Waynoka News - 3 Waynoka Property Owners Association Board of Trustees Meeting Saturday, November 10, 2012 Vice President, Gary Blackburn, called the meeting to order at 10:00 a.m. He asked that everyone remember to salute those who have served our country, especially Chief Ellis, since tomorrow is Veterans Day. The invocation was then given by Reverend Sam Talley of the Lake Waynoka Community Chapel and followed by the Pledge of Allegiance. Roll Call: Present: Blackburn, Bullock, Holt, Kirk, Meyer, Robinson, Taylor & Mgr. Cahall. Absent: McDulin (ex.) Minutes: The motion to approve the minutes of the October public meeting as published in the November Waynoka Newsletter was made by Kirk, seconded by Meyer and passed unanimously. Treasurer s Report (Eric Kirk): Kirk reminded the property owners that copies of the October WPOA financial statement are available up front. He suggested that if anyone has questions they could ask them later. Kirk stated that the 2012 budget is in good shape. Manager s Report (Paul Cahall): Cahall encouraged all WPOA members to contact him if they are told something that doesn t sound quite right. He will be happy to investigate any rumors to determine the accuracy of the information being shared. Cahall then chose to dispel several current rumors: (1) After reviewing past records Trustee Todd Holt and his wife are property owners in good standing. (2) Over the last week phone calls have been received by Cahall and the Office Staff accusing them of playing favors in regards to the WPOA Board Election. By the end of the week all eight candidates had been identified as receiving this favor! It s not favor if everyone gets the same treatment! (3) Cahall stated that neither he nor the Office Staff placed the ads for three of the candidates in the November Waynoka Newsletter. (4) They also did not provide any of the candidates with a mailing list of WPOA property owners qualified to vote in the Election. The only list was given to the Inspectors of Elections and is presently locked in the ballot box for which neither he nor the Staff has a key. In conclusion Cahall reminded everyone that the Staff and I all work at the pleasure of the Board and no matter who wins an election they follow the direction of that Board. Like everywhere else in business you follow the direction of your boss! All of the tar and chip road work and repairs have been completed for this year. Delivery of the barriers that will be placed at the bridge at the east end where Straight Creek enters the Lake is promised for next Wednesday. Cahall once again asked that everyone watch for the new signage and to be extra cautious when traveling through this area. The Maintenance Staff is working shoreline protection in WPOA areas. Work has been done at recreation areas such as Geronimo, Pontiac and Red Cloud. The heater and the heater control for the hot tub at the Health and Recreation Center were upgraded to a commercial digital system. The heat exchanger in the gym had to be replaced. The drainage of the sewage lagoon will not be started until the amount of suspended solids (specifically algae) decreases. It is anticipated that this should occur in the next week, especially if the rains that are forecast fall. Cahall will follow up on a property owner complaint regarding the removal of a dumpster sitting on a Waynoka Drive property. Other Reports: Long Range (Ron Gloss): Several members of the WPOA Board attended this morning s meeting to hear an update on the findings of the condo and golf driving range subcommittees. After a lot of discussion both subcommittees now have more questions that need answers. Lake Advisory (Vern Taylor): During last week s meeting the committee members discussed the three proposals received from Buckeye Engineering regarding the issues at the east end of the Lake where Straight Creek enters the Lake. Cost estimates have not yet been received. Contractors have been contacting Mgr. Cahall for more information so cost estimates should be available soon. Nominating (Prescilla Redick and Dick Bankes): Redick, a Co-Inspector of Elections, shared the voting process for the WPOA Election. The mailing list of property owners who are qualified to vote generated 1398 ballots. There was a discussion concerning property owners who should have received ballots and did not. It was determined that (CONTINUED ON PAGE 5)

Waynoka News - 5 although this problem is thought to be minor the software program which has been used for the last 7 or 8 years to generate this mailing list needs to be evaluated and tweaked to create an even more accurate list. Bankes, also a Co- Inspector of Elections, and the Board discussed that there is documentation and written procedures regarding the election process that need to be included in the revised WPOA Rules and Regulations. The procedures that will be used to count the ballots were then shared and discussed with the Board. The Inspectors and the Board agreed that the ballots will not be counted until at least ten business days after the voting deadline of November 30. The names of the newly elected WPOA Trustees will be posted in various locations around the Lake and on the website once they are declared official in mid December. They will also be announced at the January WPOA meeting. Building (Gary Blackburn): Blackburn announced that Roger Coker had resigned. Blackburn expressed that it would be preferable for Coker s replacement to be a full time resident of the Lake and have experience with building and construction as well as zoning. In his resignation letter (which was read by his wife) Coker shared several points he hopes the Board and the Building Committee will address in the future since they haven t in the last year. Coker believes that the work of the committee cannot be done effectively and entirely by and that the members should meet monthly as other committees do. He also shared that the purpose of the committee should be clarified (building review only?, zoning review only? or both?). He wonders why this committee offers suggestions on new construction when Brown Co. is responsible for the inspections. He also believes that final inspections and/or electrical inspections on the construction of additions, garages, sheds, decks, docks, etc. need to be done because the safety and welfare of the people living here can be at risk. And most importantly, Coker shared the reasons why he believes that the rocking of shorelines should be done before any footer is dug for any lake front construction. Blackburn shared several possible options to Coker s concerns and agreed that his concerns need to be addressed. Steve Sears volunteered to assist this committee. Rules and Regulations (Eric Kirk): Kirk reported that this committee continues its work. The Co-Inspectors of Elections have submitted a document regarding the rules and regulations related to the election of the WPOA Trustees for the committee to review. Campground (Walt Robinson): Robinson shared that the Halloween celebration went really fine this year with participants! There were 89 entries in the pumpkin decorating contest! Robinson and the Campground Mgr. Leslie Poole have created an activity schedule for next season. Robinson would like the WPOA to consider providing more monies in the 2013 budget for campground activities. He also asked that the broken swing set lost in the maintenance building be repaired. Mgr. Cahall shared that the playground project is one of the campground winter upgrades that will be done. WaterSports Club (Gary Blackburn): Blackburn encouraged anyone who would like to help with the Club s Christmas outreach program at the VA Home in Georgetown to contact Shawna Faul. He invited everyone to attend the annual New Year s Eve Party. Chapel (Reverend Sam Talley): Reverend Talley reminded everyone to support the bake sale for the Children s Christmas Fund in the back of the room. Much of the shopping has been finished for the children and the wrapping of the gifts will begin soon. Donations of paper, ribbon, tags, etc. would be appreciated. Volunteers are needed to help wrap the gifts so watch the website for the dates. On Saturday, November 17th all youth are invited to go bowling with the youth group, the Preacher s Creatures. On Saturday, November 24th an excursion to Berea, Kentucky, and Renfro Valley for shopping, dinner and a play is being planned. There will be a Thanksgiving Eve service at 7 p.m. The program, Discovery and Recovery, a 12 step spirituality program for individuals and their families who are working on issues regarding compulsive/obsessive behaviors, is being hosted on Sunday mornings at 8:30 a.m. Civic Club (Tom Wyatt): The annual dinner meeting of the Civic Club was held and new officers were elected (Wyatt, Pres.; Tony Tatman, V. Pres.; Betty Purdin, Sec.; and Ginny Tatman, Treas.). Wyatt shared that he had 2013 calendars for sale. Wyatt noted that the Civic Club supports Lake Waynoka in many ways and would like to assist the Board financially in creating a landing pad for Air Care helicopters within the Lake. Much discussion followed and it was determined that the feasibility of this offer definitely needs to be investigated further. Wyatt complimented the Chapel for their efforts in regards to the Children s Christmas Fund. Shawnee Squaws (Kathy Farrell): Farrell shared that craft show items were still available for sale after the meeting. She invited the ladies of the Lake to join the Squaws on Wed., Nov. 14 for lunch and a movie and on Wed., Dec 12 for their cookie exchange. Lake Committee (Prescilla Redick): Redick reported that the Committee enjoyed dinner at the Y Restaurant for their last meeting of the season. Meetings will begin again in March. Several fishing activities for children are being discussed as possible events in Waynoka Tribe (Jim Beckley): Beckley reminded anyone who wanted their children to share Breakfast with Santa (CONTINUED ON PAGE 6)

Waynoka News - 6 on Sat., Dec 1st that they should contact Jenny Fahrian at He also announced that dodge ball is being offered for the kids at the Rec Center on Friday nights between 7 and 8 p.m. Lion s Club (Paul Geiger): Geiger shared that the Lions have made donations to the East Coast Lions Foundation and Pilot Dogs. He believes the Club members would be happy to assist with the Air Care landing pad project. The Club will not meet again until April. Old Business: Work at East End of the Lake Cahall reported that three proposals to correct the problems where Straight Creek enters the Lake have been received from Buckeye Engineering. The cost estimates should be coming soon. Joint Fire District Holt shared that things are moving ahead in a positive manner. The trustees of Franklin and Jackson Townships are working with us and hopefully a grant application will be submitted in the spring to move forward on this project. Propane Tanks Cahall noted that there are more than 60 propane tanks which are in violation of the WPOA regulation that requires propane tanks to be screened and hidden from view. From the discussion on how to proceed on this matter the Board decided that Cahall should investigate the safest and best ways to do this before contacting property owners. Cahall will share his findings at the next Board meeting. Possible Boat Storage Area Blackburn asked if there was a line item in the 2013 budget to create a boat storage area. Treas. Kirk responded that there was not. He suggested that a commitment from property owners as to how many boats might be stored in such an area should be sought first. Any property owner who is interested should contact the Office. The boat storage area near the Campground was also discussed as a possible option for boat storage in the winter. The Board decided not to take any action at this time, but possibly in the future. Additional Parking at the Marina Holt shared that he had asked Mgr. Cahall to get actual costs to provide additional parking at the Marina as well as to measure and determine the actual number of spaces. He would like this issue which was voted down during the last meeting to be revisited by the Board. New Business: Modification of Shorelines Blackburn believes the Board needs to discuss the intentional modification of the Lake s shorelines especially in regard to lake access lots. He shared his thoughts on this concern and several examples of when this has been done and the effect. He asked that the Board determine at next month s meeting how they are going to address this issue which is also an issue for the Building Committee. Presidency of the WPOA Board Blackburn stated that per the agreement announced at a WPOA Board meeting last spring Jim Meyer will assume the presidency of the WPOA Board of Trustees at the conclusion of this meeting. Motion #214 This motion was to approve a one-time payment of $50K which will be applied toward the principal of the loan for the Health and Recreation Center. (See Motions and Resolutions below for further details.) Shades Over the Windows Robinson suggested as the sun was shining in his eyes that shades be installed over the windows near the ceiling of the Lodge. It was also suggested that the windows could possibly be frosted to correct this problem. Standing Open Gates The open gates for the five events discussed at the last meeting (Waynoka Day, the Civic Club Yard Sale, the Lions Club Car Show, the Fireworks and Ski Show, and the Shawnee Squaws Craft Fair) do incur extra costs for the Lake (specifically Security). Several Trustees agree that a fee per carload (possibly $5) would help defray these costs. As the discussion progressed it was decided that fees should not be charged for the Car Show or the Craft Fair. Property owners were asked to share their opinions about this issue with Trustees before the next meeting. Performance Appraisal Kirk shared that each WPOA Trustee will be asked to complete a performance appraisal for General Manager Cahall (as are the WRWSD Trustees) very soon. This is done in November so that the budgets of both the WRWSD and the WPOA for the following year can be completed in a timely manner. Motions and Regulations: Motion #214 was made by Kirk and seconded by Taylor to approve that a $50K one-time payment be made from the Recreation Facilities Capital Account and applied toward the principal of the loan on the Health and Recreation Center. The vote was taken and the motion passed with seven yea votes. Membership Concerns: Andy Bilhardt Lot#453: Bilhardt noted that the calendar of events was missing from the last Newsletter. Bilhardt reminded Mgr. Cahall that there is a shoreline along Waynoka Cove which belongs to the WPOA that has never been rocked. Cahall responded that he is currently investigating how to do this work. Bilhardt then requested that the boat (CONTINUED ON PAGE 7)

Waynoka News - 7 stickers be larger next season so that it can be read from a distance with binoculars. He also asked that the color of the year on the sticker be changed from season to season. Tom Wyatt Lot #3194: Wyatt reminded Bilhardt that all of the events at the Lake are also in the Civic Club calendar! Wyatt then urged the Board to be cautious about charging cars to come in to Lake events because we don t want to put up barriers to the outside community. Wyatt expressed his disappointment over the resignation of Roger Coker from the Building Committee. He hopes that the Board takes a serious look at what Roger put in his letter of resignation. George Alsip Lot #2917: Alsip noted that some of the coves are so narrow that changing the shoreline may need to be done to build a dock. Blackburn agreed citing several factors that might be considered before allowing this. Alsip and Cahall then discussed that the Board would make the decision as to which account would hold any fees collected from boat storage at the Campground (if this is ever allowed). Steve Meese Lot #3171: Meese asked that the New Year s Eve Party sponsored by the Watersports Club be designated as a BYOB event. Meese then questioned Bilhardt s belief that it is his responsibility to check boat stickers. Steve Sears Lot #1177: As a candidate for the WPOA Board of Trustees Sears asked that the letter send by some of the candidates be taken constructively as a way to learn more about these candidates. Sears volunteered to assist on several of the committees (long range planning, rules and regulations and building) and encouraged others to do the same. Tom Koch Lot #0971: Koch believes that the Campground boat storage area should be opened up for winter storage. He offered suggestions on how this could be done. Jack Rutan Lot #401: Rutan is concerned about how candidates for WPOA Trustee are soliciting the votes of property owners and mentioned the letter he received in the mail. He questioned Where is this going to lead?. Rutan suggested that the Board needs to review what is happening. Nancy Nadaud Lot #691: Nadaud commended the Board for holding open meetings and hopes they continue doing so. She likes getting the information first hand. Joanne Edwards Lot #473: Edwards asked everyone to keep Dana Brammel, the Rec Center Mgr., and her significant other in their thoughts and prayers because he was recently air lifted to Mercy Anderson and faces open heart surgery. Aristotle Roussos Lot #458: Roussos congratulated Meyer as the next president of the WPOA and offered him good wishes. He also recognized John McDulin who he believes has done a good job. He noted that McDulin was in Queens, NY (with FEMA) a place dear to him because he grew up in Queens. Roussos emotionally asked everyone to donate to the American Red Cross to help those who are hurting so badly. John Buskey Lot #1784: Buskey reminded all of the clubs to use their page on the Lake Waynoka website to promote their activities and events. Tom Wyatt Lot #3194: Wyatt noted that when the concern about the letter received in the mail from several of the WPOA Trustee candidates was shared there was no mention of the full page ad in the Newsletter. He commented that the letter was in response to the ad. Bob Edwards and Susan Walker who are both candidates for the WPOA Board of Trustees then spoke sharing their backgrounds, their opinions and the reasons they want to be a Trustee. Vice Pres. Blackburn then thanked all of the candidates for running for WPOA Trustee and encouraged all property owners to cast their ballots. Trustee Meyer who becomes President at the conclusion of this meeting then announced that as of the December meeting the Board will be going back to an open workshop session with the first meeting being on November 30 at 7 p.m.. Everyone is invited to attend this workshop session. Taylor objected to having a workshop meeting separate from the Saturday morning meeting. At about 12:15 p.m. Vice Pres. Blackburn and the Board Trustees left the room for an executive session to discuss legal matters. Adjournment: The Board returned from the executive session at 1:06 p.m. The motion to adjourn the meeting was made by Meyer, seconded by Bullock and passed unanimously. Respectfully submitted, Joanne A. Coker WPOA Assistant Recording Secretary

Treasurer s Report (John Buskey): More detailed information about the delinquent water availability and sewer assessment fees that were certified to the Brown Co. Auditor over the last six years was shared. The fees certified to the Auditor were compared to the monies actually collected by the Auditor. The annual certification of delinquent fees does result in significant income to the WRWSD s budget each year. Work has begun on the 2013 WRWSD budget. The Treasurer reviewed several factors that may affect next year s finances and should be considered as the budget is prepared. The WRWSD Finance Committee should have a proposed 2013 budget available for review and discussion by the Board at the November workshop meeting. Then the final 2013 budget can be voted upon by the Board at the December public meeting. Joint Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver): The Manager and the Plant Supt. met with representatives from the Ohio EPA last week for six hours while they did their three year survey of the WRWSD s facilities and dams. A written report will be sent to Culver even though the EPA reps shared verbally that everything is good. Culver noted that no new rules have been legislated and that the new testing requirements which were the reason the carbon filters were installed become effective January 1, The lowering of the Lake to lower the sewage lagoon will begin early in November. Responses have not been received to the letters sent to four property owners who possibly have illegal connections causing excess water infiltration into the WRWSD sewer system. The WRWSD staff will follow up in December when the 90 day deadline for compliance expires. The status of the mortgage agreements with two of the property owners who are being required to hook up to the WRWSD sewer system was discussed. The installation of these two grinder pumps will be done in the near future. The property owners are responsible for connecting the electricity to the pumps as well as decommissioning the septic systems. Information about the cost of solar panels which will charge the batteries used to operate the meter at the lagoon was shared. The atrazine lawsuit has been settled. Culver expects to receive a letter soon sharing the specific monetary amount awarded to the WRWSD. All participants in the lawsuit will each receive a minimum of $5K as well as an additional amount which will be determined after lawyer fees and expenses are taken out. The request of a property owner to move the water tap on their property was discussed. Other Business Items: The Did You Know? Committee has met. Treasurer s Report (Buskey): The Treasurer noted that the October WRWSD financial report was available for review and that he was also available to answer any questions. It was reported that as of the end of October 83% of 2012 has passed and about 84% of the budgeted in comes have been received and invoices for about 68% of the monies budgeted for expenses have been paid. A statement noting that the $110K OWDA (Ohio Water Development Authority) loan for the carbon filter system was paid off has been received. It had been anticipated that an additional payment of $12, would be made during November. However, since a pre-payment was made in 2007 and not included in the 2012 budget the monies budgeted to cover this payment will remain in the water reserve account for future use. As required by State of Ohio law it will be necessary to vote before the end of the year on another mo tion to adjust the 2012 WRWSD Budget so that the profit and loss statement figures are in line with the actual incomes and expenses. 18 Waynoka News - 18 THE WASP NEST Monthly publish highlights from the Waynoka Awareness Safety Program to keep you and your neighbors safe. Each month you will find a helpful suggestion from the program guide for your use and to share with those around you. If you would like to have a WASP booklet or if you have something you would like to have included please call. TIPS FOR THE ELDERLY OR DISABLED CONTINUED Structural Preparation: Now that you have secured things inside your home, take a few minutes to examine the structural safety of the house. If your house is of conventional wood construction, it will probably be relatively resistant to earthquake damage, particularly if it is a single story. But this is the case only if the roof, ceilings, walls, chimney, and foundation remain connected. These suggestions will take time and money, but implementing them will ensure even greater stability for your home and its contents. Consider using a licensed professional to perform structural work. Beams, Posts, Joists, and Plates Strengthen the areas of connection between joists, beams, posts, and plates using the following hardware: T and L strap, Mending Plates. Joist Hanger, Twin Post Caps, Nails and Lag Screws. Pay particular attention to exposed framing in garages, basements, porches, and patio covers. Utility Shut Off: With your family, locate your gas, water, and electric utility shut off valves. Learn how to turn off the utilities. Teach all family members how and when to turn them off. GAS attach an adjustable wrench to the gas meter. You will want to take time to find one after a disaster. You may use a pipe wrench, crescent wrench, or a slotted wrench designed specifically for turning off utilities. Consider marking the shut off valve with reflective tape to identify it in the dark. The main shut off is located on the inlet pipe next to your gas meter. Using a wrench, turn the valve one quarter turn in either direction so that it is perpendicular to the pipe. After a major disaster, shut off the gas immediately ONLY IF you smell a strong odor of gas, you hear gas escaping from a broken or disconnected pipe or if you notice a large consumption of gas registering on the gas meter. (If the dials on the gas meter are spinning around rapidly, there is probably a leak.) If leaking gas starts to burn, do not attempt to put the flame out. If possible, move other flammable material away from the fire. If it is safe to do so, turn off the gas. Do not use matches, lighters, open flame appliances, or oper ate electrical switches until you are sure there is no gas present. Sparks from electrical switches could ignite leaking gas fumes and cause and explosion. ONCE THE GAS IS SHUT OFF AT THE METER, DO NOT TRY TO TURN IT BACK ON, CALL YOUR ENERGY COMPANY OR A QUALIFIED PLUMBERR TO RESTORE GAS SERVICE. ELECTRICITY after a major disaster, check the damage to the wiring and shut off the electricity if you suspect a problem. Sparks from electrical switches could ignite leaking gas and cause an explosion. HOME GENERATOR SAFETY A generator can be very useful during a power outage, but remember to always follow the manufacturer s instructions to ensure safe and proper operation. To protect yourself and your family, remember to follow these rules. Have a licensed electrician install stationary or stand by emergency generators Plug appliances directly into an emergency or portable generator. This is the safest way to use a generator. We do not recommend connection of a generator directly to a breaker box, fuse panel, or meter box. Obey all local, state, and national electrical and fire codes. Store gasoline in approved fuel containers and out of children s reach, and keep children away from generators. Have a fully charges, properly rated fire extinguisher (i.e. rated for electrical and gas fires) ready at all times. Remember to never connect generators to your utility through receptacles, outlets, breakers, fuses, or meter boxes. Never replenish fuel in a generator while it is running. Call an electrician to repair a generator; never attempt to repair it yourself. Operate your generator outside, never operate it inside a building or garage. Vince DeVol Prescilla Redick
