REVIEW AGENDA: No Amendments APPROVAL OF MINUTES DATED: April 16, 2014 A.J. Shilling, moved to approve the April 16, 2014 minutes as written Unanimous-motion passed Note: Jere Wallack and Dan Barbour are newly appointed directors and not present at the April 16, meeting. TREASURER S REPORT: A.J. Shilling presented the treasurer s report for the Road & Recreation Association. Road & Recreation completed the fiscal year, with better than expected income at 107%. Total expenditures ended at % of the budget. Capital Reserves currently available $212,094. Trash expense ended at 86.6% of budget. MANAGER S RERPORT: Steve Horsmon, GVM Manager, presented the Manager s report (inserted below) General Office, Personnel, and Budget Updates A. See past due collections summary at the end of this report. B. Alison Pettofrezo (CPA) will be starting the Agreed Upon Procedures financial review this month. Her proposal was approved by the board and she has been given the signed engagement forms. C. This month s educational article is about Colorado House Bill and the rules about HOA resident directories. This bill corrected a previous bill which prohibits an HOA from publishing resident addresses or phone numbers. The law STILL requires EVERY person listed in a directory to provide WRITTEN PERMISSION to publish addresses or phone numbers. This law essentially limits our GVM directory to names and addresses. Road and Recreation Association A. Completed road grading on Bald Mountain, Eiger, and Montcalm Dr. Grading time has been limited for 3 weeks as personnel and equipment were dedicated to the Maroon Bells deep bury project.

2 B. Replaced two tires on the Dodge 5500 after a blow out. These tires are $260 each. Will need 4 more before winter. C. Stocked all 3 lakes for the July 4 th weekend. Had RV dump station pumped. D. Slash piles in the 1 st Filing and 12 th Filing are getting a lot of use. Some of the fire mitigation debris is being taken off properties to the slash piles. E. New HOA Law, HB 1277: Requires all community association managers to become licensed with the state. Managers must meet certain certification standards, and pass an exam testing their knowledge of Colorado law. COMMITEE REPORTS:

3 A. Architectural Review Committee (ARC): Betty Thibodeaux, Chairperson, reported that the ARC completed 6 reviews with nothing of substance to report. B. Ecology Committee: Judd Adams, Chairperson reported for the Ecology Committee (Report submitted below). 1) Membership: Several new people have joined with interests in trails, which is good news because there has been a lot of work to do this year. On the other hand it means I am the only one doing weeds, other than Wynne. 2) Weeds a) Lots of rain has created an explosion of weeds this year, particularly the musk thistle along the roads, which are in full flower and ready to disperse their seeds shortly. I am requesting the Boards help in cutting the heads before they fly away. b) Gate 15, Eiger Road, is an explosion of Canada thistle and Common Mullein. c) Judy Kellerman will help me in a few days map weeds and areas to mow along the roads. After mowing, with someone s help we will use our 200 or so gallon sprayer which is still half full of 2-4-D, possibly add some Milestone, to take out the weeds. d) Leafy splurge is spreading in the Mt. Moriah leach field area. e) I have sprayed around Batterson Lake a total of 5 times. 3) Mountain Pine Beetle a) We sprayed about ½ the number of trees as last year out of an abundance of caution even though I haven t seen any beetle kill trees. b) We probably won t spray next year. 4) Trails a) Crellin Nature Trail has been our primary focus in preparation for the picnic this coming Saturday. Dan and I spent 3 Saturday mornings chain sawing trees which had fallen across the trails because of the Mothers Day snow fall. Others have been trimming back the grass and doing erosion control trails have gotten quite wet from all the rain and overflow from the lake. Linda and Judy have become quite proficient at this. b) Trail around Crellin Lake has been trimmed and grass in trail has been sprayed with Round Up to hopefully eliminate it. Picnic tables have been repaired and stained. Very few weeds present. c) New trail map boxes have been placed at all trailheads. d) Tuesday we worked on the Maroon Bells II trailhead which had lots of erosion, and whacked grass down to West Crellin Trail. 5) Demonstration Garden a) It is a mature garden now so our involvement has been undergoing a transition. b) Several years ago we discontinued the drip water system, which really didn t make sense for a xeric garden, and it was an awfully lot of work. c) Further, we have decided we will no longer plant annuals. Instead we will switch to flowers which naturally grow here such as blue flax, blue bells, Indian paintbrush, bee balm and the like. We will try to grow them from locally

4 harvested seeds like we did for the grass reseeding we did at the water treatment plant. If successful, it should be an inspiration to others. OLD BUSINESS: A. Discuss status of June 30 th Burn area clean up deadline. Line number 3 from the letter sent to property owners on January 16, 2014: The deadline for FOUNDATION removal was June 30, There are 5 foundations still remaining and out of those 2 have letters from engineers stating that the foundations have been inspected and certified as being acceptable for re-use. As per the policy these foundations may remain to allow the owner to rebuild or to sell to someone with the intent to rebuild. However, the rebuilding must be started before June 30, The manager has been in contact with two of the three remaining property owners who are working toward a solution. The remaining property owner is not responding to correspondence from the office. NEW BUSINESS: A. Appointment of New Architectural Review Committee (ARC) Chairperson: A. J. Shilling moved to appoint Betty Thibodeaux as the ARC Chairperson. Unanimous-motion passed. B. Presentation about road washboard reduction. Collin Klepfer, presented a report on a product made of playground material (much like rubber mulch) that he believes will reduce the washboard effect on GVM roads. This product will need to be buried underneath the road base. This product has not been tested and Mr. Klepfer asked the board (at his cost) to allow his company to use this product on a test area in Glacier View Meadows. In turn he would ask the Association to give testimonials on the effectiveness of the product. The Board conducted a question and answers session. The Board will advise Mr. Klepfer of their decision after the next board meeting. Further discussion tabled to the next meeting. PUBLIC INPUT: Community Activity Reports: Glacier Gals: Linda Petrie, President, spoke for the Glacier Gals. Linda invited the membership to the Glacier Gals Annual Picnic being held July 26, Linda also mentioned that the Glacier View Meadows workday will be held August 16, Resident, Roger Shea, informed the board that he found 10 dead trees in his area and called Forest Service Rep., Dave Lentz, who inspected the dead trees. Dave informed Roger that the trees were attacked by the Ips beetle. Normally Ips beetles limit their attacks to trees that are under stress. However, under widespread conditions which allow improved survival and large population build-ups, Ips beetles are a considerable threat to living trees. Two factors that recently contributed to Ips beetle problems in Colorado include: prolonged drought stress; and the creation of freshly-cut wood (which is a preferred breeding site).

5 After his discussion with Dave Lentz, it is Roger s opinion the above 2nd factor was created in his area by the Fire District Mitigation Project last summer. Cutting should not be done during the actual flight period, which usually runs from around mid-july through mid-september. It was during this time that the Glacier View Fire District workers cut trees and piled the slash on private property for burning at a later date. Roger also stated that slash should be removed from the vicinity of valuable trees. Never stack green or infested wood next to living trees. Ips larvae will not survive standard chipping. Other treatments could include scattering (as opposed to piling) slash to promote rapid drying. Linda Adams, moved to adjourn into 4:35 pm. Unanimous-motion passed.
