12 Message from the chairman Gary Bichler As we are experiencing a new day in the Buffalo- Niagara region, so too are we experiencing a new day at the Construction Exchange. Economic growth and investment are everywhere you look from Buffalo to Niagara Falls. At the Construction Exchange, we are approaching the end of the fourth year of our five-year strategic plan, and the difference is just as remarkable. The foundation of any association is a strong and active membership, so naturally the keys to our strategic plan were membership growth and engagement. I am proud to report that as I write this message in October, we are on the verge of passing last year s membership record of 804. By the end of this fiscal year in March 2017, we should be approaching 900 strong. Our ultimate goal is 1,200 members and I am confident that we are on the path to meet that mark. Membership engagement is also high. We have added new events while also striving to improve our existing ones and it has paid off, with more events selling out than not. By the way, I encourage every member to attend at least one Construction Exchange event a year. With the pace of today s business world, it can be difficult to make the time to take part in industry events, but I guarantee that if you do, you will be glad you did. And do encourage the upcoming generation of industry leaders to do so as well. The construction business still is and will always be about relationships. Another major component of our strategic plan was building a strong educational program. We have added and improved and this year our efforts have culminated in the introduction of Construction Exchange University. With monthly seminars scheduled to help you improve your business and courses with anywhere from eight to 75 hours of in-classroom training on topics such as project management, blueprint reading and estimating, we truly are Western New York s source for construction learning. Just as Buffalo-Niagara still has plenty of room to grow as a better place for its citizens to live and work, there is also great potential for the Construction Exchange to continue to find ways to better serve its members. This spring, we will reconvene the strategic planning committee for a full-day session to evaluate our progress and identify other opportunities to serve our members and the industry. We will continue to build Construction Exchange Safety Services to ensure that all members have access to inexpensive, quality safety programs. We will continue to add benefits for our growing group of members in the light commercial/residential market. Our Women in Construction group will continue to promote diversity and inclusion in our industry with their efforts to support M/WBEs. And, in an effort to address the foremost challenge facing our industry, the Construction Exchange, our Construction Industry Education Foundation and Women in Construction are joining forces on workforce development. Proud to have gone round with the Carrousell Factory Museum 763 Main Street Buffalo, NY foit-albert.com Regardless of two fires on two separate occasions in the 1980s and 1990s that tried to burn down the Allan Herschell Company office building, the structure has been restored and is better than ever. According to the Herschell Carrousel Factory Museum website, the Allan Herschell Company was founded in North Tonawanda, N.Y. The Herschell companies specialized in making carousels, having produced more than 3,000 hand-carved wooden carousels. The carousels were shipped throughout the United States, Canada, South Africa, India, Tahiti and Mexico. In the late 1950s, the company moved from North Tonawanda to Buffalo. Currently, carousels are not being made, but volunteer carvers use the space on the weekends to do their work, according to museum director Rae Proefrock. This was the rebuilding of a severely fire-damaged building that had been the original office for the Herschell Carrousel Factory Museum, Gwen Howard, vice president of Foit-Albert Associates 16 Construction Exchange of Buffalo & Wny, Inc.

17 and principal architect on this project, says. Howard adds that the building had originally been a residence before it was expanded and turned into the factory s office just after the turn of the century. As the architect, Howard says her goal was to preserve as much of the original structure of the building as possible. It did not have a competent foundation at all. We had to assess how much of the structure was salvageable and put a foundation underneath it, Howard says. The restoration project also consisted of rebuilding the roofline because the roof altered significantly over time. According to Howard, one whole corner of the building was damaged by the fire. Picking up a building that is only partially stable without a roof or any of these things run the risk of wracking the building, Howard says. Proefrock says the original roof configuration had been completely changed after the first fire, so the existing roof had to be removed. Working with Landmark Construction, three and a half walls were stabilized and lifted the other half of one wall was destroyed in the fire standing four to five feet in the air while a foundation was placed underneath. Afterwards, the walls were set back down on the new foundation and the roof was replaced. The entire building had to be refinished on the outside and inside. The outside is tongue-and-groove cedar siding exterior, and the inside is finished similar to what it was originally, with the type of framing around the doors and windows, Proefrock says. It s basically rebuilding a new building around three original walls. Other new features to the office building included a multipurpose space/classroom that could hold carving workshops, present lessons to school groups or host catered business lunch meetings. There is an office for the director of education, as well as a second small storage or office space. Additionally, a third room has been designed to replicate the office used by Allan Herschell, as illustrated in a historic photo. Although carousels are not being made in this day and age, the complex is still lively as ever as the Herschell Carrousel Factory Museum. In addition to volunteer carvers who use the museum space to do their work, there is also a children s gallery in which children can ride on a little carousel, enjoy interactive learning experiences and take part in arts and crafts activities. There is also a mini Kiddieland amusement park outdoors consisting of various children s rides made by the company in the 1940s to 1950s, including boat, helicopter, fire truck and pony cart rides. Indoors, everyone can recall happy memories while riding on the 1916 hand-carved carousel and listening to the magical sounds of a band organ. 18 Former hospital gets new vision, purpose Millard Fillmore Gates Hospital is making the transition from a vacant complex into a place bustling with residential, retail and office space. The former hospital, located on a 6.7- acre site in Buffalo, N.Y., was made up of several structures built at various times between 1911 and The original hospital campus was completed in 1911 and operated as a homeopathic hospital. 20 ity continued to grow and transition into a modern allopathic hospital. At its peak, the Millard Fillmore Gates Hospital encompassed about 900,000 square feet in total while serving the community as a 24-hour acute care facility. Kaleida Health shuttered Millard Fillmore Gates Hospital in 2012 as part of a regional restructuring that saw them move their services and personnel into a new facility at the Buffalo Niagara Medical Campus. They undertook a deliberative process to ensure that the site was returned to a viable use and they ultimately issued an RFP to redevelop the site. That s when TM Montante Development came in to propose a mixed-use, mixed-age development, called Lancaster Square, for the former hospital parcel. Montante was selected as designated developer and went on to acquire the site in late In order to realize its vision of a vibrant, mixed-use development, Montante first had to clear and clean up the site. This work involved environmental remediation, asbestos abatement and the demolition of existing structures, including the 10-story main hospital tower. Given the site s urban context, the team at Montante Construction had a challenging task in front of them. They needed to clear the site safely and efficiently, while also minimizing the impacts on the surrounding neighborhood no small task given that almost 700,000 square feet of vacant buildings had to come down. According to Doug Elia, president of Montante Construction, imploding the main hospital tower made the most sense. We determined that instead of four to five months of heavy hammering, prolonged noise and continual dust, the best thing for the project and the neighborhood was to implode the main tower, which in one day consolidated all of these challenges into a single controlled and manageable event, he says. 20 Construction Exchange of Buffalo & Wny, Inc.

BUILD BETTER Kenmore Ave. Buffalo, NY Montante Construction worked closely with its consultants Benchmark & TurnKey and UNYSE, as well as its key subcontractors Ontario Specialty Contracting, Fibertech Environmental Services and Dykon Explosive Demolition to successfully implode the former hospital tower on Oct. 3, Prior to the actual implosion, there were several steps that had to be taken for safety and efficiency. First, the building had to be abated for asbestos so the leftover debris and dust from the implosion wouldn t cause a hazard to the neighborhood. Columns within the building also had to be precut into a specific pattern so that they would fall a certain way during the implosion. Once the explosives were set in place, security was located on the site Working with the City of Buffalo, the Buffalo Police and the Buffalo Fire Department, Montante Construction secured the area with a 500-foot radius which no one, except for construction personnel, was allowed to cross. People who lived within 500 feet of the site were required to stay inside their homes or to view the implosion from the designated viewing areas. Surrounding roads were also closed. The Millard Fillmore Gates Hospital was officially imploded at 7 a.m. It fell on top of itself and did not damage any of its surrounding area. Elia says the dust dissipated within minutes and, over the next few months, Montante Construction and its demolition partners cleared the remainder of the site to set the table for the new mixeduse buildings and attractive public spaces set to take its place. It s going to be a transformational project for the area a mixed-use, vibrant, urban development that has both residential and retail components, Elia explains. Angela Pellett, TM Montante s design coordinator, says, It ll be a walkable neighborhood with small shops and retail on the first floor of most buildings. 24 Moving on up to the border By Cindy Chan North elevation. If it ain t broke, don t fix it but if it can be improved upon, then go for it. The latter was the mindset behind the Niagara Falls Intermodal Transportation Center Project. The City of Niagara Falls relocated the old Amtrak passenger terminal to a site at the United States and Canada border near the base of the Whirlpool Rapids International Passenger and Rail Bridge. According to Wendel project manager Mark Molnar, there were two main reasons for the relocation one was that this was a chance to renovate and make the station more visually appealing, and the other was the station was already within the United States, about a mile and a half from the border. Molnar says it makes more sense for the station to be right at the border. Susan Sherwood, project manager for Wendel, says the previous station wasn t a safe place. The area wasn t well-lit, there was little parking and the only way to get from the station to Niagara Falls was by taxi. You had to wait in the cold without any shelter, Sherwood says. Bus riders, bicyclists and pedestrians will all be accommodated. Wendel s involvement in the project started in the 2000s, Molnar explains. We ve been working on behalf of the City of Niagara Falls. The City has been on a mission since 2000 to relocate the facility to the border. The first assignment was to do a site selection study. After browsing numerous sites and weighing the pros and cons of each, it was decided they would build a new site at the border. One reason for selecting that particular location was to generate more traffic vehicular or foot to the northern business district of Niagara Falls. We settled on building something new at the border for all the efficiencies and state-of-the-art reasons that the 26 Construction Exchange of Buffalo & Wny, Inc.

27 city, rail users and general public sought after. It s in proximity to the northern business district of Niagara Falls and lots of vacancy signs. It s not the bustling epicenter of business that the city wants. They needed a vehicle to start the regeneration for the northern end of the city, Molnar explains. We renovated the entire customhouse building, Molnar says. We added the central atrium, [which is] a two-story enclosed glass box meant primarily for vertical circulation from the parking lot up and in through the atrium to the second level where the rail cars are located. The station is a two-story brick enclosed structure with a roof similar to the customhouse. Wendel worked alongside SHPO (State Historic Preservation Office) on the exterior of the building. Molnar says the passenger station wasn t meant to replicate the customhouse but rather to complement it. The building has two facades one from the parking lot and one from the tracks, Molnar says. The parking lot façade is a two-story structure, while the façade from the tracks is one story. Both are meant to be front doors one coming into the country, one leaving the country. The station was designed to LEED Silver standards but it isn t certified, according to Sherwood. The City of Niagara Falls put the funds required for certification into the construction instead. We re in the final closeout. Commissioning is nearly complete. We re close to getting a certificate of occupancy so tenants can start their move-in process, Molnar says, adding that a grand opening will likely take place in a couple of months. 30 Inspection building upgrades improves processes By Cindy Chan Annex building renovation. The Peace Bridge U.S. Commercial Warehouse recently underwent a renovation and addition. The project involved adding 18,000 square feet of space, as well as renovating the three-story annex and the 23,500-square-foot warehouse. According to James Maurer, architect at Wendel, the intention of the project was to increase space for various U.S. federal inspection agencies such as the Customs and Border Protection (CBP), Food and Drug Administration (FDA) and U.S. Department of Agriculture (USDA), as well as to create additional office space for private customs brokers. Equally important was integrating sustainable features into the facility. Mark Molnar, project manager and principal for Wendel, says the Buffalo and Fort Erie Public Bridge Authority owns and operates the Peace Bridge an international bridge crossing the Niagara River that connects the United States to Canada at the east end of Lake Erie and manages the buildings and plazas at both Fort Erie, Ontario and Buffalo, NY. Entering the U.S. from Canada as a commercial vehicle, you will go through a primary inspection at the customs inspection booth, Molnar explains. But if a vehicle is referred for a secondary inspection, then it needs to go to the warehouse. The trucks must navigate around the plaza and find a spot to park within an already severely constrained plaza. Accordingly, in expanding the warehouse, there was a concern of creating further congestion [due to design], Molnar adds. Efficiency was a priority for renovating the warehouse, ensuring secondary inspections go as quickly and smoothly as possible. As well, consolidating a number of inspection functions within the warehouse proved to be more convenient for all of the various federal and inspection agencies at the U.S. Plaza. However, those facilities were built in the 1950s and were no longer sufficient for modern needs. As a result, the truck bays were excavated and dock space was expanded to increase and improve the space, and advance operational efficiencies. Approximately 18,000 square feet of office space was also created. LP Ciminelli was the construction manager on the project. While function, efficiency and security were top of mind for the renovation and addition, Molnar says it was important that the upgrades were visually appealing and sustainable too. When you enter the U.S., one of the very first buildings you see is the building we worked on, Molnar says. The old building was not the most aesthetically pleasing to look at. The inspection building is located at the end of Lake Erie, and is exposed to a lot of severe weather conditions, from rain to snow. In Molnar s words, the building was inefficient and visually unappealing it wasn t the gateway image that the Authority had in mind. It was extremely important that this building represent the front door to the country, Maurer says. It s one of the first buildings you see in Buffalo when you cross the Peace Bridge. When designing the inspection building, Maurer says materials were selected for both visual appeal and long-term durability, such as terra cotta, high-pressure laminate panels and large glass facades. Molnar says the terra cotta is produced locally in Western New York. The laminate panels and terra cotta are basically the materials you see on the entire façade, Maurer says. The south façade is a terra cotta rain screen. Within that terra cotta, there are long, tall windows that allow light into the offices. 33 up of glass, allowing people to take advantage of the views. High-pressure laminate panels were finished with a wood-like tone to create a warm, welcoming vibe. There s a balance between that sort of heavy, stately, long-lasting and secure image, along with the glass and laminate that emits a welcoming, friendly image, Maurer says. Regarding the sustainable elements of the project, James Winde, mechanical engineer at Wendel, explains, The renovations were designed to the Energy Star and LEED standard, which dramatically reduced the building s energy consumption and, consequently, the release of greenhouse gases. The new variable refrigerant flow (VRF) HVAC system performs simultaneous heating and cooling throughout the building. The VRF system is electrically powered and greatly reduced the amount of emissions. Natural gas-fired equipment was limited to the domestic water heating, loading docks, entranceways and snowmelt systems. Based on the year s natural gas consumption prior to construction, the existing building emitted approximately 19,787 tons of carbon dioxide per year. The new HVAC system was calculated to emit approximately 2,735 tons of carbon dioxide. This suggests an 86 percent reduction in emissions annually, Winde adds. 34 Commercial building owners beware: New CO law now in effect By Melanie Franner The Centers for Disease Control and Prevention (CDC) reports a total of 5,149 deaths from unintentional carbon monoxide (CO) poisoning having occurred in the U.S. from 1999 to 2010, which makes an average of 430 deaths per year. In New York, the State Department of Health reports that approximately 200 people are hospitalized each year due to accidental CO poisoning. And, that about two-thirds of these people are poisoned by CO produced by fuel-burning sources. There have been two highly publicized cases in the state of New York as of late each of which has resulted in the creation of new legislation focused on carbon monoxide detectors. The first of these is commonly referred to as Amanda s Law. It is named after a young girl, Amanda Hansen, who died as a result of a defective boiler while sleeping over at a friend s house in January The new law, which came into effect in 2010, called for carbon monoxide alarms to be installed in all new and existing one- and two-family dwellings, multi-family dwellings and rentals having any fuel-burning appliance, system or attached garage. The other new law is based on the experience of Steven Nelson, a manager at a Legal Sea Foods restaurant in New York, who died as a result of a faulty water heater flue pipe. This law, which came into effect June 27, 2016, requires that carbon monoxide alarms be installed in all new and existing commercial buildings that have any fuel-burning appliances, system or attached garage. And it is this second law concerning commercial buildings that is generating a state of unease within the New York state construction industry. A state of flux The bill concerning commercial buildings in New York state was passed into law on June 27, 2015, states Bill Blanchard, vice president of Great Lakes Building Systems, a complete fire and security systems integrator servicing primarily Western and Central New York. There was a one-year transition period so the new law takes effect as of June 27, According to Blanchard, the first six months during the transition period passed relatively smoothly, as most building owners waited to take action until the deadline was fast approaching. The majority of people waited until the last minute, he explains. Now that we re down to the wire, I m averaging about five jobs a day. I have 35 people on staff and have had to hire a couple more to try to keep up with the demand. Unfortunately, according to Blanchard, Bill Blanchard. it s not just the high demand for service that is proving troubling for the industry. It s also the ambiguity of the law itself. The new law is very confusing, he explains. It allows for two options. The first is for a 10-year lithium-battery carbon monoxide device to be installed. On the surface, this option seems relatively simple. You go to Home Depot and buy a $40 device and install it. However, some municipalities and/or enforcement agencies are requiring the individual to get a permit for the installation. And it doesn t end there. Some of these municipalities and enforcement agencies are also requiring submission of drawings, along with a Professional Engineer (PE) stamp, before issuing the permit, adds Blanchard. For owners of older buildings, AutoCAD drawings simply aren t available. Although reluctant to quote figures, Blanchard does state that a PE stamp can be upwards of $100, the permit between $50 and $200 and then the cost of the device and installation. That doesn t include the cost of generating AutoCAD drawings if that proves necessary. The other option is to hard-wire the carbon monoxide device into the existing fire-alarm panel, continues Blanchard. And, in fact, a lot of local municipalities and enforcement agencies are insisting that owners go this route if there is an existing fire panel already installed. In this case, you need to get the carbon monoxide detector, hard-wire it into the building and then you need an addressable interface module to connect it. 35 need to get the permit, the drawings and the PE stamp. Blanchard admits that the new law has been good for business he has been averaging 10 calls a day for the last six months. But there is a lot of confusion around it. We ve sat down with a number of municipal and enforcement representatives and showed them the code, he explains. But it s not a black and white law. It speaks of differences between carbon monoxide detectors and carbon monoxide systems but a system usually refers to a control panel that reports into an offsite location, like a central station. Everyone seems to be confused about it. But in the end, the bottom line is that the authority is always right. That being said, Blanchard goes on to state that the confusion around the issue isn t eliminating the need for building owners to avoid installing carbon monoxide protection. I think it will be difficult for the code enforcement officer to be the disciplinarian within the allotted time frame with so many commercial buildings in their jurisdiction, he concludes. It all comes down to the local authority having jurisdiction s interpretation of the new carbon monoxide law. Therefore, what is required in one jurisdiction may not be the case in another jurisdiction. According to the National Conference of State Legislators, as of January 2016, 30 states have enacted statutes regarding carbon monoxide detectors and another 11 have promulgated regulations on carbon dioxide detectors. Formerly known as Ralph Wilson Stadium, located in Orchard Park, N.Y., New Era Field received upgrades that were funded by the annual capital improvement allowance provided by the current stadium lease. Every year, the county makes certain improvements because they own the stadium and lease it out. They re responsible for the renovations, says Mike Bishop, project manager with Frey Electric Construction Co., who completed the electrical work of the upgrades. This year, we worked on the stadium poles, Bishop explains. There are six poles that light the stadium, so we had to get up there with a huge crane and 36 Construction Exchange of Buffalo & Wny, Inc.

37 renovate all of the lighting. A structural analysis on the poles followed afterwards. This year s upgrades also included some site excavation. Dominick Wick, project manager with Northeast Paving, says he and his team completed a fulldepth reconstruction of Bills Drive the stadium s main entrance off of Abbott Road as well as some repairs to certain parking lots. They also installed a trench drain at Gate 1 and provided a concrete surface around the Ralph Wilson statue at Founder s Plaza. Wick says his job began in July of 2016, wrapping up contract work on Aug. 12. According to Bishop, all of this year s stadium renovations are complete. In fact, the protocol is to have improvements done and out of the way before the first home game. The first pre-sea Building Western New York 37

38 son game took place on Aug. 13 of this year, according to general contractor Tracy Hirsch of Trason Development Corp. Hirsch says the key to consistent and successful capital allowance projects that requires different businesses to work together and often is a collaborative relationship with plenty of communication. We ve been doing this for 12 years with Erie County and Buffalo Bills, Hirsch says of the capital allowance projects. We ve done all kinds of projects with them over the years, and they ve been fantastic organizations to work with. What s in store for the next off-season? The design plans and specifications are now being prepared for the projects scheduled for Those projects include conversion of stadium field lights to LED fixtures; miscellaneous concrete repairs and paving; expansion joint sealing; painting the roof of the indoor practice facility; stadium painting and Dryvit repairs; infrared testing on electrical panels; substation maintenance; and miscellaneous heat pump replacements. 40 Renewed purpose for empty church By Cindy Chan After being vacant for 10 years, St. Gerard s Church in Buffalo, N.Y. was given another chance at life. According to Rev. James Stone of Mary Our Queen Catholic Church, some of the artifacts from St. Gerard s Church were purchased for the aforementioned church. According to Tisha Jeffries, who is in charge of marketing and logistics for Bison Scaffold, the church held its final mass in 2008 but has been deteriorating since then. The church was built in response to the demand for a larger place of worship. The building was constructed in a Roman Basilica style, based on the Basilica of Saint Paul Outside the Walls in Rome, but only a third of the size. Inside the church was 12 granite columns, a coffered ceiling, 15 murals, 26 rondos and a fresco. The nave was raised to 60 feet and a three-stage, 110-foot bell tower was added in In 2008, the Mary Our Queen parish in Norcross, Ga. wanted St. Gerard s Church to become their new house of worship, arranging for the latter to be deconstructed, packed and trucked 900 miles south to be used as its new Catholic church. However, Rev. Stone says that never happened. Instead, items within the church were removed. The building is still there. We purchased some artifacts from inside the church. We picked those up and moved them, but none of the building itself. The building is still there, he says. Chris Darner of Bison Scaffold, who was the project manager, says Bison Scaffold installed the equipment for removal of the stained glass windows and accessories in St. Gerard s Church. Over a three-week period, Bison Scaffold set up and moved two mast climber scaffold units, Jeffries explains. The units spanned more than 80 feet and 50 feet in height. While Bison Scaffold was responsible for providing the equipment necessary to remove the stained glass windows, it was Lynchburg Stained Glass who removed the windows. Sixteen windows were carefully removed by Lynchburg Stained Glass employees from Evington, Va. to be transferred to the church in Georgia. Jeffries adds that each window was in approximately 10 sections. The stained glass windows were 50 feet high in the air, and underneath them were archways. The only way to access them was to build a frame scaffold system, which would have been time-consuming and very costly for the Diocese of Buffalo, so 40 Construction Exchange of Buffalo & Wny, Inc.

41 they called us and asked us to remove them, Darner says. It was imperative they come down in the sections with as minimal damage as possible. Darner says the hydraulic scaffold allowed Lynchburg employees to access every window by going up and down hydraulically instead of manually handling the windows themselves. They could have banged against the scaffold. They told us we saved them from unnecessary labour and time, Darner says. Currently, the Diocese of Buffalo is repurposing the church. The pews and other materials are already in Atlanta, and some of the woodwork is being removed. 42 Summit Street receives makeover By Cindy Chan Used often as one of the main connectors to the local hospital, Summit Street has seen better days. Fortunately, as of June 2016, the 2,600-footlong street underwent full reconstruction, complete with new curbs, sidewalks and storm sewers. Matthew Worth, director of public works for the City of Batavia, says the subbase had failed and needed more than resurfacing, which was why they applied through the state to acquire funds for the reconstruction project. We were successful with that, Worth says, adding that the project was 80-percent federally funded and 20-percent locally funded. 43 The existing road base had to be removed. The subbase was excavated out, and work began on putting the road back together. The Summit Street reconstruction project went to bid in February of this year and was awarded a month later in March. Construction began in June and was slated to be completed in October. The first phase of the project was installation of the water main. Anthony Milone, project manager with Accadia Site Contracting, says he and his team installed the new eight-inch PVC water line. Erdman Anthony Associates, based out of Rochester, N.Y., were the design engineers on the project. [The water line] was placed under the sidewalk and on the side of the street. The sidewalk was removed, but one side always remained open. That phase took about three weeks, Worth says. Afterwards, work began on the crossings for the new water main services, which took another two weeks. We furnished and installed 80 brand new water services to each of the residents on the street, Milone says. He then moved on to underground installations, primarily on the storm sewer. New catch basins and specialized drainage devices were installed to remove silts and solids out of the storm water. When that was completed, the existing road base had to be removed. The subbase was excavated out, and work began on putting the road back together. New granite curbs were installed on both sides of the road, and sidewalks and driveways consisted of concrete and asphalt on the aprons. Sidewalk construction and driveway restoration on the east side of the street followed, and then the same was done on the west side. The asphalt top course was completed once the sidewalks, driveways and landscaping were finished to avoid damaging the final product. Sixty brand new trees will be planted on the street, Milone adds. 46 Live, work and play at 301 Ohio Street This mixed-use development project was designed with its surroundings in mind. 301 Ohio Street in Buffalo, N.Y. consists of five floors and 52,000 square feet of all new construction. Twenty-one apartment units in both one- and two-bedroom configurations are located on the upper three floors, ranging from 878 to 1,400 square feet. Krumm says plans are currently underway for an addition of beach volleyball courts and boat slips outside for added recreation. The 21 apartment units are nearly all leased, and we are in the process of leasing out the available commercial space on the first and second floors, Krumm says. Robert Stark, architect of CJS Architects, says the design for 301 Ohio Street included vertical elements to reference the grain elevators across the river. The Corten steel panels are meant to recall the industrial nature of the past industries along the Buffalo River, Stark says. 48 A fresh new look for historic building By Cindy Chan 500 Seneca is 100-percent ready for residents, visitors and workers of Buffalo, N.Y. The 306,000-square-foot building is now a mixed-use development located in the Hydraulics District, close to downtown Buffalo, the Canalside District and the Buffalo Niagara Medical Campus. After undergoing a historic rehabilitation that was completed as of Dec. 5, 2015, it features 97 apartment units, office spaces, two restaurants, a European bistro, bakery, fitness center, spa, three-story atrium and an outdoor courtyard. According to Robert Stark of CJS Architects, the building, built in 1901, used to be the F.N. Burt Box Factory, which was once the largest box factory in the world. The entire manufacturing complex used to be eight separate buildings with 400,000 square feet of floor space. Eventually, the buildings were abandoned and left in bad shape. 49 earlier wood frame portions. Windows were missing and the roof was leaking. According to property manager Luke Cusack, construction began in early 2015 and it s still going on. Cusack says apartment units were completed in April this year, but construction is ongoing for the commercial spaces. We ve constructed most of the building right now. It s 85 percent occupied and 15 percent under construction, Cusack says. The general contractor on the project was Savarino Companies. Subcontractors included Ricmar Electric and Jim Ando Plumbing. Kevin Hays, director of development for Savarino Companies, says he was involved in the project for many years, working on the financing, design, structuring, construction management and leasing. When construction started, Hays primary role consisted of asset management, acting as the liaison between the owner, contractor and bank. Savarino built out the space working with Frontier Group of Companies as a partner. It was our largest undertaking on the development side, one of our larger construction projects, Hays says. 50 a complicated deal, but it was, without a doubt, a success. It s a project we re very happy to be behind. Because this was a historical restoration, CJS Architects felt it was important to hang on to certain elements throughout the project. For example, the original hardwood floors of the indoor atrium had been restored. As well, they kept the wood frame structures for use in the residential component of the building. The building s exterior shell was also restored, and any deteriorated or missing wood double-hung windows were replaced and designed to resemble the previous ones. It s a challenge when you re working with an existing building that s over 100 years old, Cusack says. I think they did a nice job it took a lot of work. Newer elements include natural lighting from large windows, balconies throughout the building and greenery inside and outside of the building. There is also on-site parking. According to the Hydraulics Lofts website (hydraulicslofts.com), the 97 apartment spaces in 500 Seneca feature 22 different floor plans. One-, twoand studio bedroom suites range in size from 600 to 1,500 square feet. As for commercial space, 500 Seneca has 180,000 square feet dedicated to office space on five floors of the building. Offices offer access to direct access to tenant storage and flex space, an energy-efficient climate control system that is included in the rent and a rooftop garden, to name a few amenities. A commercial tenant, Dwight Moldenhauer, Inc. opened up a satellite in the 500 Seneca property. According to Moira Moldenhauer, the business has another location in Buffalo, but this location stood out for its youthful energy. Our junior partner he s our son has joined our business, so this is the perfect space for him because there are a lot of young companies and lots of energy in the building, she says. Moldenhauer says the vibrant atmosphere of 500 Seneca is what lured her to select this location for office space. The combination of the residential space as well as commercial space is really fun, Moldenhauer says. There s always something fun going on in the evening for the tenants whether it s yoga or a not-for-profit in the region using the space for a big fundraiser. 52 Kenmore Mercy Hospital s latest renovations, additions By Cindy Chan Kenmore Mercy Hospital is in the midst of a welldeserved makeover. According to Jim Sullivan of Picone Construction, the general contractor, the hospital s main project was the Phase 1 project which was the operating room expansion built by Telco Construction the year before. The principal section of the Phase 2 work performed by Picone Construction was carried over three phases beginning in September of last year. The recently completed first phase of the Phase 2 project was the expansion and relocation of the surgery holding and recovery unit. The second phase was the total renovation and expansion of the post-surgical anesthesia unit (PACU), and the third phase, recently completed, included several smaller renovations, specifically a new surgery department administrative suite, the expansion of surgical locker rooms, new offices for the medical staff, a new medical library and conference room and a new physicians lounge. Sullivan says the approximately 14,000 square-foot surgery holding and recovery unit now consists of 32 new bays, of which 11 are private rooms, along with a new waiting room and reception area. The second phase is the installation of a PACU unit, consisting of 12 treatment bays for patients immediately after surgery, an isolation room and a new nurses station. Sullivan says this unit received new floor finishes, ceilings and skylights. As a result of all these changes, the hospital had to move quite a lot of staff members around. What is important about this project is that Catholic Health and Kenmore Mercy Hospital went to extra lengths to install specialized materials in and on the walls, on the ceilings and on the floors to create an extremely quiet and stress-free environment for patients while they prepare for and recover from surgery more easily and peacefully, states Gary Constantino, Catholic Health s corporate director for facility planning, design and con- 52 Construction Exchange of Buffalo & Wny, Inc.

53 struction. Kenmore Mercy Hospital is one of Catholic Health s health care campuses. Sleep and rest are vitally important to a patient s healing, recovery, and total health, says Constantino. Within the holding and recovery unit and PACU, patients, visitors and nurses are able to control the level of lighting at their bedside. Because of this feature, patients can control their own environment and have less need to call or wait for assistance. This leaves nurses more time to be at the bedside of patients who need them. Constantino worked with Kideney Architects to create a pleasant environment that did not appear institutional and where many elements of the design were based on evidence-based design research for health care environments which have proven to provide healthier patient outcomes. There are multiple skylights throughout the unit, which are placed along the patient s path and near the nursing station to bring natural light inside for all to appreciate. The design also features an elaborate ceiling design which incorporates these skylights and that originates in the waiting room. The ceiling design weaves through the holding/recovery unit and PACU, providing interest and a familiar aspect of the space in an effort to enhance each patient s experience, Constantino says. The new units don t look or have an institutional feel. In addition to the newly added operating suites, Constantino mentioned that Kenmore Mercy Hospital underwent several large projects over the last few years specifically a 70,000-squarefoot expansion on the south side of its campus that included a new and expanded state-of-the-art emergency department at ground level and a new orthopedic unit with 24 private rooms and a newly renovated and connected rehabilitation unit for physical, occupational and speech therapy. In 2016, the association s board took a hard look at the benefits provided to its members and decided it was time for a change. Renamed the Subcontractors Association of WNY (SAWNY), the group is a blend of the services that have benefited the members most over the past few years with some ideas on new ways to serve today s subcontractors. The changes we made focus the association s efforts on things that are important to subcontractors, explains SAWNY president Jeff Macartney. All of our programs directly impact a subcontractor s business and their ability to succeed. Legislative advocacy is one of those needs that has always affected subcontractors and will continue to be an important part of the association s fabric. Through an affiliation with the statewide Empire State Subcontractors Association, SAWNY supports issues of importance to subcontractors. These advocacy efforts have delivered numerous successes over the years, especially in the areas of lien and prompt payment laws. One bill currently being pushed in Albany would require retainage on public projects to be released within 60 days of the completion of the subcontractor s scope of work and another would define substantial completion, ensuring that public projects are closed out in a timely fashion. Membership meetings are another important aspect of the association, but attendance has declined in recent years, with one exception meetings featuring developers and general contractors. 55 ing program to be more geared toward these types of topics. The group meets every other month for breakfast from September to May with most of the meetings featuring speakers from a local developer or general contractor talking about their company and upcoming projects. It s easy to see why these meetings are popular, says Macartney. It gives the subcontractors a chance to meet with the folks that control the work and get a sneak peek at upcoming projects that can give them an advantage over their competitors. Not only is the association rethinking some benefits, they re also working to boost awareness of existing programs that can benefit members. Through a new website and social media presence, subcontractors have information at their fingertips on programs such as the lien filing service and basic legal advice offered free for members through chapter attorney Dan Sarzynski of Rupp Baase Pfalzgraf Cunningham, or the internship program run each year with the Erie Community College Construction Management Engineering Technology department. 56 Peace Bridge nears completion New construction creates better access to the I-90 and improves Front Park neighborhood By Tammy Schuster With construction of the U.S. Border Port of Entry/Peace Bridge Plaza nearing substantial completion in Buffalo, N.Y., traffic flow to and from the bridge will be vastly improved. But the new bridge construction also created an opportunity to improve the surrounding city neighborhood and park. The Federal Highway Administration, together with the New York State Department of Transportation (NYSDOT), the New York State Thruway Authority and the Peace Bridge Authority determined that existing access between the Plaza and Interstate 190 was prone to congestion with regional and international traffic adding commercial traffic to local streets. The primary objective of the project was to create direct access from the Plaza to the northbound lanes of I-190 and to remove traffic from Front Park. The main purpose of the project was really to streamline traffic from the U.S. Peace Bridge Plaza and to remove traffic getting to and from the Peace Bridge from the local streets, says Susan S. Surdej, assistant to the regional director and regional public information officer for NYSDOT. But we were also able to return four acres of park land back to the community as a result of this project. By removing Baird Drive which essentially cut through the middle of Front Park, the project successfully restored a large piece of park land and presented an opportunity to enhance the pedestrian and bike-friendly Shoreline Trail along the Niagara River. In collaboration with local legislative leaders and agency representatives, Union Concrete & Construction Corp. was able to extend and improve the Shoreline Trail by moving a section of the trail that was east of I-190 to a location 56 Construction Exchange of Buffalo & Wny, Inc.

57 directly adjacent to the Niagara River. The existing Niagara Street ramp carrying traffic from Northbound I-190 to Niagara Street was lowered and reconstructed as a tunnel structure to make room for the new ramp connecting the Peace Bridge Plaza exit to I-190 Northbound. The Porter Avenue Bridge that crosses over the I-190 and the CSX Railroad was fully reconstructed to include new, wider sidewalks and a traffic circle on Porter Avenue to enhance flow of traffic. A pedestrian structure was also placed over the railroad and I-190 to provide easy access to the waterfront. An elevated prefabricated pavilion and viewing deck was built for pedestrian traffic crossing over 190, says Shannon Luce of Union Concrete & Construction Corp. 58 on the project in November 2014 and says all staff within the organization worked on the project at some point. The complexity of the project took into account many factors including scheduling, traffic flow and disruption, requirements of Gov. Andrew Cuomo s Drivers First initiative, and the compressed size and location of the working area. The footprint and the area we had to work within was landlocked with a park to the south, a significant and densely populated residential neighborhood to the east, and both a highway and a river to the west, says Sam Hoyt, regional president of Empire State Development Corporation. It was a complicated project on multiple fronts but starting with the fact that Gov. Cuomo wanted it to happen quickly. Prior to winning the contract, countless meetings were held to discuss sequencing, construction phasing, installation of temporary walls and pavements, and maintaining traffic flow while under construction. It took a lot of time and effort building the entire detailed schedule for this, says Gary Hill, vice president of Union Concrete & Construction Corp. Keeping traffic disruption to minimum was extremely important and construction was done in stages with only very short rolling closures to maintain the traffic flow. The Peace Bridge Crossing is the second busiest border crossing between the United States and Canada with $40 billion in trade crossing each year. Any significant disruption in the flow of goods would have had a negative economic impact on both sides of the border. Safety was also of the highest priority. With multiple stakeholders, both pedestrian and trucking access, winter weather conditions, we couldn t let our guard down, says Carley Hill, safety officer for Union Concrete. Aside from improving the flow of commercial traffic, redirecting traffic away from the residential neighborhood and dramatically improving the park, another benefit occurred as a result of this project. Hill says in the transportation industry, most of the highway projects are geared towards road preservation so multipart projects like this one aren t as common. The management team for both Union Concrete and the Department of Transportation have many young people involved in key projects, he says. It gave the younger generation some great experience working on a complex project that is extremely hard to find. It s great to see them getting this kind of experience.
