2 Camp riflery programs are among the most popular activities at summer camps where riflery is offered. Camp Riflery offers boys and girls the opportunity to master safe gun handling and marksmanship skills while learning about the exciting Olympic Sport of target shooting. Campers learn to handle rifles safely and how to fire them accurately at targets while developing valuable life skills that will benefit them as they grow and mature. The Civilian Marksmanship Program (CMP) has developed a Camp Riflery program for youth camps that can assist and support them in offering riflery programs to their campers. In this booklet there is information about the CMP Camp Riflery Program. The booklet includes an application to hold an Instructor Training Course (ITC), information about services the CMP provides to camp directors and contact information to request CMP support services. 3 SOME INTERESTING FACTS ABOUT SHOOTING! Riflery is one of the safest of all youth sports. In 2003, the CMP implemented new safety standards for all rifle shooting activities. Since those changes, there have been zero gun accidents in all supervised youth shooting sport activities in the USA. Because of Camp Riflery s outstanding safety record, Riflery has little or no impact on camp liability insurance costs. Gender, size, strength, speed, and physical ability are not important factors in determining success in the shooting sports. Anyone can be a successful shooting sports participant if they are willing to practice. Shooting sports teach life skills discipline, responsibility,the rewards of hard work, self-control and respect for others. Shooting is an Olympic sport. Shooting is an NCAA college sport. 4 CMP Camp Riflery Instructor Training Courses (ITCs) Train your camp staff instructors and counselors how to teach gun safety and rifle marksmanship to campers. Prepare your camp staff instructors and counselors to safely operate ranges where campers fire smallbore rifles, air rifles or BB guns. Instructors are trained by a CMP certified Master Instructor who is an experienced expert in youth marksmanship instruction and camp riflery operations. Your instructors receive hands-on training and practice opportunities using safety and instructional methods developed by nationally-acclaimed rifle marksmanship teachers. ITCs are conducted at host camps during camp staff training sessions. There are two courses offered. A one day course is recommended for camps that have campers for two weeks or less and the supported position is taught. A two day course is recommended for camps that have campers for two weeks or longer and involves all three positions (Prone, Kneeling & Standing). Each instructor or counselor trained at an ITC receives a Camp Instructor notebook with lesson plans and training aids for use in conducting camp riflery activities. 7 The ITC host must provide a classroom and space where a 5-meter BB gun range can be set up a camp range can also be used for parts of the course. The ITC includes 20 hours of instruction over a 2 ½ day period students must attend the entire course, pass an exam and demonstrate competence in supervising safe rifle range activities before being certified. The ITC host agrees to remit payment in the amount of $75.00 (Min 7 Students) for a one day course or $ (min 8 students) for a two day course per student to the CMP; the ITC host may charge additional fees to cover housing and meal costs for students from other camps. The CMP will assign a qualified Master Instructor to teach the course the CMP will pay an honorarium and travel expenses for the Master Instructor. The CMP will provide all training supplies necessary to teach the course. The CMP will provide a Camp Riflery Notebook, with lesson plans, curriculum, training aids, resource information and incentive awards information for each student in the course. 9 CMP Affiliate Rifle Purchase Program The CMP Affiliate Rifle Purchase Program is a CMP program in which CMP-affiliated schools, junior clubs, teams and camps can purchase.177 cal precision and sporter air rifles, and.22 cal smallbore rifles for target training and competition by beginning to intermediate level shooters. Most rifles may be purchased through the CMP Delayed Payment Plan that allows purchaser to distribute payments over a two-year period. This program is designed to help schools, clubs, junior teams and camps obtain the most suitable rifles for use in teaching marksmanship to juniors and new shooters and overcome the financial challenges of getting Riflery programs started. The CMP and Savage Arms Company have announced a new special purchase program that makes the Savage Mark I-FVT junior smallbore rifles available to CMP-affiliated organizations sponsoring junior shooting activities. The CMP tested numerous rifles that might fulfill this need and concluded that the Savage Mark I-FVT offers the best overall combination of features and price that make it especially suitable for junior training and entry-level competition. The Savage Mark I-FVT and Savage Mark II-FVT can be purchased through this program. Note to camps seeking air rifles for riflery programs: The CMP now has a limited number of reconditioned Daisy M853 pneumatic,.177 caliber air rifles (illustrated above) that may be purchased by camps affiliated with the CMP for $100. These air rifles are equipped with sights, slings, front sight inserts and stock extensions. They have been reconditioned by CMP armorers and test fired to meet Daisy factory velocity standards. 10 The Camp Riflery Achievement Medal The CMP Camp Riflery Achievement Medal was devised to give every camper the opportunity to earn a rifle marksmanship achievement medal while at camp. The Riflery Medal is earned by demonstrating a knowledge of gun safety standards and by achieving a basic marksmanship skill level during camp riflery range firing activities. The Camp Riflery Achievement Medal: Increases safety awareness among campers. Motivates campers to learn good marksmanship skills. Requires campers to demonstrate their knowledge of safe gun handling practices and range safety procedures. Requires campers to fire a series of shot groups that demonstrate their mastery of basic marksmanship techniques. Can be attained by most campers in a week of camp riflery activities. 11 ABOUT THE CMP The Civilian Marksmanship Program is a federally-chartered, non-profit corporation (Title 36 USC) established in 1996 by an act of Congress. The CMP s statutory mission is to instruct citizens of the United States in TM marksmanship and to promote practice and safety in the use of firearms. The CMP traces its history to 1903 when Congress and President Theodore Roosevelt approved legislation creating the National Board for the Promotion of Rifle Practice and the National Matches. At first this government program focused on marksmanship training requirements for military personnel, but it was soon opened to civilians and eventually became known as the Civilian Marksmanship Program. During the last 50 years the CMP Mission has shifted its focus from military preparation to youth development through marksmanship and safety training. The Department of the Army administered the program through its Office of the Director of Civilian Marksmanship until 1996 when the program and its assets were transferred to the new privatized CMP. Today the CMP has it program headquarters at Camp Perry, Ohio, which is also the site of the Annual National Matches. The CMP offers a wide variety of programs, special events and activities that teach firearm safety, rifle marksmanship and promote safe and responsible participation in shooting sports activities. The CMP conducts rifle and pistol competitions that stress skill development, camaraderie and excellence. The CMP places its highest priority on supporting shooting sports opportunities for youth.
