1 Minutes of the Meeting of the Outdoor Committee 1:00 p.m. Monday October Present: John Green, Glyn Holmes, Rick Lawless, Trevor Ramsdale, Jim Shaw Regrets: Ron Elliott, Mike Dupuis A. RV Storage John outlined the situation of the RV stoareg area to which access via the bridge is now cut off. The current thinking is that access would best be done via Cherry Trail. The matter is under discussion. B. Report of Committee Members on their Area(s) of Responsibility 1. John on Outhouse Construction The cost to rent a port-a-potty which would be maintained by the lessor would be $120 per month plus tax and thus $800 for the season. This option was rejected. We agreed that it would be better to build and maintain our own. John distributed design drawings. We apparently do not need a permit, but we should keep the facility at least 50 feet away from water. The Committee recommends to the Board that we build an outhouse privy at the east end of the picnic shelter clearing. It further recommends that we be allowed to harvest four cedar trees from the northeast corner of the bush to provide the main four supports and underground base and siding. The Committee estimates that the total cost would be $ dollars if, as we intend, the privy were constructed by volunteers. The estimate includes an hour of backhoe time. Funds would be realized via fund-raising efforts or by contribution from the Board. 2. Jim on Trails and Bush Generally the trails and bush are in good shape. It was decided that it would be cheaper not to restain the bridges in the bush and this would not seriously create an aesthetic problem. However, the southern bridge to the island within the condominium still should be refinished. The Committee recommends that the refinishing of the southern bridge treads be contracted out. The question arose about the maintenance of the trails in winter. Many residents wish to use the trails, but they require snow-clearing. The Committee strongly recommends to the Board that it investigate the possibility of, and funding for, the purchase of a tractor with appropriate equipment to maintain trails, and perform a multitude of other tasks for the maintenance and enhancement of the condominium grounds and common elements. It recommends that a small team be assembled to examine options.
2 The recently repainted lines in the parking lots are fading. Mike will be asked to follow up the matter. (Mike has since examined the lines and stated that, when the sand is blown away, the lines look fine.) 3. Ron (with Clarence Ackert) on Lakeshore and Walking Trail See attached report. 4. Trevor on Gazebos and Bridges The benches currently in the gazebos will be moved to the bush trails to accommodate resident wishes. The bridge to the north gazebo has substantial erosion under the concrete pads supporting the bridge. The matter needs urgent attention The bank erosion on the south side of the north island needs to be remedied. Rick Elliott has submitted an estimate for $5,000 and Cyriel Verheye has submitted a written estimate of $3,200. On both bridges the bolts holding the main cross-members are coming loose and will need to be tightened. The main support poles of the gazebos are beginning to show signs of decay. The matter needs urgent attention, as does all of the above. The southern bridge which was repaired by MEL still does not have washers and nuts installed to the bolts. The Committee understands that MEL has been informed of this deficiency. The Committee recommends that the Board again inform MEL that the above work on the southern bridge still requires their attention. Secretary s note: It has today (October 25) been noted that some work is currently being done on the southern bridge. 5. Rick on Outdoor Landscaping Rick acknowledged the contributions made to landscaping by Monika and Len Mund and the Committee offered them its sincere thanks. Most everything is now ready for winter. The Committee recommends that, in spring, the Board provide funds for six emerald cedars in order to complete the hedge along the south side of the pool, as well as for two trees by the horseshoe pits which will replace the two that have died. 6. Mike on Recreation Areas Mike was absent and therefore not able to present a report.
3 7. Glyn on Outdoor Structures See attached report. C. Committee Renewal John announced that only two persons had submitted their candidacy for the three positions vacated: John himself and Glyn had volunteered for re-election. Since some original members had in fact needed to be asked to volunteer to serve on the Committee it was agreed that we would ask Clarence Ackert if he would stand for the third position. Clarence has since agreed to join us. It was noted that these three positions are for a two-year term. D. Internal Handypersons/Contractors The Committee recommends that residents be asked if they wish to submit their names, to be included on a list of resident handypersons who might be asked to perform designated maintenance tasks for remuneration to be determined. Those submitting their names should indicate their areas of expertise. The Committee would be glad to prepare the message to be sent out to the community, if so requested by the Board. The meeting, the last of this year, was adjourned at 2:40.
4 LAKE TRAIL, SHORELINE & GOOSE-FENCING REPORT FOR OUTDOOR COMMITTEE MEETING, OCTOBER 19, 2015 After touring the lakeshore, we have made these observations, and written this report on September 26. This is an ongoing project. 1. Willows and phragmites are almost eliminated. SHORELINE: 2. The Leafy Spurge (yellow flower) and Knapweed (purple bloom) are a work in progress. 3. Erosion on new areas repaired by MEL will need some repair after the planting (grass, etc.) takes hold. 4. Many weeds that look like flowers are Okay to remain e.g. Blue Devil. 5. Plants like sweet clover and sumac are fine if the height is controlled. 6. Crown vetch is growing well in many places and should be encouraged by all to spread since it is great for erosion control. It will not be trimmed as low in the future so it has a better chance to re-seed itself. 7. The berm is being treated, in stages, to prevent erosion. Wild flowers including sweet peas are being planted to replace weeds. 1. It is free of goose droppings at this time. PATH: 2. Grasses are narrowing the path in some areas. These will be controlled. GOOSE FENCING: 1. Protective tape has been placed on most stakes. Only the south-east comer needs to be done. The section removed by MEL has been replaced after a great deal of untangling (after consulting with the Condo president). 2. We await instructions from the Board as to how and when the remainder of the fencing should be completed. Respectfully submitted Clarence Ackert and Ron Elliott
