners (students) the importance of marine education by directly involving them to experience the activities involved in the preservation and conservation of marine resources. They will be taught to propagate and transplant corals in the designated reefs. The value of ownership meant to inculcate positive attitudes to the learners.
