29 The New Maquiladora Industry Decree When? What will the final Decree look like? Will it merge maquiladoras with PITEX? Will it really stimulate new and existing DFI in the Industry? Will it really simplify and speed up Customs procedures and processing times (in Mexico)? And cut Customs costs? Will it markedly reduce burdensome governmental regulations and paperwork for the maquiladoras? Will it represent a true opportunity for increasing the industry s global competitiveness? Particularly in the high-tech and IT sectors? Mexico vs. China vs. India The President-elect. What will be his government s attitude towards the Maquiladora Industry?. 30 Some Risk Areas in The elections in Mexico (the President-elect takes office Dec. 1) and the U.S. (Congress in November Democrats could win a majority in the House) Once again, strong pressures against Outsourcing outside of the U.S. by U.S. labor unions and Political Action Groups. More and more effective infrastructure investments on both sides of the border. Speeding up and simplifying Customs procedures, also on both sides. The entire migratory quagmire it won t go away! Impact on overall U.S.-Mexico relations. Essential: at least an adequate and sustained recovery of the U.S. economy and a much more dynamic manufacturing sector. Our most recent projection is that average annual growth in the period will be 2.95%, hardly robust. And it could be a very uneven quarter-by-quarter performance. Interest rates, consumer demand, new construction uncertainty. Mexico s image with programmed and potential DFI (primarily public safety and drug trafficking). Border tensions and violence. Number of plants: 3,060 (8.8% above the average 2005 level), including 1,864 (60.9%) in border cities (81% in northern border states).
