Please contact Chris Talmadge or Betty Purdin, NOMINATING COMMITTEE REPORT Once again it is Election time for the WPOA Board of trustees. As in previous years it is my duty to inform all property owners that positions are available for election to the board. One seat must be vacated by term limits, two other positions are open to run again or else be replaced by a new candidate. As in the past, to run for trustee of the board all you have to do is be a member in good standing of the WPOA (have all dues, assessments, and/or fines paid current and any other outstanding debts currently owed to the association, this includes your water bill.) You must submit an application and a current resume with a picture to the office no later than Friday Oct.8th 2010 by 4pm closing. If we have 3 or less candidates apply there will not be an election. The candidates will be automatically installed at the annual meeting in April. Please remember that your community needs your help in having a complete board of trustees. If you have the interests of the membership in mind and want to help your community by serving a term on the WPOA Board then please submit your application to run for election to the board. Further information will be in the newsletter about the election process as we get applications in. The WRWSD board (which does not have term limits ) has two vacancies currently and needs applicants for election also. Same requirements just a different application. 3 Waynoka News - Waynoka Property Owners Association Board of Trustees Meeting Saturday, September 11, 2010 President Tim Redick called the meeting to order at 10:10 a.m. Pastor Bonnie Keith gave the invocation with special recognition of the events of 9/11 in The Pledge of Allegiance followed. Roll Call: Present: Conners, Freeman, Kinney, Lindy, McDulin, Meyer, Purdin, Redick & Mgr. O Farrell Absent: Johnson (ex.) Minutes: The motion to approve the minutes of the August meeting as published in the September Waynoka Newsletter with two additions was made by Purdin, seconded by Meyer and passed by those present. The additions made to Chief Ellis security report were as follows: In relation to the home at 18 Comanche, there was a burglary as well as an attempted burglary at that residence in June and in relation to the bicycle patrol, a limited bicycle patrol was initiated in July. Treasurer s Report (Betty Purdin): Property owners were encouraged to ask any questions they might have after reviewing copies of the WPOA monthly budget report. Mgr. O Farrell noted that the APR for one of the Park National CDs was 1% and not.10% as typed. He also suggested that the creation of a storage area which has been discussed many times over the last few years might be the way to create additional revenue. Manager s Report (Tim O Farrell): The pools are now closed following last night s luau party held to reward Eastern Middle School students of whom many live at the Lake. Various details regarding the dredging of the upper end of the Lake were shared. However, no decision in regard to what will actually be done has been made. Please note: The Lake will NOT be lowered early this year as previously suggested. The Lake is presently down about six inches due to the dry weather. An adequate amount of water must be maintained in the Lake to properly discharge the waste from the backup sewage lagoon beginning November 15th. So the valve will not be opened and the Lake will not be intentionally lowered in early October. In Chief Ellis absence due to military commitments, the manager reported that the new security cruiser has arrived and is scheduled to be equipping in the next week or so. It was noted that security personnel Dave Frazier has returned to work and Mike Whitaker is now off due to a serious health issue. The OLCA (The Ohio Lake Communities Association) annual meeting will be held at Lake Choctaw on September 22 and 23. All interested individuals were invited to attend. Employee Steven Drew is off due to emergency surgery and will return to work in 2 3 weeks. Other Reports: Security (Tim Redick): Highlights from Chief Ellis workshop meeting report were shared. The filing of the final charges for the burglary and attempted burglary at 18 Comanche in June has been completed and this case is proceeding through the justice system. Reports of criminal damaging (primarily mailboxes) continue to decline. In response to complaints of speeding and unsafe vehicle operation radar checks were conducted on Itawamba, Horseshoe and Custer Drives. Additional radar checks will be conducted to control speeding. All drivers are asked to be aware of their speed and to obey the traffic control signs. The limited bicycle patrol will continue through September. Lake Advisory (George Kinney): George concurred with the report on dredging given by the manager and submitted it as the report of the Lake Advisory committee. Nominating (Valerie Bullock): The deadline to participate in the election of Trustees to both the WPOA Board and the WRWSD Board is November 21st. There are three open seats on the WPOA Board and two seats on the WRWSD Board available in this election. Applications and resumes with photos attached must be submitted to the office no later than 4 p.m. on October 8th. Contact Valerie for further information or assistance at The Campground (Walt Robinson): Labor Day weekend was very enjoyable. There were 84 kids who participated in the chalk drawing competition!!!! The Board was reminded that the campers would like the drainage problem, the additional lighting and the campground expansion to be strongly considered when the 2011 budget is prepared. Volunteers are still needed to help with the Halloween Festival on Oct. 16th. Contact Walt at to volunteer. The Chapel (Bonnie Keith): The landscaping around the Chapel is finished! The stumps are gone and the grounds have been graded, seeded and covered with straw and are waiting for rain. The Chapel donated $1500 to the Sardinia Elementary for school supplies as a part of its mission. Rather than actually buying the supplies the money was donated to the school so that the supplies could be purchased with a wholesale discount through Wal Mart. The framed poster board size Thank You sent by the children was shared. Civic Club (Joe Farrell): Everyone was invited to the annual dinner meeting of the Civic Club which will be held on September 21st at the Country Inn at 6:30 p.m. An invitation to the 2nd Annual Sock Hop sponsored was also extended. It will be on Saturday, October 2nd in the Lodge from 8 until midnight. Cost is $5 per person or $8 for a couple. Purchase tickets early from Joe at or at the door. (CONTINUED ON PAGE 5)

5 Waynoka News - 5 Shawnee Squaws (Joanne Coker/Valerie Bullock): Joanne shared details of the special day that was shared by the Squaws yesterday with 25 veterans from the VA Home in Georgetown as well at least a dozen veterans who live here at the Lake! She extended a special thank you to the Lions Club who purchased the wheelchair accessible picnic tables for the pavilion a couple of years ago. The ladies were able to accommodate the 16 wheelchairs and 3 or 4 walkers that came with the veterans. They were able to comfortably enjoy the wonderful food! Valerie reminded everyone that the Squaws will hold their annual Craft Fair at the Health and Recreation Center on Saturday, October 9th from 9 a.m. until 4 p.m. There are 25 vendors and spaces for ten more. Contact Valerie if you would like to set up at the Fair. Lake Committee (Prescilla Redick): The dates of the September tournaments were announced and the Bass Classic (whose participants are by invitation only) will be Saturday, October 2nd. Lion s Club (Wanda Fout): The annual Lion s Club Car Show on the Sunday of Labor Day weekend was very successful with 134 car and motorcycle entries. Their cookout on Tuesday evening was attended by about 50 Lions and their guests. There will be Bingo in the Lodge on September 19 and October 9 at 7 p.m. Playground (Wanda Fout): It is hoped that a new swing set will be purchased before the end of the year. Waynoka Tribe (Jim Beckley): Prior to Jim s report, Pres. Redick extended a special thank you to the Tribe as well as the Lake s other clubs for dispersing their many supplies, props, etc. which were stored in the back room opposite the committee meeting room in the Lodge. There is now another room available for choir practices, club meetings, etc. Jim reported that the Tribe had much success selling food from 2 9 p.m. on the Saturday of Labor Day weekend during the Beach Party, Ski Show and Fireworks. All young families and interested individuals were invited to the Tribe s membership drive cookout on September 18th. Pending Resolutions and Motions: none Introduction of New Resolutions and Motions: none Unfinished Business: A motion to allow the Lake Waynoka Civic Club to sponsor a sock hop on October 2nd which will be a BYOB event was made by Purdin, seconded by Freeman and passed by those present. New Business: Pres. Redick noted that he could not share his usual report of the previous evening s workshop discussions and decisions because the WPOA Board and the WRWSD Board met last evening at the Chapel in executive session to discuss personnel matters in lieu of the workshop meeting. Discussions that are held during an executive session meeting are not for public dissemination. Pres. Redick commented that nothing that came out that meeting needs to be reported to anyone. A workshop meeting will be scheduled in the near future. Membership Concerns: Steve Vogel (Lot #3222: Steve expressed his need for the Lake to be lowered because he has dock and dredging work to do. The Manager reemphasized that the Lake would be lowered in November rather than October. Andy Bilhardt (Lot #453): Andy expressed his concern about the lack of wheelchair accessibility to the restrooms. The bathhouse and restrooms need to be updated. At the very least, ramps should be installed. Diana DeVol (Lot #2857): Diana questioned if the pavilion area located behind the pool will ever be made accessible from the pool area. Brian Bower (Lot 404): Brian shared his support for Manager O Farrell. He believes that Tim deserves a lot of the credit for what has been accomplished in this community during his 25 years here. Brian thinks it is shameful that there are Board members who are talking in public about the Manager and are working to remove him from his position. He stated that as elected officials the Board members should be professional enough not to speak at public events about personal matters and that the property owners have the right to know what is going on in regards to the Manager. Aristotle Roussos (Lot #458): Aristotle shared his admiration for Tim O Farrell and what he has accomplished at the Lake. He also stated that the WPOA Board is a good one with members who have character and integrity. He pointed out an inconsistency in that the Lake Waynoka Newsletter has a return address of Lake Waynoka, but that the newsletter is addressed to the Lake Waynoka property owner living in Sardinia. He suggested that the WPOA may want to discuss reducing the number of members on the Board from 9 to 7. Lastly, Aristotle encouraged those who love to sing to join the Lake Waynoka Chorus. They practice in the music room (the storage room that was emptied) at the Lodge on the 1st and 3rd Tuesdays of the month at 7 p.m. Judy Allen (Lot #1472): Judy inquired if there is anything that can be done to replace the street signs that are missing or actually stolen. This issue has been discussed and the Board agrees this is a problem and needs to be further investigated. Ruth Horner (Lot #347): Ruth requested that a sign directing individuals to the Beach and Marina is installed. Jim Beckley (Lot #2870): Jim suggested that tar be applied to the sign posts to discourage theft. Jim asked if the restaurant will be closing in November. The Board has not made this decision; this matter will be reviewed at the next workshop meeting. Michelle Knue (Lot #395): Michelle thanked Betty Purdin for her work raising the monies for the fireworks display. She told Valerie that she is looking forward to the Shawnee Squaws Craft Fair as she does every year. Joanne Coker (Lot #1888): Joanne suggested that a sign marking the Back Gate be erected near the speed limit sign on the corner. It would help our visitors to find their way out of the Lake! As the President was asking for a motion to adjourn an individual in the audience asked for more information regarding the proposed dredging. Roger Coker also asked who is responsible for the restoration of the shoreline at the entrance of Straight Creek into the Lake where there is significant shoreline damage. There was further discussion which generated no clear answers. Pres. Redick indicated that he had noted this as an action item. 7 Waynoka News - Waynoka Regional Water and Sewer District 1 Waynoka Drive, Sardinia, Ohio WRWSD MEETNG - Fri., September 3, 2010 President Steve Johnson called the meeting to order at 7:55 a.m. Roll Call: Present: Buskey, Doughman, Gloss, Johnson, Kirk, Purdin, Redick, Rider, Mgr. O Farrell & Plant Supt. Culver Absent: None Minutes: The minutes of the August 14th public meeting were approved as read. The minutes of the emergency/executive session of the WRWSD Board on August 16th were also approved as read. Treasurer s Report (John Buskey): The cash balance in the WRWSD budget totaled $1,108, as of August 30th. This balance reflects cash assets of about $84K more than in July. The fees collected from three new housing starts (about $25K), the annual payment of the WPOA water and sewer fees (approx. $36K) and the receipt of the annual sewer assessments from Brown County (nearly $16K including about $7500 from the sale of lots in the spring) account for most of these additional monies. The collection of water availability fees is up for the year. (Note: The WPOA recently sent out a second notice to property owners with delinquent accounts which resulted in payment of both WPOA dues and WRWSD water availability and sewer assessment fees.) Due to increases in both income and expenses it is necessary to make several adjustments to the WRWSD 2010 budget. Motion # which itemizes these adjustments was shared with the Board. The Board requested that the Treasurer do an analysis of the figures before the next WRWSD meeting since the motion was just received this morning. The Board will vote on the motion at the September 11th Board meeting after the analysis is shared. The budget restructuring project has progressed to the point that the WRWSD Finance Committee will be reviewing the changes during the next month. Finance Committee member, Tim Redick, will assist in developing a pre-sentation about the budget restructuring which will be presented to the Board at the Oct. 1st workshop meeting. Manager s Report (Tim O Farrell): Plant Supt. Culver shared details about the cost of materials and from whom to purchase them so as to complete, in a timely manner, the installation of the anti-backup sewer valves at the curb connections for all existing homes currently serviced by the WRWSD. It is believed that there is not a material shortage at this time and that the contractor will be able to keep on schedule. The installation of 116 valves has already been completed. It was noted that the monies needed to cover all costs would be taken from the sewer line extension and sewer depreciation funds. Brown Co. Rural Water, Inc. has started work on the crossconnection to provide the emergency/temporary water supply for Lake Waynoka. This work should be completed in the next week. 9 Waynoka News - Waynoka Regional Water and Sewer District Vice President Ron Gloss called the meeting to order at 9:30 a.m. 1 Waynoka Drive, Sardinia, Ohio WRWSD MEETNG - Sat., September 11, 2010 Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Rider, & Mgr. O Farrell Absent: Johnson (ex.) Minutes: The minutes of the September 3rd workshop meeting were approved as read. Treasurer s Report (John Buskey): Most of the details of this month s financial report were provided in the minutes from the last meeting. Property owners were encouraged to ask any questions they might have after reviewing copies of the WRWSD monthly budget report. We are on target with our incomes and expenses for the year; in fact, we are up on the incomes. Later in the meeting there will be a motion to accommodate the changes in the budget. Manager s Report (Tim O Farrell): All testing requirements have been met and the results were satisfactory and in compliance with the EPA guidelines. No major problems have been experienced during this last month. The meter reading continues to be a slow process. This matter will need to be addressed. The sludge digesters have been emptied. Presently the sewer clarifiers are being painted. The water clarifier and the sand filter will be painted next. Brown County Rural Water, Inc. has completed the installation of the emergency/temporary water supply cross connection line. The line has been disinfected and is ready to use whenever we need it. Approximately 200 anti-backup sewer valves have been installed so far. Ohio EPA representatives visited last week to further investigate the July 21st sewer backup incident. There have been a total of 16 water tap and 16 sewer tap requests since January 1, Sewer assessment and past water availability charges were certified to the Brown County Auditor yesterday. Gloss asked the Manager about the findings of the OEPA reps during their visit. The visit was prompted by a request from Nancy Klein. They did take an antibackup sewer valve with them for evaluation. Based on conversations that O Farrell had with the Ohio EPA reps he does not know whether or not a formal report will be prepared. He believes that they do not have an issue with us and that it was one of those things that might or might not happen. They were happy that the proactive corrective action of installing anti-backup sewer valves is being taken to prevent future potential failures. Gloss asked if they were looking for possible discharge into the ground or the water system or some such a situation. O Farrell agreed and thought that the OEPA may have been responding to misinformation. Old Business: Treasurer Buskey explained that the Ohio state law requires the budget to be amended any time any account item exceeds the budgeted amount. Nineteen items need to be amended. There are ten items which increase the budget income by the amount of $56, The adjusted 2010 budget income is $950, There are five expense items as well as one new expense item (the disposal of the matter from the sludge digesters) that increase the budget expense by the amount of $10, In addition to these expense adjustments there are three new capital accounts which will be funded out of depreciation monies: the Brown County Rural Water Assn. emergency/temporary water supply line connection ($20K); the material cost for the installation of the anti-backup sewer valves ($92K); and the installation and reclamation costs of the valves ($72K). These accounts increase the budget expense by another $184, The total adjusted 2010 budget expense is $1,073, Motion # was made by Buskey and seconded by Kirk to amend the 2010 Budget as described. A detailed copy of the motion is available for review at the Lake Office. The vote was taken and the motion passed by a vote of 7 yeas and 0 nays. Work has begun work on the building at the water tower which will house electronic equipment for the Brown County emergency services communications project as well as our network equipment. New Business: Gloss shared that there will be only two vacancies on the WRWSD Board during this year s election because the number of WRWSD Trustees was reduced from 9 to 7 by Motion # in May. He encouraged interested individuals to pick up applications at the office before the 4 p.m. deadline on October 8. Pending Resolutions and Motions: none Introduction of New Resolutions and Motions: none Other Business: none Membership Concerns: Gilbert Esterkamp (Lot #2004): Gilbert shared that Steve Johnson had not contacted him in reference to his request to only be charged for the water he uses and not a minimum rate. Gloss responded to Gilbert s belief that everywhere else you pay for what you use and never pay a minimum. Ron explained that a minimum fee is charged in most communities because the water utility has minimum fixed costs that must be paid and the receipt of a fixed amount of income from their customers each month covers these costs. Adjustments are not made to bills of customers who live at Lake Waynoka part time or spend their winters in Florida. Every customer pays at least the minimum monthly water charge. Gilbert also asked if part of the problem with the reading of the water meters could be that the batteries are low. Nancee Klein (Lot #1620): Nancee explained that after receiving no help from anyone at the Lake she contacted the Ohio EPA. Nancee met with Ohio EPA officials at her home and stated that they were not given any misleading information. Nancee asked what the Board is going to do now that the WRWSD insurance company has told her that the damage to her home is not covered under the WRWSD insurance policy. She berated the Board for their lack of concern for her and her family s situation and its lack of action to assist them in restoring their home. Gloss responded that the Board has thoroughly reviewed the situation in order to ensure all that can be done is being done. He acknowledged that the insurance company has said that the WRWSD is not liable for this event. He stated that therefore, the WRWSD can not do anything to help fix up Nancee s home. However, the Board is trying to do its best to ensure that this does not happen again by installing the additional check valves throughout the community. Gloss emphasized that there is no guarantee sewage backups will not happen again even after installing the redundant check valves, but that the chance of it happening again will be minimized. Nancee responded that if the rates that every property owner pays go up in the future, it will be because the Board will not do the right thing even though she has asked them to do so twice. Mgr. O Farrell urged all homeowners to review their personal homeowner policies for coverage of this type of damage. He also shared that he had been informed by a representative of the WRWSD insurance company, Cincinnati Insurance that they have communicated to Nancee Klein s attorney the outcome of their investigation of this matter. Jim Beckley (Lot #2870): Jim is concerned how the Board has handled Nancee s situation and others. He is concerned that the people here have not reached out to these members of the community who need help. He is concerned that the Board seems to have taken a position of how to get out of this. Gloss guaranteed that was not the position held by the Board during the emergency meeting. Adjournment: The motion to adjourn was made by Gordon Rider and seconded by Betty Purdin. As always, it went down to the wire, but we made it and even have a small amount left to start out for next year!!! The fireworks were great!!! There was a good crowd at the beach for the first BANG!!! And all went well. The Tribe had lots of food for sale. Everyone was having a good time. We are currently working on our own crafts on Wednesdays at the lodge for our Annual Craft Fair. Mark your calendar for Sat. Oct. 9am to 4pm. Come out and see what our Crafters have to offer. 13 LION S CLUB The Lake Waynoka Lion s Club would like to thank everyone who helped make our 10th annual car show a huge success. We would especially like to thank the owners of the 134 show vehicles and hundreds of spectators that attended our show. The Best of Show Award was won by Floyd Stroop of Georgetown, Ohio with his blue 1957 Chevy Sedan. Lester Adkins came 161 miles from Lima, Ohio to get the award for longest distance. Waynoka News - 13 The Sardinia Elementary PTO, students, teachers, and staff would like to express our deep appreciation and gratitude to Pastor Bonnie Keith and the congregation of the Lake Waynoka Chapel for their generous donation of $ to purchase school supplies for classrooms at Sardinia Elementrary. Church members; Rodger Goldwire, Barbara Berry, and many others work throughout the year organizing fundraising projects such as the piggy bank challenge and quilt raffle to raise funds for mission programs that benefit hundreds of children in our community. Purchasing school supplies and providing children and families in need with gifts and clothing at Christmas time are examples of how the Lake Waynoka Chapel and its members make Brown County a better place for all. There are a total of 6 men & 10 women (with probably number 11 joining soon). This is a group of 16 congenial people who love to sing a variety of songs. We also need sheet music of popular songs. 16 Letter to the Editor of Waynoka News: Waynoka News - 16 We have been property owners at Lake Waynoka for 12 years and have always really enjoyed the entire experience. However, last weekend (Sunday, August 8th), we had a very bad experience which left us quite shaken and upset. I m writing this letter in hopes that we can prevent this from happening again. Our son was wakeboarding behind our boat. Another boat pulled out behind us (they were pulling a tube). The boat got directly behind our boat, within about 20 yards of our son, and proceeded to follow directly behind us at that distance. We were unable to turn off, as another boat was too close on the one side and the shore was along the other side. This is simply NOT SAFE. If our son had fallen, there would have been almost no chance that the boat following could have reacted in time to avoid hitting him. In the end, we were able to turn off into a cove and signal to our son to drop/let go. If you are boating on the lake, please be aware of how narrow it is, and be extra cautious especially during peak times. If someone is pulling a skier or a tuber, follow only at a safe distance that allows for the possibility the person will fall. And if you don t know safe boating procedures, take the boat safety class that is offered at Lake Waynoka at a very reasonable rate. Please help us keep our lake safe for our families. Each month you will find a helpful suggestion from the program guide for your use and to share with those around you. If you would like to have a WASP booklet or if you have something you would like to have included please call. Storage of Emergency Supplies Store your supplies in a sturdy container. Can be stored in a large, clean, covered trash container. You can even store them in a backpack, duffel bag, or box, however these containers are not as sturdy and do not offer the same protection. Protect your items from moisture by placing them in airtight plastic bags before putting them in the container. Store your supplies in a safe, accessible location. They will do you little good if you cannot get to them or if they are damaged during a disaster. To avoid this store them in different locations. Storage site should be cool, dry, and dark. Possible locations are on a closet floor, behind a large piece of furniture, sturdy table/pallet in the garage, under a bed or in a tool/garden shed. Avoid direct sunlight, near hazardous chemicals or in a location where heavy objects could fall on them. Provisions for Pets Identification your pet should always wear a collar and identification tag/microchip. Make sure all information is current. Vaccinations should be current & the records kept in a safe place. Transportation each pet should have their own carrier and is large enough for the pet. Leashes make sure you have one for every dog in your house. Sleeping areas do not put them near a window or under shelving. Plan ahead put the following items in a pet supply box for emergencies. 17 Waynoka News - 17 Golf League We have some bad news and good news in this reporting period. The bad news is that we played our last two weeks of golf for this season. The good news is that we had some excellent accomplishments by our golfers. The top par shooters were: Jim Hackworth (9), Jack Gerros (7), and Tom Wyatt (6). The following players enjoyed birdie shots on the following holes: Scott Steele (Hole #1); Ron Gloss and Jim Hackworth (Hole #2); and Tom Wyatt (Hole #4, Hole #8, and Hole #7 on which his drive over the water landed 2 from the hole). Nice shooting, everybody! Low gross score for men was 37 which were shot by Jack Gerros and Jim Hackworth in the same round! Low gross for women was Linda Creighton and Mary Kay Wolfe who both shot 49. What a way to finish a season! Also seen on the course was a baby bird landing on Ron Gloss back. He immediately claimed a birdie on Hole #6 but his opponent Danny Williams quickly corrected that misconception! A week later the league held its scramble and banquet. The winning scramblers were the team members of Dale Gadd, Dave Goodwin, Tim Redick, and Danny Williams who finished with a great 4-under par! The league winning teams are pictured below (left to right) Tom Wyatt and Marilyn Gloss, 1st Place; Ron Gloss and Hank Unruh, 2nd Place; and Jerl Wagner and Tillie Doughman, 3rd Place. Congratulations to all. The banquet was great fun as usual. Thanks go to Tillie Doughman who was in charge of food; and Valerie Bullock and Mary Kay Wolfe who took care of the awards and league gifts. The league revived the water ball award which is given to the person who goes into water each week. The award recipient has to carry the dubious award around until he or she finds someone to pass it on to who then carries it around, etc, etc. Tom Wyatt threw himself under the bus by confessing he went into the water on #7 as usual. Valerie immediately presented the award to Tom and we re sure he will carry it with pride and will try to pass it on as quickly as he can! Very special thanks to Buttermilk Falls Golf Course for their support all year! Good-bye for now. Look for the announcement in the paper for the spring meeting. OHIO BOATERS SAFTEY COURSE OCTOBER 23RD The Waynoka WaterSports Club will be sponsoring an Ohio Boating Education Course at 8:00 am on Saturday, October 23rd at the Lake Waynoka Lodge. Cost of this course is $5 payable to ODNR Watercraft. This course will consist of 8 hours of instruction in a certified class followed by an exam. This year (2009) everybody younger than 27 years of age needs to pass a test certified by the State before they can drive any type of boat powered by more than 10hp. This class and exam will fulfill the Ohio s Boater Education Requirement that went into effect in January of 2000 and is administered by the ODNR Division of Watercraft. The law prohibits any person born on or after January 1, 1982, from operating a vessel powered by more than 10HP unless the person has successfully completed either a boating education course approved by the National Association of State Boating Law Administrator (NASBLA) or a proficiency examination approved by ODNR Division of Watercraft.
