1 2017 TBARTA Future Regional Priority Projects Adopted by TBARTA Board, December 9, 2016 Project numbers do not signify ranking they are for mapping identification purposes only th Street East The Project: 15 th Street East is a vital north-south corridor west of I-75 in Manatee and Sarasota Counties serving downtown Bradenton to the north and Sarasota Bradenton International Airport at the southern terminus. Approximately 4.5 miles in length, the project will widen 15 th Street East and 301 Boulevard East from two to three lanes, incorporating a central turn lane, between Tallevast Road and US 41. The project scope will incorporate Complete Street elements, including the addition of bicycle lanes, 10 sidewalks, bus stops, lighting, landscaping, mid-block pedestrian crossings, and roundabouts. Progress: Unfunded The 15th Street East project is currently in the Project Development & Environmental (PD&E) phase, with design funded in FY 2016/17. The Right-of-Way (ROW) and construction phases are not currently funded. Estimated project cost remaining is $68.9M. Funding Request: $68.9M for ROW and construction. 2. SR 50 Improvements The Project: SR 50 (Cortez Blvd) is a corridor in Hernando County that provides an integral east-west connection between the Nature Coast, Tampa Bay, and Central Florida regions. Segments of SR 50 west of US 98 are programmed to be widened to six lanes; segments east of US 98 are programmed to be widened to four lanes, as identified in the Hernando/Citrus MPO 2040 Cost Affordable Plan. Improvements into Sumter County are needed to provide an enhanced interregional corridor. Progress: Partially Funded Construction is currently underway widening SR 50 to 6 lanes between Lockhart Rd. to Windmere Road and in 2019 construction is scheduled from Windmere Road to US 301. Portions currently in PD&E include the section from SR 50 Bypass to Lockhart and the FDOT District 5 segment from the Hernando/Sumter County line east to CR 33. SR 301 to Burwell Rd. is funded for design in and right-of-way in Funding Request: Support current roadway improvements along SR 50 and request funding for design, ROW acquisition, and construction along entire corridor in Hernando & Sumter County. 3. Central Avenue Bus Rapid Transit The Project: The Bus Rapid Transit (BRT) service in St. Petersburg's Central Avenue corridor from downtown St. Petersburg to the Gulf Beaches will provide expedited, limited-stop travel from downtown to the beaches, seven days a week on 1 st Ave N (westbound) and 1 st Ave S (eastbound). The BRT will only serve major stops in the corridor, cutting the current transit travel time from downtown to the beaches by more than a third, using a semi-dedicated travel lane. Progress: Funded As of Fall 2016, the Central Avenue BRT Pilot is fully funded and is finalizing the final corridor recommendation among three beach communities. PSTA is currently completing preliminary design, service plan, and requirements to satisfy the National Environmental Policy Act. Funding Request: Funding to expand the pilot program to a permanent transit route.

Pinellas County Interstate Improvements (I-275) The Project: FDOT has identified lane continuity improvements along I-275 from Gandy Boulevard to 54 th Avenue South in Pinellas County, as well as adding express lanes from south of Gandy Boulevard to north of 4 th Street North. There is currently one continuous through lane in the northbound direction, and no continuous lanes in the southbound direction. Progress: Unfunded FDOT completed PD&E and Design along 16.3 miles of I-275. The Design/Build Request for Proposal (RFP) of express lanes from south of Gandy Boulevard to north of 4 th Street North has been advertised. Funding Request: $100 million for design and construction of the lane continuity improvements on I-275 and express lane extension with accommodations for regional express bus and TBARTA vanpools. 5. I-75/I-4 Interchange Improvements The Project: The I-75/I-4 interchange is a vital link in the regional transportation network. FDOT District Seven is currently conducting two PD&E Studies along I-75 and I-4 and identified proposed interim operational improvements. Progress: Unfunded The I-75/I-4 interim operational interchange improvements are split into nine separate phases, which are in various stages of project development. Preliminary engineering is funded in the Five-Year Work Program ( ) and construction was identified in the Strategic Intermodal System (SIS) Cost Feasible Plan. Funding Request: $123 million to implement the interchange improvements. 6. US 41 Multimodal Emphasis Corridor The Project: Multimodal projects have been defined along US 41 from 17th Street in the City of Palmetto to the Sarasota/Charlotte County Line. Projects include transit improvements, roundabouts, pedestrian crossings, bicycle racks, and new sidewalks. Progress: Unfunded In June 2014, the Sarasota/Manatee MPO adopted a priority list of 18 projects totaling $31.4 million along the US 41 corridor. Of that, eight received funding for PD&E studies. The next phase is preliminary engineering and construction. Funding Request: $31.4 million to design and construct the multimodal corridor improvements along US 41 following completion of PD&E studies. 7. Tampa Bay Express (Ultimate) The Project: FDOT District Seven is studying variably priced express lanes on the interstate system, including I-275, I-75, and I-4. The projects will be split into two phases; the first phase is the starter project and the second phase known as the Ultimate. The project supports express bus service between Pinellas, Hillsborough, and Pasco Counties as well as preserving a premium transit corridor in the center median of I-275 and I-4. Progress: Unfunded The Forward Pinellas and Hillsborough MPO Boards have adopted Tampa Bay Express as part of their Transportation Improvement Programs. FDOT held public hearings for the Tampa Bay Express in 2015 and 2016 and are continuing to hold public meetings. Funding Request: Support FDOT in moving the $6 billion Ultimate project towards Design/Build or seeking a Public-Private Partnership. 8. Tampa Streetcar Extension & Modernization The Project: Modernization of the TECO Line Streetcar system and extending it further north into downtown Tampa from its current western terminus at Whiting Station to the Marion Transit Center
3 and other destinations beyond the downtown. Modernizing and extending the existing historic streetcar is estimated to cost $146M. The Hillsborough MPO s 2040 Cost-Feasible Plan estimates an extension to the Westshore Intermodal Center will cost $456M. Progress: Unfunded FDOT and the City of Tampa are providing a combined $1,667,390 for a Feasibility Study. Currently underway, Phase I will identify alternatives for extension and modernization of the existing system. This will culminate with submittal of a request letter to the Federal Transit Administration (FTA) for entry into the Small Starts Project Development phase. Funding Request: Federal and State funding for construction of the Streetcar extension and modernization project. 9. Regional Express Bus Service (Pilot Projects) The Project: A Regional Express Bus network would efficiently link Hillsborough, Pasco, and Pinellas County residents, commuters, and visitors with key destinations, including: a) The Beach Express Bus pilot project would connect major employment destinations along SR 60, and complement local service, with expedited, limited-stop travel connections between Tampa International Airport (TIA) and Clearwater Beach. b) The AirPorter pilot project would connect TIA to Downtown Tampa, Carillon, and Downtown St. Petersburg with an application based, frequent premium transit service. c) The Veterans/Suncoast Express Bus pilot project from SR 54 at the Suncoast Expressway interchange in Pasco County to Westshore and beyond, would be the first project to begin inter and cross-county Express Bus service using variably priced toll lanes in the Tampa Bay Region. Progress: Unfunded The Pinellas Suncoast Transit Authority (PSTA) is requesting $5.1M for capital and operating costs for the Beach Express Bus from the Florida Legislature. Concurrently, Forward Pinellas is working with FDOT and PSTA on a SR 60 corridor study from Clearwater Beach to TIA. The Hillsborough Area Regional Transit Authority (HART) is requesting $3M annually for operating costs of the AirPorter premium transit service. The Veterans Expressway is scheduled for completion in 2017 and, when combined with the Suncoast Parkway, will provide variably priced, time reliable tolled express lanes from Pasco into Hillsborough County. Funding Request: Funding for PSTA's requests for a total of $5.1M in capital and operating costs for the Beach Express Bus. Funding for HART s request for a total of $3M in operating costs for the AirPorter. Through a partnership with FDOT, capital and operational funding for the Veterans/Suncoast Express Bus pilot project from SR 54 to Westshore and Downtown Tampa, and the Gateway area in Pinellas County via the Howard Frankland Bridge. 10. Florida Coast-to-Coast Trail and Connections The Project: A locally connected, statewide network of multi-use trails along, and linked to, the Coastto- Coast (C2C) Trail in Citrus, Hernando, Pasco, Pinellas, and Polk Counties. When completed, the C2C will be a 275-mile multi-use trail between the Cities of St. Petersburg, on the west coast, and Titusville, on the east coast of Florida. Two trail gaps remain in the Tampa Bay region; they include the six-mile Good Neighbor Trail (Hernando County) and the seven mile Starkey Trail Gap (Pasco and Pinellas Counties) from SR 54 in Pasco County to the Pinellas Trail at East Lake/Keystone Road in Pinellas County. Progress: Partially Funded The Florida Greenways & Trails Council (FGTC) and FDOT will allocate 33% of annual SUN Trail funding to complete the C2C. In FY , the Good Neighbor Gap was allocated $5.5 million for design/build for an alignment that goes through the City of Brooksville. The Withlacoochee-Dunnellon Trail Connector, a segment that creates a direct connection to the C2C, received design funding for FY The Pinellas segment of the Starkey Trail Gap is funded for
4 Design/Build and the Pasco County portion is under design and will have 100% plans complete by spring Funding Request: Funding for construction of the Starkey Trail Gap Connector in Pasco County. Funding for construction other trails with direct connection to the C2C, including the Orange Belt Trail (Pasco) and Upper Tampa Bay Trail (Hillsborough). 11. Southwest Coastal Regional Trail and Connections The Project: The Southwest Coastal Regional Trail (SWC) corridor goes from St. Petersburg, through Tampa, and south to Naples, making a connection with the C2C along the Pinellas Trail. The SWC will provide a 300-mile spine for local connections along the Gulf Coast of Florida. There are 11 TBARTA Regional Multi-Use Trail Priority Projects along, or connecting to, the SWC trail corridor. Progress: Partially Funded/Unfunded On March 31, 2016, the SWC was recognized as one of the top state priority corridors and five projects along the corridor were awarded over $10 million in SUN Trail funding for FY , which amounted to nearly 23% of the total statewide funding allotment. Funding Request: Funding for all 11 TBARTA Regional Multi-Use Trail Priority Projects along, or connecting to, the SWC trail corridor. 12. Tampa Bay Premium Transit Feasibility Study Implementation The Project: The goal of this feasibility study is to evaluate opportunities for premium transit and to identify and build consensus around the strategies needed to construct those premium regional transit connections in the region. The study will evaluate a wide variety of corridors and technologies such as, variably priced toll lanes, existing freight rail corridors, bus rapid transit, autonomous vehicle technology, waterborne transportation, and many others, which may include preservation of rail corridors (see Preservation & Expanded Use of Freight Rail Corridors). Progress: Unfunded The Study, which is managed by HART and funded by FDOT, commenced in October 2016 and is expected to be complete in Fall Funding Request: Funding and implementation of the short and long-term (to be determined) of the Tampa Bay Premium Transit Feasibility Study. 13. I-275 and Selmon Expressway Limited Access Highway Connection The Project: Creating direct, interregional connections between the Selmon Expressway and I-275 in Pinellas County. The construction of a partially controlled access facility with frontage roads along Gandy Blvd. from I-275 to the Gandy Bridge joining with the Selmon Expressway Extension. Progress: Unfunded FDOT is proposing to include PE in the draft tentative work program for FY Funding Request: Funding for PE and construction of a partially controlled access facility along the Gandy Blvd. corridor connecting I-275 with the Selmon Expressway. 14. Preservation & Expanded Use of Freight Rail Corridors The Project: Preservation of freight rail corridors in the Tampa Bay Region for short and long term transportation purposes, including rail, trails, and Bus Rapid Transit. Rail corridors could potentially accommodate passenger service and make regional connections among Hillsborough, Hernando, Pasco, Pinellas, Manatee, and Sarasota Counties. Previously completed studies that included ridership forecasts indicate there is a high demand for service between key activity centers and the joint use of existing tracks for passenger rail or other transit can reduce construction costs by one-half to one-third compared to the cost of building new passenger rail lines.
5 Progress: Unfunded The Tampa Bay Premium Transit Feasibility Study, currently in progress, will study premium transit possibilities in the Tampa Bay Region, including existing freight rail corridors. The Sarasota/Manatee MPO 2040 LRTP Strategic Mobility Plan calls for the preservation of existing rail corridors for future freight rail, passenger rail, trails, and bus rapid transit. The Hillsborough MPO 2040 LRTP preliminary cost estimates for new passenger service on existing track using Diesel Multiple Unit (DMU) vehicles included $297M for service from Downtown Tampa to USF ($5.4M annual operation), $341M for service form Downtown Tampa to the Pinellas County line ($6.9M annual operation), and $175M for service to the Pasco County Line ($3.1M annual operation). Funding Request: Freight rail corridor preservation, and/or acquisition, throughout the Tampa Bay Region for transportation purposes and further study of the preliminary cost estimates for new passenger service on existing tracks. 15. Bartow Northern Connection Phase II The Project: Planned as a new four-lane roadway from US 17 to SR 60 to alleviate existing and future traffic congestion on three Strategic Intermodal System (SIS) roads in Bartow US 98, US 17, and SR 60. The project will serve freight traffic from the CSX Intermodal Logistics Center and other freight generators by improving access to I-4 and the regional road network. Phase I (2.1 miles) connecting US 98 to US 17, was completed in 2012 and is open to traffic; Phase II will extend the connector to SR 60. Progress: Partially Funded Project is construction ready and has partial funding for construction in FY 2018/19. Funding Request: Funding for construction of the interchange and extension from US 17 to SR 60.
