1 PISMO BEACH COUNCIL AGENDA REPORT Agenda Item #11.B SUBJECT/TITLE: AWARD CONTRACT WITH RECWEST FOR DESIGN AND PURCHASE OF PLAYGROUND EQUIPMENT FOR DINOSAUR CAVES AND SPYGLASS PARKS RECOMMENDATION: 1. Adopt a Resolution authorizing the City Manager to enter into an agreement with RecWest, Inc. to design, purchase and deliver playground equipment in the amount of $244,462.22; 2. Authorize staff to advertise for bids for the removal of the existing equipment at Spyglass Park and installation of the playground equipment at Dinosaur Caves and Spyglass Parks. BACKGROUND: The Parks, Recreation and Beautification Commission (PRBC) identified several Capital Improvement Projects to take place throughout the City utilizing Park Development Funds. The Capital Improvement items were presented to Council on May 18, 2017 and adopted into the FY 2018 budget on June 20, As part of this Capital Improvement projects, a high priority for PRBC was to renovate the play areas at Spyglass and Dinosaur Caves Parks as both of these park settings are utilized by not only by our local residents, but visitors as well. PRBC decided that the design should enhance the current park environments aesthetically, while simultaneously providing safe and challenging play and community building opportunities for residents and visitors. The addition of new play equipment at Dinosaur Caves Park is budgeted for fiscal year The existing playground at Dinosaur Caves Park consists primarily of passive equipment (concrete statues) and does not encourage active play. Oreo, a statue of a killer whale that was originally placed in the park, broke apart and had to be removed from the playground, which further reduced the amount of playable structures. The purpose of this project is to add more active equipment to the current playground that will be physically and mentally challenging and will increase the playability of the park for all ages. The current equipment at Spyglass Park was installed in City Council requested that the equipment be replaced with newer, safer equipment during fiscal year The existing playground at Spyglass Park is currently geared towards children ages two-tofive and the new playground will be usable for children both ages two-to-five and ages five-to-twelve. The PRBC desires that the new playground designs be unique, creative and active. Design A Request for Proposals (RFP) was advertised May 24 and 31, 2018 for the design, manufacture, and delivery of playground equipment for both Dinosaur Caves and Spyglass Parks. On June 25, 2018, six proposals were received. 11.B-1

2 The proposal from RecWest, Inc. was selected through a competitive process by a panel of City staff and Parks, Recreation and Beautification Committee members. The panel included parents of children within the targeted age demographic. The proposals were reviewed and selected based on a point system identifying a number of criteria including the following: uniqueness, creativity, capacity to challenge children both physically and mentally (30 points), appropriateness for stated age demographics (20 points), understanding of contract requirements as a whole and the unique capabilities to perform the services required (15 points), quality of references (15 points), identification of key personnel assignments (10 points), and ability to commit staff for the duration of the project (10 points). Construction Once the design contract has been executed, the consultant will finalize the playground design and staff will complete the bid package for the installation of the new equipment. Staff expects to solicit for construction bids in September Conclusion and Recommendation Staff recommends that the Council adopt a Resolution (Attachment 1) awarding a contract to RecWest, Inc. in the amount of $242, for the design, purchase, and delivery of playground equipment for Dinosaur Caves and Spyglass Parks. Staff also recommends that the Council authorize staff to proceed with advertising for bids for the removal of existing equipment as needed and installation of the equipment. FISCAL IMPACT: The fiscal impact of approving the attached Resolution is a cost of $244, The FY 2019 Park Development Fund budget includes the following amounts to support this project: Dinosaur Caves Park Play Equipment $125, Spyglass Park Play Equipment $125, Total Budgeted Funds $250, The anticipated costs for the full scope of the project (equipment, installation, and equipment removal) are as follows: RecWest contract $244, Estimated Construction Cost $175, Construction Contingency (10%) $17, Total Costs $436, *Estimated Budget Shortfall $(186,962.22) *The actual remaining budget surplus or shortfall will be based on the actual bids received for construction of the project. The Park Development Fund has a projected available balance of $350,000 that could be used to support a budget shortfall. In the event that additional funds are needed to support the full amount of the project, staff will come back to Council with a budget adjustment. 11.B-2

4 Attachment 1 RESOLUTION NO. R-2018-XXX A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH RECWEST, INC. TO DESIGN, PURCHASE, AND DELIVER PLAYGROUND EQUIPMENT IN THE AMOUNT OF $242, WHEREAS, the current Spyglass Park playground equipment was installed in 1995 and is in need of replacement while the current Dinosaur Caves Park playground has limited active equipment and is in need of more playable structures; and WHEREAS, the City Council directed the replacement of the playground at Spyglass Park and the addition of play equipment at Dinosaur Caves Park take place in Fiscal Year 2018; and WHEREAS, a Request for Proposals (RFP) was advertised for the playground design, manufacture, and delivery of playground equipment for both Dinosaur Caves and Spyglass Parks; and WHEREAS, the proposal from RecWest, Inc. was selected through a competitive process by a panel of City staff and Parks, Recreation and Beautification Committee members; and WHEREAS, the Fiscal Year 2019 Park Development Fund has $250,000 budgeted for the Spyglass Park and Dinosaur Caves Park playground equipment. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the City Manager to enter into an agreement with RecWest, Inc. to design, purchase and deliver playground equipment in the amount of $244, (cost estimate provided as Exhibit A).
