1 Waynoka News Official Newsletter for the Waynoka Property Owners Association November, 2011 ISSUE 278 Update from the President, John McDulin As reported at the October 8th monthly membership meeting, a caucus was convened immediately after the regular meeting, to decide the disposition of the open seat on the W.P.O.A Board of Trustees. There was one candidate voted on and the vote failed to yield the two-thirds majority (6) dictated by article V, section of the restrictive covenants of the Waynoka Property Owners Assoc. Inc., to seat a candidate on the board. However, the caucus was presided over by nominating committee chairperson and the inspector of elections and a trustee was named to fill the open Secretary position. George Kinney was nominated for the position and was unopposed. Eric Kirk was nominated for member-at large and was also unopposed. CONGRATULATIONS AND WELCOME BOARD MEMBERS We have received 3 applications for both the WPOA and WRWSD boards. Since we have 3 vacant seats on the boards this year and 3 applications there will be no need to conduct an election. The newly appointed individuals are as follows: WPOA: Valerie Bullock Todd Holt Vern Taylor WRWSD: Tom Beresford John Buskey Eric Kirk They will be sworn in at the Annual Board meetings in April, 2012 and their terms will run until Please take a moment and welcome new and returning board members and thank them for their time and commitment. Inspectors of Elections Dick Bankes and Prescilla Redick Notice - Property Owners & Contractors Building permits are required for new construction of any building. This includes residence, deck, boat docks, garages (detached or attached), storage buildings, swimming pools, doghouses, tree houses, fencing, etc. External changes to an existing structure do not require a new building permit unless the modifications change the structural dimensions, color, or require inspections. Examples new footers, new roof or new siding Security will not allow any contractor or building supply deliveries to enter Lake Waynoka with out an approved permit. This can prove to be costly to the homeowner. So when in doubt, ask!

3 Waynoka News - 3 Waynoka Property Owners Association Board of Trustees Meeting Saturday, October 8, 2011 Pres. McDulin called the meeting to order at 10:00 a.m. The invocation given by Mrs. Hamilton was followed by the Pledge of Allegiance. Roll Call: Present: Blackburn, Johnson, Kinney, Kirk, McDulin, Meyer, Robinson and Mgr. Cahall Absent: Purdin (ex.) Minutes: The motion to approve the minutes of the September meeting as published in the October Waynoka Newsletter with the date of the Squaws Craft Fair corrected to read October 8th was made by Johnson, seconded by Kinney and passed by those present. The assistant recording secretary requested that the Trustees review the minutes when they receive them two or three days following the meeting so that corrections can be ed to her at that time. Treasurer s Report (John McDulin): McDulin shared that the Finance Committee is scheduled to meet on Monday to begin working on the 2012 WPOA Budget. Manager s Report (Paul Cahall): Financially the WPOA income is down and its expenses are up at the end of the third quarter, but the cash on hand or operating funds are about $56K above last year s. The maintenance staff will complete the replacement of the original (40+ years old) bathhouse roof at the Beach by the end of next week. The WPOA has received one bid and is seeking two more for the campground upgrades which will provide full service to 45 more campsites. A one year contract has been signed with Ferrell Gas to purchase propane. A fueling station to fill small bottles is to be installed at the campground. Ferrell Gas will train and certify WPOA employees to provide this service. Ferrell Gas is interested in becoming more involved in the Lake Waynoka community and has donated $200 to sponsor the Halloween Decorations Contest at the Campground. At the OLCA meeting the Manager learned about a software program that has been developed for property owner associations which might also meet some of the needs of the WRWSD. A field trip to learn more is in the near future. Cahall also shared that attorneys from the practice of Dinsmore & Shoal who specialize in law for communities like ours will be asked to review Lake Waynoka s rules and regulations. A rules committee is being set up to review their recommendations. A recent change in Ohio law now states that if our rules and regulations do not specifically spell out what should be done in a particular situation the Ohio Revised Code is to be followed. Other Reports: Security (Ranger McJennett): The September security report included two misdemeanor theft reports which are still under investigation, two motor vehicle crashes, two county citations, and several other infractions. Someone at the Marina put both their truck and boat trailer in the Lake. Long Range Planning (Ron Gloss): Gloss shared that there was nothing new to report. Lake Advisory (George Kinney): The initial report from the MAD Scientists & Associates indicated the following: A select few drainages, primarily Straight Creek, deliver the bulk of sediments into the Lake exerting the greatest influence on coves (#8 and Kiddie Corral). The culvert under Waynoka Dr. at the entrance of Straight Creek into the Lake is the right size, but sits at an ineffective angle. Corrective actions will be discussed at a later date. The construction of a sediment pond on the lots recently purchased at the east end of the Lake at the Straight Creek entry is a strong possibility. This action would not eliminate the need, but would extend the length of time needed before sediment has to be removed below the Waynoka Dr. culvert. MAD Scientists and Associates will have their draft recommendations ready in November for review by the Lake Advisory Committee and the WPOA Board. The report will then be published for all property owners to review. Nominating (Prescilla Redick): Redick, inspector of elections, reported that three applications for the WRWSD Board and two applications for the WPOA Board have been received thus far. Following the receipt of any other applications postmarked October 7, 2011, in Tuesday s mail the names of the candidates will be announced. (Note: The USPS is closed October 10 because it is Columbus Day holiday.) The number of applications (3 or less) for both Boards indicates that presently there is no need for an election of trustees for either Board. The official announcement will be made on Tuesday. Campground (Walt Robinson): The boat storage area has been graveled. The Campground s Halloween event will be Saturday, October 15th. Set up for the Halloween event begins today. All help would be appreciated. Robinson expressed his unhappiness that it s time to close for winter. The Watersports Club (Steve Johnson): Johnson announced that he and Tom Kitchen would be teaching a Boater Safety class on October 15th beginning at 8 a.m. All individuals born on or after January 1, 1982 who wish to operate a boat in the State Ohio must have boater safety certification if the boat s motor is more than 10 horsepower. The Chapel (Mrs. Stoney Hamilton): Mrs. Hamilton shared the guests who will be featured at the Revival this weekend and invited everyone to the fellowship dinner tomorrow. (CONTINUED ON PAGE 5)

5 Waynoka News - 5 Civic Club (Joe Farrell): The next Civic Club meeting is its annual dinner on Tuesday, October 25th at 6:30 p.m. in the Lodge s restaurant. Everyone is welcome. Between the Board meetings on Saturday, November12th, there will be a liquidation sale of Lake Waynoka clothing items. Shawnee Squaws (Kathy Farrell): Farrell invited everyone to visit the Squaws Craft Fair today in the Rec Center. She also thanked the ladies for their hard work which makes this event so successful. The next Squaws meeting will be October 12th at 10 a.m. The Squaws next event is the annual invitational dinner for seniors on Wednesday, December 14th. Lake Committee (Prescilla Redick): Redick announced that 40+ fishermen in twenty boats are on the Lake today fishing in the Bass Classic. The buoys at the Beach are out of the Lake and being repaired. During the first week of November a variety of fish (including flathead minnows, golden shiners, bass, bluegill, yellow perch, hybrid bluegill and channel cat) will be released into the Lake. These fish were purchased by the Lake Committee and the WPOA for a cost of about $4500. Old Business: Pres. McDulin shared additional items discussed at the October workshop meeting: A building committee is being re-instituted. WPOA regulations require that the committee be composed of one WPOA Trustee and two non-trustee members. Chairman Gary Blackburn is looking for volunteers to assist with the review of the applications and plans submitted for building permits. Blackburn noted that as many as 200 applications may be received in a year s time. He suggested that much of the work will be done via with an occasional meeting. Meyer commented that these individuals should have a background in the building trades and construction, but not be actively building at the Lake. Buskey shared that the Blue Book of WPOA regulations related to building at the Lake and permit documents are available on line at The WPOA is currently soliciting proposals for the Marina contract for A decision will be made after all options and proposals are received and reviewed. A rules and regulations committee is also being re-instituted. WPOA regulations require that this committee also be composed of one WPOA Trustee and two non-trustee members. Please contact Chairman, Eric Kirk or Pres. McDulin if interested in volunteering to serve on this committee. This committee will review and act upon the recommendations of attorneys at Dinsmore & Shoal after they review the rules and regulations of the WPOA. In response to concerns expressed at last month s meeting McDulin stated that an arm mower will be purchased next year to help clear ditches and remove the foliage and growth that create some of the blind intersections in Lake Waynoka; that a solar blanket will be purchased for the adult pool to help conserve propane usage; and that monies will be budgeted next year to renovate the bathrooms in the Lodge beginning with the women s. The Lake will be lowered beginning November 15, Bids are being sought and the Lake will remain lowered until excavation of the east end of the Lake between Waynoka Dr. and the Hiawatha recreation area is completed. Following today s meeting the WPOA Board will hold a caucus to determine who will occupy the vacant position of the Board and who will act as secretary. Membership Concerns: Gary Smiley (Lot #2854): Smiley stated that two of the reasons he lives at Lake Waynoka are the Lake and Security. He questioned whether or not there would continue to be two security guards on duty at the front entrance 24/7. He shared his strong concerns about the proposal that only one guard would be on duty from 11 p.m. to 5 a.m. during the winter months as a cost saving measure. Cahall explained why this is being considered and how it would work. McDulin noted that presently this suggestion is only a budget proposal and has not been approved by the Board. Aristotle Roussos (Lot #458): Roussos announced that the Lake Waynoka Chorus is planning a holiday concert for the public on Tuesday, December 13th at 7 p.m. in the Lodge. He extended an invitation to other musical groups and organizations to participate in this event. Interested parties should contact Andrea Wilkerson, the chorus director, at for more information. Cleve Broughton (Lot #2833): Broughton stated that he believes Security is less than it has ever been since he moved here in He shared his concerns about how easy it is to get in and out of here without a pass. Joanne Coker (Lot #1888): Coker reminded everyone that the Rec Center is offering a Zumba class taught by a certified instructor on Wednesday evenings at 7 p.m. for a $5 fee. She also shared that several classes, Water Aerobics (Mondays at 7 p.m.) and the Pick 5 series of step, wave board, etc. (every weekday morning at 9 a.m.) are being offered free of charge to property owners. Coker then shared her concern and frustration about the disregard of some boat owners for the no wake zones. She described several recent incidents near her property which indicate that most of the boat owners creating wakes in these zones are aware of the rules but choose to break the rules regarding no wake! It seems that even though thousands of dollars are being spent to preserve the actual lake at Lake Waynoka, these property owners choose not to do their part. This is an attitude that disturbs Coker; she is saddened that these residents care so little about the treasure that makes our community Lake Waynoka and not Waynoka! Coker s statements were supported by the applause of those present at the meeting. Charles Palk (Lot #1029): Palk stated that it seemed the stop signs went up quickly after the accident in the spring. He suggested that the location of several signs be reconsidered. Cahall explained that the plan to install the signage had been created by Chief Ellis and himself in February and was scheduled to be approved in June. Sadly the accident emphasized the need for the signage. McDulin noted that there is a need to review the installations which Security is doing. Palk shared his dissatisfaction with the decision to use tar and chip rather than asphalt to pave his road. Palk suggested that the lawyers who review the Lake s rules and regulations also have a copy of the plat covenants and restrictions. Palk then shared his observations and suggestions about the property at the east end of Lake where there are major erosion concerns. (CONTINUED ON PAGE 13)

7 Waynoka News - 7 Waynoka Regional Water and Sewer District 1 Waynoka Drive, Sardinia, Ohio WRWSD MEETNG - Mon., September 26, 2011 President Ron Gloss called the meeting to order at 7:00 p.m. Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Rider, Plant Supt. Culver & Mgr. Cahall as well as guest, Tom Beresford. Absent: none Minutes: The minutes of the September 10th meeting were approved as read. Treasurer s Report (John Buskey): Early in September nearly $58K in delinquent water availability and sewer assessment fees was certified to Brown Co. Manager s Report (Paul Cahall): The lawsuit, Klein vs. the WRWSD, has been settled out of court by the attorneys and the settlement has a no disclosure clause for both parties. The work being done so that all of the water meters can be read accurately and efficiently should be completed by the next public meeting of the WRWSD. Plant Supt. s Report (George Culver): Culver reported that he and a representative from the Ohio EPA spent five hours today discussing the various issues related to the sewer plant and its operation. The major points of this meeting were shared and discussed with the Trustees. The possibility of using spray irrigation is still on hold until the actual permit and the letter of recommend ations are received from the Ohio EPA. Culver requested that the Planning Committee be available on Friday, September 30th at 2 p.m. for a field trip to Mowrystown to view their sewer plant and land application system. Culver shared the need to purchase several radio-read meters and/or registers for various WRWSD and WPOA facilities (water plant to sewer plant, campground, rec center, lodge, etc.) that currently have meters which must be read manually. The data that will be obtained from reading the water usage with these new instruments will be beneficial in developing a more accurate water rate study as well as providing more accurate billing for these facilities. Culver was asked to research the cost of these meters. Action on this matter will be taken at the public meeting on October 8th. The new truck purchased by the WRWSD in July has not yet arrived. The WPOA has agreed to purchase the old truck. Mgr. Cahall was directed by the Trustees to contact legal counsel and request that a resolution declaring the old truck as surplus be written. Other Business Items: Discussion of Gilbert Esterkamp s concern regarding the monthly billing statement evolved into a rather lengthy discussion of how well the present billing system meets the needs of the WRWSD. Cahall and Culver were instructed to investigate available software for billing systems that would allow the WRWSD to bill its customers separately from the Waynoka Management EDP system. Buskey gave an update on the water rate study which he described as a work in progress which won t be completed for another year. It was noted that although there are good water production reports the water usage reports which staff can presently obtain are incomplete. Buskey will compile a list of reports related to water consumption that are needed to do a quality water rate study to assist Culver in his software research. Buskey then reviewed both the process of creating a budget and the progress made so far on the 2012 WRWSD Budget. Included in his presentation were recommendations concerning water and sewer rates as well as sewer tap and grinder pump fees; the changes made thus far in the WRWSD/WPOA monthly services contract from discussions with Mgr. Cahall; an explanation of an affordability study as related to monthly rates; and the assumptions that are being held to develop both the contract and the budget. Those Trustees up for re-election were reminded to submit their applications to the Office by 4 p.m. on October 7th if they plan to run for their position. Cahall noted that it was necessary to manually enter last month s meter readings into the Waynoka Management EDP system which does increase the possibility of error. If a property owner expresses a concern about their reading to any Trustee, the individual should be told to contact the Office. Motions and Resolutions: none Adjournment: The motion to adjourn was made by Doughman and seconded by Purdin. Cahall Absent: Purdin (ex.) Minutes: The minutes of the September 26th WRWSD meeting were approved as read. Treasurer s Report (Buskey): The September 2011 WRWSD financial report indicates that the cash balance (including CDs) in the WRWSD budget totaled $997, as of September 30th. The WRWSD income, year to date (09/30/11), is running about 9% above budget expectations and expense is running about 11% below. The September report shows about $28K more than August and that the WRWSD is in good shape financially at this time. Monies for two water taps and three sewer taps were collected in September. Manager s Report (Paul Cahall): Cahall announced that the WRWSD has received an Auditor of the State Award from Ohio Auditor Dave Yost for its clean audit report. This means that the report was filed in a timely manner and among other things does not contain any findings for recovery, material citations, material weaknesses, significant deficiencies, single audit findings or questioned costs. The office staff and Treasurer John Buskey are to be commended. The WRWSD staff is presently acting on the recommendations from the Ohio EPA representative. At the OLCA meeting the Manager learned about a software program that has been developed for property owner associations which might also meet some of the needs of the WRWSD. Motions and Resolutions: Motion # was made by Buskey and seconded by Redick to purchase meters and monitoring equipment for the water and sewer plants and to amend the reserve budgets and capital plan as projects occur and monies are expended. A vote was taken and the motion passed with six yea votes. The $3K cost of a 3 meter and register on the water line from the water treatment plant to the waste water treatment plant will be split 50/50 between the water and sewer reserve funds. An additional $4K will be spent from the sewer reserve fund to purchase a meter and continuous monitoring equipment on the effluent line from the sewer plant to the lagoon. Another $ will be spent from the sewer reserve fund to purchase a meter, continuous monitoring equipment, a 600 watt wind generator and a wind tower kit on the effluent line from the sewer lagoon to the creek. The cost of a wind generator is significantly less than the cost of extending the electrical line to make this improvement. Waynoka News - 13 Cleve Broughton (lot #2833): Broughton is concerned about the drivers who piggy back at the back gate and go in or out two vehicles at a time. Dick Bankes (Lot #1668): Bankes suggested that a sign explaining that only one car is to go through the back gate at a time should be erected. This would be helpful to those who are visiting our community. We are currently offering a new exercise class, ZUMBA. The new instructor is Kelley Inlow. She is certified and ready to assist you with all your exercise needs. 17 Waynoka News - 17 THE WASP NEST Monthly publish highlights from the Waynoka Awareness Safety Program to keep you and your neighbors safe. Each month you will find a helpful suggestion from the program guide for your use and to share with those around you. If you would like to have a WASP booklet or if you have something you would like to have included please call. WHAT TO DO IN THE EVENT OF A TORNADO In a house with a basement: Avoid windows, get in the basement and under some kind of sturdy protection (heavy table or work bench) or cover yourself with a mattress or sleeping bag. Know where very heavy objects rest on the floor above (pianos, refrigerators, waterbeds, etc.) and do not go under them. They may fall through a weakened floor and onto you. In a house with no basement, a dorm, or an apartment: Avoid windows, go to the lowest floor, small center room (like a bathroom or closet), under a stairwell, or in an interior hallway with no windows. Crouch as low as possible to the floor, facing down, and cover your head with your hands. A bathtub may offer a shell of partial protection. Even in an interior room you should cover yourself with some sort of thick padding (mattress, blankets, etc.) to protect against falling debris in case the roof and ceiling fail. In an office building, hospital, nursing home, skyscraper: Go directly to an enclosed, windowless area in the center of the building away from glass. Then crouch down and cover your head. Interior stairwells are usually good places to take shelter and if not crowded allow you to get to a lower level quickly. Stay off the elevators, you could be trapped in them if the power is lost. In a mobile home: GET OUT! Even if your home is tied down you are probably safer outside even if the alternative is to seek shelter out in the open. Most tornadoes can destroy even tied down mobile homes and it is best not to play the low odds that yours will make it. If your community has a tornado shelter, go there fast. If there is a sturdy permanent building within easy distance, seek shelter there. Otherwise lie flat on low ground away from your home, protecting your head. If possible use open ground away from trees and cars which can be blown onto you. At school: Follow the drill! Go to the interior hall or room in an orderly way as you are told. Crouch low, head down, and protect the back of your head with your arms. Stay away from windows and large open rooms like gyms and auditoriums. In the open outdoors: If possible seek shelter in a sturdy building, if not lie flat and face down on low ground, protecting your head with your arms. Get as far away from trees and cars and you can, they can be blown onto you. In a shopping mall or large store: Do not panic. Watch for others, move as quickly as possible to an interior bathroom, storage room or other small enclosed area, away from windows. In a car or truck: Vehicles are extremely dangerous in a tornado. If the tornado is visible, far away, and the traffic is light, you may be able to drive out of its path by moving at right angles to the tornado. Otherwise, park the car as quickly and safely as possible out of the traffic lanes. It is safer to get the car out of mud later if necessary than to cause a crash. Get out and seek shelter in a sturdy building. If in the open country, run to low ground away from cars (which may roll over on you). Lie flat and face down, protecting the back of your head with your arms. Avoid seeking shelter under bridges which can create deadly traffic hazards while offering little protection from flying debris. AFTER THE TORNADO Keep your family together and wait for emergency personnel to arrive. Carefully render aid to those who are injured. Stay away from power lines and puddles with wires in them, they may still be carrying electricity. Watch your step to avoid broke glass, nails, and other sharp objects. Stay out of any heavily damaged houses or buildings they could collapse at any time. Do not use matches or lighters in case of leaking natural gas pipes or fuel tanks nearby. Remain calm and alert and listen for information and instructions from emergency crews or local officials. The following items should never be put in your system: *Egg shells *Fish scales *Cat litter *Diapers, baby wipes, socks, rags or cloth of any kind *Personal hygiene products *Oils or grease *Strong chemicals (drain cleaner) *Glass or metal objects. If the above items are introduced into the system it could result in premature failure of the pump and require service. If the red light on the electric box is on it means the pump is not working properly. Please call Security if you see your light or your neighbors light on.
