Cahall, General Manager I want to start this month s message with a big Thank You to all who participated or donated to the campground trick or treat night. This was my first time seeing this event and it was nothing short of amazing. Security reported 1200 plus cars thru the gate in a two hour period (this is not an open gate event) with an estimated 3000 kids in the campground without incident. It was a great time for all ages with some fantastic costumes. I found out it is really hard to direct traffic dressed like a zombie nobody seems to understand why you are waving your arms in the air. The new recycling dumpster has arrived and is located behind the lodge next to the can wagon. It is divided into two parts paper and cardboard and glass metal and plastic. Join all WPOA buildings in going green. This service has been provided to us by Adams Brown recycling. Please remember to put your aluminum cans in the can wagon. The collection of these cans is how we pay for the annual fireworks show. In early November we completed our annual flushing of the water lines. There were reports of discolored water that cleared up after a few seconds. You should not be seeing this at this point and if you do please let us know. The roof on the beach shower house was replaced last month. Unfortunately we were unable to salvage the old crow s nest on the top. After 40 years, it and the old roof were just unserviceable. Drive by and take a look, I think it looks better now that all the roofs match on the buildings down there. We also repaired some water damage on the building along with dock repair around the lake. I am sorry to announce that Glenda at the restaurant has decided not to return next season. I am talking with several interested parties now and hope to be able to announce a new lease next month. Please excuse the mess. We have several projects going on this winter such as dredging on the east end of the lake and campground upgrades. You may see some traffic disruption along with messy roads during these projects. We will try to keep the impact to a minimum. ATTENTION Effective January 1, 2012, the monthly Waynoka News will no longer be mailed free. Subscriptions will be available starting in December, 2011 The cost will be $1.00 a month, paid in advance to the Administration Office. However, it can be viewed for free on our website: Free copies will also be available in the Administration Office, Security, the Health & Rec. Center, Lounge and the Campground (during camping season).

7 Waynoka News - 7 Waynoka Regional Water and Sewer District 1 Waynoka Drive, Sardinia, Ohio WRWSD MEETNG - Mon., October 31, 2011 President Ron Gloss called the meeting to order at 7:00 p.m. Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Plant Supt. Culver & Mgr. Cahall as well as Tom Beresford (incoming WRWSD Trustee as of April 2012) Absent: Rider Minutes: The minutes of the October 8th meeting were approved. Treasurer s Report (John Buskey): Motion # which amends a number of items in the 2011 budget was discussed, voted upon and passed. (See Motions and Resolutions below for the details.) Buskey outlined the schedule of meetings which will be held to update the 5 year Capital Improvement Plan and to develop the 2012 Expense and Income Budget. The water and sewer rates will be discussed during these meetings. The types of information that are available as well as needed to do a quality water rate study next year have been determined. The staff will begin collecting the necessary data in November. The Board then discussed the various software available to do the WRWSD billing most efficiently. It is important that the WPOA Management System and the WRWSD billing software are compatible and provide the same billing information. Manager s Report (Paul Cahall): The lowering of the Lake and emptying of the sewage lagoon will not begin until November 15th as the present OEPA permit dictates. The delivery of the new truck has been promised by November 28th. Due to the lack of available parts Ford has upgraded the truck to a six cylinder engine at no cost to the WRWSD ($1300 value). The resolution to declare the old truck as surplus will be passed once the new truck arrives. Plant Supt. s Report (George Culver): Culver shared the findings of the OEPA in its letter of recommendations regarding the sewer plant. The new permit will take effect the end of November It allows the release of the sewage lagoon water from November 1 through the end of April and sets no limitations on the amount that is pumped as long as the augmentation is 10 to 1 (water to sewage). All of the radio-read meters and/or registers for the various WRWSD and WPOA facilities (water plant to sewer plant, campground, rec center, lodge, etc.) have been ordered. With the new regulations and the new meters spray irrigation may not be the answer to what should be done in the future as the needs of our community increase. The staff is presently flushing the water system. If any homeowner experiences discoloration in their water they should allow the water to flow 20 to 30 seconds to alleviate this problem and then use the water. Other Business Items: The December workshop meeting will be held on Monday, December 19, 2011, at 7 p.m. in the Lodge meeting room instead of December 26. Motions and Resolutions: Motion # was made by Buskey and seconded by Kirk to amend the 2011 budget to increase income $12, for a total budgeted income of $867, and increase expense $20, for a total budgeted expense of $846,499.00, yielding a net income of $21,109.00, per the revised budget dated October 31, The vote was taken and the motion passed with six yea votes. Adjournment: The motion to adjourn was made by Doughman and seconded by Purdin. All were in favor and the meeting was adjourned at 8:18 p.m. Respectfully submitted, Joanne A. 9 Waynoka News - 9 Waynoka Regional Water and Sewer District 1 Waynoka Drive, Sardinia, Ohio WRWSD MEETNG - Sat., November 12, 2011 President Ron Gloss called the meeting to order at 9:30 a.m. Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Rider and Mgr. Cahall Absent: none Minutes: The minutes of the October 31st WRWSD meeting were approved as read. Treasurer s Report (Buskey): The permit issued by the OEPA to operate the WRWSD s sewer plant was published in draft form in the News Democrat a couple of weeks ago. The new permit will become effective on the 30th of November. The October 2011 WRWSD financial report indicates that the cash balance (including CDs) in the WRWSD budget totaled $1,018, as of October 31st. The WRWSD income, year to date (10/31/11), is running about 8% above budget expectations and expense is running about 15% below. The expense total in the October report is only 68% of the 2011 budget. However, in November and December there will be several major expenditures a bond service payment of $56K, a loan payment for the carbon filter system of $12, and payment for capital improvements that are now being done at a cost of about $20K. The 2012 WRWSD income and expense budget is now in its final draft form. The WRWSD financial committee will review the budget this coming week and the entire Board will do so at the workshop meeting on November 28th. The 2012 budget will then be presented for passage at the December 10th public meeting. Buskey stated that the changes to the structure of the budget which were made in the 2011 budget have worked well. Manager s Report (Paul Cahall): The flushing of the water lines has been completed. If any homeowner experiences discoloration in their water they should allow the water to flow at least 10 seconds to alleviate this problem and then use the water. If this does not correct the problem, please contact the office. The new EPA rule will mean significant cost savings to the WRWSD in the future because other alternatives to the lagoon system such as spray irrigation will not need to be considered. The District will now measure how many gallons of treated sewage go into the lagoons from the plant rather than how many gallons are released out of the lagoons. Therefore, the rains will no longer be a factor as they have been this year with the record 2011 rainfall. The period during which the District can release augmented sewage has also been extended to the end of April. The Board can now look at other ways to expand the life cycle of our sewer system as our community grows because we will no longer have concerns about the capacity of the lagoons. The main lake valve will be opened slightly on Monday, November 14th to remove silt and debris from the pipe and then on Tuesday, November 15th when the lagoon s valve is opened the main lake valve will be opened more and the Lake will be lowered as a result. Other Business: Pres. Gloss reminded everyone that the December workshop meeting will be on Monday, December 19th at 7 p.m. in the Lodge meeting room rather than December 26th. Dick Bankes, inspector of elections, reported that three applications for the three vacant seats on the WRWSD Board were received. Since an election is not required Tom Beresford and returning trustees, John Buskey and Eric Kirk, will be sworn in as WRWSD trustees in April Motions and Resolutions: none Membership Concerns: Valerie Bullock (Lot #2304): Bullock reported that plugs had not yet been installed in the meter pit cover at her residence or that of her neighbor. The outdoor pool has officially been closed for the winter months. It will reopen next year on Memorial Day weekend. Our family swim hours for the indoor pool have started again, now that the outdoor pool is closed. The hours are Mon-Friday 3pm to 7pm and Saturday & Sunday 11am to 7pm. Come in and take a swim! We are currently offering a new exercise class, ZUMBA. The new instructor is Kelley Inlow. She is certified and ready to assist you with all your exercise needs. This class is every Wednesday night at 7 pm. The cost for this class is $5.00. Bring a friend and come dance the pounds away! We guarentee you will have fun! 13 Waynoka News - 13 Female resident: President McDulin interrupted this resident and suggested that they discuss her concern of a personal nature following the meeting. Leonard Luckey (Lot #3325): Luckey objects to the Board s action that the operation of the Marina is being put up for bid. He supports the present operators of the Marina and shared the reasons why he believes this action is not needed. Luckey also stated that Security needs to be stepped up in the public dock areas because of the increasing theft problems (gas cans, boat battery, etc.). Pres. McDulin responded that the Board would be looking into this problem. He commented that as our community grows our exposure to this kind of problem also grows. Manager Cahall asked that property owners report every incident of theft to Security. Larry Williams (Lot #3899): Williams shared that he has also experienced theft from his boat parked at the public docks. Williams then stated that the present operators of the Marina are the best we have had since he has been here! He doesn t believe they should be replaced. Pres. McDulin reassured him that each and every application will be reviewed and treated equally and fairly. Donnell Borders (Lot?): Borders shared his support of the present operators of the Marina and described the operation as the best ever here in the 24 years he has lived at the Lake. Jesse Hutchin (Lot #3788): Hutchin shared that he is proud to be a friend of the Evans and is pleased with the services they have provided him ever since they have been here at the Marina. Joe Kennedy (Lot #1451): Kennedy has also experienced theft of items from his boat parked at a public dock. Kennedy then shared that he feels the Evans are a great group of guys and should be kept as operators of the Marina. Pres. McDulin reemphasized that all thefts, damage, etc. need to be reported so that Security can evaluate how to best protect this property in the future. Donna Wyatt (Lot #3194): Wyatt responded to the theft concerns by saying We live in a new age you can t leave anything on your boat anymore. You can t trust that it will be there tomorrow. We used to keep our doors unlocked too. But you lock them now, don t you? Wyatt also noted that even though she has never used the services of the present Marina operators she has friends who have expressed their dissatisfaction with the service and take their boats outside of the Lake for work. Vince DeVol (Lot #2857): The Civic Club Calendars for 2012 will be available the first week of December for $5 each. Contact DeVol or any Civic Club member to purchase a calendar. Roger Goldwire (Lot #371): Goldwire reported that $300 was collected passing the cap! Joe Farrell (Lot #664): Farrell described the recent experience he had at his home because of a non-functioning grinder pump which was only two years old. He questioned the quality of this pump which he believed he was charged $10K for when he built his house. The Manager noted that not many of these pumps are replaced on a yearly basis and that the WRWSD staff is able to replace parts and rebuild grinder pump cores. John Buskey (Lot #1785): Buskey, WRWSD Treasurer, responded to Farrell s concern about the cost of a grinder pump. He stated that property owners who are building a new home are charged $4500 for a grinder pump, a $1500 fee for the sewer tap, and a $2000 fee for the water tap and meter. This is a total of $8K for all water and sewage related equipment and not $10K for just a grinder pump. Pastor Hamilton: Pastor Hamilton thanked the Board for the directional sign to the Chapel. Manager Cahall reminded everyone that the new recycling bin is now in place behind the Lounge beside the aluminum can wagon. He asked that property owners continue to separate their cans from their other recyclables so that the cost of the fireworks remains free for everyone to enjoy. Cahall received strong support of this suggestion from Purdin. Adjournment: The motion to adjourn was made by Purdin, seconded by Meyer and passed by a unanimous vote at 10:51 a.m. Respectfully submitted, Joanne A. 18 Lake Committee Report Waynoka News - 18 Fish stocking was completed on Saturday, November 5th. A grand total of $4500 was used to stock our lake with the specimens below. It was a chilly day for humans, but for the new lake inhabitants it was just fine. Thanks to George Alsip, Paul Cahall, Tim Redick, and Frank Skidmore for braving the windy day and following the Jones Fish Hatchery deliver truck around the lake for the 3 separate deposit areas. The Lake Committee held its last meeting in November for 2011 and will start up again in March, 2012 to get ready for the new fishing season. Come join the Lake Committee! THE WASP NEST Monthly publish highlights from the Waynoka Awareness Safety Program to keep you and your neighbors safe. Each month you will find a helpful suggestion from the program guide for your use and to share with those around you. If you would like to have a WASP booklet or if you have something you would like to have included please call. EARTHQUAKE SAFETY TIPS Two keys to family safety are planning for disaster and practicing exactly what you will do when it happens. Before an Earthquake: Walk through your home together with your family. Search for hazards using the information below: Discuss where and how you can protect yourself in each room. Practice by physically placing yourself in these locations. Practice Duck, Cover, and Hold earthquake drills regularly. Call out earthquake and discuss what each family member did correctly or what they did incorrectly. Fathead Minnows Largemouth Bass Bluegill, Channel Catfish Golden Shiners Yellow Perch Hybrid Bluegill During an earthquake: Stay Calm. Move away from glass doors and windows. Duck, Cover, and Hold. Duck under a sturdy piece of furniture or under a doorway. Do not duck under beds or other objects that could collapse. Cover your head with your hands and arms to protect yourself from flying glass or falling objects. Hold onto furniture, if it moves, move with it. Stay under it until the shaking stops. If you brace yourself in a doorway, be careful of the door as it could swing towards you during the shaking. If you cannot get under a table or in a doorway, sit down next to an inside corner wall and protect your head with your hands and arms. Avoid heavy, standing objects such as bookcases, china cabinets, etc. If you are indoors, stay there: Do not run outside. Quickly move to one of the safe places you have identified. If you are outside, stay outside: Move away from power lines and poles, trees, tall buildings, walls, and chimneys. Stay in the vehicle until the shaking stops. If electrical lines fall onto your vehicle, stay inside. After an earthquake: Immediately check for injuries and fires. Wear sturdy shoes for protection from debris and broken glass Use a flashlight, do not light a match until you are positive there are no gas leaks Check utilities, appliances, and the sewer line for damage before using them, listen to the radio for emergency information Do not use the telephone except for emergencies, nonemergency calls may overload the circuits, preventing others from reporting emergencies.
