5 1 PRESENTATION / WELCOME 1/1 A word from the FFSA President Ladies and gentlemen, Three years ago we chose to bring the French round of the World Rally Championship back to its home. And we can safely say that the success of the renewal of the Tour de Corse has lived up to people s expectations, and that each new staging has confirmed the growing popularity of the event. In 2017, the Tour de Corse took on a big challenge as for the first time for many years it was held in the first half of the FIA calendar. This change proved to be a successful one and confirmed the renown enjoyed by the event on both the national and international scene. Boosted by this experience the organisation team now has all the necessary skills to put on the 2018 rally, which will satisfy your passion. The Tour de Corse will be the fourth round of the season; it will be the first rally on tarmac and will use a route that has been heavily revamped compared to previous years. Thanks to the work carried out in close collaboration with the territorial authorities and our private partners, the event will be run in parts of the island that have been abandoned for many years, while continuing to visit some of the core stages that have forged the legend of the rally. I really hope that all the entrants will enjoy the marvels of the Ile de Beauté. Obviously, I m thinking of the professionals led by our five-time World Champion, but also - and above all - the amateur drivers. Thanks to the preferential conditions we ve put in place, we re giving our licence-holders the possibility of sharing the same playing field as the world rallying elite, and of following in the tyre tracks of Sébastien Ogier, ten years after his debut in the WRC! In the name of the FFSA and its board committee I hope you will all be present at this rendezvous between 5th and 8th April 2018 and I would like to wish you an excellent Tour de Corse! 6 1/2 WRC Tour de Corse presentation The 2018 Tour de Corse WRC will take place from Thursday 5th to Sunday 8th April on a route that has been given a major revamp and is mainly concentrated in the north of the island. After four days dedicated to administrative checks and scrutineering as well as reconnaissance, the rally will kick off on Thursday morning with the shakedown, a test session in race conditions, which is the final opportunity for the crews and mechanics to make last-minute adjustments. The service park, the heart of the rally, will be located in a made-to-measure venue at the Bastia-Poretta international airport. Everybody will have free access to it (entry and car park free) and visitors will be able to immerse themselves in the world of the WRC, get close to the cars and their crews and discover the many activities/entertainment on offer: concerts, fun fair, rally shown on a giant screen, exhibitors village, restaurants, etc. THURSDAY 5th APRIL: SHAKEDOWN Sorbo Ocagnano (5,45 km) The crews will start off from the Querciolo village a few kilometres south of the service park on a fairly wide, twisty technical road section lined with excellent viewing zones for the public. The change in surface from Sorbo Ocagnano and the narrowness of the road make the second part of the shakedown a trickier challenge. The cars will then head downhill on a narrow road in the underbrush that s often damp on their way to the finish in Castellare di Casinca. For the first time since 1978, Bastia will host the ceremonial start of the Tour de Corse WRC in the late afternoon. It will include an autograph session by the main crews, photo of the drivers, presentation of all the cars on the podium, exhibitors village and activities/entertainment - a great opportunity to come and get a close-up look at the rally before the start. The cars will spend the night in the Bastia Parc Fermé. FRIDAY 6th APRIL: LEG 1 Start from Bastia for Castagniccia where the first special stage will begin, one of only two retained from the 2017 route. SS 1-3: La Porta Valle di Rostino (49,03 km) The stage starts with a technical uphill section to La Porta and its church that has achieved legendary status in the Tour de Corse, and is a symbol of Castagniccia. It leads to a narrow, twisty, road deformed in places, which runs through the Giocatojo village and crosses the magnificent Saint Antoine pass. The crews will then head downhill for almost 600m alternating new and worn surfaces and quick, winding sections that will take them to Ortiporio, Penta Acquatella and Barchetta and its spectacular hairpin. They will join Campile after a radical change of surface on a hill climb-like section. A much twistier road on the mountainside brings them to Bisinchi and Castello di Rostino over 700m above sea level; this is followed by the final section comprising a succession of downhill hairpins before they reach the finish not far from Valle di Rostino. 6

7 The crews will then head to the north of Cortenais for the second stage, the first innovation in 2018, a special not used in the WRC since SS 2-4: Piedigriggio Pont de Castirla (13,55 km) A quick start at the foot of the Piedigriggio village is followed by a very twisty climb with two hairpins before the cars cross Popolasca whose famous peaks culminate at over 2000m. The rally continues at the same pace as far as the Croce d Arbitro pass after which the cars plunge downhill on a narrow twisty, technical road to the finish just before the Castirla bridge. The crews will rejoin Bastia-Poretta for service after which they will cover each of the day s two stages for the second time. At the end of SS4 the drivers will return to the center of Bastia to meet the public plus an autograph session before heading to the Bastia-Poretta service park after which the cars will be put in the Parc Fermé for the night. SATURDAY 7th APRIL: LEG 2 The second day of the race will get off to a very early start for the second innovation in 2018 as the crews head north for the return of the rally to the Cap Corse that s been eagerly awaited since 1995! SS 5-8: Cagnano - Pino - Canari (35,61 km) After a tricky crossing in the underbrush that includes the Cagnano hairpins the crews face a rapid climb up to the Serra pass (294m) and then a descent punctuated with corners bringing them to Luri. Next comes a much wider road on which the cars reach much higher speeds as they climb up to the spectacular crossing of the Santa-Lucia pass (381m). They then head for the west coast of the Cap via a technical downhill section where a radical change awaits them at the entrance to Pino because the second half of the stage takes place on a very narrow, twisty road that gives an exceptional view of the Agriates on the horizon. After going through the villages of Barrettali and Canari, a final hairpin awaits the drivers before the finish. The road section follows the west coast of Cap Corse and Saint-Florent. Thus, after more than a 20-year break the WRC returns to the Nebbio for an exceptional stage not used since 1994: Casta Pietra-Monetta. SS 6-9: Désert des Agriates (15,45 km) In the heart of the Agriates the start will be given at the exit from Casta near the path that leads to the wild beaches of Saleccia and Lotu. A wide, fast road crosses uninhabited maquis 300m above sea level. After the passage through the Vezzo pass, a quick downhill section brings the crews to Balanine, a few hundred metres from the following stage. The width of the road helps the best drivers to optimise their trajectories and gain a few precious seconds. Direction Balagne. The Île-Rousse will host the entrants in the WRC for the very first time with a regrouping park in the center of the town. The crews will then line up for the start of the 2nd stage retained from the 2017 route. SS 7-10: Novella (17,39 km) The drivers start near the Pietra Monetta Auberge on a very narrow twisty road in the middle of the maquis ; they then have to cope with several difficult corners to reach the Novella village that s just as narrow and tricky to cross. The passages to the picturesque train station of Novella and the La Croix pass give spectators a unique view on both sides of the pass. A narrow winding downhill road with a worn surface brings the crews to the finishing line in the old part of Balanine. Here the drivers will have to watch out for punctures if they cut the corners too sharply. SS 7 will be shown live on a French TV channel as well as on several foreign ones. 7

8 Then the crews will go to the service park for a well-deserved halt. They begin the second passage by a Passage Control in Bastia after which they will set off for the three stages of the day. In the late afternoon they will go straight into the service park and the Parc Fermé in Bastia-Poretta. SUNDAY 8th APRIL: LEG 3 On Sunday morning the crews will head south west and cross the island in the early hours of the morning to the Gravona valley. In homage to the mythical Group B cars it will be the longest stage in the rally since The WRC will return to a special that hasn t been used since 2001 when it was covered as two successive stages. SS 11 Vero Sarrola-Carcopino (55,17 km) Start at the exit from Vero, then an uphill section in the pine forests to the Tartavella pass, the highest point of the rally some 885m above sea level, after which the crews will have to tackle a long very twisty downhill portion as far as the Azzana bridge on a good road on which the drivers must avoid contact with the edges at all costs. Then they head west on a quick section of road on which the crews can relax briefly before crossing the Lopigna, Arro and Ambiegna villages. The route continues through the Clos d Alzeto vineyard and the Sari d Orcino village. The last seven kilometres including the climb up to the Sarzoggio pass followed by the technical descent to Sarrola-Carcopino represent the only section of the special stage retained since After that, direction the south bank of the Gulf of Ajaccio for a regrouping in Porticcio. The surviving crews will then go to the final special of the rally, the famous Power Stage, whose bonus points can make a difference for the top drivers in view of the world championship title! More than a century after it was closed the old Chiavari prison, an almost unmissable feature of the WRC between 2001 and 2008, will host the Power Stage podium. SS 12: Coti-Chiavari Penitentiary (16,25 km) Power Stage The stage will start near Portigliolio followed by a climb on a wide, fast road to the spectacular hairpin at the entry to Acqua-Doria. The drivers will then race on a much narrower, bumpy road that goes through Coti-Chiavari. Next comes a change of direction that takes them towards the sea on a twisty downhill section on which they will have to get round five hairpins before the finish near the prison in the Chiavari forest. SS 12 will be shown live on a French TV channel as well as on several foreign ones. The crews that have survived the 333,5 km special stages in the 2018 WRC Tour de Corse will return to the center of Ajaccio to take part in the Podium Ceremony on the place du Diamant before lining up in front of the town hall in the Parc Fermé. 8

20 5 SERVICE PARK 5/1 Service park During the WRC Tour de Corse, the Service Park will be located at the Bastia airport. GPS: N / E Surface: combined asphalt and gravel Space will be allocated to Manufacturers according to the recommendation of the FIA. Other crews and teams entered for the WRC Tour de Corse will be provided with a surface area of approximately 10m x 10m (legal competitor) or 8m x 10m (private competitor). The definitive layout map will be available at the Rally Office from Monday, 2 April. More information will be given later on. 5/3 Service Park rules and environmental requirements 5/3/1 Environmental requirements The impact of the WRC Tour de Corse on the environment is one of the organizer s main priorities. In addition, the FIA regulations for respect of environment and sustainable development requires the organizer to set up procedures and to collect information. In this context, we ask you to complete the environmental impact assessment form (website) and submit it to the Rally Office before Friday 6 April 22:00. An inventory of each competitor's service area will be drawn up upon his arrival in the Service Park and he will receive the rules of good conduct that each competitor must respect. The inventory will be signed by the representative of the Team and the manager in charge of the Service Park. When leaving, the team must contact the manager of the Service Park for a new inventory of fixtures in the presence of the Team representative. We remind you that it is forbidden to ground picketing. The emptying of waste water and the washing of cars and rims outside the areas provided for that purpose are not permitted in the Service Park. Any infringement during the rally will be reported to the Stewards who may apply penalties. 5/3/2 Rules Service Park Trafic Vehicles carrying a "Service" plate are the only ones allowed to enter the Service Park through the South Entrance and they may only park within the area reserved for their competitor in the Service Park. Such vehicles may not be driven in the lanes used by competing cars during a period extending from 15 minutes before the due check-in time of the first competitor at TC SP in to the last competitor s check-in time at TC SP out. Vehicles carrying an "Auxiliary" plate, "Route Note Car" plate, "Meteo" plate or "Reconnaissance" plate may only enter the Service Park through the North entrance and may only be parked in the parking P6 for the entire duration of the rally. Any vehicles or trailers found parked outside the zones in which they are permitted or which fail to respect the published timetable will be towed away immediately. 21

22 Dismantling: For safety reasons, dismantling competitors service structures in the Service Park is not permitted before 09:30 on Sunday, 8 April, after the public has cleared the service park. Any team which breaks this rule will be fined 500. In case of retirement during the rally, the team concerned must firstly obtain a dismantling authorization from the Service Park Manager. 6 TWO-WAY RADIOS 6/1 Application procedure The use on French territory of radio transmission equipment is subject to prior approval of temporary use of frequencies by the Autorité de Régulation des Communications et des Postes (see application form on website). The use without permission or outside the terms of use will lead to a total ban of the device s use, in compliance with French legislation. 7 FUEL / TYRES (See Supplementary Regulation) 8 IMPORTS OF VEHICLES AND SPARE PARTS Vehicles from the European Union do not need a specific document for customs clearance. Only non-eu competitors will need to show an ATA (obtainable from the Board of Trade of the country of origin) to customs authorities at their point of entry into the European Union. 22

23 9 HELICOPTERS 9/1 Registration procedure In accordance with FIA safety regulations and with the requirements of the civil aviation authorities, all helicopters participating in the rally must be duly registered with the Organizer. 25 12 RECONNAISSANCE Registration and materials Reconnaissance will take place on Monday 2, Tuesday, 3, and Wednesday, 4 April, in accordance with the schedule specified in the Appendix 1/3. All crews taking part in reconnaissance must complete the registration form (website) and return it to the permanent Rally Office, following the procedure specified on the form. They must register at Administrative Checks (Bastia airport - Rally Control) on Sunday, 1st April, from 14:00 to 21:30 (by arrangement for Manufacturer, or by appointment for other crews) in order to obtain the necessary materials. (1) Each crew will be given Reconnaissance stickers, as well as a specific reconnaissance control card. The stickers are to be affixed on the windscreen, rear side windows and rear window of the reconnaissance car. The control card must be shown and endorsed by the marshals (identifiable by a tabard) at each stage start (in order to gain access to the special stage or shakedown) and at the Stop Point. On completion of reconnaissance, this reconnaissance control card must be returned to the Rally Office no later than 21:00, Wednesday, 4 April. (1) At the end of the Administrative Checks, the crews (except Manufacturers) will have the choice to collect all of their package or to collect only the specific material and documents for reconnaissance (reconnaissance car stickers + reconnaissance time card + speed control system). Participation in reconnaissance only Any driver wishing to take part in reconnaissance only will have to pay an entry fee of 1,000. He must complete the recce only registration form (website) and return it to the permanent Rally Office, following the procedure specified on the form. 13 SCRUTINEERING, SEALING AND MARKING (See Supplementary Regulation) 14 SHAKEDOWN A shakedown session will be organized for all drivers registered to the WRC Tour de Corse on Thursday, 6 April, with the following schedule: 08:00 / 09:30 Mandatory shakedown for P1 drivers 09:30 / 11:30 Optional shakedown for P1, P2, P3 & RGT drivers 11:30 / 14:00 Optional shakedown for non-priority drivers Shakedown will take place at Sorbo Ocagnano on D406 and D6. Special Stage safety arrangements will apply. Distance from SP to shakedown start: 10,76 km Length of the shakedown: 5,45 km. Distance from shakedown finish to SP: 13,99 km. Distance from shakedown finish to shakedown start: about 5 km. Any person on board the car during shakedown who is not entered for the rally must have signed a disclaimer provided by the organiser. A competitor whose car breaks down during the shakedown shall nevertheless be required to attend the ceremonial start as outlined in FIA-WRC Art 29.5 &

26 15 START PROCEDURES (See Supplementary Regulations) 16 FINISH PROCEDURES (See Supplementary Regulations) The rally ends at TC 12A (early check-in allowed). After check-in at TC 12A each crew must remain in the holding area for a minimum of 15 minutes, and be available for media interviews. All classified crews will pass over the podium (Place de Gaulle also call Place du Diamant - Ajaccio) starting from 15:00, in reverse order of the classification.
