ORIGIN: A petition was received from 6 of the 11 property owners on this portion of Town Line Road requesting information with respect to the extension of municipal water and sewer services in their area. ANALYSIS: The properties under consideration are all adjacent to Townline Road West but would be serviced via Beechwood Path on Knotty Pine Trail All properties affected are within Urban Service Area 'B' for water and sewer except property 11 which is already serviced with water and is therefore in Urban Service Area 'A' for water and 'B" for sewer. FINANCIAL: The total estimated cost of the works is $455, including $135,000.,00 for the waterworks and $320, for the sewage works. The benefiting property owners would contribute $85,000,00 towards the project, $5,000.,00 for sewer and $3, for water per property. White SUBJECT: Sewer Inspections RECOMMENDATION: THAT Aqua Data Inc. be retained to inspect and report on the condition of sewers in Bracebridge and Gravenhurst at a cost of $59, including G.S.T. as recommended in the report of the Commissioner of Engineering and Public Works dated October 31, ORIGIN: Every year, Muskoka uses closed circuit television (CCTV) cameras to inspect portions of the sewer systems in the urban areas. ANALYSIS: Conventional CCTV has the advantage of being able to position the camera lens very close to the inspection point for a detailed picture of any problems in the pipe. However, CCTV requires workers to enter maintenance access holes to insert the camera into the sewer. Also, the sewer has to be cleaned before the camera can be used and considerable time is taken to pull the camera through the sewer even when there may be little of interest to see. Consequently, conventional CCTV is relatively expensive and we can only afford to inspect a small percentage ofour sewers every year. Ofthose sewers that are inspected, many may be in good condition, and in those cases the benefit of conventional CCTV may not be justified by the cost. A relatively new technology available exclusively from Aqua Data Inc. allows inspections to be completed from above the ground using a high powered, rotating, telescopic, zoom lens camera as illustrated in Appendix "AD. The camera can view the sewer from both ends with no need for workers to enter the sewer and without pre-cleaning. As a result, the system can quickly assess the structural and operating conditions of the sewers. This does not mean that the system will replace conventional CCTV entirely. Rather, its drastically lower unit costs will permit more frequent checking of the sewers and enable us to identify and prioritize those sewers that would benefit from subsequent cleaning and CCTV inspection. It is recommended that the Aqua Data system be used in Bracebridge and Gravenhurst this year instead of CCTV. The recommended expenditure will enable us to inspect a little more than fifty percent of all of the sewers in both Towns. Further recommendations for the use of this system in other communities will be brought forward in ~ Managing Our Legacy Together.../2

White New Certificates Of Approval For Hauled Sewage Lagoons RECOMMENDATION: None - For information only ORIGIN: In 2002, the Ministry of the Environment (MOE) ordered Muskoka to make new applications for approval for its hauled sewage lagoons. BACKGROUND: Muskoka has nine active hauled sewage lagoons. In addition, the sewage treatment plants in Gravenhurst, Huntsville (Golden Pheasant) and Port Severn are equipped to receive hauled sewage. In the wake of Walkerton, the MOE became very active in producing new statutes, regulations, policies and guidelines designed to protect drinking water systems. Although it is well understood that municipal water supplies came under intense regulatory and financial pressure after Walkerton, it is not as well known that other municipal systems such as sewage treatment plants were affected too. Muskoka's hauled sewage lagoons were also the subject of intense Ministry scrutiny and, in 2002, the MOE ordered Muskoka to submit new applications for approval under the Ontario Water Resources Act (OWRA) for seven of the nine lagoon sites. Prior to the MOE orders, Muskoka held certificates of approval for all of the sites, including the seven sites for which new applications were required. The existing certificates for the seven affected sites were issued under the Environmental Protection Act (EPA). The MOE advised that these certificates should have been issued under the OWRA. The Ministry had presided over the issuance of the original certificates and, in all likelihood, encouraged Muskoka to apply under the EPA at the time. It is not clear why the MOE asked for new applications for approval, but changes to provincial legislation were cited as one reason. There is a general principle in law that once an approval is granted, it remains in effect unless specifically revoked. Since none of our approvals were revoked, Muskoka might have won an argument that the orders to re-apply were invalid. However, staff did not believe that an appeal of the orders or a refusal to comply would be in Muskoka's long term best interests. Therefore, applications were submitted, as ordered. 18 -2- ANALYSIS: After several months of discussions between Muskoka, the MOE and our consultant, Trow Engineering, the Ministry has now issued new Certificates of Approval for our facilities. The old certificates were only one page in length and contained little more than a description of the facility and its location. The sites were operated in accordance with a guideline pubnshed by the MOE in the seventies. The new certificates of approval are, on average, a dozen pages in length and contain detailed descriptions of the facilities, operational parameters, terms and conditions and reporting requirements. One key condition of the new certificates is that the facilities "have been approved on an interim basis for a period ofthree (3) years from the date ofissuance of this Certificate. The Director (of the MOE) may extend, revoke or approve the continued operation ofthe Works based on an evaluation ofthe performance ofthe Works". There are many new sampling, testing, analysis and reporting requirements in the certificates of approval that will have a substantial impact on our operating costs. There are also conditions that will require capital upgrades. However, we are pleased that the MOE has acknowledged, once again, the value of these facilities in dealing with the demand for the safe disposal of hauled sewage. Many of our neighbouring municipalities do not have such facilities and heavy reliance is placed on sewage haulers to dispose of the waste privately. This usually means that the sewage is taken straight from the septic andlor holding tank and spread on a field somewhere, without the benefit of the stabilization afforded by the lagoons or the subsequent approval process for removal and disposal of the stabilized waste. Finally, it is worthy of note that the new certificates include provisions for a 0.3 metre freeboard (down from 0.6 metres previously) and a minimum sludge stabilization period of three months (down from 6 months previously). CwlcI C (J - 0 (] Comments: Earth Tech Canada, on behalf of the Ministry of Transportation (MTO), is conducting detail design for 2.0 km of Silver Sands Lake Road from 2.0 krn south of the junction ofhighway 69. The project will involve the reconstruction of I krn of Silver Sands Lake Road and a new 1 km extension of the roadway on a new alignment (see attached study area map). The extension of Silver Sands Lake Road will provide a new access to the Moon River Pit that will replace the existing pit access road from Highway 69. In addition to providing a new entrance to the Moon River Pit, the road extension will provide access to other lands. Telephone Facsimile The project is following the approved planning process for Group 'B' projects under the MTOs Class Environmental Assessment for Provincial Transportation Facilities (2000). The Class EA planning process includes public and review agency consultation, an assessment of the effects of the proposed improvements on the environment, and the identification of measures required to mitigate any adverse effects. There is an opportunity at any time during the Class EA process for interested persons to provide comments and express concerns. Public Information Centres As part of the project, a Public Information Centre (PIC) was held on Thursday, May 15,2003 to introduce review agencies and the public to the project, explain what is being proposed, present the alternative alignments for the road extension (including their evaluation), and obtain input on the recommended alternative alignment. Following the first PIC, comments received were considered in the identification of the preferred alternative alignment. Detailed designs for this alignment Lave been developed and the potential environmental effects determined. This information will be presented at a second PIC in an informal, "drop-in" format using graphical displays and text boards.
