1 Energy Minister: Andrew Younger Travel Expense Summary from April December, 2014 TRAVEL (Minister) DATE (2014) AGENDA Offshore Technology Conference (OTC)- May 6-7, 2014 Summary of some of the meetings and speaking engagements: Houston, Texas To promote interests in Nova Scotia offshore oil and gas and tidal sectors. Met with a number of international oil and gas and tidal companies, networking events, speaker at Canadian News Conference at (OTC) Houston, conference key note speaker, and several industry meetings. Included extensive briefings with BP and Shell on their plans, expectations, and requirements in NS. NS delegation included 33 NS businesses, a representative from the NS PC and NDP parties, as well as industry association representatives. Met with Nova Scotia delegate companies (33) The Energy Council, the Hon. Wayne Smith, Texas State Representative and Chair of The Energy Council, Ms. Lori Cameron, Executive Director and Consul General Paula Caldwell St-Onge Tour of BP Westlake Operations Facility Other delegates included representative from Municipality of the District of Guysborough, Mayor Mike Savage, Chris d Entremont, Frank Corbett Participated in Canadian Press Conference Met with Chief of Staff, U.S. Department of the Interior Schottel (Tidal interest) Meeting with BP executives DSME Reception Meetings on behalf of NS businesses Industry & Regulator Meetings - New Orleans Oil and gas industry and regulatory meetings with US government on key cross-border initiatives for offshore, and meetings related to oil spill protection and environmental planning. May 7-8 Meetings with Shell Executives Offshore tour Stenna Max (rig vessel being used in NS) Oil and gas regulators in the Gulf of Mexico (BOEMR/BESSE) 1
2 Oil & Gas Industry Meetings Korea May 28 June 1 To promote oil and gas investment in Nova Scotia. Several government-related meetings with respect to potential investments in Nova Scotia including companies, associations and government officials. This trip originated from an invite to the Nova Scotia government from the Korean government to explore energy investment possibilities in Nova Scotia. Meetings and discussions with the Canadian embassy on coordination and cooperation issues. Meetings to discuss future bidding for offshore parcels, as well as wind energy projects in Pictou. Some initial outcomes included GE certification, planned Korean visit to Nova Scotia, possible future bidding on offshore parcels, and furthering development of LNG import opportunities to Korea from Nova Scotia. Tidal & Offshore NS Industry Meetings UK/Germany June 12-June 28 Some of the companies, organizations and individuals Minister Younger met with included: Meetings with numerous companies and organizations, including tidal berth holders at FORCE to finalize agreements to begin their investments in NS, as well as the major players in Nova Scotia s offshore such as BP. Meetings with government officials from Europe for bilateral negotiations. Meetings with UK government about cooperative initiatives and the electricity review. Discussions with German government BP Siemens Edinburgh University Institute of Energy Systems Catapult Minister of Energy, Scottish Government Chief Executive Office, Flowave TT Ltd Head of Offshore Renewables Policy Team, Scottish Government International Sector Head for Renewable Energy & Clean, Technology, Scottish Development International Senior Executive - Low Carbon Technologies, Scottish Enterprise Head of Offshore Industry Development, Highlands and Islands Enterprise Nautricity 2
3 about fracking, LNG development, including the Pieradae project, and renewable energy as well as electricity system modernization and lessons learned. German portion coordinated with the Canadian government to leverage Canadian and NS exposure. Principal/ Vice Chancellor, University of Strathclyde Marine Renewable Energy Programme Manager, Marine Scotland Science Policy Officer/ Marine Renewables and Offshore Wind Team, Marine Scotland Scottish Enterprise German Government E.On Delivered on a public commitment from the Minister in March 2014 to travel to Europe to meet with tidal berth holders and pursue further tidal energy development. It was also a follow up to the tidal MOU signed between the Province and the U.K. on March 4. Spoke at various functions including Chamber of Commerce in London and participated in media interviews to promote Nova Scotia and its energy sector to a European audience. New England Governors and Eastern Canadian Premiers Conference (New Hampshire) Minister Younger attended this meeting on behalf of Premier McNeil to represent Nova Scotia July in New Hampshire Outcomes included the announcement of a commercial partnership with Nova Scotia, additional cooperation with tidal energy research between NS and U.K. universities, additional investment in NS for renewables, especially tidal, finalization of some outstanding issues related to the tidal berth holders. Advancement of MOU discussions with various jurisdictions. Meetings with senior officials with BP to finalize plans for Nova Scotia in terms of work in summer 2014 and beyond. Energy and economic collaboration among Eastern Canada and New England main agenda items Attended by five premiers and six governors Press conference participation and attendance at several meetings to represent the province of Nova Scotia 3
4 Sustainable Transportation Events Sept-Dec The Department of Energy's sustainable transportation provides grants of up to $200,000 to support collaborative, innovative, and locally-based solutions to sustainable transportation challenges facing communities across Nova Scotia. Minister Younger spoke at a number of sustainable transportation funding announcements throughout Nova Scotia: Pictou (Municipality of Pictou-Pictou Wellness Centre), Dec. 2 Halifax (HRM-Dartmouth Ferry Terminal Improvements, Nov. 28 Halifax (Bicycle NS - Blue Route), Nov. 3 Halifax (Dalhousie University - DalTRAC lab) Porters Lake (Porters Lake Core Greenway Project), Sept. 29 Ship Harbour (The Deanery Project - The Bicycle Hub), Sept. 19 Halifax (Dalhousie University - Bike Lane Project), Sept. 12 Dartmouth (Clean Foundation - Municipal Fleet Efficiency), Sept. 2 Digby Port Days To promote Nova Scotia s tidal interests in Digby and surrounding areas Electricity Review (Public Information Sessions) Legislated committed under the Electricity Reform Act to consult with Nova Scotians about our electricity future. Minister Younger led 11 engagement sessions with more than 300 Nova Scotians attending. Sept 11 Sept-Oct Minister Younger key note speaker at Digby Port Days hosted by the Digby Harbour Port Association (DHPA), and the Digby Area Board of Trade (DABT). Included networking opportunities to discuss tidal industry development. Maritime Link Benefits Agreement between the governments of Nova Scotia and Newfoundland (Bottombrook, Newfoundland) Nov 26 Nova Scotia Energy Minister, Andrew Younger, Newfoundland and Labrador s Minister of Natural Resources, Derrick Dalley and Chris Huskilson, President and CEO of Emera attended a ground-breaking ceremony, and also signed an Industrial and Employment Benefits agreement for the Maritime Link Project. This agreement is based on the terms outlined by the interprovincial Memorandum of Understanding (MOU) that was signed by the provinces in late Energy and Mines Ministers conference (EMMC) Sudbury, Ontario Annual meeting of federal, provincial and territorial ministers to discuss North America s changing energy landscape and the challenges and opportunities for the Canadian energy sector. Aug Minister led discussion on innovation and responsible energy use Networking and idea exchange with Energy and Mines Ministers from across Canada Promotion of 2015 EMMC in Halifax Discussions with NR Can Minister Rickford Update on Federal natural resources strategy, priorities, best practices and regulatory reform Pipeline Safety Discussion Pictou Industry Meetings Dec 2 Minister Younger met with executives and toured the facilities at DMSE and AECON following his speaking engagement to announce a sustainable transportation grant for the Municipality of Pictou. 5
6 Chilean Ministry of Energy: International Workshop Long Term Energy Policies (Santiago, Chile) Dec Minister was invited to participate in an international panel discussion entitled: Building Long-Term Energy Policy: International Trends Formal invitation from the Chilean government and the Canadian government on behalf of Nova Scotia and Canada, to discuss LNG, tidal, and renewable energy opportunities including Fundy Tidal and Efficiency Nova Scotia. This generated several business opportunities and partnership opportunities and resulted in a Chilean delegation to Halifax in January 2015 where they began to establish partnerships with a number of Nova Scotia firms. Other panelists included: Ramón Méndez, Director of Energy, Uruguay Esteban Albornoz, Minister of Energy, Ecuador Maria van der Hoeven, Executive Director, International Energy Agency Alex Wonhas, Executive Director, Energy and Resources, Australia s Commonwealth Scientific and Industrial Research Organisation (CSIRO) Minister Younger also met with following individuals to discuss opportunities for collaboration (tidal energy / energy efficiency): Ambassador Patricia Fuller Minister Máximo Pacheco Paula Estevez, Head of the International Department, Ministry of Energy Head of Chilean Ministry of Energy Geoff White, Commercial Counsellor, Embassy of Canada The embassy in Chile organized meetings and events to help promote Nova Scotia investment opportunities through Minister Younger. 6
