4 Memorandum Administration Office August 22, 2018 TO: FR: RE: Buildings, Lands & Infrastructure Committee Mathew Cooke, Deputy Administrator Courthouse Boiler #2 Replacement On Tuesday, August 21, 2018 we opened and inspected bids for the replacement of Boiler #2 at the Courthouse. All bids received were over the budgeted amount of $21,000. Dave Vitale, Maintenance Director, and I discussed that if the project is to be fully funded, the Committee recommend that Ballard s Plumbing and Heating be selected for the project. Ballard s was the lowest bid at $28,000. Please consider the following actions: Motion by seconded by to recommend the Board of Commissioners approve the bid for $28,000 from Ballard s Plumbing and Heating for the replacement of boiler #2 in the 1905 Courthouse. Motion by seconded by to recommend the Finance Committee identify the funding source to increase the Courthouse capital outlay line item from $21,000 to $28,000 and authorize the Finance Director to make the appropriate amendments, contingent on approval by the Board of Commissioners. 6 Memorandum Administration Office August 22, 2018 TO: FR: RE: Buildings, Lands & Infrastructure Committee Mathew Cooke, Deputy Administrator Elk Rapids Day Park Stair Replacement On Friday, August 31, 2018, we will be opening and inspecting bids for the replacement of two staircases and railings at Elk Rapids Day Park. We will bring a recommendation to the September 4, 2018 BLI meeting. There is $ budgeted for the project. Assuming the bids come in within the budgeted amount we recommend the following motion for your consideration. 11 GR Nature Center/Gardens Update: Grass River BLI Monthly Report August 2018 Our gardens around the building are looking fabulous thanks to our volunteer crews! Frontier Communication recently repaired a line issues in the phone system so now we have clear receptions. Siding restoration is still on-track for completion this Fall. We are currently waiting on the contractor to give us some dates. We are considering a native grasses/forbs planting around the nature center Trails Update: Our trail numbers are generally up over last year, to date, although every trail except the Sedge Meadow trail is staying relatively slow and steady. Now that we ve reached a full year of counter data, we ll get a better comparison as time goes on. Stewardship Day s/workbees Results: Stewardship Day on 7/18 had 20 volunteers and 49 volunteer hours in three actual hours: o Cleaned up an old farm dumpsite pulling out around 18 bags of trash, 22 tires, and a full trailer to the dump. This site has been wallowing for 40 years or more. The tires, as well as about 200lbs of grease that was dumped in a parking spot this winter all went to the hazardous materials collection in Bellaire o Reclaimed 15 pairs of 6x6 boardwalk bunks and they are stacked by the barn for re-use in our (many) future boardwalk repairs. o Cleaned out the fireplace and washed all of our picnic tables. o Weeded gardens and mulched the gardens. 12 o Cleared the boardwalk of any poison sumac within reach of the trail even the new boardwalk sections! o Lopped/cleared the Algonquin trail of eye-pokers and shin-snaggers for its entire length o Repaired 7 bluebird houses (and delivered an amazing gourd bowl she made for the GRNA Gala auction in August). Wednesday Workbee on 8/1 had 8 volunteers and 24 volunteer hours in 3 hours: o Weeded the gravel pathways around the center (even some poison ivy!) o Relocated some garden plants away from the building to prepare for the upcoming siding project. o Boardwalk maintenance team finished 4 separate long-standing repair projects. o Boardwalk got string-trimmed and cleared off, as well as the west side of the barn. o Trimmed low-hanging branches along the access road. Boardwalk project update: The new built boardwalk is complete and the Grand Opening is schedule for Thursday, August 23rd. Gravel has been added along the connector trails. SEEDS is building benches, which will be installed in the late August. No Wake Signs: Installation of 3 no-wake signage will be completed this month. Parcel Monitoring: The monitoring effort is 40% complete as of July 31st. If we continue to do 1-2 parcels each month, we are on course for having them all done this year for the first time ever! We are going to be plugging an abandoned well on the Gage property that was identified during the MNFI work this past year. Per the County s Purchasing Policy, this project will be less than $500 and therefore does not need to prior approval before completion. We will report back when this is complete. Invasive Species Management: We had a couple of invasive species workbees this past month and cleared the entrance drive of thistles. We ve also marked many autumn olive for autumn removal. The Speet property has some purple loosestrife that we ve been systematically removing and it would be a good candidate for autumn olive work this fall as well. 13 Memorandum Administration Office August 31, 2018 TO: FR: RE: Buildings, Lands, and Infrastructure Committee Mathew Cooke, Deputy County Administrator TF , Dam Beach and Fishing Park Restroom Memorandum of Understanding At the May 10, 2018 Board of Commissioners regular meeting, the following action was taken: It was moved by Smith, seconded by Heeres that the Board approve the construction, by the Village of Elk Rapids, of two (2) universal access restrooms and three (3) universal access parking spaces along with side walks that lead to the current sidewalk that provide access to the universal access fishing piers at no cost to Antrim County. Motion carried as follows: Yes Heeres, Zelenak, Bargy, Smith, Ricksgers, LaVanway, Kruger, Marcus; No None; Absent Boettcher. In order for the Village of Elk Rapids to receive the Trust Fund grant monies, a Memorandum of Understanding needs to be signed between Michigan Department of Natural Resources Grants Management and Antrim County. Although the funds are granted to the Village of Elk Rapids, the County needs to sign the MOU. Tamara Jorkasky, Grant Coordinator, Michigan DNR, wrote, The purpose of the MOU is for the property owner to recognize the grant encumbrance that is being placed on their property because the grantee is not the property owner. The MOU itself is straightforward in identifying the project that the Village of Elk Rapids will use the Trust Fund grant for, recognizing the County being the property owner with a lease agreement with the Village, and the County agreeing that the Village is authorized to construct and complete the Trust Fund project, that the property will be of public outdoor recreation use in perpetuity, and allowing the Village to provide recognition to the Michigan Natural Resource Trust Fund through on site signage. We have requested that the MOU be amended to remove, Antrim County and the Village of Elk Rapids agree to read, Antrim County agrees. Currently, we are waiting for a response from Ms. Jorkasky on the revision. The following motion is presented for your consideration: Motion by, seconded by, to recommend the Board of Commissioners authorize the Board Chairman to sign the Memorandum of Understanding between Michigan Department of Natural Resources Grants Management and Antrim County for TF , Dam Beach and Fishing Park Restroom.
