1 Waynoka Property Owners Association 1 Waynoka Dr. Lake Waynoka, OH WPOA Board of Trustees Meeting Saturday, September 8, 2012 Vice President, Gary Blackburn, called the meeting to order at 10:00 a.m. The invocation given by Reverend Sam Tully of the Lake Waynoka Chapel was followed by the Pledge of Allegiance. Roll Call: Present: Blackburn, Bullock, Holt, Kirk, Meyer, Robinson, Taylor & Mgr. Cahall Absent: McDulin (ex.) Minutes: The motion to approve the minutes of the August public meeting as published in the September Waynoka Newsletter was made by Robinson, seconded by Taylor and passed. Treasurer s Report (Eric Kirk): Kirk reminded the property owners that copies of the August WPOA financial report are available on the speaker in front of the Board. He also told the property owners that if they have questions about the report to please ask him or Mgr. Cahall. Trustee Meyer commented that the dollar amounts look pretty darned good because incomes are up and expenses are down for Manager s Report (Paul Cahall): Cahall shared that Security Chief, Gordon Ellis, is home on a four day leave with his family for the first time since his return from Afghanistan. He asked that everyone shake his hand and thank him for his service and allow him to enjoy his family time. All of the dirt from the excavation of the east end of the Lake has been removed and delivered. The clean-up, removal of fencing and re-seeding will be done next. Cahall says this was a very successful undertaking; it will allow this area to be used in the same manner whenever the next excavation is done. About $3000 was made and that covered the costs. The new buoys have been installed in the Lake. The Watersports Club donated $1800 toward the cost of the buoys. Trustees Holt and Taylor and Steve Meese installed old fire hose as a bumper along the gas pump dock at the Marina. The Ohio Department of Natural Resources conducted an inspection of the WPOA dam on August 23 rd. They seemed to be very impressed with the condition and care of the dam. The spillway is now on monitor (measure every three months for movement) because it appears to have moved somewhat. The fencing on top of the spillway has been

2 removed as required by State law. Cahall has received final drafts of the emergency action plan and operations manual for the WPOA dam from Buckeye Engineering. The work on the roads will begin the week of September 17 th weather permitting. The arm mower has arrived and the employees are training on its use. The pools will be drained and prepped for winter beginning Monday. Other Reports: Long Range (Ron Gloss): The condo committee has not met in the last month. The new revenue committee reported that the alarm system has been installed at the maintenance building and is being evaluated for its effectiveness. One of the committee members has obtained a great deal of information about a possible golf driving range and will share that info next month. The business cards on the Lake website, are now operational. Just click on a business card and you will be linked to that business website. Nominating (Prescilla Redick): Redick, a Co-Inspector of Elections, reminded everyone that there are three positions open on the 2013 WPOA Board. Applications are available on the Lake s website at and at the Office. The deadline for submission of an application (including a photo) is 4 p.m. on Friday, October 5 th to a staff member in the Office. Redick advised property owners to only submit their applications by U.S. mail if they are very sure there is sufficient time to get them to the Office postmarked by the 5 th. Otherwise, she recommends that if there are any concerns about meeting the deadline the applications should be hand delivered to the Office. All applicants will be invited to the October 13 th WPOA public meeting to introduce themselves and share why they want to become a WPOA Trustee. Ballots will be sent by mail to all property owners the end of October. The ballots are then due back the last Friday of November. The elected WPOA Trustees will be announced at the December board meeting. Building (Gary Blackburn): Blackburn encouraged property owners submitting applications for building permits to work harder on the site plans and the drawings. The more detail included the fewer questions the committee members will have about the building projects and the sooner the permits will be granted. Rules and Regulations (Eric Kirk): Kirk reported that the committee is actively working and that this is a work in progress. Campground (Walt Robinson): Robinson again asked that anyone interested in helping with the Halloween Party which will be October 20 th from 4:30 to 7 p.m. to please contact him ( ) or Leslie Poole at the Camp-ground or the Office. All donations of candy would also be welcome. There will also be a pumpkin painting contest that day from 12 until 4 p.m. On Sunday, October 7th, a Texas Hold em Tournament will be held at the Campground Pavilion to raise funds to buy new equipment for the kids of the Campground. Water Sports Club (Gary Blackburn): The Ski Show and Beach Party as well as the Fireworks on September 1st were very successful. He thanked the Water Patrol for keeping the waters free of non-participating boats during the Ski Show.

3 Chapel (Reverend Sam Tully): Reverend Tully is looking forward to being a part of the Lake Waynoka community. He reminded everyone to purchase baked goods at the sale in the back of the meeting room to support the Christmas Fund for the needy children and families of our community. He also invited everyone to attend the dinner at the Rec Center on Saturday, October 6 th at 6 p.m. The tickets are $10 a person and the monies raised will go toward the Christmas Fund. The entertainment will be bluegrass music. Civic Club (Kathy Farrell): Everyone who attended had a great time at the Sock Hop and there will be another one next year. The annual dinner meeting of the Civic Club will be October 23 rd and everyone is invited. Shawnee Squaws (Kathy Farrell): The annual Veterans Picnic for the veterans living at the VA Home in Georgetown will be this coming Friday, September 14 th. All veterans who are property owners at the Lake are also invited. Contact either Farrell or Betty Purdin to attend. The Annual Squaws Craft Show is Saturday, October 13 th in the Rec Center. If interested in space rental, please contact Valerie Bullock. Lake Committee (Prescilla Redick): Redick announced the remaining tournaments in the schedule: Fall Classic September 15; monthly evening tournament September 19; and the Bass Classic (invitation only) October 6. The next committee meeting is September 19 at 4:30 p.m. at the Marina. Old Business: Vice President Blackburn asked the Board to address some of the concerns and issues discussed during the August WPOA public meeting: The Tent in the yard of Kenny Wilson s neighbor Cahall shared that he had met with the property owner who stated that he plans to build a new garage on the site of the tent. The Manager was asked to let the property owner know that the Board expects the tent to come down in 30 days whether or not a garage permit application is submitted for approval. Joint Fire District Trustee Holt reported that he and four other Trustees had attended the meeting held at the Sardinia Fire Dept. building on August 27 th concerning the creation of a joint fire district (Sardinia and Eagle, Franklin, Jackson and Washington townships). The general consensus is that the Village of Sardinia is not in favor of this project because its Council presently oversees the Fire Department and receives the monies from the townships to do so. Holt noted that many of Lake Waynoka s property owners have an ISO (Insurance Services Office) rating risk of 10 which is the highest rating. Any property owner owning buildings over five miles from the nearest fire station receives this rating and these premiums are the most costly and sometimes, even unattainable. Sardinia Fire Chief, Chris Schumacher, was in attendance at the meeting to share the Department s support of a joint fire district because the Department could better serve the entire community especially Lake Waynoka which has a large number of homes. It was strongly suggested that all property owners begin attending the trustee meetings of their townships to express their support of a joint fire district. (Franklin Twp. Trustees meet the 1 st and 3 rd Thursdays of each month and the Jackson Twp. Trustees meet the 2 nd Monday of each month.) It is believed that a new fire station can

4 be funded with millage paid for with the monies property owners would save on their insurance premiums. It was suggested by a property owner that the 1 to 3 acres required for a new station might be donated. Grants may also be available to offset some of the cost of this project. Emergency Shelter / Back-up Generator Cahall announced that the WRWSD Board has agreed to allow the Water Plant to be used as an emergency shelter for Lake Waynoka property owners during extended power outages as long as the WPOA provides security. The Plant s generator can provide either heat or air conditioning and bathroom and shower facilities are available. It was suggested that a list of priority residents who use oxygen tanks and have other needs that require electricity be created. The Board tabled this offer until an occupancy number can be established. The Sardinia Fire Chief also offered the fire station in Sardinia as an emergency shelter and shared that personnel will pick up citizens if they need assistance getting to the station. Parking for Boat Trailers This need was discussed further and Mgr. Cahall believes that about 15 more spaces would be obtained by graveling areas near the Marina. Cahall was asked to go ahead and do this as a temporary measure if the cost is the $5000 or less that he estimates. The monies would come from the roads account. The development of the land at Quachita and/or Little Turtle may be considered as future ways to address this problem. Evaluation of all Recreation Areas Blackburn requested that photos be taken from the water side of all of the Lake s recreation areas to determine utilization rates. This has been done to assist in evaluating the needs for future development of lake access areas. Boat Storage Lot Blackburn requested that the Treasurer make sure the creation of a boat storage lot be included in the 2013 budget discussions since this project has been on the table for several years. Port-o-lets Cahall contacted the Lake s Rumpke Rep and discussed if port-o-lets can be used inside the present bathroom structures at several of the rec areas. The Rep will investigate this possibility. The present port-o-lets will be removed November 1 st. New Business: Tornado Sirens Cahall reported that the two tornado sirens are no longer operational and need to either be upgraded at a cost of about $2500 each or the towers taken down due to liability issues. Franklin Twp. has offered to contribute $1500 to the cost of the upgrade to the siren at the Marina. The other monies will be taken from the operations account. Motion #210 was then made by Robinson, seconded by Taylor and passed. (See Motions and Resolutions below for further details.) Campground Upgrades Cahall shared that during the September Campground Meeting several upgrades were requested: electrical work, sand volleyball pit, larger basketball court, horseshoe pits, bathroom and lighting upgrades, striping, etc. Monies to do the electrical upgrades are not presently available; this project will require about three years of funds. The Campground capital improvements account presently totals about $14K. Cahall proposed that a committee of Robinson, Leslie Poole, Campground Manager, Randy Pike, Maintenance Supervisor, and himself determine which upgrades costing up to half of the available funds or about $7K should be done. Motion #211 was made by Robinson, seconded by Meyer and passed. (See Motions and Resolutions below for further details.)

5 Electricity Provider Cahall presented his argument for switching from Glacial Electric to Champion. The rate will be guaranteed by Champion for two years rather than going up and down each month as it does with Glacial. And Champion will discount all of the Lake s electricity accounts. Presently Glacial does not provide the electricity for 23 accounts which are paid at Duke Energy s higher rates. The Board agreed that the Manager switch WPOA s electricity provider to Champion for an estimated savings of $10K to $15K a year. Lease of Sign on Rt. 32 Cahall reported that the lease of $1800 a year for the billboard on Rt. 32 is up for renewal (expires December 31, 2012). It is also time to repaint and update the information at an estimated cost of $3500 to $5000. There was much discussion between the Manager and the Trustees as well as the property owners about this issue. There was also an offer from realtor, Doris Kitchen, to cover the expenses related to the billboard. The Board decided to table this issue for a month until further information can be obtained and evaluated. Non-Functioning Video Machines The Manager was directed to advertise the three broken video machines from the Lounge and the Rec Center in the next Newsletter as for sale to the highest bidder. If no bids are received, the vendor will purchase the machines for parts. Tanning Beds at the Rec Center? The question of whether or not the installation of tanning beds at the Rec Center should be investigated as a revenue enhancer was tabled after the Trustees were polled. (A majority did not support this suggestion.) Workout Classes for Non-Residents? - The Board did not agree to the Rec Center Manager s request to be allowed to advertise classes (zumba, water aerobics, etc.) in The News Democrat and The Brown Co. Press to attract non-resident participants. The classes should be offered for property owners and their guests only. Classes taught by instructors other than Lake employees must have enough participants to cover the cost of the instructor. Geese Control Trustees Holt and Taylor suggested that the ODNR (Ohio Department of Natural Resources) be contacted to determine what can be done to control the goose population. Perhaps, the ODNR can provide a speaker who will share with property owners the pros and cons of having a large goose population in our community. Membership Concerns: Frank Skidmore Lot #686: Skidmore emphasized that yearly lowering of the Lake would cause ecological stress to our Lake forcing the flora and fauna to move to survive or die out and causing the smaller fish to have fewer places to hide. He discussed the importance of the timing for lowering the Lake to provide the best situation for the fishermen and the builders of docks as well as the animals and plants in the ecological system. George Alsip Lot #2961: Alsip expressed his concern about the possible construction of a boat ramp at Quachita and believes there is adequate parking at the Marina. He was told that the Board and the Manager are trying to organize and prioritize funds to do projects using existing funds and do not plan to add assessments to property owner fees to cover the costs of projects like these. Alsip urged the Board to do preventive maintenance on what we already have and get off this program of new projects. He stated that the Board needs to remember that they

6 work for the benefit of the property owners and not themselves. Trustee Blackburn noted that discussion of projects such as boat ramps are discussions for the future. He agreed that the WPOA needs to take care of such things as its shorelines that need to be rocked and docks that need to be repaired. Later Alsip questioned whether or not outside toilets are even allowed in the recreation areas because of the covenants. He was told that all of the permanent facilities are unsafe and closed. Jim Thomas Lot#728: As a member of the Lions Club Thomas shared that even though the bad weather reports caused the attendance of both participants and attendees at the annual car show to be disastrous the Lions will still be able to provide scholarships next year due to the support and generosity of businesses and individuals from three area counties. Joan Brown Lot #826: Brown questioned why photos were recently being taken by the Manager of lake access lots and docks. Cahall explained that the Board had requested that he take photos of all public docks to assess utilization of these docks as well as repair needs. At the same time Cahall was instructed to put together a map of all of the lake access lots and get a count of the docks attached to them. He explained that he chose to take the additional photos of the lots and docks so that the Board, the Building Committee, and all of the other people concerned about this issue would be able to actually see each situation being discussed. Carolyn Slater Lot #2769: Slater shared the story of the excitement in the community many years ago when the first geese arrived at Lake Waynoka. She noted that we live in the country and should expect to see wildlife. She would not allow the removal of geese from her property. Joy Ackley Lot #591: Ackley expressed how much she loves living here and that she has been an ambassador for Lake Waynoka since She believes it is sad that property owners don t support the restaurant any more than they do. Joanne Edwards Lot #473: Edwards who displays her artwork in the Lake Waynoka Restaurant offered one of her paintings, Waiting for the Fireworks, (value $600) for silent auction to benefit the Christmas Fund for the needy children. Her minimum bid was set at $ which Vern Taylor immediately offered. Bids will be accepted through the Chapel s dinner at the Rec Center on October 6 th. This event will be advertised in the Newsletter. Motions and Regulations: Motion #210 was made by Walt Robinson and seconded by Vern Taylor to authorize the Manager to spend up to $5, to upgrade and/or repair the tornado sirens in both Franklin and Jackson townships. The vote was taken and the motion passed with seven yea votes. Motion #211 was made by Walt Robinson and seconded by Jim Meyer to authorize the Manager to spend up to $ of the Campground capital funds for upgrades at the Campground. The vote was taken and the motion passed with seven yea votes.

7 Adjournment: Vice President Blackburn then announced that the WPOA Board would go into executive session to discuss legal and personnel issues. The motion to adjourn the public portion of the WPOA meeting was made by Kirk, seconded by Meyer and passed by a unanimous vote at noon. Respectfully submitted, Joanne A.
