6 THE DISTRICT MUNICIPALITY OF MUSKOKA THAT Muskoka District Council supports the attached Resolutions of the Township of Lake of Bays, Town of Huntsville and the Township of Algonquin Highlands which request that the Ministry of Transportation consider naming Highway 60 from Highway 11 to the West Gate of Algonquin Park the Tom Thomson Parkway in recognition of the 100 year anniversary of the passing of famous artist and founder of the Group of Seven, Tom Thomson; «AND THAT this resolution supporting the naming of a portion of Highway 60 to Tom Thomson Parkway be forwarded to the appropriate Provincial ministries, MPP Norm Miller, MP Tony Clement and the Townships of Lake of Bays and Algonquin Highlands and the Town of Huntsville on behalf of Muskoka District Council. 10 THE DISTRICT MUNICIPALITYOF MUSKOKA x%"»":':.. f WHEREAS the Muskoka River Water Management Plan (the Plan) established 2006, which is governed the Province of Ontario, through the Ministry of Natural Resources and Forestry (MNRF), could be considered out of date; :3 0, E in AND WHEREAS the MNRF had scheduled completed in 2016; a full review of the Plan to be AND WHEREAS the review of the Plan was subsequently of?ve years; deferred for a period AND WHEREAS the District's application to the Federal Government through its National Disaster Mitigation Program (NDMP) to fund a Flood Plain Mapping project was approved; AND WHEREAS the Federal Government has committed to contribute50% of the $900,000 total project cost; AND WHEREAS Muskoka, and neighbouring municipalities, have experienced signi?cant flooding events in recent years, causing major infrastructure damage to both public and private properties; AND WHEREAS the Province of Ontario will benefit considerably from updated?ood plain mapping; NOW THEREFORE BE IT RESOLVED THAT the Province of Ontario be requested to contribute to the balance of $450,000 which is necessary to complete the project. 11 THE DISTRICT MUNICIPALITYOF MUSKOKA WHEREAS The District Municipalityof Muskoka (District) has entered into a contribution agreement with the Muskoka Municipal Non ProfitHousing Corporation to build twelve (12) new housing units at Cambrian Court in Bracebridge; AND WHEREAS the funding in the contribution agreement included flowthrough funding from the Province under the Social infrastructure Fund (SIF) and a repayable loan from the District's Affordable Housing Initiative» Reserve; - AND WHEREAS the Muskoka Municipal Non-Profit Housing Corporation has approved the award of a contract to construct the new building subject to the provision of additional funding required to complete the project in the amount of $225,755 being provided the District; NOW THEREFORE BE IT RESOLVED THAT the repayable loan from the Districtfor this project be increased from $259,945 to $485,700; AND THAT the revised loan amount be financed from the Affordable Housing Initiatives Reserve Fund and repaid through the operation of the new building at an interest rate of 4% over 20 years; AND THAT the contribution agreement between the District and the Muskoka Municipal Non-Profit Housing Corporation and the Capital Budget be amended to reflect the total project budget as outlined in the following table:
