1 JUNE 2011 From the President s Saddlebag Hi All, May has been about like April. Wet, wet and wetter. Then the news of the Equine Herpes virus outbreak has futher dampened our rides. Remember, our June meeting is the 3rd Wednesday, June 15th. Same time. Same place. We had three people volunteer to review and update our By-Laws and possibly add a section for youth clubs to join. These changes will be read for the first reading at the June meeting. June 4th is National Trails Day and we ll be installing hitch rails at English Point. June 14th is the work party to clear trails at 4th of July Pass. These work parties are pretty well manned for now. Stay tuned for up coming rides. Doomsday didn't happen and these other set backs will pass and we should still get in some good riding this summer. Keep your slicker close and our horse well fed. Then... 2 2 - JUNE 2011 PANHANDLE BACK COUNTRY HORSEMAN PANHANDLE BACK COUNTRY HORSEMEN MAY 21, 2011 MINUTES President Bob Williams called the meeting to order at 7:02PM Guests: Andy O'Neil, Marilyn & David Rousher's grandson April minutes were read and are now part of the record. WA PARKING PASSES - Bob Williams reported that WA state has passed their "Discover Pass". Starting July 1st it will cost $10/day to park and ride in any of the parks. A yearly pass that you can through on your dashboard will cost $30. You can get the passes at sporting goods stores, any place you can get a hunting licenses, online or call REMOUNT RIDE - Diane Shriner reported that there were 20 people there. Karen Kimball brought the chapters Equine Inherent Risk signs. It only rained at night. The local police told them that they need a group permit and let the tribe know that we're regulars and have always left a clean camp. Bob Williams received an from Bernie Lionberger regarding how one member of a MT chapter thought PBCH should stay out of their state and Bernie let him know that he is a member of that group and that we've been coming for years and we are well liked by the tribe and local officials. Karen Kimball talked with the Parks Dept and they want us to pay for and put up some signs in the parking areas for trailer parking only. George Miller made a motion we do the signs and have them say "Donated by PBCH", Bea Christopherson 2nd, motion passed. June 4th- St Judes ride postponed. June 18th - Marie Creek Fun Ride - Marilyn Rousher and Angela Parson will trail boss and will info for the newsletter. June 19th - 4th of July Pass Trail Clearing with Ski & Bike Clubs - everything is set to go. June Marie Creek Weed Spraying. FS will pay us for this. Jerry Shriner can help. We need to make sure that the sprayers work. Robert Wuest will get with Jim Kimball. June 25-4th of July Pass Fun Ride - Joni Lueck and Bea Christopherson. MEMBERS ONLY. Debbie Samovar hadn't gotten the cost on getting our own yet. There was discussion about decals and magnets instead of bumper stickers, Marilyn Rousher made a motion for Debbie Samovar to research prices, Bill Clarke 2nd, motion passed. S RECEIVED - New member Jolie Jantz asked if we have a blog or group list to notify each other of spur-of the-moment weekend trips. It was suggested that if you're planning something the details a couple of days beforehand to Debbie Samovar and she'll send it out to the membership. For those who don't have they will get a phone call or postcard. BCHA is joined to the American Horse Council and we can take advantage of lots of discounts such as UPS rates. You can find a link on the AHC web site. There's a contest from "Best of America by Horseback" TV show to win a trip to ride with the show. Debbie Samovar will forward it to everyone. BY-LAWS - Bob Williams has a copy of the NEBCHW By- Laws and read the paragraphs regarding youth group memberships. Bob ran it by our attorney April Linscott who saw no problems with us doing. We just need to change our By-Laws. Bob asked for a committee to look this over. Also to pull the standing rules items, such as meeting times, out so we can change them with just a vote. Debbie Samovar asked if we could change our charter such that the chapter would be able to send letters of support for other user groups when there are trail changes. Jerry Shriner, Robert Wuest and George Miller volunteered to review the By-Laws. Robert Wuest said that he has the "Road to the Horse" video. Its 5 hours long and we could show segments of it over the next few months. He was asked to bring it to the June meeting. Diane Shriner said she has a DVD on Saddle Fitting, it's about 50 minutes long, that she could bring some night. Patty Meyer won the drawing for the Progressive Pot. There were 20 members present. 4 4 - JUNE 2011 PANHANDLE BACK COUNTRY HORSEMAN MARIE CREEK TRAIL FUN RIDE Saturday, June 18th. Boots in the saddle by 10:00 AM. Pack a lunch, no dogs, arrive with a smile and be ready to have fun. From I-90 east of Coeur d'alene take the Harrison exit (# 22) and turn north. Turn right at the stop sign on the frontage road. Go 1.4 miles and turn left on Wolf Lodge Road. After 4.5 miles turn right on Marie Creek Road. After approximately 2 miles turn right on the one-lane entry to the trailhead. There is no trailhead sign there (or if there was, it is buried in weeds), but where the entrance splits away there is a large sign stating that motor vehicles must stay on designated roads. The ride is about 10 miles long and does loop back to the trail head. There are some switch backs but nothing to terribly steep. There is also a little slate rock, but nothing dangerous. On a scale of 1-10, I'd give it a 6. There is no competition for the trail by 4 wheelers or bikers as it is a Non-Wheel trail only. Horse and foot traffic is all that is allowed. One of our members stated that they had ridden the trail a while back and ran across a couple of trees that were down and on the trail, but he also said it was easy to ride around them. There isn't a stock tank for water at the trailhead, but there is a creek which also runs along the trail. 4th of JULY PASS FUN RIDE & MEMBERSHIP DRIVE Saturday, June 25th. Must be a member to ride. Membership drive - anyone who signs up to be a member at ride will get a free hamburger lunch! The Hamburger Lunch, $4.00/person will be prepared by Terry & Dee Sverdsten and Dave Logue. Parking will be directed by Bill Clarke. Memberships and lunch tickets will be handled by Debbie Samovar. Foot in saddle at 9:30 for 1st group and 10 a.m. for second group. Watch for PBCH signage. There is a toilet at trail head, but no water and an outhouse on the trail.

To perpetuate the common sense, use and enjoyment of horses in America s back country and wilderness. 2. To work to insure that public land remains open to recreational stock use. 3. To educate, encourage and solicit active participation in the wise and sustaining use of the back country resources by horsemen and the general public. 5. To foster and encourage the formation of new State Back Country Horsemen organizations. In meeting the goals of our mission statements, Back Country Horsemen in the state of Idaho have spent thousands of volunteer hours on trails, trail heads, campsite maintenance and construction. We have established education chairs in each chapter in Idaho who work to bring the messages of low impact and Leave No Trace techniques to both members and the general public. This fund raiser will help us continue on with this mission.

8 8 - JUNE 2011 PANHANDLE BACK COUNTRY HORSEMAN Noxious Weed Free Forage and Straw Certification Program The purpose of the Idaho State Department of Agriculture (ISDA) Noxious Weed Free Forage and Straw (NWFF&S) Certification Program is to limit the introduction and spread of noxious weeds through forage and straw onto Idaho United States Forest Service (USFS) and other Idaho lands. In addition, the NWFF&S certification program allows for the transportation and sale of certified Idaho forage and straw products into and through states and other boundaries where restrictions are placed on such commodities. An example of such restrictions include the U.S. Forest Service requirement (Weed Free Hay Order - noxious_weeds/closure_orders.shtml) that forage used on Idaho USFS lands be certified as noxious weed free, and fire rehabilitation or roadside maintenance contracts require the use of noxious weed free straw or mulch. Once a person enters Idaho USFS land, a person cannot possess any non-certified forage, straw or mulch. Baled or compressed hay and forage (hay) cubes are considered forage. Possessing non-certified forage, straw or mulch on Idaho USFS lands is subject to penalty. The following products meet the Idaho USFS Weed Free Hay Order requirements: State Certified Noxious Weed Free Hay, Cubes, and Straw. Pelletized feed meets the Idaho USFS requirements; it is not required to be certified, because the pelletizing process (heat) destroys seed viability. ISDA recommends pre-feeding your animals State Certified Noxious Weed-Free Forage (hay or cubes) or pellets 48 hours prior to entering USFS lands. It is also suggested before leaving home, to thoroughly brush and clean hooves to remove potential seeds from your animals. ***Additional Information on the Noxious Weed Free Forage and Straw Certification Program*** ( PlantsInsects/NoxiousWeeds/nwffs_FAQ.php) ISDA is a member of a voluntary national organization called the North American Weed Management Association (NAWMA) and has incorporated its forage and straw inspection procedures, called the North American Weed Free Forage Program into the NWFF&S Rules. The purpose of this organization is to set minimum requirements for uniform participation of the various states in the program. There are currently 22 states that participate. Neighboring states of Idaho that are NAWMA members include: Montana, Nevada, Oregon, Washington, and Wyoming. The ISDA NWFF&S program has two standards of certification; however, they follow the same inspection procedures with the exception that they inspect the fields for different noxious weed lists. The first standard is the Idaho State Noxious Weed Free Standard (commonly known as the Idaho Standard). The Idaho Standard noxious weed list is the 64 State noxious weeds. The second standard is the North American Standard (noxious weeds on the North American list plus noxious weeds on the Idaho Standard, for a total of 82 noxious weeds). If a field is inspected and no noxious weeds were found that are listed on either standard, the field is certified to the North American Standard. If a field is inspected and contains North American noxious weeds, but does not contain noxious weeds on the Idaho Standard list, it may be certified to the Idaho Standard. Approximately 80% of the forage and straw inspected in Idaho is certified to the North American Standard. State certified forage cubes, pellets, and compressed forage bales are certified only to the North American Standard. The advantage of North American Standard certified products is they can be shipped to neighboring NAWMA states who only recognize that standard. The Idaho Standard certified hay and straw meets the Idaho USFS Weed Free Hay Order requirements, however, it may not be accepted by neighboring states. To help growers meet these requirements, the ISDA has promulgated the NWFF&S Certification Rules adminrules/rules/idapa02/0631.pdf Idaho s program is managed by ISDA and each county. For a field to be certified noxious weed free, it must be inspected by an ISDA certified inspector prior to, but no sooner than, ten days BEFORE harvest. There is a fee for the inspection. To request a field inspection, please contact the County Weed Control Superintendent in the county where your field is located. He wanted to know if Idaho and Montana have a reciprocal agreement on hay/straw that has Idaho certification only. He is big into the back country horseman group in North Idaho and wants to take some of his Idaho Certified hay into Montana. Is there any transportation certificate paperwork for this? I have always told people that if they are taking cert, forage out of state, it would be prudent to take only North American Standard forage. That being said, I have attached Region 1 hay closure that covers north Idaho and I believe all of Montana. The language states "The possession or storage of hay, straw, or mulch that is not certified as being noxious weed free or noxious weed seed free by an authorized State Department of Agriculture Official or designating County Official (36 CFR (t). After reading that, my interpretation is that the FS will honor any state certification, however, I always tell people that they are subject to the interpretation of the FS Officer enforcing this. 10 10 - JUNE 2011 PANHANDLE BACK COUNTRY HORSEMAN REMOUNT WEEKEND FUNE The Annual Remount ride was attended by about 20 people and we had a good time and very good luck with the weather. It rained once -at night! The potluck and breakfasts were great and we all enjoyed visiting and especially seeing Bernie and Sherrie Lionberger and Tommy and Lois Dumont. The riding was fun and uneventful except when Bernie and Sherrie's mule decided to join us uninvited. She leapt her corral fence and charged back and forth among the mounted riders until she obligingly ran thru the gate into a corral with much higher and stronger boards. Whew! Although we did not have the newly required "group permit", the tribal police who stopped by to visit complimented us on how respectful we all are of tribal property and what a clean camp we leave. We'll work on getting the "group permit" for next year. Six Simple Tips for Buying Good Hay by: University of Nevada Cooperative Extension, August Article # As bales of hay roll in from the fields on the back of farmers' wagons, it's again time to start staking your claim so that your hayloft remains full over the coming winter months. Here are some tips to help you select hay for your horses. 1. Remember that quality forage should be the backbone of your horse's diet (a minimum of 2/3 of their nutrition). 2. Have a good working relationship with a hay supplier to ensure a consistent and reliable source of hay. 3. Consider adding hay storage space to reduce the effects of price and seasonal fluctuations (i.e. hay is sometimes more expensive in the winter versus the summer. 4. Buy hay early. Do not wait until late summer or fall to buy hay. 5. Plan in advance. Budget for any price increase and re-evaluate how many horses you can afford to feed. 6. Try to keep your hay type (i.e., grass or alfalfa) consistent. Constantly changing hay types can lead to horse health problems, specifically colic. Finally, have hay analyzed so you know what you're getting. What do hay analysis numbers mean, and how do they relate to your horse's health? Horse hay should be 10-17% moisture and about 10% crude protein. Crude protein is not likely to be a limiting part of the diet except in lactating mares, foals, or performance horses, which would require higher levels. Hay with an acid detergent fiber (ADF) value of 30-35% is good for horses. The lower the ADF value, the more digestible the nutrients in the hay are. Hay at 45% or more ADF is of little nutritional value. Neutral detergent fiber (NDF) levels should be 40-50%, and most horses won't eat anything above 65%. Equine feed analyses also provide non-fiber carbohydrate (NFC) estimates to help select feed for horses that show sensitivity to starches and sugars and measure digestible energy (DE) in the hay. For a light working horse, DE should be about 20 Mcal/day, and most hays range from 0.76 to 0.94 Mcal/lb of DE. Calcium and phosphorus ratios can vary among different types of hay, an adult horse in a maintenance phase should have a calcium-to-phosphorus ratio of 3:1 to 1:1.
