2 St. Charles Sportsman's Club, Inc. Membership Meeting Minutes Wednesday, February 2, 2005 The meeting was called to order by President Steinhilber at 7:59 p.m. Jeff Fitch of Scout Troop 424, led the membership in the Pledge of Allegiance. All officers were present except Joe Balon. A motion was made to adopt the agenda, was seconded and passed. 73 members and guests signed the attendance roster. President's report. Gus Steinhilber went over the Board of Directors meeting minutes which were not printed in the Recoil. On the issue of the underage member, the club has in hand a letter from his mother giving her permission. This matter is now closed. March 28, March 30 and April 2 are the range dates for the Hunter Safety Class. The Board approved $ for the placement of the plaque for John Ondrejko. A show of hands will be asked for under new business to see if there might be any interest in getting a bus to take as many members as interested to the NRA headquarters in Fairfax on a Saturday morning to tour the Museum and indoor range. Alan Harper will give a report on the law enforcement qualification for club members. Friends of the NRA is a function authorized by the Board to be held at Middleton Hall by the club. Alan James was appointed to chair the organizing of this function. We will now have an SCSC member on the committee for dividing up the proceeds in the state of MD. The Board authorized the repairs on Roger s truck after he was turned down by our insurance company. The $1, will be discussed under new business, if the membership has an objection, we can vote on it under new business. 2 nd VP, Roger Hall. Tom Green and Roger will meet with the sludge company. The gate lock was repaired after it was cut by ACPT. Shotgun made $ for January. Secretary, Peter Buckingham. A motion was made, seconded and passed, to accept the minutes as printed in the Recoil. Law enforcement report. The Charles County Sheriff's department will conduct the qualifying course for permits to carry for retired law enforcement on the 17 of February at 4, 5, 6, 7 and 8 o clock. Treasurer, Tony Barnett. A copy of the treasurers report was made available to the members and Tony went over the report. The club is still in good financial shape going into the next membership renewal year. A motion was made, seconded and passed to accept the report as presented. Huntsmaster, Jim Pollock. Please turn in your tags for this last season. You can leave them in the club mailbox in the office at Middleton Hall, or the MH mailbox in the parking lot. Ways and Means, John Fitch. 50/50 tickets on sale now. Boy Scouts would like to thank Russell Troop for the donation of his worker winnings for the last two month's. Is the membership interested in a Red Cross Blood drive? The Board will support this endeavor if there is interest by the membership. A show of hands was then taken and 22 members indicated they would donate. John will set up the Blood Drive for the March membership meeting. This function is not limited to the membership, invite your neighbors and friends. Conservation, Tom Green. We are in the second year of the planting plan for the Pomfret property. The farmer who planted last year will plant the same amount of acreage for the same cost. The seed is essentially free. The range property will be treated with dry sludge and lime. We are trying to reclaim the mined property near the range. Five sludge applications will be applied for five years and then planted in rye grass. After three years, the planting company will plant hay and harvest it. Along the edge of the woods they will plant corn and clover patches. This is the anticipated plan, none of this is approved yet, it is still in the planning stage. All permits need to be in place and the company is doing all the work and bearing the cost of permits. This process may take up to 6 months. Membership, Dave George. The new members were welcomed into the club. High Power. John Leber gave the report. The match will be March 6, 800 aggregate, military rifles, just show up, first round down range at 8:00 am. Wildlife, John Leber. There were two fatalities in a boating accident in the upper bay during goose season. On Feb 3 rd a meeting will be held to discuss recreational fishing for the 2005 Flounder season, 7:00-8:30 pm, Room C1, Tawes State Building, Annapolis. IPSC, Jason Stoddard. Planning for next year is going well, instead of doing straight hand gun as last year they will incorporate hand gun, rifle, AR 15 type or.223 and shotgun, tactical, do not bring your skeet and trap guns. Tactical type match with movement, multiple targets to engage, it should be fun. Come on out and give it a try., Bob Faber. Keep an eye on the Recoil, the PPC league will be starting in April,.22 rimfire this time. Silhouette, Brian Rehm. First match is the 26 th of February, set up starts at 7:00 could always use some help. Middletown Hall, Alan Harper. The hall is in it s slow months of the year but is looking good so far with a lot of return business. The hall is looking forward to a busy Unfinished Business A motion was made to approve a range closure for March 31 st for CCSO bike training, the motion was seconded and passed. Indoor range bathroom, estimates were not ready at this time. 2

3 New Business A motion was made to approve up to $ for targets for all disciplines, a savings of 40% was available for buying in bulk. The motion was seconded and passed. A motion was made to appropriate $7, for planting of the hunting areas as we did last year. After some discussion the motion was seconded and passed. A motion was made to appropriate $ for the cowboys to purchase materials and build new target stands. The motion was seconded and passed. A motion was made to appropriate $ for a 4 drawer filing cabinet to be placed upstairs in the Board room for SCSC files. The motion was seconded and passed. The 50/50 was drawn. Jerry Wenger was the winner and Russell Troop, from Silhouette, was the worker winner. The Colors were posted. A motion was made, seconded and passed to adjourn. Meeting adjourned at 9:03 pm. Respectfully submitted, Peter Buckingham, Secretary Synopsis of February 16 Board Meeting Gus Steinhilber called the meeting to order at 8:00. Tony Barnett, Joe Balon and Dave George were not present. Rob Fike, chairman of the Junior Rifle program came before the Board to make a presentation for a rim fire sporter match for Juniors. The Board approved this program and Rob will make a presentation to the membership for their approval. Gus Steinhilber testified in Annapolis on SB 116 as the President of SCSC. It appears the bill will be killed in committee, but please call your legislators. Charles County Commissioners are pursuing the building of a baseball stadium near the outdoor range. Please contact your local commissioners to voice your opinion on this issue. Elaine Costello will be resigning as the 1 st VP of SCSC effective April 6. We thank her for her service to SCSC in the position of 1 st VP. All committee chairs are requested to turn in their award names to the 1 st VP by the March 2, membership meeting. Roger Hall has new work slips for committee chairs. These are to authenticate work performed by members. Members who bring guests to the range will be reminded of the regulations in the bylaws by way of a letter to be published in the Recoil. Renewal for Scout Troop 424 was completed with the signature of President Steinhilber. The Blood drive will be on March 2 before the membership meeting. John Fitch will call members requesting participation. Posters will be displayed around Waldorf and vicinity. Tom Green met with the farmer who planted Pomfret property. He will start planting when weather permits. He is interested in planting the Piney Church property if the sludging operation doesn t go through. Alan Harper suggested that the Board members need to learn about the operation of Middle Hall. The Middleton Hall bookkeeper will meet with the Board next month. Roof repairs were made, paid out of contingency funds is the 35 th anniversary of the SCSC. An commemorative event will be discussed at the membership meeting. The indoor range estimates for the bathroom run as high as $14,000. Construction alternatives are needed. Ideas and skilled club members should step forward and volunteer their skills and time for this project: plumbers, electricians, carpenters, drywall and painters. The board approved 5 applicants for associate membership. They are listed in the membership report on page 4. Dinner at the membership meetings is getting very expensive. Members will be asked to discuss this issue. The hunter safety program at SCSC needs to recruit participants. Gus will have more information at the member meeting. Gary S. Long, a new member, passed away recently. SCSC sent flowers and condolences. A motion was made, seconded and passed and the meeting adjourned at 9:59 pm. Treasurer s Report Tony Barnett All committee chairs are reminded that funds collected as a result of committee activities are due monthly (or within 30 days of the event). Event paperwork must include a list of participants, their SCSC member number (or other affiliated club membership number), the amount paid, and the total income. The committee financial report must also include a detailed, itemized listing of all expenses, and must include receipts. All paperwork and collected funds must be turned in monthly, with the required supporting paperwork. Incomplete reports or reports without receipts will not be accepted, and reimbursement will not be paid without supporting paperwork. Committee chairs are also reminded that their monthly expense reports for reimbursement cannot exceed $100 without approval by the membership or the Board, as appropriate. Expense reimbursement in excess of $100 will not be made without this prior approval. In addition to committee paperwork, funds, and receipts, it is also critical that any member issued advance funds to purchase equipment or supplies (e.g. after membership approval) MUST submit required receipts and received equipment MUST be inventoried by the property chair. Failure to submit a receipt for advanced funds could result in an IRS Form 1099 being issued, subjecting the member to a tax liability. We will track all advance funds issued. If you have any questions on these processes, contact Tony Barnett. Committee Reports Black Powder Russ Levin Please remember that muzzle loader shoots will start in March. They are in the afternoon and follow the silhouette shoot. Money prizes, hams, turkeys, and just good fun. We will need as many folks as possible to participate to make this a success. $6 to register, $5 per match. All muzzle loaders welcome and they will be matched up in modern inline and in old fashioned. Special category given for flintlock. To be fair and give everyone a chance, no person can win more than twice in one day, unless the rest of the shooters agree. Come on out and make smoke. 3

4 Cowboy Action Shooting Mike and Elaine Costello Yee Ha! Our first match of the season will be Saturday, March 12. Setup is Friday, March 11 at 3 pm. New members can fulfill their work obligation by volunteering to help at setup. High Power Russ Levin Please remember that the range needs maintenance, including relocating and renewing in-ground target holders and pipes. A maintenance party will be announced in the spring, and as required by the bylaws, all new members are asked to lend a hand. Please pick up your trash and your brass. If you have a tree saw or a motorized post hole digger, please let me know (301) Come out and shoot a high power match. Report all game tags to Huntsmaster for awards. Bob Faber/Donnie Steitz The indoor range will be starting another league in mid April. This will be a.22 rimfire league, held on Tuesday nights at 7:00 pm. We will be shooting bowling pins in an action pistol scenario. Anyone interested must contact the committee personnel to sign up. We will again be limited in the number of shooters we can accommodate in a single evening. Effective March 1st, the range will be open for general membership use on Monday nights from 7-9 pm. Tuesday nights will be reserved for league use and no lanes will be available for general membership use. All lanes will be available on Monday nights. Friends Of The NRA Banquet The "Friends of the NRA" banquet committee is seeking your help. This event will be held on March 5th at Middleton Hall. 50% of the proceeds will be returned to youth shooting groups in our area.
