Sept. 8, 7:30 pm 8:30 pm, Main Library, Lecture Hall, 300 Estudillo Ave. The Library is proud to collaborate with the San Leandro Players for a Murder in the Library event entitled Death Goes Mod. This is the sixth annual Murder Mystery performance, which takes place in Paris during the Gerard Grouvé s 1964 Spring Collection Fashion Show. Admission is free. 2 Family Bike Ride Sun. Sept. 24, 1:00 pm Marina Park, Monarch Bay Dr. (Meet up is at Seagull Picnic Area) The Recreation and Human Services Dept. is hosting its annual family bike ride. The guided 5-mile ride will begin and end at Marina Park. Participants under 18 are required to wear helmets and everyone is responsible for their bike at all times. The event is free and open to the public. Music by the Bay (Attached) Thurs. Sept. 28, 5:30 pm 8:30 pm, Marina Park, Monarch Bay Dr. Lost Dog Found, a swing and jazz ensemble featuring Rachel Sierra, will perform at Marina Park for an outdoor concert. DJ Panda will kick off the event at 5:30 pm and Lost Dog Found will perform from 6:30 pm 8:30 pm. Attendees are encouraged to bring lawn chairs, picnics and a blanket to enjoy the performance. Please note: alcohol is not permitted in City parks. Neighborhood Cleanup Day (Flyer attached) Sat., Oct. 7, 8:00 am 4:00 pm, Citywide Mark your calendars for San Leandro s annual Neighborhood Cleanup Day. Residents are invited to participate in the Citywide Garage sale from 8:00 am to 1:00 pm. The City will publish a map and listing of participating addresses in the October 5 edition of the San Leandro Times (registration by September 27, 2017 is required). Residents may drop off appliances, furniture, mattresses, electronics, scrap metal, clean wood, tires, household batteries and fluorescent lamps at a designated recycling facility. For more information, visit the City s Solid Waste and Recycling webpage or call Council Information Metropolitan Transportation Commission (MTC) & Bay Area Toll Authority I-880 Express Lane Project (Attached) MTC in partnership with the Bay Area Toll Authority began construction on a project to convert the existing I-880 High Occupancy Vehicle (HOV) lanes into High Occupancy Toll (HOT) lanes, also known as Express Lanes. The existing southbound I-880 lanes that runs from Hegenberger Road in Oakland to Dixon Landing in Fremont will be converted into HOT lanes. In the northbound direction, the conversion ends at Lewelling Blvd. near San Leandro s southern border. For detailed information about this project, please see the attached memo from the Engineering & Transportation Dept. But there is just one tear in the fabric Cora Cutt, owner and publisher of Couture Chatter, has been keeping a little black book of the models, the wealthy clients of the House of Grouvé, a famous fashion photographer, and even Grouvé himself; threatening to unzip their dark, little secrets in her next month s issue, unless, of course, they meet her outrageous demands. Well, I don t know about you, but I m thinking Cora may not live to see another publication of Couture Chatter. If you want a good seat in front of the runway to see what happens, be sure to bribe the doorman to the House of Grouvé quite a few francs. Cooke, P.E., Director Engineering and Transportation Department Michael Stella, P.E., Principal Engineer I-880 Express Lane Project (High Occupancy Toll HOT Lanes) Metropolitan Transportation Commission/Bay Area Toll Authority SUMMARY AND RECOMMENDATION The Metropolitan Transportation Commission, in partnership with the Bay Area Toll Authority, have begun construction on a project to convert the existing Interstate 880 High Occupancy Vehicle ( HOV ) lanes into High Occupancy Toll ( HOT ) lanes known as Express Lanes. Express Lanes improve freeway operations by better utilizing capacity, improving carpool lane enforcement, improving flow, and raising funds to close gaps in the HOV lane network to encourage carpooling. Through San Leandro, the existing southbound I-880 HOV lanes that run from Hegenberger Road in Oakland to Dixon Landing Road in Fremont will be converted into HOT lanes. In the northbound direction, the conversion ends at Lewelling Boulevard near the City s southern border. The conversion involves lane striping, installation of signs, toll tag readers, traffic monitoring cameras, and CHP observation areas. The Express Lane project will follow a Caltrans project that is underway to replace the freeway median barrier. City staff are currently working with MTC to finalize plans and permits for the Express Lane conversion work. This report is for information only. No action is required. BACKGROUND AND DISCUSSION The vast majority of the Express Lane conversion work will take place within Caltrans right-of-way for I-880. Some electrical work is necessary outside of Caltrans right-of-way at three locations in San Leandro:
7 East end of Crosby Place where the cul-de-sac abuts the freeway sound wall. Southwest corner of Aladdin Avenue at Teagarden Street where a new electrical service is needed. West end of Reynolds Street at White Fir Drive within the Pinewood of San Leandro private subdivision where a new electrical service is needed. In addition to the electrical work, construction of the project will require short-term temporary closure of the southbound Marina Boulevard on-ramp to I-880, the southbound Davis Street on-ramps to I-880, and the west side sidewalk on Teagarden Street, immediately south of Aladdin Avenue. Detours will be established for these short-term temporary closures, and the closure hours will be timed to avoid the commute. 8 WHAT ARE EXPRESS LANES? Express Lanes are specially-designated highway lanes that are toll-free for carpools, vanpools, buses and other eligible vehicles. Express lanes also allow solo drivers to choose to pay tolls to use the lane. Tolls for solo drivers increase as traffic congestion increases and decrease as congestion decreases. The conversion involves lane striping and installing sign gantries, signs, FasTrak toll tag readers, traffic monitoring video cameras and CHP observation areas. It will result in 51 express lane miles from Oakland to Milpitas. This project is coordinated with Caltrans project to replace the median barrier on I-880. Work will start in the south and move north up the corridor. The express lane conversion will follow the progression of the median barrier replacement.
9 HOW EXPRESS LANES WORK WHY EXPRESS LANES? A general description of how express lanes work is below. Depending on the express lane, there could be differences in layout or operations. For lane-specific information, go to While the Bay Area s population is expected to grow, the amount of transportation funding and land for road expansion is limited.
