1 ECONOMIC DEVELOPMENT ZONE COMMITTEE MINUTES (EDZC) TUESDAY, MARCH 10, :00 A.M. CITY HALL, COUNCIL CHAMBERS, VERO BEACH, FLORIDA PRESENT: Members: Barry Shapiro, J. Garry Rooney and Jessica Hawkins Also Present: Tim McGarry, Planning and Development Director; Monte Falls, Public Works Director; Jim O Connor, City Manager; Jay Kramer, Vice Mayor and Tammy Vock, City Clerk Excused Absences: Terry Torres and Scott Chisholm 1. CALL TO ORDER The Committee nominated Mr. Barry Shapiro as Acting Chairman for today s meeting. The Acting Chairman called the meeting to order at 10:05 a.m. 2. APPROVAL OF MINUTES A) February 25, 2015 Ms. Hawkins made a motion to approve the February 25, 2015 minutes. Mr. Rooney seconded the motion and it passed unanimously. 3. PUBLIC COMMENT None 4. REVIEW OF WISH LIST ITEMS 5. GOALS AND OBJECTIVES Mr. Shapiro referred to their Wish List Items (please see attached) and asked if the members had anything to add to the list. Mr. Rooney commented that there seems to be more police presence downtown. Mr. Shapiro explained that the Police Department is doing a massive seatbelt check that will go on for the next two (2) weeks. Mr. Jim O Connor, City Manager, added that the seatbelt check is going on throughout the whole City, as well as statewide. Mr. Rooney thought it was a great presence to have the Police Officers patrol downtown. Page 1 03/10/15
2 Mr. Shapiro reported that he recently attended a business meeting in Kissimmee and on his way to the meeting he visited downtown Kissimmee and took pictures of a big welcome sign that they have when you come into their town. He also took pictures that included directional signs, as well as a picture of a triple decker bus that they have. He said their downtown is not all that impressive, but they are doing a lot of things to attract tourists and for the locals that live there. He referred to the photo of the directional signs and thought that it would work well for downtown Vero Beach. He said they could have a sign posted at State Road 60 and at the main cross roads helping identify downtown and where places are located. He said these signs would be interchangeable, sort of like a kiosk. He then moved on to having the Committee review the wish list. Mr. Shapiro started with the shuttle service and noted that they have used a shuttle service for the last two Downtown Art Strolls and it has worked very well. He said people are parking at Jetson s Appliance Store parking lot and taking the shuttle to get to different places downtown. He expressed that advertising that is available is the real key otherwise no one would be using the bus. The Committee agreed that since shuttle service has already been implemented they can continue carrying it forward on their wish list. Mr. Shapiro expressed that the local art galleries are paying for the shuttle and agreed to do it for a three (3) month trial period. They will need to determine if the shuttle service will be needed in their off season. He would like to see them continue being able to provide shuttle service, but participation from the other businesses downtown to help defray the costs of the shuttle would be needed. He said right now they are paying $ a night for the use of the Go-Line bus. Mr. O Connor reported that the beachside is also looking at having a Go-Line bus in that vicinity and the cost would be around $40,000 a year. The service has to be offered to anyone wanting to ride the bus. He has been told by Ms. Karen Deigel, CEO for Senior Resources, that enable for her to provide the services of Go-Line that restrictions have to be put in place. She said they could run the operation up and down Ocean Drive, with anticipation of a 15-minute wait at the bus stop. Mr. O Connor also said that Go-Line has been approached to have downtown as one of their stops. Mr. Shapiro commented that Go-Line does run downtown now so an additional stop should not cost too much more. Mr. O Connor explained this is what Go-Line calls a public/private partnership. It is used when the service is for a designated use. The Committee agreed to invite Ms. Karen Deigel to their next meeting so she can go into further detail concerning the services Go-Line provides. Mr. Tim McGarry, Planning and Development Director, told the Committee that along with their wish list they need to come up with some costs of implementing these different things. Page 2 03/10/15
3 Mr. Hawkins agreed that the Go-Line buses have a presence in the downtown area and maybe they could just modify their existing route and stay in the downtown district longer, especially during the season. She did not think that this would incur any additional fees. Mr. O Connor stated that Ms. Deigel has some realistic parameters and she will go over them at their next meeting. Mr. Rooney agreed that there needed to be another column listed on their wish list for costs. He said their wish list will be affected by the cost and timeline to implement some of these things. Mr. Shapiro agreed with Mr. McGarry that they need to start looking at the cost for these different items on the list and at this point they need to get into more details and specifics. He referred to item #14, which is the Bandshell and said that would be a long term item. Mr. O Connor commented that there are a group of people working on funding for the bandshell so he was not sure that it would be considered long term. It just depends on how long it will take this group to raise the funds. He saw that the item was on their wish list so it is something they want to promote. He also knows that MainStreet is promoting having a bandshell downtown. Mr. Shapiro expressed that the cheapest project on the list was the painting of sidewalks and the painted walking trail. He said that everything else had a significant dollar amount attached to it. Mr. McGarry told the Committee that they would need to come up with a scope of work, the locations where they want these items to go, etc. Mr. Monte Falls, Public Works Director, referred to the painted sidewalk. He said that he would need to know the scope of the area where they want this done and what color they want it to be painted. He noted that lighter colors tend to get dirty sooner than darker colors. The same goes with the walking trail. He felt that these are two projects that could be easily implemented. He went to item 3) on the list, which is a paver crosswalk. He noted that by doing a painted crosswalk it would be cheaper. He then asked the Committee where they want the new signage and lights to go. Mr. Shapiro expressed that because of the Sunshine Law, this Committee cannot meet out of an advertised meeting so they have not organized a neighborhood tour yet. He suggested that each of the members go out individually and start marking up their maps with changes they would like to see. They would use the map provided to them by Mr. Chisholm. Mr. Falls asked for someone to explain the walking trail. Page 3 03/10/15
4 Ms. Hawkins explained that they visualize having a route in the downtown area that would show where the historical landmarks are located. Mr. Falls suggested having a brochure that would show where the points of interest are located and have a marker placed at these different places. Ms. Hawkins added they could point out different locations, such as where City Hall is located, the library, etc., and in their long term plan they could plan on designating historical markers in different locations. Mr. Falls said that he would take the map provided to them by Mr. Chisholm and find out what materials will be needed and hopefully bring back some cost estimates to the Committee at their next meeting. The Committee discussed who would print the brochure. They mentioned there were two printing companies located downtown who might be willing to print them in return for some advertising. Mr. Shapiro would mention the brochure to ABC Printing to see if they were interested. The brochure would include the map, which would show where the different establishments are located downtown, such as restaurants, The Heritage Center, etc. Mr. Falls said that he would bring back to the Committee an estimate of what the signs would cost. He would guess they would cost around $1,500 per sign. The directional signs must either be lit signs or placed near a street light so people would be able to see the signs if it is dark. Mr. Rooney commented that the map provided by Mr. Chisholm is showing seven (7) locations for signs. They discussed having directional signs on 14 th Avenue, which would take people in different directions. The Committee agreed with going with the concept that is already downtown, which is to use the Hibiscus flower logo, which is shown on the welcome sign entrance into downtown. Mr. Shapiro requested that Mr. Falls use Mr. Chisholm s notes as a basis to get started and then give them an update at their next meeting. They would also invite Ms. Deigel to speak at their next meeting. Mr. Rooney questioned what is the mechanism for the City to reach out to the public to find out who is interested in sponsoring the lights, benches, the extra services provided by Go-Line, etc. Page 4 03/10/15
5 Mr. Jay Kramer, Vice Mayor, told the Committee that he was glad they were taking this project by the horns and running with it. He said hopefully they will see some great ideas and continue moving forward. The twin pairs were brought up and Mr. Shapiro noted that he did not know of anyone that likes the twin pairs expect for people who don t have a business downtown. He said businesses located along Route 60 will not be successful unless the traffic calms down. He said they need to widen the sidewalk and do whatever it takes to become more pedestrian friendly. Mr. Falls will bring a conceptual plan regarding the twin pairs that was recently done by Kimley- Horn to their next meeting. 6.
