5 1 PRESENTATION / WELCOME 1/1 A word from the FFSA President Ladies and gentlemen, I am really delighted to welcome you all again to the Ile de Beauté* for the third year running. Once again this year the extensive involvement of the local authorities alongside us has helped us to maintain the Che Guevara Energy Drink Tour de Corse as a major sporting event on the international scene, and of course on the national one too. entrants alike. The Federation has taken advantage of the experience acquired in 2015 and 2016 to put on an even bigger spectacle with more action and suspense for spectators and If our aim was to make to things more difficult in 2016 by increasing the number of kilometers, in 2017 we want to make this major French event more accessible. Taking into account the fact that the event has been moved to the spring of 2017 as well as the excellent feedback of those involved, we decided to use the same route as the one we laid out last autumn. Thus, in addition to being the fourth round of the FIA World Rally Championship, the Che Guevara Energy Drink Tour de Corse will allow the maximum number of rally drivers, most of whom are amateurs, to share the same playing field as the world elite. Rallying is one of the few activities, all sports combined, in which such a thing is possible. Thus, we are very pleased that we have managed to retain the principle of a combined classification in which amateur drivers appear on the same footing as those in the WRC. I hope that as many of our licence-holders, as possible starting with Corsican drivers, will take advantage of this thanks to the preferential entry fees and the excellent welcome we ve laid on for them. The Tour de Corse Virages reserved for GTs, Supercars and legendary cars will again take place. This event attracts a top-class, amateur field; it combines pleasure, conviviality and the discovery of Corsican roads and the island s heritage, and is organised in parallel to the World Championship. So all the right ingredients are in place to make the Che Guevara Energy Drink Tour de Corse an exceptional human and sporting adventure from 6th to 9th April. 6 1/2 The challenge THURSDAY 6th APRIL: SHAKEDOWN SORBO-OCAGNANO (5,40 km) The drivers will set off for the north east of the island for the shakedown where they will play themselves in while the mechanics make the final adjustments. The last test in racing conditions for the French round of the World Rally Championship will take place a few kilometers from the Bastia-Poretta airport where the nerve centre of the event is located. The crews will start off from the Querciolo village on a wide, twisty technical road section lined with excellent viewing zones for the public. The change in surface and the way the road narrows on the approach to Sorbo Ocagnano make the second part of the shakedown a trickier challenge. The cars will then head downhill on an even narrower road in the woods that s often damp on their way to the finish in Castellare di Casinca. In the afternoon the crews will cross the Ile de Beauté from north to south to Ajaccio for the night-time starting ceremony. Once they have passed scrutineering and administrative checks they will then relay one another on the starting ramp before going on to the Parc Fermé. FRIDAY 7th APRIL: LEG 1 SS 1-3: PIETROSELLA ALBITRECCIA (31,20 km) The first stage has been shortened and its route modified. Compared with the 2016 event the first 26 km have been replaced by a new 7,4 km section. After changing tyres in Porticcio the crews will follow a twisty, bumpy road section measuring 7,4 km near Agosta, which joins up with the 2016 route at the Pietrosella hairpin. They will then follow a very narrow road with a worn surface as far as the famous Col de Bellevalle hairpin, where the road rises very abruptly. Then comes a change of pace on the climb up to the Bisinao village on a wide section with strings of quick corners. Their next challenge is a narrow, twisty road with several surface changes as far as the Albitreccia hairpin. SS 2-4: PLAGE DU LIAMONE SAROLLA CARCOPINO (29,12 km) The Plage de Liamone will be the major attraction at the start of the stage. Straight away the drivers will have to tackle a very quick uphill section on the way to Casaligione with its very tight hairpin, which always poses a problem. Then comes a change of pace and profile with a wide, twisty road leading to Pont de Furcina and then a string of quick corners and an uphill climb along a narrow winding bumpy road to the Calcatoggio hairpin. The road is very narrow and twisty so getting the apexes right will be a difficult task. The crews will cross the villages of Sant Andrea d Orcino and Cannelle along a road that poses another technical challenge and brings them to the Sari d Orcino hairpin. The next section is much wider and climbs uphill to Col de Sarzoggio followed by a pretty tricky downhill run to Sarrola-Carcopino, the end of the second stage. SATURDAY 8th APRIL: LEG 2 SS 5-7: LA PORTA VALLE DI ROSTINO (48,71 km) One myth follows another with this stage that played such an important role in the glorious era of the Tour de Corse. Its length has been reduced by 5 km at the start. The stage begins with a technical uphill section to the Porta church, Castagniccia s most symbolic monument and a legendary challenge in the Tour de Corse. The next test for the drivers is a narrow, twisty, road deformed in places, which runs through the Giocatojo village and crosses the Col Saint Antoine, one of the high points of the rally (687 m). The crews will then head downhill along roads with new and worn surfaces and quick, winding sections that will take them to Ortiporio, Penta Acquatella and Barchetta and its spectacular hairpin. 6

7 They will join Campile after a radical change of surface on a hill climb-like section. A much twistier road on the mountainside brings them to Bisinchi and Castello di Rostino followed by the final section comprising a succession of downhill hairpins before they reach the finish not far from Valle di Rostino. SS 6/8: NOVELLA (17,25 km) In comparison with the previous event, the last 13,5 km of the 2016 Che Guevara Energy Drink Tour de Corse have been scratched. The drivers start near the Pietra Monetta Auberge on a twisty road in the middle of the maquis (scrubland); they then have to cope with several difficult corners to reach the Novella village perched high in the mountains. The spectators will have a unique view on Balagne and the whole of the first part of this stage as the cars pass through the Gare de Novella and Col de la Croix. A road that s just as twisty and narrow with an old surface will bring the crews to the finishing line just after the final corner in the old part of Balanine. SUNDAY 9th APRIL: LEG 3 SS 9: ANTISANTI POGGIO DI NAZZA (53,78 km) The start of the longest stage in the rally will be given near the Purizzone hamlet after which the drivers will tackle a twisty uphill section that is very tricky in parts as far as Antisanti. The crews will race along a rapid road section on the mountainside alternating banked corners and technical portions to the highest point of the rally (815 m above sea level) before the village of Vezzani; they will also pass close to Rospigliani. A fast downhill run will take them to Pietroso in the direction of Maison Pieraggi. Then comes a change of direction as they follow the very narrow, bumpy Col de Cardo road to the Défilé de l Inzecca before veering off to Lugo di Nazza on very narrow, winding sections that all the crews had to brave in the 1980s. The final section after Poggio di Nazza will demand intense concentration because of the frequent changes of road profile until the finish. SS 10: PORTO-VECCHIO - PALOMBAGGIA (10,42 km) POWER STAGE This stage starts in Precojo and the cars head for Bocca-di-L Oru along beautiful, twisty undulating roads that follow the coast overlooking the beaches of Folaca, Tamaricciu and Palombaggia. They then leave the first part for a narrow, twistier section at Porra followed by a string of hairpins before the finish of the Power Stage. The crews that have survived all the traps on the 316,16 km stages in the 2017 Che Guevara Energy Drink Tour de Corse will celebrate the finish of the rally in the heart of the Porto-Vecchio Marina. THE STOPS As in 2016, Bastia has been chosen by the FFSA to be the hub of the 2017 Che Guevara Energy Drink Tour de Corse. The commune of Lucciana, will notably welcome the Service Park which will be located at the airport of Bastia from 6-9 April Bastia is the nerve centre of the 2017 Che Guevara Energy Drink Tour de Corse and life in the town will vibrate to the rhythm of the event. On Friday 7th and Saturday 8th April all the WRC crews will stop on the Place Saint Nicolas in Bastia for an autograph session and a passage on the ramp before going to the service park for assistance and then the Parc Fermé. On Sunday they will go to Porto Vecchio for the finishing ceremony, and then come back to the service park after which they rejoin the Parc Fermé for scrutineering. 7

Other crews and teams entered for the Che Guevara Energy Drink Tour de Corse will be provided with a surface area of approximately 10m x 10m (legal competitor) or 8m x 10m (private competitor). The definitive layout map will be available at the Rally Office from Monday, 3 April. More information will be given later on. 5/4 Service Park rules and environmental requirements 5/4/1 Environmental requirements The emptying of waste water, the washing of cars and the driving of stakes into the ground are not permitted in the Service Park. Any infringement will be reported to the Stewards who may apply penalties. The Che Guevara Energy Drink Tour de Corse impact on the environment is one of the organiser s main priorities. In order to help us to evaluate this impact we kindly ask you to fill the relevant form (website) and to return it to the Rally Office no later than Friday, 7 April at 22:00. 5/4/2 Rules Only vehicles carrying a Service or Auxiliary plate may enter the Service Park. Such vehicles may not be driven in the lanes used by competing cars during a period extending from 15 minutes before the due checkin time of the first competitor at TC SP in to the last competitor s check-in time at TC SP out. Vehicles carrying a Service plate may only be parked in its allocated area in the Service Park. Such vehicles are not allowed to access in the Auxiliary car park. Vehicles carrying an Auxiliary plate or Route Notes Cars plate may only be parked in the parking P6 designated for this purpose. Reconnaissance s cars will be permitted to use the parking P6 until Wednesday, 5 April; after that they will not be permitted to use this parking except carrying Auxiliary, Route Note Car or Meteo plate. Any vehicles or trailers found parked outside the zones in which they are permitted or which fail to respect the published timetable will be towed away immediately. Dismantling: For safety reasons, dismantling competitors service structures in the Service Park is not permitted before 09:30 on Sunday, 9 April, after the public has cleared the service park. Any team which breaks this rule will be fined 500. In case of retirement during the rally, the team concerned must firstly obtain a dismantling authorization from the Service Park Manager. 19

20 6 TWO-WAY RADIOS 6/1 Application procedure The use on French territory of radio transmission equipment is subject to prior approval of temporary use of frequencies by the Autorité de Régulation des Communications et des Postes (see application form on website). The use without permission or outside the terms of use will lead to a total ban of the device s use, in compliance with French legislation. 7 FUEL / TYRES (See Supplementary Regulation) 8 IMPORTS OF VEHICLES AND SPARE PARTS Vehicles from the European Union do not need a specific document for customs clearance. Only non-eu competitors will need to show an ATA (obtainable from the Board of Trade of the country of origin) to customs authorities at their point of entry into the European Union. 9 HELICOPTERS 9/1 Registration procedure In accordance with FIA safety regulations and with the requirements of the civil aviation authorities, all helicopters participating in the rally must be duly registered with the Organizer. The registration Form (website) must be forwarded before Friday, 24 February The fee due to the Organizer is which amounts to with VAT (20%). A 10% fee will be charged for cancellations. Pilots of registered helicopters will receive a Helicopter Guide containing the rules, a traffic manual, maps of the special stages, authorized dropping zones with their GPS points and overflight areas. A mandatory helicopter pilots briefing will be held at 18:00 on Thursday, 6 April at Ajaccio airport. 20

All crews taking part in reconnaissance must complete the registration form (website) and return it to the permanent Rally Office, following the procedure specified on the form. They must register at Administrative Checks ( - Rally Office) on Sunday, 2 April, from 14:00 to 21:30 (by arrangement for Manufacturer & WRC Teams, or by appointment for other crews) in order to obtain the necessary materials. (1) Each crew will be given Reconnaissance stickers, as well as a specific reconnaissance control card. The stickers are to be affixed on the windscreen, rear side window and rear windows of the reconnaissance car. The control card must be shown and endorsed by the marshals (identifiable by a tabard) at each stage start (in order to gain access to the special stage or shakedown) and at the Stop Point. On completion of reconnaissance, this reconnaissance control card must be returned to the Rally Office no later than 21:00, Wednesday, 5 April. (1) At the end of the Administrative Checks, the crews (except Manufacturers and WRC Teams) will have the choice to collect all of their package or to collect only the specific material and documents for reconnaissance (reconnaissance car stickers + reconnaissance time card + speed control system). Participation in reconnaissance only Any driver wishing to take part in reconnaissance only will have to pay an entry fee of 1,000. He must complete the recce only registration form (website) and return it to the permanent Rally Office, following the procedure specified on the form. 22

23 13 SCRUTINEERING, SEALING AND MARKING (See Supplementary Regulation) 14 SHAKEDOWN A shakedown session will be organised for all drivers registered to the Che Guevara Energy Drink Tour de Corse on Thursday, 6 April, with the following schedule: 08:00 / 09:30 Mandatory shakedown for P1 drivers 09:30 / 11:30 Optional shakedown for P1, P2, P3 & RGT drivers 11:30 / 14:00 Optional shakedown for non-priority drivers Shakedown will take place at Sorbo Ocagnano on D406 and D6. Special Stage safety arrangements will apply. Distance from SP to shakedown start: about 11 km Length of the shakedown: 5,40 km. Distance from shakedown finish to SP: about 14 km. Distance from shakedown finish to shakedown start: about 5 km. Any person on board the car during shakedown who is not entered for the rally must have signed a disclaimer provided by the organiser. A competitor whose car breaks down during the shakedown shall nevertheless be required to attend the ceremonial start as outlined in FIA-WRC Art 29.5 & START PROCEDURES (See Supplementary Regulations) 16 FINISH PROCEDURES (See Supplementary Regulations) The rally ends at TC 10A (early check-in allowed). 29 Priorities: Unless otherwise specified, one must give way to vehicles coming from the right. In town, pedestrians have priority over cars. A pedestrian on a zebra crossing has a priority even if the light is green. If a pedestrian has started to cross the road, he/she has priority even if not on a pedestrian crossing.
