4 Yukon Government, Community Services Introduction & Background 1 Introduction (CMEL) was retained by Marie Cairns of the Sport and Recreation Branch, Community Services, Yukon Government to complete an update to the Recreation Inventory for the community of Burwash Landing. 2 Purpose It was reported that Kluane First Nations owns the facilities within the community of Burwash Landing. The Yukon Government has initiated a comprehensive review of the recreation inventory within the community of Burwash Landing and has initiated an update of the 2005 Lorimer & Associates reports. 3 Methodology 3.1 Project Approach The project was broken down into the following phases: Phase I Data Collection & Site Assessment To start the assessments, background information was collected for the community. The information included, when available, floor plan drawings and past reports, Following the collection of background data, a site assessment was scheduled and completed. The site assessment was carried out to update the current recreation inventory, document recreational inventory constructed since 2005 and any major changes or upgrades since The current facilities in the community were documented in order to facilitate the creation of the updated recreation inventory. During the site assessment, additional information was gathered from the site contact and site personnel, where possible, to further support the determination of updates and changes since Phase II The existing recreational inventory has been used as the base template in updating the new recreational inventory for the Government of Yukon. CMEL developed an updated recreational inventory based on collected data and the site assessment findings. The new infrastructure and major changes are documented as well as photos taken to be included as an Appendix. 3.2 General Methodology The analysis for the building(s) consisted of the following: Interviews with the site contact; Page

6 Yukon Government, Community Services 4 The community of Burwash Landing is located on the Alaska Highway about half way from Whitehorse to Beaver Creek. It was reported to have a population of 108 people. The facilities are owned and managed by the Kluane First Nation. All facilities were reported to be on untitled land. The community centre, youth centre, single greenhouse and active playground are located on lot 6 group 852. The abandoned greenhouse land, outdoor rink, ball field and basketball court are located on lot 1003 and the new fabric covered ice rink is located along the Alaska Highway to the south west of Burwash Landing assumed to be on untitled land. The following facilities were observed and are summarized further below: Community Centre with Gymnasium Youth Centre (Now being used as Elders Council Chambers) Playground (Removed) Outdoor Ice Rink (Abandoned) Basket Ball Court (Abandoned) Greenhouses (Removed) New Green House ( A Single Small Greenhouse Located by the Community Centre) Playground (Owned and Maintained by Daycare Facility) New Fabric Covered Ice Rink 4.1 Community Centre with Gymnasium The community centre and gymnasium was reported to have been constructed in the late 1990 s and has recently had an addition and complete renovation within the past five years. The building contains a gymnasium, senior s room, kitchen, washrooms, a daycare facility and a mechanical electrical room. The building was reported to be a timber structure supported by a space-frame type foundation however; this could not be confirmed at the time of the site visit. The roof over the building is metal and appears to be approximately five years in age. The community centre is clad with wood siding with no observed areas of damage. The building is accessed through double doors on the south side of the building and a door leading to a large deck overlooking Kluane Lake on the north side of the building. There is also a door on the east side of the building leading to a smaller wood deck and the playground area. The building is heated and ventilated by an air handling unit connected to a wood fired boiler located to east of the building. One room could not be accessed but was reported to have a propane fired boiler as backup to the wood boiler. There is no cooling provided in the building. A fire alarm panel smoke detectors and emergency lighting was observed within the building along with audio/visual alarm devices and fire extinguishers. There was no sprinkler system observed at the time of the site visit. Page
7 Burwash Landing Yukon Government, Community Services 4.2 Youth Centre The youth centre is located to the west of the community centre and is log structure currently being used as an elders meeting chamber. Access to the interior could not be gained as council was in progress at the time of the site visit however it was reported that the building is in excess of sixty years old probably constructed in the fifties. It has an asphalt shingle roof that appeared to be in good condition and a wood deck leading to the main entrance door on the south side of the building. It was further reported that the building has no plumbing and is heated by a propane fired furnace. The foundations for the building are unknown but assumed to be wood cribs. 4.3 Playground (Abandoned) The abandoned playground was located on lot 6 but has been removed. 4.4 Outdoor Ice Rink (Abandoned) The outdoor rink is located on lot It is not covered, but does have a building that appears to be in poor condition. The building appears to be abandoned. The rinks dasher board system has been removed and the pad is overgrown with vegetation. Light poles were observed at the time of the site visit. 4.5 Basketball Court (Abandoned) Beside and to the west of the outdoor rink is a basketball court that has been abandoned. It is surrounded by chain link fence and has two pole mounted hoops. The fence and hoops have fallen over and the asphalt surface has heaved and is in poor condition. 4.6 Greenhouses The greenhouses have been removed from lot There is a single greenhouse located to the west of the community centre that appears to be a temporary structure with no foundations and was reported to be less than five years in age. 4.7 Ball Field (Abandoned) The ball field has been abandoned and is overgrown with brush. It has a chain link fence and backstop along with wood bleachers and dugouts. One of the dugouts has collapsed and is unsafe for use. The other dugout and bleachers are suspect of their safety. 4.8 Playground (Active) The playground is located to the east of the community centre and is for the soul use of the daycare facility. It was reported that the daycare owns and maintains the playground which consists of a metal and plastic jungle gym and is surrounded by a chain link fence. It was reported that the playground is less than five years in age. 4.9 Covered Ice Rink The community has constructed a fabric covered arena located to the east of the Alaska Highway and to the south west of the community. The building is a metal structure founded on large concrete blocks and has an asphalt paved floor. The arena is complete with scoreboard, dasher boards, glazing and safety netting. 8 Yukon Government, Community Services the north and south sides of the building with an overhead door located on the south side as well. The building was reportedly constructed in Summary of Changes Facility Changes since 2005 Community Centre, Completely renovated within the past five Gymnasium years with an addition to the gymnasium Youth Centre Repurposed to elders council chambers Greenhouses Removed with one constructed by the community centre within the past five years. Ball Field Abandoned and structures falling down Outdoor ice rink Abandoned Basketball Court Abandoned with the fence, hoops and asphalt surface in disrepair. Playground Removed with a new playground to the east of the community centre operated by the daycare facility Covered Ice Rink New 2012 complete with fabric covered structure, dasher boards, scoreboard and netting. 6 Limitations This report may not be relied upon by any other person or entity without the expressed written consent of and the Yukon Government.
