RESOLUTION NO A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH ROM -0 STUDIOS LLC FOR FABRICATION OF THE MOLDS FOR CASH'S PICK #1 AND #2 FOR THE JOHNNY CASH TRAIL ART EXPERIENCE PROJECT AND APPROPRIATION OF FUNDS RESOLUTION NO A RESOLUTION PROCLAIMING JANUARY 13, 2018 AS JOHNNY CASH DAY IN THE CITY OF FOLSOM BACKGROUND/ ISSUE The city is approaching several milestones in the community's transportation and recreation infrastructure development, as well as in its arts and cultural history. The second and final phase of the Johnny Cash Trail is nearing completion. When finished, the trail will seamlessly connect the Historic District and Light Rail with Folsom Lake, and trail options to Placer County and to El Dorado County in the future. Completion of the trail will be celebrated on Saturday, October 14th with a ribbon cutting ceremony, community bike ride, fun runs of 6.2 and 4.2 miles, a festival with live music, and the "Out Among the Stars" dinner on the new Robbers' Ravine Bridge. More information can be found at The Johnny Cash Trail Art Experience project has also made significant strides towards becoming reality. The extent of the dedicated trail has been revised, artworks and spaces have been refined, and fund raising is now in high gear. Fund raising includes the donor wall now in place above the future park site, the sale of special limited edition memorabilia, as well as events associated with the grand opening celebration, and iconic cycling jerseys. January 13, 2018 will mark a golden- point- in the city's history the 50th anniversary- of Johnny Cash's legendary concerts at Folsom Prison. The concerts, the live album, and the multi-genre hit single "Folsom Prison Blues" are the inspiration for the Johnny Cash Trail Art Experience project, featuring eight artworks and landscape installations, as well as a three-acre park. The purpose of this staff report and recommendation to the City Council is two-fold: 1) to consider authorization of a contract to begin and complete the first step of manufacturing of Cash's Pick #1 and #2 which will become the bookend artworks of the Johnny Cash Trail; and, 2) to consider approval of a resolution proclaiming January 13, 2018 as Johnny Cash Day in the City of Folsom. 2 POLICY/RULE The City Council must appropriate funds and expenditures by resolution when not previously included in the annual fiscal year appropriation. ANALYSIS It is the consensus of staff, consultants and both the Arts and Cultural and Parks and Recreation Commissions that the most appropriate artworks to prioritize and initiate are the bookend pieces Cash's Pick #1 and #2. The picks are seven-foot tall, bronze guitar picks featuring Cash's name and signature. Much as a bookend holds a stack of books on a shelf, the giant picks will identify the beginning and end of the Johnny Cash Trail. Pick #1 will be located at the beginning of the phase one trail where it overlooks Folsom Lake. Pick #2 will be located at the trail's terminus just above Rainbow Bridge at Riley Street. With the fund raising moving in an increasingly positive direction, the timeframe for completion of these two artworks can be shortened by initiating the fabrication of the pick molds now. The process takes approximately four months. Fund raising will continue during that time. Once fund raising is complete, final bronze pick fabrication may be authorized and the landscape spaces constructed. It is feasible to plan for completion of Picks #1 and #2 in Sacramento-based artist Adan Roma of Roma Studios LLC (Romo) was selected for seven of the project's eight artworks, including Cash's Pick ill and #2. Roma has submitted a not-to-exceed fee of $26,500 to fabricate the molds' that precede bronze fabrication. Once complete, the molds are sturdy and can be stored for an indeterminate amount of time should fund raising lag. Fabrication of the molds is a dynamic process and will be video-documented for marketing and fund raising publicity, and may also be used for additional fund raising activities in the community. Staff recommends approval of Resolution No (Attachment 1), authorizing the city manager to execute the mold-making contract and proceeding with fabrication and fund raising. Resolution No is proposed to commemorate the golden anniversary of Johnny Cash's concerts at Folsom Prison, January 18, It was a point in history that has had an extraordinary impact on the city and its namesake correctional institution Folsom Prison. The resolution suggests proclaiming January 13, 2018 as "Johnny Cash Day in the City of Folsom" (Attachment 2). FINANCIAL IMPACT The current cash balance of Fund 414 Johnny Cash Trail Art Experience Fund exceeds $70,000. Sufficient funds are available to be appropriated for this proposed action. ENVIRONMENTAL REVIEW In accordance with the California Environmental Quality Act, an Initial Study and Mitigated Negative Declaration (anticipated) is currently being prepared for the seven artworks located along the trail and the three-acre park located at the corner of East Natoma Street and Folsom Lake Crossing Road. The City Council will consider the environmental analysis and project approval at a later date this year. Staff Report Page No. 2 of 7 Page 2

5 RESOLUTION NO A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH ROMO STUDIOS LLC FOR FABRICATION OF THE MOLDS FOR CASH'S PICK #1 AND 42 FOR THE JOHNNY CASH TRAIL ART EXPERIENCE PROJECT AND APPROPRIATION OF FUNDS WHEREAS, the City is currently constructing a 2.5± mile, Class 1 bike trail through the property commonly known as Folsom Prison; and WHEREAS, the City Council adopted Resolution No authorizing staff to develop concepts for the Johnny Cash Trail Art Experience; and WHEREAS, Romo Studios LLC was selected by a community-based artist selection panel including Johnny Cash's daughter Cindy Cash; and WHEREAS, Romo Studios LLC has submitted a proposal and not-to-exceed $26,500 fee for completion of the casting molds for Cash's Pick #1 and #2, the bookend artworks for the Johnny Cash Trail Art Experience; and, WHEREAS, proceeding with the mold fabrication will also allow video documentation and development of additional fund raising materials and publicity; and, and, WHEREAS, there are sufficient funds available in Fund 414 for the proposed contract; WHEREAS, the City Council desires to proceed with the next step in creation of what is envisioned to be a nationally renowned public art installation along the Johnny Cash Trail. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Folsom 1. Authorizes the city manager to execute a contract for fabrication of the casting molds for Cash's Pick #1 and #2 for the not-to-exceed amount of $26, Authorizes the chief financial officer to appropriate funds from Fund 414 in the amount of $26,500. 7 RESOLUTION NO A RESOLUTION PROCLAIMING JANUARY 13, 2018 AS JOHNNY CASH DAY IN THE CITY OF FOLSOM WHEREAS, the City of Folsom is known for many historical, geographic and iconic people and landmarks, but possibly none more famous than Folsom Prison and Johnny Cash; and WHEREAS, Folsom Prison was the second prison to be constructed in the State of California, built in 1880 and was the subject of a film that caught the attention of a certain United States Air Force radio intercept officer in 1953, inspiring Johnny Cash to write "Folsom Prison Blues" and then record the song in 1955; and WIIRRE-ASeFolsom--Pfison-131ue-sm ade the- Top 10-on Billboar&s-music..charts; and_ WHEREAS, Folsom Prison was the site of an historical two-performance concert by Johnny Cash on January 13, 1968; and WHEREAS, the performances were recorded and the live album Johnny Cash at Folsom Prison sold more than 3 million copies featuring a unique recording of "Folsom Prison Blues," won two Grammy Awards, and became one of the most influential live recordings of all time; and WHEREAS, Johnny Cash's hit song and album highlighting the city's namesake prison transformed his career and made the community of Folsom internationally recognized by music lovers around the world; and WHEREAS, Johnny Cash was also known as the Man in Black, a tireless advocate for those less fortunate, was an incredible story-teller, was a music innovator, and ultimately became an international music recording icon; and WHEREAS, the City of Folsom is commemorating Cash's positive and long-lasting influence on the city with construction of the Johnny Cash Trail Art Experience, a 2.5-mile multi-use trail through spectacular Folsom Prison open space, and with the development of a world class public art installation and park celebrating Cash's legacy; and WHEREAS, January 13, 2018 is the 5091 anniversary of Johnny Cash's historic 1968 concerts at Folsom Prison and the recordings that became the album Johnny Cash at Folsom Prison. NOW, THEREFORE the City Council of the City of Folsom hereby proclaims Saturday, January 13, 2018 as Johnny Cash Day in the City of Folsom.
