1 The General Manager accepted the following gifts on behalf of the Department in accordance with the gift policy: The Recreation and Park Department is pleased to accept a generous donation of a 1999 Ford E passenger Van for dedicated use by the Project Insight Program. The van is valued at $6, and was donated by Eugene Tintoc. Mr. Tintoc has no financial interests involving the City and County of San Francisco. In-Progress Items: Vending Machines at Recreation and Park Department locations. Following is a table that outlines where vending machines are located on SFRPD properties. We are in the process of confirming this information through a survey from the operations division. On average, the vending machines we have generate about $80.00 per machine to the Department. There has been no formal policy for vending machines on RPD property. Through the years, field staff has independently made arrangements for vending machines rather than a formal RFP type of contract or relationship with any of the vendors who currently supply the food and beverage in the machines. RPD partnered with other city departments in an RFP process for a single-source city-wide vendor in 2005, which ultimately failed. The City has indicated it will again attempt to issue an RFP for a City-wide provider for healthy options vending machines. RPD will be a part of that if we determine that revenue generation is possible for the Department, rather than cost recovery for electricity, and improve service to park users by providing nutritional options at reasonable prices. This wasn t a robbery but you will understand. Plainclothes officers were in the above area when they witnessed your standard drug transaction. The seller and buyer discuss one hands the other the drugs for which the buyer provides the money. The buyer was from Fresno so wasn t that experienced a buyer. She said she was walking in the lake area when the seller said, You want to buy some greens? Buyer thought dude meant marijuana so she agreed. Well seller hands her the weed and she pays him and they part ways. Officers moved in and stopped the whole lot. The seller had wrapped up tree leaves to look like pot and the unsuspecting consumer went for the bunk. He was arrested for selling and she wrote out a statement regarding the incident. He is a usual seller of pot from the lake area. Robbery Attempt Tuesday, October 23, 2007; 10:00 p.m.; Twin Peaks Victims were enjoying the view when they were approached by two suspects (Hispanic males, years). One of the two suspects asked a victim where he was from and victim told him. Suspect then asked him how much money he had and if he wanted to buy some weed. Victim declined. Suspect then motioned to his pocket and told victim that he would use his gun if victim didn t give up the cash. Victims then ran towards their car and fled. The suspects were last seen on the sidewalk of Twin Peaks viewpoint. Officers searched the area but the suspects were gone. Assault, Aggravated, with Force Wed. October 24, 2007; 2:15 a.m. Haight and Belvedere Sts. While on patrol, two officers observed a group of people rendering aid to a person who seemed to be unconscious and lying on the ground at Haight and Belvedere Sts. The witnesses told the officers that the 2 male suspects who beat the victim had run away on Belvedere. The officers ran up Belvedere and located and arrested the two suspects for assault. The suspects told the officers that the victim was, talking shit to my girl Any judge would buy that one for a defense! Hope she was worth it! page 4 of 11

5 Possession of Opiates / Violation of Stay Away Order Wednesday, October 24, 2007; 11:40 a.m.; Alvord Lake Area Officers observed an individual who had a stay away order from the locations as a result of a prior drug arrest. The officers placed the subject under arrest. The arrest search recovered several pills of an opiate. The suspect was then booked. Drunk Drives into Park Station Lot Thursday, October 25, Hours We applaud the latest innovation in time saving. Park Station Officers were following an erratic driver who lost control of his vehicle on Kezar Drive and spun out hitting the curb causing two flat front tires. The driver was able to gain control of his vehicle, get back on the roadway and turn left into the Park Police Station parking lot where he was detained and after a short investigation arrested for driving while intoxicated Possession of Hallucinogenic for Sale/Arrest Thursday, October 25, 2007:2:20p.m. Sharon Meadows GGP Officers observed several individuals seated in a group and noticed that one of the subjects was displaying a baggie of marijuana to the others. As the officers approached the suspect abruptly pulled the baggie from view. This individual was placed under arrest and a search of his backpacked revealed several large plastic zip lock bags of marijuana and another baggie full of psilocybin; mushrooms. The suspect produced a printed letter of Physician Recommendation for Therapeutic Marijuana. Additional packaging material and $920 in cash constant with street sales of marijuana and/or psilocybin. After consultation with the Narcotics Division the suspect was only charged with Possession of Hallucinogenic for Sale. The officers at Richmond Station are well aware of an auto burglar, who had been arrested in Golden Gate Park so often; a judge issued him a stay away order for the entire park area. Recently released from prison, he was seen in the park and officers were on alert. On 10/26/07, plain clothes officers were on JFK Dr and Bowling Green Dr, (near the Conservatory) and spotted the suspect. It appeared that the suspect was going to flee, but he recognized the plainclothes officers from his previous arrests and gave up without incident. He was arrested for the violation of the stay away order, and a parole warrant. On 10/29, at Fulton and LaPlaya officers went to a call of a robbery at 7:50pm. US Park Police officers were standing by with the victim who had been hit over the head with an unknown object. The victim told the officers that he had been in the park and saw the suspect close by. As the victim bent over, the suspect came up from behind him, and struck him in the head. When the victim fell to the ground, the suspect took his wallet from his pocket and fled. The suspect was located on the 800 block of LaPlaya and charged with robbery. Buy/Bust Operation; Sales of Marijuana Arrests Friday, October 26, 2007: 2:00p.m. Upper Haight Street & Alvord Lake Officers from Park addressed the persistent drug sales in the Upper Haight Street area. After the first transaction and arrest for sale of marijuana, thing got a little interesting. The second undercover officer was recognized by one of the Bad Guys and began informing others on the street. After arresting this individual for interfering in an investigation and violating his stay away order, the officers regrouped and started again. Two transactions later, a drug seller tried to run from the police; big mistake. After a zigzag foot chase this felon could not out run the long arm of the law and was captured after a brief struggle. He was booked after clearance at SF General Hospital. Continuing on, the officers needed another undercover operative to replace the snitched off officer. A recently promoted Sergeant and new arrival at Park Station stepped up and volunteered as the undercover officer; a star was born. No sooner had she exited the drop vehicle when she had her first drug seller in tow. On her second venture she managed to get ½ block before snagging another. The officers estimate that our new page 5 of 11

6 star spent a total of 55 seconds to land two drug sellers. In total 9 individuals were arrested for sales of marijuana to a police officer. October 30, 2007, 4 pm; Hippie Hill, GGP Two brothers were hanging out on Hippie Hill when 2 suspects (white male years old and a black male years old) told the boys to empty their pockets. They did so but then the fight began. One brother was able to get out and flagged down a passing police car. They searched the area, and were able to locate the second brother, but not the suspects. Loitering Where Narcotics are Sold/Used 10/31/07 3:00 p.m. Alvord Lake, GG Park While on foot patrol the beat officer observed a suspect who he had admonished in the past for loitering where narcotics are sold. One of the numerous males who were there with the suspect yelled out, Five-O, thereby warning the suspect that the police were in the vicinity. The suspect starting running with the officer in pursuit. The suspect was captured and booked for the appropriate charges. Marijuana, Possession for Sale & Warrant Arrest 10/31/07 3:30 p.m. Sharon Meadows, GG Park The beat officer was on foot patrol in Golden Gate Park and while walking past an individual he smelled a strong odor of marijuana. The officer asked this person about the odor and the subject admitted to having marijuana in his backpack. The backpack was searched and the marijuana was found. The subject was booked for the appropriate charges. Warrant Arrest/Drinking in Public November 2, 2007;5:50p.m. Stanyan and Waller The Haight St beat officer came across a male drinking from a 40oz bottle of Steel Reserve malt liquor. The officer ran a computer check on the male and discovered a $15,000 warrant out of Orange County for resisting arrest. The male was transported to Park Station and booked. Hopefully he will be given a one-way bus ride back to Disneyland. On 11/4/07 at 5:25 PM, at the Hyde St. Pier, Officer Tom Costello took custody of a registered sex offender who had come to San Francisco from Sacramento in the company of a 15 year old girl. The 31 year old pound suspect met the girl on a telephone Partyline and initially disclosed that he was only 18 years old as well. The suspect was charged with two counts of having unlawful sexual intercourse with a minor. Possession of Marijuana for Sale / Possession of Heroin; Arrest November 4, 2007; 8:28 a.m. Sharon Meadows, Golden Gate Park Plain clothes Officers observed two subjects engaged in an apparent drug transaction. When they stopped to investigate they determined that one of the individuals was a known dealer of marijuana. A warrant check revealed that this person had an outstanding warrant for his arrest. A search of this person recovered several baggies of marijuana packaged for sale, a scale, additional baggies, a container of hash, and a baggie of suspected heroin. The suspect was booked and the other individual was identified and admonished. Monday, November 12, 2007; 08:00 a.m.; Alvord Lake, Golden Gate Park In the on going effort to rid this area of those who sell their illegal products, Officers conducted an early morning enforcement operation. Within a few minutes they had 3 suspects in custody for possession of marijuana for sale and an outstanding criminal arrest warrant for assault with a deadly weapon. The suspects and their illegal product were booked. Loaded Forearm in Public, Weapons seized; Citation page 6 of 11

7 Monday, November 12th, 2007, 8:48pm, Fell near Lyon Officers responded to a call of a man with a gun in the area of Fell Central & Lyon. Upon their arrival, an individual was observed carrying a handgun. Officers disarmed him of his loaded 9mm pistol, and a search of his residence revealed four (4) more handguns and several hundred rounds of ammunition which were seized for safekeeping. The individual was distraught over a missing relative, and appeared to have been drinking. He was cited and released. November 16, am Bernal Heights Park OMI juvenile arrested on Juvenile Court warrant Sunday, November 18, 2007; 6:50 p.m.; Oak and Cole Streets (Panhandle) Officers were called to the Panhandle to deal with the usual suspects ; those that set up camp and party hardy. Upon seeing the officers most of the group packed up and left the area. One guy tried but he was so drunk (as he always is) he was unable to get away fast enough. He has been arrested many, many times for public intoxication and maintaining a public nuisance. This time instead of sending him on his way officers arrested him for the many minor warrants (for public intoxication) that he had for his arrest. They also articulated in their report what a problem that this guy is to the community because of his inability to maintain himself. Hopefully there will be consequences for his actions this time and he gets the help he needs. 11/19/06 at 1955hrs., at 20th and Church Sts., a White Male victim was walking through Dolores Park when 2 Black Male Suspects approached the victim by the bridge area. 1 suspect pointed a pistol at the victim and demanded his property, which the victim gave up. The suspects told the victim to walk away and the suspects ran. # Sex Offender Arrest Monday, November 19, 2007; 8:40 a.m.; Buena Vista Park Officers were walking through the park when they noticed a group sleeping in the brush. The Officers then identified the group. While running the group for warrants another officer recognized a name of one of the group. He contacted the officers on site and advised them that that individual had failed to register as a condition of his release. He was subsequently arrested for a felony violation. Stay Away Violation Monday, November 19, 2007; 1:30 p.m.; Sharon Meadows The plainclothes officers were in the above area when they saw a guy that wasn t supposed to be in that area. They even knew exactly where he was supposed to be, in court for the charge that they had arrested him for. So they politely told him to leave the area AND go to court. Several hours later guess who was exactly where they left him?! He said, I m not going anywhere. Alas, he did go somewhere, to jail! Felony Warrant Arrest Monday, November 19, 2007; 1:30 p.m.; Hippie Hill Plainclothes officers recognized another individual that had an outstanding serious felony warrant. She was very cooperative when the officers arrested her and took her to jail. Robbery Monday, November 19, 2007; 4:50 p.m.; Hippie Hill My advice to you, watch out where you pee in the park. Victim was peeing on a tree when another guy, who already peed on the same tree, yelled at him Why the f@$% you peeing on my tree? (yes the victim told officers this)! Victim said he tried to walk away when he was attacked by about 4 people, one described as Fish (white male, 33 years). Victim said he was punched and kicked by page 7 of 11

8 the group and that someone had stolen his cell phone from his pocket. The Victim had serious cuts to his face and head. He was taken to the hospital by ambulance. Battery Monday, November 19, 2007; 6:15 p.m.; Waller and Stanyan Streets The Victim was inside of the park when he was attacked by what he described as a group of 4 black guys. He then became uncooperative and refused to give officers any further information. He complained of pain to his head and neck. He was taken to the hospital for treatment. Felony Warrant Arrest November 21, :50 am McClaren Park Three juveniles admonished for possessing air guns November 21, :30 pm Geneva Ave. & Lisbon St. Brentwood man cited for possessing crack pipe Robbery with Force/ Aggravated Assault/Kidnapping Wednesday, November 21, 2007, 12:02 pm; 600 Duboce A new mother (Monday) and her boyfriend, (with the 2 day old infant in the car), confronted her mother, who has custody and was caring for her 3 year old granddaughter, and had taken her to the playground. Grandma was pushed to the ground, her black purse and straw satchel were stolen, and the 3 year old was rushed to the car and off they drove. This assault caused Grandma to experience difficulty breathing and she was transported by ambulance to Kaiser. A description of the car was broadcast, and sharp-eyed officers saw the car at 18th and Castro. When they stopped the car, the 3 year old was bouncing around like Tigger, without the safety of a child seat. Grandma s purse and satchel were in the vehicle. What happens now? Mommy and Boyfriend go to jail, Grandma goes to the hospital, and the 2 wee ones go into foster care. A big lose-lose for all. 11/23/07 10:20 pm, Holly Park Mission District man arrested for narcotics charges 11/23/07 10:00 am, McClaren Park Auto Burglary 11/29/07 1:20 pm, 300 block of LaPlaya Officers Neil Fanene, James Drilon, Jerry King, Lorenzo Adamson as well as Inspector Kevin Labanwoski and Sgt. Brian Manning responded to Judah and Lower Great Highway where a man had been dancing in the middle of the street, then started shadow boxing and subsequently attempted to strike a female patron of a nearby coffee house. When the officers arrived, the suspect ran out to Ocean Beach and fled the pursuing officers. Officer Drilon captured the suspect at Noriega and Great Highway. The suspect, who has no permanent local address, was arrested for assault, possession of marijuana and possession of narcotics paraphernalia. Case # /01/06; 1354 hrs., 22nd St./ Guerrero St., Street Robbery/ Arrest Made Officers responded to a street robbery where the victim was robbed of her backpack at knifepoint. While canvassing the area, two officers observed a possible suspect in possession of a backpack near Mission Playground. When the officers made a U-turn to investigate further, the suspect looked in the direction of the approaching officers, left the backpack behind, and fled into the bathroom at the playground. The backpack was recovered and the suspect was detained. A large knife was recovered in the bathroom and the victim made a positive identification of the suspect. The victim then confirmed that the recovered backpack was, in fact, hers. 9 12/10/07 LaPlaya and Judah, Drunk Arrested and Released When Sober 12/11/ block of Great Highway, Theft from Locked Vehicle 12/13/07 Aptos Playground, Assault/struck by rock Great Highway near Zoo, German Shepherd Dog bit man/clothing ripped 12/12/07 2:15 pm(reported 12/14) Lake Merced Area Dog Bite/black and white Australian Shepherd bites victim on arm On 11/24, at 7:29pm, officers responded to at 6th and Fulton on a call of a homeless woman who sleeps and defecates in the area. The caller told the officers that this is an ongoing problem with this woman and the police had been called on several other occasions. The officers detained the woman and were obtaining additional information from the witness, when the woman attempted to flee and kicked one of the officers in the leg. She was detained and the witness signed a citizen s arrest form for the defecation in public. She was also charged with battery on a police officer. On 12/05, at 8:40pm, officers Weyl and Serrano were in the area of Fulton and LaPlaya and were flagged down by a concerned citizen who was reporting a fire. Officers Weyl and Serrano entered the park and discovered several homeless individuals sitting around a campfire. The officers recognized two of the individuals as persons they had advised in the past regarding illegal campfires in the park. Two males were given citations and were charged with maintaining a fire in a nondesignated area. On 12/15, at 4:40am, officers were patrolling the area of Golden Gate Park. Near the area behind Beach Chalet, they came across three males sleeping around a campfire. These 3 had been previously warned, then cited for starting a fire in the same area in the past. As the suspects had not heeded previous warnings and citations, they were booked at County Jail. On 12/7/07 at 9:57 PM, at Union Square, Officers Barry Mlaker and Benjamin Smith were assigned to a foot beat in the area when they heard and saw a commotion at the southeast corner of the Square. As the Officers approached, they saw a group of juveniles in some type of confrontation. Suddenly, a gunshot was fired, and as the Officers attempted to take cover, the group fled on foot in different directions. One subject remained, however. He had been shot in the lower left leg. Fortunately, his injuries were not life threatening. Suspect descriptions of this incident are varied. There is some video surveillance footage from businesses in the area that may be useful in the ongoing investigation of this incident. 12/17/06, 2221 hours, 17th & Hoff Streets, Warrant Arrest. The suspect has a felony warrant for Rape from Franklin, Ohio and is arrested. 12/17/06, 0837 hours, 600 block of Pine Street. Warrant Arrest. Officers 12/22/07, 4:13 pm, Sunset Circle Officers Scott Biggs and Chris Oshita were investigating car breakins at Sunset Circle. They encountered two people in a car, one drinking a large beer. They stopped the persons and found one in possession of suspected crack cocaine. The other had marijuana and a forged medical marijuana card. The two suspects, from Oakland and the 1200 block of Palou, were arrested on multiple charges. Caase # /25/07, 5:05 pm, #1 Zoo Road page 9 of 11

10 A 350 pound tiger escaped from its compound, killed one person and then mauled two others before four Taraval police officers killed the tiger as the animal advanced towards them. The officers' actions personified dedication, heroism and courage. Case # Aggravated Assault Wednesday, December 19, 2007; 7:40 p.m.; Golden Gate Park-Stow Lake A guy was running through the park near Stow Lake when he suddenly felt a sharp pain to his back area. Simultaneously, he noticed a small silver hatchback quickly drive from his location. He continued running right on to Park Station where officers responded to his needs and injury calling for an ambulance and taking a report. The victim was apparently shot with a b-b type weapon and was not seriously injured. Threats Arrest Wednesday, December 19, 2007; 10:55 p.m.; Conservatory Drive, GGP Officers were called to Conservatory Drive and JFK Drive in the park on the report of a woman crying. When they arrived they found a couple that told the officers that they had been camping in the park and their neighbor had threatened to kill them. Specifically the neighbor said he was going to get a knife to kill the two of them. He was located, and arrested a short time later. Possession of Stolen Property Arrest Friday, December 21, 2007; 9:10 a.m.; Hippie Hill Plainclothes officers received information regarding a garage burglary where a bicycle belonging to a kid was taken. It didn t take long for the officers to locate the bike in question. It was being ridden by one of the usual suspects hanging out in the park. They stopped the guy and arrested him for a bunch of warrants that he had. He and the bike were taken to the station. The kid was brought to the station where he positively identified his bike. He didn t remember the serial number though. Officers responded to the bike shop where the bike was purchased and managed to obtain a copy of the original sales receipt, with the serial number listed. It was a match and the suspect ended up confessing to the fact that a friend had taken the bike from a garage and giving it to the suspect. He was then charged with the possession of stolen property as well as the warrants. Replica Gun Arrest Friday, December 21, 2007; 3:50 p.m. Waller and Stanyan Streets Police were called on the report of a group of juveniles one of which reportedly had sawed-off shotgun. Officers responded and found a group matching a given description and stopped them. Sure enough one of the group had a realistic looking replica shotgun secreted in his jacket. Another had a fairly large bag of marijuana. The entire group, 7 total, was taken to the station where it was all sorted out. Two were issued citations and all were eventually released to their parents. Battery, Hippie Hill, December 25, 1430 Hrs. Golden Gate Park Officers heard and saw one man argue with and then push another man for no apparent reason. The aggressor was arrested and the person attacked was not injured. Marijuana Possession and Sales December ; 1052 Hrs. Golden Gate Park; Haight and Stanyan Suspect was pointed out to police as having threatened someone with a gun earlier in the week. This investigation subsequently led to the officers arresting the suspect for an outstanding warrant and possession of marijuana for sale. Robbery on the Street w/gun Sunday, December 30th, 2007;00:28a.m.;Haight and Buena Vista East page 10 of 11

11 Officers responded to the corner of Haight and Buena Vista East on a report of a robbery that had just occurred. Once on scene the officers located 2 women who stated they had just been robbed at gun point. The 2 women were visiting San Francisco from Denmark and only had been in the city for about 8 hours when this incident occurred. The women stated that they were waiting for the bus when the suspect approached them and produced the gun and demanded the wallets of the victims. Numerous units responded to the area but were unable to locate a suspect. But they were able to locate another victim who was also robbed by the same suspect. page 11 of 11
