4 Actions before Sept Meeting March 1, MWAA applied for certificate of occupancy to operate two 50-space parking lots on S. Eads Street March 16, County s Zoning Division approved certificate of occupancy April 16, MWAA started operations at S. Eads Street April 20-26, County conducted new traffic counts on S. Eads Street, monitored nearby intersections with traffic cameras May - County met with VDOT NOVA District staff to discuss impacts and possible options for Route 1 access August - MWAA, VDOT and County staff met to discuss impacts and possible solutions September - County submitted design plan for interim solution to VDOT, set counters at lot's entrance/exit and on S. Eads Street to capture traffic volumes September - VDOT reviewed the design plan and issued permit 4

Meeting Actions to date since the public meeting on Sept. 27: Oct. 12, 2018 County installed temporary signal at Route 1 and 27th Street, serving exiting traffic from the TNC lot ($45,000) Nov. 1, 2018 County collected 24-hour traffic counts on S. Eads Street at the lot entrances Nov. 16, 2018, and Jan. 25, 2019 County hosted coordination meetings with MWAA, Uber and Lyft Continuous operations coordination between County and MWAA: Adjusting signal timing, extended green phase for lot s peak hours Additional enforcement effort by Police Department 5

8 Traffic on S. Eads Street Base Annual Average Daily Traffic: 11,000 vehicles per day Counts collected one week after lot opening, and again in September Counter locations 8
9 Community Concerns What we ve heard: High traffic volumes on area road network, especially S. Eads Street Left-turn cars back up traffic on southbound S. Eads Street near the lot entrances U-turns at or near the lot entrances create congestion and safety concerns Noticed additional Police presence 9
10 Next Steps County Suggestions Phase II interim solution Studied feasibility of modifying intersection configuration at lot s Route 1 exit (discussed at Sept meeting), County does not recommend implementation of Phase II due to: Limited benefit Significant construction impact on traffic Cost outweighs benefit ($250,000) County is seeking creative signage options for S. Eads Street to help reduce U-turns near the lot entrances Airport Police Department continue monitoring the lot County Police Department continue monitoring traffic on S. Eads Street MWAA and TNC companies continue improving the lot management Move the TNC operation back on campus after the completion of Project Journey (MWAA has agreed to provide best effort on this) County, MWAA and TNC companies continue coordination and collaboration 10
