4 Municipality of St. Charles MUNICIPAL HISTORY The Village of St.-Charles first took shape in 1890, with the arrival of the first settlers from Quebec and Eastern Ontario, via the Canadian Pacific Railway. These settlers were attracted by the promise of good farmland and the opportunity to raise their families in a sound catholic community. Some of the first pioneers to settle in the 'Grand Brûlé' were Pierre Savary, Perpétus Lapensée, and Frank Dupuis. Over the years, the municipality has experienced many changes that have transformed its agricultural origins into a bedroom-community oasis. A large percentage of residents take advantage of the professional opportunities offered by larger neighbouring cities, while still being able to enjoy a quiet, rural lifestyle. Although the practice of farming is no longer a primary occupation, the municipality still provides its residents will all the necessities of comfortable living, in a modernized setting. St. Charles still holds those same promises and opportunities today, as it did in the 19 th century. New families continue to settle into the region where many established ones have thrived for generations. 5 MAP & LOCATION Situated between the Municipality of French River and the Municipality of Markstay-Warren, St. Charles covers an area of more than 250,000 kilometers. Two urban centres are located within 100km of St. Charles. Approximately 90km to the East of the municipality, is the City of North Bay, while 60km to the West, is the City of Greater Sudbury. These two urban locations offer St. Charles residents a variety of retail and commercial necessities. The closest metropolitan centre is Toronto, located approximately 370 km to the South of St. Charles. CLIMATE As part of the Canadian Shield, the climate in the Municipality of St. Charles is seasonal, with average temperatures of -18c in the winter and 25c in the summer. Precipitation also varies throughout the seasons with average snowfalls of 34.3cm/month in the winter and rainfalls of 54.6mm/month in the summer. Fifteen hours of summer daylight allow for a regional growing season of approximately 120 days, while winter daylight averages 8.5 hours. 6 ECOLOGY Surrounded by the waters of Lake Nepewassi and the West Arm of Lake Nipissing, the Municipality of St. Charles is flourished by a variety of coniferous and deciduous trees, foliage and marshlands, as well as bedrock formations. These make-ups create the habitat for local wildlife, such as the white-tail deer, the brown bear, the Canadian loon and the red fox. During the summer months the population increases, with seasonal residents and tourists who frequent the many trailer parks, lodges and cottages along the shores of Lake Nepewassi and the West Arm of Lake Nipissing. 8 EDUCATION In 1899, the first French Catholic Separate School was established on the outskirts of St. Charles. At this time every part of town was responsible for building a school for their own children to attend. There were many schools in the different regions during this time due to the fact that transportation was difficult especially during the winter months. Another factor was the steadily increasing amount of children, which were coming into the different areas. 9 RELIGION As is the case in many small towns, the Catholic religion has always been a very important part of the community. The first two churches were built in the year In 1904 a third church, 'St- Charles Borromée', was built. The structure stands proudly on top of a rock as a very pleasant reminder of the beginning of the town and its religion. Priest Nayl was the first priest to hold a mass at the new church on October 20th, St. Charles Borromée is still being used by parishioners today. 13 ST. CHARLES BUSINESS ECONOMIC ENGINES Retail In 1917, Mr. Jos Desgroseilliers built the first cheese factory of the parish. During this time there were many other cheese factories built, from Eugene Gour s in Dunnet to Joe Lapointe s - Maple Leaf - in Once the local sawmills and cheese factories were closed, the community of St. Charles saw the construction of many new modernized buildings such as La Caisse Populaire, Canada Post, the Community Centre, the Co-op store (Foodland), the St. Charles Tavern, the Fire Station, the St. Charles Arena, the Library and the Medical Centre. Today, there are roughly 25 stores and businesses that operate within the municipality of St. Charles. Health St. Charles has a number of health care facilities in the Wellness Centre, including the services of a family doctor and two nurse practitioners. Mental health services are also available from the Sudbury General Hospital. 14 Agriculture Since the beginning of their settlement within the community, the farmers of St. Charles have been raising animals such as cows, sheep, chickens and horses. The first tractor to arrive in the area was seen in The following year, the first cultivating machine was bought by a group of farmers within the community. This machine went from farm to farm to beat the grain that the farmers would cultivate individually. Families often helped each other to begin the development of farms by helping in the fields and by building new barns and homes. The practice of farming was not just a primary source of income; it was a community activity that brought families together. Today, agriculture has become a secondary activity for many of farmers. The close proximity to the City of Greater Sudbury and clear highway driving make it possible for residents to work in the city while still enjoying the benefits of life in the country.
