Our current focus is the WestConnex motorway, Australia s largest transport infrastructure project. SMC was established in August 2014 to invest in and arrange finance for designated road projects. In October 2015, WestConnex Delivery Authority s procurement and delivery functions were transferred to SMC. At the same time, a number of Government functions were transferred to Roads and Maritime Services. Today SMC is responsible for the financing, delivery, operation and maintenance of WestConnex. Roads and Maritime Services is our client, acting on behalf of the NSW Government to commission WestConnex. Sydney Motorway Corporation (SMC) is a private company limited by shares and established by the NSW Government in August 2014 under the Corporations Act 2001 (Cth) on behalf of the State. SMC is governed by a majority independent Board appointed by its joint shareholders, the NSW Treasurer and the NSW Minister for Roads, Maritime and Freight.

4 Sydney Motorway Corporation Annual Review Sydney Motorway Corporation Annual Review Message from the Chairman Peter Brecht Chairman We are now focused on effectively delivering this vital transport solution and providing travel time savings to hundreds of thousands of Sydney motorists daily. Over the past year Sydney Motorway Corporation (SMC) has undertaken significant growth and evolution as we ramp up the delivery of Australia's largest transport infrastructure project, WestConnex. We are now focused on effectively delivering this vital transport solution and providing travel time savings to hundreds of thousands of Sydney motorists daily. We are pleased to see construction underway on around 24 kilometres of WestConnex motorways including widening and extending the M4 motorway, addressing capacity at the King Georges Road Interchange and duplicating capacity along the M5 East corridor. These projects, together with the rollout of key public transport initiatives by the NSW Government, will help tackle the rising cost of congestion in our city, which without immediate action, is set to rise to $12.6 billion per year by This year also saw us achieve a number of major milestones. With the award of contracts for the $4.3 billion New M5 project, we have now awarded contracts for projects with a total capital cost of nearly $9 billion. WestConnex is forecast to create 10,000 jobs over the course of its delivery. The flow on benefits for the community and state economy are estimated at more than $20 billion. Our major industry partners are engaging hundreds of medium and small businesses across Sydney and the state to supply services and materials to build the new motorways. Of course, delivering these projects is not without disruption and we appreciate the support and understanding of local communities and motorists. Our commitment to ensuring WestConnex is delivered in a way that is sensitive to the needs of our stakeholders and communities is unwavering. We are confident that WestConnex will deliver a positive lasting legacy across the city. The safety of our employees, contractors and the community is of prime importance to the Board. We are pleased that SMC and its industry partners have delivered safety outcomes that far exceed industry averages this year. As a Board, we are unwavering in our support of the business to continue its excellent safety record as construction and tunnelling work on WestConnex ramps up in the coming years. Sydney Motorway Corporation has also been setting the benchmark in toll-road financing, reaching financial close on the New M5 this financial year. In addition, the WestConnex New M5 is Sydney s first toll road project involving patronage risk transfer with private sector debt without a Government guarantee in over 10 years. The private-sector appetite and interest in financing opportunities continues to be buoyant. We are confident the debt raising process for the M4 Widening and M4 East due to be finalised by the end of 2016, presents a compelling investment case for potential financiers. The year ahead will be another year of progress for SMC. On WestConnex, we expect to kick start major procurement on the M4-M5 Link and exhibit the Environmental Impact Statement. Tunnelling on the M4 East and New M5 projects will be well advanced and both the King Georges Road Interchange Upgrade and the M4 Widening will be opened to traffic. We have also established a dedicated outreach program to enhance community and sustainability outcomes throughout the WestConnex corridor. As part of our Community Connections Program and in support of our comprehensive engagement program, a series of new initiatives will be rolled out during FY2017. The Board would like to acknowledge the strong support of our shareholders in FY2016, and the leadership provided by Tony Shepherd in his time as our inaugural Chair. 5 Sydney Motorway Corporation Annual Review Sydney Motorway Corporation Annual Review Message from the Chief Executive Officer Dennis Cliche Chief Executive Officer The WestConnex team delivered its first community project in February 2016, with the completion of an international-standard hockey facility at St Lukes Park, Concord. Sydney Motorway Corporation continues to achieve strong results while progressively delivering Australia s largest transport infrastructure project, WestConnex. The delivery of WestConnex is key to addressing Sydney s future transport needs and is a vital element of the NSW Government s record investment in road, freight rail and public transport. When complete in 2023, WestConnex will provide 33 kilometres of trafficlight-free motorway connections to the key growth and employment hubs of western Sydney and the port, airport and CBD. It will also deliver more than $20 billion in economic benefits to NSW and help support the 5.5 million* people expected to call Sydney home by During the year, we made great progress on WestConnex, with construction ramping up on the M4 Widening. After financial year end, we reached some significant milestones with the commencement of tunnelling on the 6.5 kilometre extension of the M4, planning approval secured for the New M5 and the completion of the upgrade of the King Georges Road Interchange two months ahead of schedule. By the end of the 2016 calendar year, we will have three of these projects in construction with planning for the M4-M5 Link well underway. The WestConnex team also delivered its first community project in February 2016, with the completion of an international-standard hockey facility and amenities at St Lukes Park, Concord. The new sporting complex was built to replace the ageing Cintra Park facility which is being used as a temporary construction site for the M4 East. The New M5 also reached a number of major milestones including completion of clean-up work at the former Alexandria waste facility and receipt of State and Federal planning approvals. Major construction on the New M5 commenced in August this year. We are delivering ground-breaking engineering solutions across the project and recently released the early concept design for the Rozelle Interchange. The design includes up to 10 hectares of new green open space and a new 1.1 kilometre tunnel providing a direct connection to the Iron Cove Bridge. With a strong focus on improving urban outcomes, the project will deliver a new community precinct for Rozelle which will include new cycling and pedestrian paths, recreational space and improved access to public transport. In FY2016, SMC also progressed a comprehensive financing strategy for WestConnex, successfully raising $1.5 billion of senior private sector debt from domestic and international financers, in addition to a $2 billion subordinated loan from the Australian Government. Domestic and international interest was strong throughout this process, demonstrating the market s ongoing confidence in the project. We are currently preparing for the debt-raising process for both the M4 East and M4 Widening, which will raise external finance. SMC s commitment to the health and safety of our staff, contractors and community is of paramount importance and we have developed a range of systems to ensure all actions, decisions and behaviours make this our first priority. This year, SMC, its subsidiaries and nominated Principal Contractors achieved a Lost Time Injury Frequency Rate of 0.24 from a total of over 4.2 million total hours worked compared with the construction industry average of 7.2**. Unlocking western Sydney s motorway network has been a priority of policy makers for decades, but action to date has not adequately addressed the challenge. It is therefore particularly satisfying to see the progress WestConnex has made with an excellent safety record, thousands of jobs created and a growing understanding of the broad benefits for Greater Sydney and NSW. Safety and sustainability underpin every facet of how we deliver WestConnex and SMC is driven by the knowledge that this worldclass project is vital to the future economic prosperity of NSW. 6 Sydney Motorway Corporation Annual Review Our people As an organisation delivering more than $16 billion worth of state significant infrastructure, SMC is proud to provide a diverse and innovative workplace. We directly employee more than 100 people and more than 10,000 people will be directly or indirectly employed as a result of our current projects. We have strong community partnerships and working with our joint venture partners we have established the WestConnex Training Centre at Homebush. The centre will deliver training and upskilling to thousands of people across Greater Sydney. A legacy of job-ready and experienced tradespeople, apprentices and professionals will be created who can work across WestConnex projects. Our Community Connections Program provides opportunities for a range of long-term unemployed, disadvantaged youth, indigenous youth, local business people and community members to be actively involved in defining SMC s legacy for Greater Sydney. It also provides opportunities for our employees to actively participate in our partnership programs. Work Health and Safety At SMC all employees have the opportunity to contribute to a safe and positive workspace where actions, decisions and behaviours put the wellbeing and welfare of our people, our contractors and the community first and foremost. SMC strives to achieve and maintain a proactive and positive safety culture, characterised by: Collaboration with our people and our stakeholders Communication founded on mutual trust Shared understanding of the importance of Work Health and Safety (WHS) Confidence in the effectiveness of SMC s Work Health and Safety management systems. Managing WHS Our Work Health and Safety management system outlines how SMC manages its WHS risk and fulfils its WHS obligations. Staff training, toolbox talks, executive safety leadership forums, team safety discussions and ongoing safety campaigns enable employees to understand their individual roles and obligations under our WHS policy. WHS performance SMC uses a number of key performance indicators to understand and track safety performance. These statistics provide an overall view on health and safety performance, events and injury outcomes across SMC, its subsidiaries and contractors responsible for managing and executing work on the WestConnex project. This data assists us to better manage and continuously improve our WHS systems and safety culture. Number of employees (at 30 June 2016) Gender mix Employee Assistance Program On 30 June 2016, SMC had 100 full-time equivalent employees. This workforce is supplemented by contingent employees and specialist services. 59:41 (male:female) The Employee Assistance Program (EAP) is a free and confidential service available to SMC employees, contractors and their immediate families. The EAP provides professional and confidential coaching, counselling and wellbeing services and is available to all employees free of charge.
7 Sydney Motorway Corporation Annual Review Sydney Motorway Corporation Annual Review Community, environment and sustainability Principles of stakeholder and community engagement In working with our local communities and stakeholders, we will always endeavour to: Make the most of all opportunities to involve stakeholders and the community in the project Arrange engagement activities at times and places that are convenient for our stakeholders and provide online options Respond to reasonable requests from the community and stakeholders for additional engagement activities and information Acknowledge and understand diverse views on SMC s projects Use feedback to positively influence SMC s operations and projects. Community engagement on WestConnex Since project inception, SMC has: Distributed more than 972,000 community updates to homes and businesses throughout the WestConnex corridor Held more than 50 community information sessions for local residents to drop in and talk directly with the teams planning and building the motorway Held more than 500 briefings, with local councils, property owners and other key stakeholders. Community involvement Supporting local charity - the Exodus Foundation Sustainability is embedded in all that we do and we work hard to ensure we enhance environmental, social and economic outcomes now and in the future. In early June 2016, SMC and its contractors donated furniture and bedding from a motel acquired for the project to a local Ashfield charity, the Exodus Foundation. The Exodus Foundation has been helping disadvantaged and homeless people in the inner west for almost 30 years and the donation was delivered just in time for winter. Celebrating Sydney s heritage About 700 sandstone pieces, from a section of the Pyrmont Bridge will be reused and showcased throughout the State. The sandstone has been in long-term storage at a government-owned property, which will be needed as part of the St Peters Interchange. It was removed from the eastern end of the bridge when the Western Distributor was built in Many of these pieces are from the turn of the century and are distinctive in their design and architecture. They have been gifted to the National Parks and Wildlife Service and will be reused in projects in the Blue Mountains for future generations. Some other sandstone pieces are already being used in urban design projects in the Royal Botanic Gardens and Fig Lane Park at Ultimo. Environmental performance SMC is committed to sustainable environmental practices and responsible environmental management and practices that protect and enhance natural and built environments and prevent or reduce pollution, waste and damage to the environment. The company is committed to integrating environmental sustainability into its business activities and all phases of the WestConnex program of works. SMC has invested into projectspecific environmental expertise and management systems that advise, guide, monitor and report on the fulfilment of environmental obligations by our contractors and delivery teams. SMC and its contractors are delivering WestConnex in accordance with: The measures identified in the related Environmental Impact Statement and Submissions and Preferred Infrastructure Report Our key stakeholders and regulators include: The NSW Environment Protection Authority, which monitors compliance with the Environmental Protection Licences and regulates environmental performance Department of Planning and Environment, which monitors compliance with the conditions of project approval and mitigation measures agreed to during planning approval Commonwealth Department of the Environment, which regulates national environmental laws. 8 Sydney Motorway Corporation Annual Review Protecting local heritage We are working with local councils and heritage experts to determine the best way to reuse important heritage items salvaged during the delivery of the WestConnex M4 East. This includes identifying ways to incorporate them into the urban design of the project. Items have also been made available to local residents. Heritage features, including terracotta roof tiles, timber front doors, leadlight windows and fireplaces have been removed by hand. These items have been securely stored in readiness for redistribution and reuse. Heritage salvage and supplementary items catalogue WestConnex M4 East The Heritage Salvage catalogue Reuse and recycle turf donation to local high school In May 2016, SMC donated the artificial turf that was once the playing surface at Cintra Park hockey field at Concord to Westfields Sports High School, Fairfield. The new playing surface has been repurposed on one of the school s mixed-use sporting fields. Sustainability In September 2015, SMC released a Sustainability Strategy for WestConnex, detailing measurable objectives for energy and resource use, sustainability leadership and training and employment opportunities. Our vision is for WestConnex to be a sustainable, high quality and transformational project for the people of Sydney and NSW. Exhibiting innovative design excellence, it will be sensitively integrated into the natural and built environment, help connect communities and contribute to the future liveability of Sydney. Delivering best practice The Infrastructure Sustainability Council of Australia (ISCA) is the peak industry body for evaluating and advancing sustainability in Australia s infrastructure. ISCA takes a holistic view of sustainability, encompassing environmental, social, economic and governance. ISCA developed and now administers the Infrastructure Sustainability Rating Scheme, the only comprehensive Australian rating system for evaluating sustainability across design, construction and operation of infrastructure. SMC aims to receive Excellent on the ISCA Rating Tool Scorecard on its WestConnex projects. Planning approvals for WestConnex Each WestConnex project is subject to a thorough environmental impact assessment under the Environmental Planning and Assessment Act, This process involves the preparation and public exhibition of an Environmental Impact Statement (EIS). Each EIS includes information on the project design, air quality, heritage, traffic and transport impacts, and the management of other construction and operational impacts. Stakeholders and members of the community are able to provide feedback during the preparation and exhibition of the EIS. Submissions received during the EIS exhibition are addressed in a Submissions and Preferred Infrastructure Report and submitted to the Minister for Planning for consideration in the planning approval assessment process. 10 Sydney Motorway Corporation Annual Review WestConnex M4 Widening We are currently widening the M4 Motorway between Parramatta and Homebush to create an additional lane in each direction. The project is 7.5 kilometres in length and will create up to 2,000 jobs during construction. 11 Sydney Motorway Corporation Annual Review Sydney Motorway Corporation Annual Review WestConnex M4 East Work has commenced on extending the M4 Motorway from Homebush to Haberfield (via Concord) in underground tunnels, including providing future connections to the M4-M5 Link. The project is 6.5 kilometres in length (with 5.5 kilometres of the motorway in tunnel) and will create up to 4,500 jobs and more than 100 apprenticeships and traineeships during contsruction. 12 Sydney Motorway Corporation Annual Review WestConnex New M5 We recently commenced the duplication of the M5 East motorway corridor, with new underground motorway tunnels being constructed between Beverly Hills and a new interchange at St Peters. This interchange allows for connections to Sydney Aiport, Port Botany and the M4-M5 Link. In mid-2015, SMC awarded a contract to carry out a significant clean-up of the highly contaminated former landfill in accordance with existing development consents and environment protection licenses. The work included: Crushing and recycling more than 30,000 tonnes of stockpiled concrete Removing contaminated material from the site including completion of a pre-existing clean-up notice from the Environment Protection Authority Removal of stockpiled materials and stabilisation of slopes. The work was finished ahead of time and within budget enabling timely access to this site for remediation and construction of the St Peters Interchange. Clean-up of the Alexandria Landfill site was completed in February 2016 and included removal of waste and significant stabilisation work.
