Pyke Minister of Public Works Dear Sir: I submit herewith my report for the Department of Public Works for the period April 1st, 1958, to March 31st, The Department carried out the planned program of work to provide new buildings and facilities and to maintain and service the properties of the Province. The operations of the Department are covered in this report in the classifications of General Services, Maintenance, Construction and Design. GENERAL SERVICES Premises leased by the Department as of March 31st, 1959, totalled eighty-four located in thirty-six centers throughout the Province at a total rental of $17, per month. These are chiefly offices and are occupied by other Provincial Departments, Boards and Commissions. Space in premises rented by the Department and in Government owned buildings is generally, but not in all cases, provided on a rent free basis to other Departments and Government agencies. Rentals are paid by the Public Utilities Board, Civil Defence, Nova Scotia Power Commission, Workmen s Compensation Board and by the Nova Scotia Liquor Commission for their head office. These rentals total $5, per month. The Department rented premises to eighteen firms, individuals, Municipal and public organizations at various locations at a total of $11, for the year. Nine new buildings were completed during the fiscal year of which three were stores erected for and turned over to the Nova Scotia Liquor Commission. The Commission rebated the construction costs to the Department. The number of buildings owned by the Province and maintained by the Department increases each year as new ones are erected. They now total two hundred and fifty-one which does not include small storage and equip ment buildings owned and maintained by the Highways Department. During January of 1959 work was commenced on a program of reallo cation of space in the Administration building and other halifax office buildings as recommended by consultants retained by the Government. This program involving extensive changes in the Administration building

8 APPENDIX NO. 20 PUBLIC WORKS 11 and in the rentals of space will result in higher occupancy of the Adminis tration building and improved operational procedures within Departments. Special services included surveys and reports to other Departments on buildings and properties. Considerable work was carried out in preparation of plans for Nova Scotia Liquor Commission and the erection of their retail stores. A continuing service is provided to the Department of Trade and Industry in checking of plans for proposed motels and other tourist accommodations. / The Department in co-operation with the Department of Agricu.. are and Department of Trade and Industry acted for the Goveimment ±i con nection with the erection of an abattoir at Halifax by the Noya Scotia Co-operative Abattoir Limited. The Department called tenders on behalf of the Abattoir Company and are providing an advisory ser-qice in con nection with the construction. MAINTENANCE Considerable work, chiefly painting, was carried out in various build ings under the winter works program. The major items of repairs, alterations and maintenance carried out were as follows. Administration Building, Halifax Work was commenced in January and completed in March to convert the storage space on the eighth floor to office space. This involved refinish ing, installation of partitions and a ventilation system. Work of rearrang ing space and erection of partitions was completed on the third floor, second floor and a portion of the fourth. This work which is to be carried out throughout the building is continuing. Nova Scotia Technical College, Halifay Interior painting was carried,-out in three buildings, windows of MacDonald Building were weatherstripped and alterations made in the Administration Building. Shelburne Buildings New siding was applied to buildings No. 12 and 20 at the Naval Base and exterior painting carried out on various buildings. Highways Buildings Buildings at Fairview, Port Hawkesbury and Sydney River were repainted. I /

10 APPENDIX NO. 20 PUBLIC WORKS 13 Nova Scotia Hospital, Woodside Alterations were made in the kitchen to improve dishwashing facilities and food delivery service. New heating system was installed to serve wards M3 and M4 in the main building. Nova Scotia Sanatorium, Kentville New Greenhouse was erected. An access stairway was built from tunnel to service building, new floors were installed in section of Service building and the operating suite was equipped with electrically conductive tile flooring. Considerable painting was carried out. Roseway Hospital, Shelburne Storm sash were provided for wards and extensive interior painting carried out in various buildings. Victoria General Hospital, Halifax Alterations were made in the blo-chemistry laboratory, air-conditioning units installed to serve six operating rooms and exterior painting of WI woodwork of the main hospital building carried out. Nova Scotia Training School, Truro Alterations were made to provide additional classroom in the Trades Building, vinyl tile floors laid in four classrooms and ceramic title installed in dormitory washrooms. Government House, Halifax New roof was installed and considerable interior painting carried out. Runi High School, Fairview CONSTRUCTION Contract with Kenney Construction Company Limited for erection of a high school and garage was completed and the school put in operation by the municipality of the County of Halifax for the fall term of This is rthe last and largest of the schools built under the rural high school pro gram and title will be transferred shortly to the municipality. Land Survey Institute, Lawrencetcwn Contract was let to Kenney Construction Company Limited for erection of a school building which was completed and put in operation for the falt
11 14 APPENDIX NO. 23 PUBLIC WORKS term. This building provides modern and adequate facilities for the Institute which operates the only school of its kind in Canada. Provincial Office Building, Sydney Contract with M. R. Chappell for an addition to the Provincial Office Building was completed. This addition provides facilities for the Motor Vehicle Branch of Nova Scotia Hospital, Woodside tht Departnrent bf highways. Contract with Harbour Construction Company for erection of Power Plant and Laundry Building was completed and put in operation. The building includes, coal fired steam generating plant, shop facilities and emergency lighting plant. The contract also included a new underground electrical distribution system. Tile steam boilers were installed in the plant under contract with the Dominion Bridge Company. Contract with Brookfield Construction Company for the new Admission Building was terminated on the bankruptcy of the Company in March, The Department took over completion of the project and retained MacDonald Construction Com pany Limited on a management basis. The building was completed and partially occupied during March. Final accounts are being prepared leading to settlement with the various subcontractors involved. Victoria General Hospital, Halifax Contract with Standard Construction Company Limited for erection of an addition to the Main Building to house Radio Therapy facilities was completed and put in operation. Nova Scotia Training School, Truro Contract was let to R. A. Douglas Limited for sewer system and the work completed. This system connects the various buildings of the institution into the village sewer. Nova Scotia Sanatorium, Kentville Contract for sprinkler system in the Service Building was awarded to Standard Sprinklers Limited and was completed and put in operation. Contract was let to V. C. Woodworth Limited for new Laundry and Shop Building. Nova Scotia Liquor Commission Retail Stores Contracts were completed for retail stores at the following locations and the stores turned over to the Commission:

Contract was let for store at Dartmouth to Fundy Construction Com pany and is scheduled for completion in May. DESIGN WORK Design work completed or now underway by the Architectural and Engineering staffs of the Department includes preparation of plans and specifications for the following buildings: Airing Court, Nova Scotia Hospital, Woodside Water System, Nova Scotia Sanatorium, Kentville Sprinkler System, Nova Scotia Sanatorium, KenWille Laundry and Shop Building, Nova Scotia Sanatorium, Kentville Radio Therapy Building, Victoria General Hospital, Halifax Sewer System, Nova Scotia Training School, Truro Alterations to Kitchen, Keltic Lodge, Ingonish Warehouse and offices for the Nova Scotia Liquor Commission, Halifax Information Bureau, Caribou Retail Liquor Store, Louisburg Retail Liquor Store, New Glasgow Retail Liquor Store, Dartmouth The Department retained private architects to prepare plans and specifications for the following projects: School for the Deaf, Amherst New Building, Victoria General Hospital, Halifax Addition to MacDonald Building, Nova Scotia Technical College Statements covering tenders received, Revenue and Expenditure on ordinary account and capital expenditures are shown on the pages imme diately following.
