This candidacy was officially accepted in 2013 at COP 19/CMP 9 in Warsaw. 5 Headquarters agreement This agreement was drawn up to define the set of rules, conditions and terms for organizing and hosting COP 21/CMP 11 in France. It was signed in Bonn on 27 March 2015 by Ms Christina Figueres, Executive Secretary of the UNFCCC Secretariat, and in Paris on 20 April 2015 by Mr Laurent Fabius, French Minister of Foreign Affairs and International Development. This agreement contains special provisions and thus requires parliamentary approval. This process is underway.

13 Key figures 80,000m² of existing space, 80,000m² of temporary space to be built. Over 40,000 participants expected: 20,000 people with accreditation for the blue zone (representatives of the 195 States and observers); 20,000 visitors hosted in the Climate Generations Spaces ; over 3,000 accredited journalists. 13
14 Safety and security Ensure the safety and security of people and property during the Conference and Pre-Sessional Meetings, on transport and accommodation sites Responsibility shared between: the United Nations on the Conference site itself ( blue zone ), accessible to accredited persons only. French authorities everywhere else (Ministry of the Interior, Paris Prefect of Police and Prefect of Seine- Saint-Denis Department) Close relations with Seine-Saint-Denis Department and the municipalities involved in preparations for the Conference. 14
15 An environmentally-responsible conference The form reflects the content: COP 21/CMP 11 must be environmentally responsible and exemplary. This includes, in particular, a limited and offset carbon footprint, waste management, clean transport, etc. A charter was signed by the catering companies to encourage them to use local products and short supply chains. COP 21/CMP 11 is currently seeking ISO certification. This standard represents a management system ensuring that events are organized in an environmentally, socially and economically sustainable way. 15
16 Civil society mobilization (1) France wants to give civil society a prominent role in COP 21/CMP 11 and has held constant dialogue with the representatives of its 9 pillars. Frances supports a number of projects or initiatives led by an associative structure, local government or institutional actor in France or abroad. This is the labelling process. Consultations with 2,000 organizations were held in December 2014 to set out the expectations for the Climate Generations Spaces. These Spaces will host conferences, side events, cultural exhibitions and stands. A call for projects will be launched soon. 16
17 Civil society mobilization (2) France places special emphasis on the involvement of local and regional authorities and young people: A job fair will be organized at the Le Bourget site to recruit COP 21/CMP 11 personnel. Each delegation will have access to a pair of liaison officers, comprising a young civil servant and a young person from the Seine-Saint-Denis department. France also wants to mobilize businesses, which are direct or indirect contributors to global warming and are thus essential actors when setting out solutions: through sponsorship; by presenting their solutions in the Gallery.

20 Practical Information
21 Visa information The formalities for entering and staying in France vary according to nationality. Full details at ("Practical Arrangements" - "Coming to France" section) and at the France stand. Where? In French consular posts abroad or, in some cases, in the post of another European Union State which represents France for the issuance of visas. How? The official accreditation letter issued by the United Nations for COP 21/CMP 11 must be submitted to facilitate formalities and for visa application fees to be waived. When? Visa applications must be submitted no more than three months prior to the planned date of entry into the Schengen Area. Visas can be issued after between 48 hours and 15 days depending on nationality, but time must be allowed to book a meeting to submit the visa application.
22 Delegation spaces To best meet the needs of the delegations (office and pavilion), about 15,000 m² of workspace are available to buy online. April: 1st consultation: Assessing each delegation's needs and making contact with them Between May and June: 2nd consultation: Link to be sent to delegations to order a workspace on-line Price per m²: 400 before tax / 480 tax included By 27 May 2015: 4,000m² have been booked July: arranging the delegation spaces Creating an on-line catalogue offering additional services (furniture, Internet connections, IT, etc.).
23 Transport and accommodation Transport: in close coordination with local governments, several measures will be taken: increased public transport; system of shuttles serving hotel complexes and the centre of Paris; Objective: travel time of under 45 minutes Accommodation: the "B Network" incoming agency has been chosen to manage hotel room reservations. 23
24 Many services to ensure an optimal stay Large number of metal detectors at the entrance to reduce waiting times Shuttles to facilitate travel within the Paris-Le Bourget site. Rest areas Prayer and meditation area A 24-hour, reasonably-priced restaurant service catering to all dietary preferences An on-site bank and post office Weather information: prepare for temperatures of between 0 and 10 C (32 to 50 F).
