2 A REGULAR MEETING OF THE LEELANAU COUNTY SOLID WASTE COUNCIL WAS HELD AT 1:00 PM ON TUESDAY, MAY 2, 2017, IN THE COMMUNITY MEETING ROOM OF THE LEELANAU COUNTY GOVERNMENT CENTER, SUTTONS BAY, MICHIGAN. Lind Present STAFF PRESENT: PUBLIC PRESENT: T. Galla, Director Jay Schlueter PUBLIC COMMENT Jay Schlueter, owns a business called Vacate. He wanted to come and learn more about how Leelanau County takes care of waste/recycling. Members asked about his business and Schlueter said his wife does estate sales, he cleans them out and he has evolved to make sure things get cleaned out and goes to the right area. He is a resident of GT County. STAFF COMMENTS - none CONSIDERATION OF AGENDA Update on Regional Resource Recovery meetings was added under committee reports as #3. Discussion on Northport was added under New Business Item D. It was moved by Lind, seconded by McCulloch to approve agenda as modified. Motion carried unanimously. CONFLICT OF INTEREST -none CONSIDERATION OF THE FEBRUARY 15, 2017 MEETING MINUTES It was moved by Lind, seconded by McCulloch, to approve minutes as p. Motion carried unanimously. UNFINISHED BUSINESS A. New Bins (pilot at Elmwood Township) - Update from American Waste Bevelhymer stated bins are in Elmwood, Cedar, Suttons Bay and they will come to Lake Leelanau later this week. There will be 9 red bins at each site. The only issue has been a complaint in Elmwood Township because of noise, in response we adjusted our schedule so that we were not there as early. The site is busy at 7 am. The driver wanted to get there early to get it cleaned out before it gets started with customers. Perkins asked who owns the bins and Bevelhymer said American Waste owns the red bins. Perkins commented we have the green bins and those are owned by Leelanau County. Bevelhymer said he participated in the delivery and he did get some comments from residents. Saturday they were back at Cedar and pushed the containers back further in the fence. They are handling a lot of Saturday overflow. They go Saturday morning and come back Monday morning. Perkins asked if there 1 Solid Waste Council DRAFT MINUTES

3 was a problem with downpour and contamination of cardboard or paper. Bevelhymer said no, you will get some water but by the time it is gathered and recycled it is fine. Perkins said there is an opportunity for advertising right at the holes on each container. We could advertise right on those containers with electronic signs on the containers. It could be used for activities going on in the community. Bevelymer said the green bins have a cardboard opening and a gentleman came up and said it was good because you don t have to walk behind, can enter cardboard in front or the back. So far, everyone likes them. Harris mentioned she stopped at Grumpys and they have gas TV. Is there any way we could have recycling TV? Perkins said that some day they may have that technology cheap enough that it could work. Perkins asked when Northport would get containers. Bevelhymer replied they are taking it slow. They have 2 new trucks coming in July and are currently at capacity. This works out nice because we will do Suttons Bay, Lake Leelanau and Cedar in one loop. After we get this phase down, we can look at Empire, Glen Arbor, Peshawbestown, and Northport. When you go to Elmwood, you will get all full bins, in Suttons Bay, there may just be a few full. It s a learning thing right now. We are doing at least 20 full bins a day. Sharp asked if they were using less fuel. Bevelhymer answered yes. Between Feb-March, April, May and June we are at our limit. We exceeded our contract limit months ago. Harris asked what cost estimate Bevelhymer had for savings. Bevelhymer said they did not know yet. Last year it was 3 months of no payments, this year will be 4-5. Perkins said our cost may go up next time we negotiate a contract. Bevelhymer added our contract expires a year from now. We have the same issue when we negotiate our contracts with Leelanau, Benzie and Charlevoix. Over the last 3 years, volumes have really increased and we have not to exceed contracts with all of them. Perkins asked if markets are coming up and Bevelhymer replied somewhat. China threw a wrench into it so we have to wait and see. It is not what it was in With contract coming up, we have to figure out how to do it the most efficient way. Bevelhymer said we did 3 prototypes of these bins, and now we are changing all of them. We did 6 prototypes at our facility and made some changes. We have a really great company that builds our cans, with a relationship that goes back about 30 years. We asked for the biggest can we could build, and then make sure we can empty it and get the angle right so material comes out. There s an art to emptying it. Cardboard doesn t compact very well, it wants to push up. We have resolved that issue. Our biggest cost is labor, fuel and disposal. This addresses fuel, labor and efficiency. Our new driver left at 6 in the morning, did Elmwood, emptied it, went to Suttons Bay and Cedar and by 9:30 he had 6-30 yard containers emptied. It would have been full day of work with green bins. Bevelhymer said some sites require a locking system on top, so you can put a lock bar on top of them, they need to determine which ones need that. Harris asked what determines if you need that? Bevelhymer said it depends on if you have people wanting to lift lids, or stuff furniture in them. Wind direction is also an issue. When we delivered Thursday to Suttons Bay, you put locking system on it to keep lids down. When driver comes up, it self-unlocks based on gravity. He bought a bunch of bungie cords to keep them down, and people came around in other counties and stole them. Perkins commented if we could get these into Northport, and maybe use these at a different site for a while, maybe these would work well at a new site. Perkins was going to go and talk to Northport officials. NEW BUSINESS A. Discussion RE: Uses for Green Bins Perkins asked if there is a use for the bins that the county has asked about. Lautner said no, but we are premature in selling them. We need to ensure we are going to renegotiate the contract. Bevelhymer said the contract expires in You own the green bins, we would love to renegotiate a new contract for 5 years. At that time, you could decide what to do with the bins. 4 the bins if we don t get a contract. Perkins thought the best idea may be to hold them until we negotiate a new contract. Bevelhymer said he is willing to start negotiating a new contract. Galla said we would need to check with the attorney as contract has been extended and renegotiated in the past. Need to get guidance on how to proceed, whether to renegotiate or bid out. Gale asked if there is another county that would want to lease them. Another option may be to help out in areas where recycling might be needed and the containers could be used like apartment complexes or state parks, and campgrounds. Perkins said campgrounds are like large villages and would fill those in no time. Gale said even if we leased for a couple hundred dollars a month, at least that would still be some money. Harris asked if Gale could lease those out. Gale said he had not thought that far on that. We don t have a hook truck so we can t pick them up. Bevelhymer said all the surrounding counties are already situated with their programs. Even county and state parks have programs set up. DH Day has container set up and they are paying for it. All the parks are budget driven. Perkins mentioned the private parks, like along Lake Leelanau. Sharp suggested keep it on the radar and if we get calls, perhaps we can pass along the information. Harris suggested Glen Arbor Outdoor as they bought a new property and could have room for containers. Gale thought that could be an opportunity, bins for private companies in Leelanau County, he added maybe that would help keep the sites from getting filled up so much. He is sure there are businesses using the sites. Harris asked what it should cost to lease them. Bevelhymer recommended $100/$200 per month per bin, plus about $250/pull and $200/ton for processing. Sharp asked about bin composting. Gale said there is such a thing, and that is in vessel composting. A bin like that could be fitted with an auger to aerate. The containers could then be dumped. Harris asked if this is a feasible idea. Gale said yes, but could talk about it at later time. Perkins said we need to wait until next recycling contract is set up, before deciding what to do with the bins. A HHW Saturday Collections (volunteers needed) Galla reviewed the dates and locations for the collections. A couple members were already signed to work the collection. B. June 2% allocation request Galla talked about the 2% allocation request for the Peshawbestown site. Perkins said we should submit one for site improvement. Lautner felt 2 requests should be done and include one for the Peshawbestown recycling location costs. Motion by Gale, seconded by Lautner to submit 2 proposals for 2% allocation requests for site improvements, and funding for the recycling site/hhw collections. Motion carried unanimously. C. Northport Site Gale said he had discussions regarding composting in Northport. Perkins asked if we were talking about composting coming out of the $29/fee in this budget. Gale replied yes, some funds for the composting as support. Perkins said he was leery of approving any more funds until we get our next recycling contract in place. We don t know what the numbers are and what the cost in the contract will be. Bevelhymer said in the past few years, we have had several months where we have exceeded the contract and there are no payments for the last few months. Perkins added the contract is from July 1 to June 30. Bevelhymer commented the volume has continued to increase year after year. Perkins said we don t want to start a new program until we know what our core (recycling) cost will be. Sharp wanted to know what he is proposing for composting. Gale said they are proposing a budget meeting between officials in Northport and himself for carbon recycling. They have a site to drop off leaves, but they struggle with branches and logs. Empire has the same struggle. When there are storms, everyone is sitting on extra branches and logs. The proposal was for perhaps 5 locations around the county and they could send someone out with tub grinder a couple times a year to grind up the chips and provide local communities 3 Solid Waste Council DRAFT MINUTES

5 with wood chips or material. It serves his interest from BARC because we have created areas for composting. Sharp said we are not committing to anything, just exploring budgets and thinks we should do that. Harris agreed. Gale said one of the main sites would be at Glen s Landfill. That is the site he always falls back to for a commercial food grade composting down the road. Would it be okay to add that part into a budget process? Perkins said we, as members, could say go ahead and do it. Carrie felt the members could show interest, at this point. Gale said even if we don t have support from the Solid Waste Council or the County Board in the future, at least we have all our ducks in a row. Lautner asked if this fit with PA 69 and Gale answered yes. Perkins summarized that Gale would gather information and bring it back to us in the future. COMMITTEE REPORTS A. Education Sub-committee Report no report. B. Solid Waste Advisory Council (SWAC) no report. C. Regional Resource Recovery Gale mentioned a few months back, they had Sarah Archer come in and do presentation. She received some grant funds and created a council of regional folks. They are now approaching their 4 th or 5 th meeting. The area expands to Mason County and up to Leelanau County. There has been some talk from Newaygo also wanting to be part of this. The USDA grant was intended to try and create jobs in realm of recycling somewhere in this region. It wouldn t necessarily be for county programs but could find synergies between the counties and work together to have better buying power of batteries, or other things. Good things are coming out for Leelanau County already; for example Carlson s Fisheries produces smoked white fish but also about 1000 lbs of fish guts a day. There is a company in Onekema that makes cat food out of fish parts. Connections have been made already, which is sort of what this council is working on. We have about 5 more meetings to go. Gale said in the middle of all this, the lease that BARC has on Barlow St in Traverse City expires at the end of this month. Last November we started looking for a new site for recycling mattresses and batteries and found a place down in Kaleva that we are leasing for now, and will eventually purchase. The building is much bigger than what we currently have or need, and will become part of resource recovery for possible incubator of recycling ideas people have in that area. It will be interesting. Our current building is 20,000 square feet and we are getting 80,000 square feet for ¼ the price. It was previously used for NAPCO car parts and generators for the auto industry but in 2008 those jobs moved to Mexico. COMMUNICATIONS/CORRESPONDENCE A. Jan, Feb, and March Recycling Reports from American Waste B. Jan, Feb, and March Volumes / Pulls Perkins asked how Bevelhymer will bill pulls, with the new containers. He answered if we pick up 9 cans, it is a full green container. In Greilickville we are there 6 days a week. Suttons Bay and Cedar are also high uses. Harris asked about curbside recycling. What are top reasons why it won t work? Bevelhymer replied we need density, and people to enroll in it. They would have to send another truck out for it. There is no more efficient and cost effective way in Leelanau County to pick up recycling right now than way you are doing it. Perkins commented households would still have to pay the $29 a year, and charge extra for curbside. Harris thought cost may not be an issue for some and mentioned they could call Gale. 4 Solid Waste Council DRAFT MINUTES

6 Bevelhymer added in June it gets busy but it s over in the middle of August because a lot of people head home. He added that on any given day we have 10 trucks collecting trash in Leelanau County, and in reality you would need 10 recycling trucks if you do curbside. Each trucks stops times a day. Perkins said we could explore that option when we re-do the solid waste plan. Schlueter asked if there is anything stopping anyone from curbside pickup. He would like to offer that for all of Leelanau County and wanted to know if we need approval from County on that. Gale said the county does not charge hauling fees so he didn t think there is anything they would need. PUBLIC COMMENTS - none STAFF COMMENTS - none MEMBER COMMENTS - none CHAIRPERSON S COMMENTS Perkins asked about the Solid Waste plan update and schedule. Galla said she hopes to have an update for the next meeting. Perkins added that Dorothy Barker, former member of the SWC, retired to DC and he saw her out there and she also continues to get Leelanau Enterprise and follow what we are doing.
