5 May 31, 2016 Barnes Park Update The tar & chip road in Barnes is crumbling! Hired a person who is doing great and need 2 more. We have some promising applications that will work until Labor Day and then the crew will be 3 people working. YIKES The Iron Sulphur Filter has out lived its expected life and needs to be replaced. I contacted 4 business s called them twice 5/6 & 5/10 Pure Water Works called on 5/6 they did call back, then nothing. Eco water called on 5/6 called back can t do the iron filter. Rain Soft called on 5/6 they had no answering machine. McCardel Culligan is the existing equipment, they sent a repair man 1 st service call needed a timer. The 2 nd service call I asked them if it s worth fixing and reminded them we paid $750 in repairs Brian came out and tore it apart and there were many worn out parts. The iron filter should be replaced or the softener will not be able to handle the iron and the part for $470 will need replacing. Brian is not going to charge for both repair bills about $400. The quote to replace the filter is $2,049, I sent the information and Pete said to follow the policy for emergency. Worked in the Elk Rapids Day Park cleaning leaves and opening the BH. The new art is installed and looks great. The sidewalk in Elk Rapids should be torn out and replaced with afton stone. Then we could maintain it if tree roots start pushing up and the Art has to be replaced and installed and afton would be bullet proof. A paved sidewalk could crack on the edges when the tractor has to cross and turn its wheels. Afton would be more durable than pavement. I have been trying to figure what it will cost to buy electric wire and bury it. We came up with 2,637 ft. The RV Pedestals are $ for 30 amp & 110 amp we need to replace 1 now and we have ordered 2 extra because it will take 4 weeks to get them. I have killed 2 wasp in the last ½ hour in my office and 3 more earlier. May 24 many phone calls and some campers are setting up and paying for there sites. Page 5

No action is required (in accordance with the Purchasing Policy).

8 Memorandum Administration Office Page 8 May 24, 2016 TO: FR: RE: Buildings, Lands & Infrastructure Committee Janet Koch, Associate Planner 2016 Tax Foreclosed Properties The 2016 Tax Foreclosed Properties, prepared by Sherry Comben, Antrim County Treasurer, is a 64-page listing of properties that are undergoing tax foreclosure. Public Act 123 of 1999, Section m, allows the County to purchase any of these properties by payment of the minimum bid to the foreclosing governmental unit (in this case the County Treasurer) if the local unit of government does not purchase the property. The County purchases a tax foreclosed property by completing an application and returning it to the County Treasurer by July 5, If the application is successful, the summer and winter 2016 property taxes become the responsibility of the County. A review of the foreclosure listing shows a 40-acre parcel in Custer Township that could be of interest to the County, as it is contiguous to other County-owned parcels on the Grass River (see drawing below; tax exempt parcels are brown). Haley Breniser, Executive Director of Grass River Natural Area, will be asking the GRNA Board for direction on acquisition of the parcel. Ms. Breniser noted that there are no large structures on the parcel, and it is 60% forested wetland habitat. More information regarding the parcel is on the following page, which includes the 2015 property tax amounts. The Abstractor has been asked to provide information on the parcel, which should be available by the time of the meeting, as will the response of the GRNA Board. Please consider the following motion: Motion by, seconded by, to recommend the Finance Committee find the funding for the acquisition of parcel at a cost of $911.17, plus the Summer 2016 and Winter 2016 property taxes, and the Board of Commissioners approve completion of the Application to Purchase Tax Foreclosed Property for parcel

13 Page 13 Memorandum Administration Office May 24, 2016 TO: FR: RE: Buildings, Lands & Infrastructure Committee Peter Garwood, County Administrator County Building Boiler On October 8, 2015 a new boiler system for the County Building was included in the 2016 budget by the Board of Commissioners with the following motion: Approve the funding in the 2016 General Fund budget for the County Building for the boiler replacement in the amount of $50,000; and the Jail for an EKG machine in the amount of $10,000; and Orthophotography in the amount of $15,000 for a total of $75,000 to be funded from the Delinquent Tax Fund #516. Specifications were drafted for the project and uploaded to the County s website in late April. Additionally, advertisements were placed in the Antrim Review, the Elk Rapids News, and Traverse City Record Eagle. The bids were due on Friday, May 20, Six bids were received and are tabulated on the attached page. Sheren Plumbing & Heating, Inc. was the successful bidder at $47,128 for the pair of boilers that were specified. However, we also invited the bidders to propose an alternate to the Lochinvar boilers that were specified if the instructions to bidders. In addition to providing a bid on the Lochinvar boilers Sheren Plumbing & Heating provided an alternate bid using Bradford White boilers. According to Dean Anderson from Sheren Plumbing & Heating the Bradford White boilers are every bit as good in quality and performance as the Lochinvar boilers but the cost would be $3,433 less expensive. The following motion is for your consideration: Motion by, seconded by, to recommend the Board of Commissioners approve the alternate bid from Sheren Plumbing and Heating, Inc. (using Bradford White boilers) to replace the original boiler in the County Building for a total cost of $43,695.
