1 M4 M5 Link Tunnels Community guide to the M4-M5 Link Modification Report September 2018 Artist impression of the M4-M5 Link tunnel Sydney s population is set to grow by more than one million people in the next 10 years, with our road network expected to cater for an estimated 19 million trips per day by The NSW Government is spending a record $51.2 billion on road and public transport projects over the next four years to deliver an integrated transport solution for greater Sydney. WestConnex is part of the Government s vision for supporting Sydney s growing population. It will provide safer, faster and more reliable travel, free up local streets for local use and make it easier for businesses and communities to connect. The M4 M5 Link is the crucial final stage of WestConnex, connecting the New M4 tunnels in Haberfield with the New M5 tunnels in St Peters, allowing the full benefits of WestConnex to be realised. Work will start this year on the M4 M5 Link Tunnels. The project will be constructed by the Lendlease Samsung Bouygues (LSB) Joint Venture. Community invited to comment The M4 M5 Link Environmental Impact Statement (EIS) was exhibited in August 2017 and received planning approval in April As part of the M4 M5 Link Tunnels project, some changes are proposed to the design and construction described and assessed in the EIS. A Modification report describing these changes is now on exhibition and the community is invited to comment until Wednesday 26 September This guide provides an overview of the changes described in the Modification report and explains how to make a submission to the NSW Department of Planning and Environment info@westconnex.com.au westconnex.com.au
2 Proposed design and construction changes to the M4 M5 Link Tunnels The proposed changes described and assessed in the Modification report include: Using the existing M4 East construction site at Northcote Street, Haberfield as a tunnelling and civil construction site for the M4 M5 Link Tunnels project, including the use of two routes for trucks and other construction vehicles leaving the site. Constructing a temporary access tunnel between the Northcote Street site and the mainline of the M4 M5 Link tunnels. Using the Parramatta Road, Haberfield and Parramatta Road, Ashfield sites (formerly owned by Muirs and others) as civil construction sites which will include offices, worker parking, workshop and storage. These sites will not be used for tunnelling. Constructing a temporary pedestrian walkway above Parramatta Road to connect the Parramatta Road, Haberfield and Parramatta Road, Ashfield civil construction sites, allowing workers to walk between the sites. Removing all construction activities and operational facilities from 7 Darley Road, Leichhardt. Relocating an operational water treatment plant from 7 Darley Road, Leichhardt to the Campbell Road motorway operations complex at St Peters Interchange. Northcote Street tunnelling and civil construction site The existing M4 East tunnelling construction site at Northcote Street, Haberfield is proposed to be used as a tunnelling and civil construction site for the M4 M5 Link Tunnels project from early 2019 to early The indicative site layout is shown in Figure 1. To reduce impacts to nearby residents, the existing acoustic shed and hoardings will remain in place during construction of the M4 M5 Link Tunnels. Inside the shed, activities will include excavating, stockpiling and loading spoil into trucks for haulage. The site will also include worker offices, a workshop and store, a water treatment plant and parking for a small number of vehicles. The Northcote Street site will operate 24 hours a day, seven days a week during construction of the M4 M5 Link tunnels. Surrounding community members can expect operation of the site to be similar to its current use by the M4 East project. Trucks hauling spoil and other construction vehicles will use two routes to leave the Northcote Street site: Wattle Street, turning at the existing G-loop at Dobroyd Parade, Haberfield (previously used for construction vehicles on the M4 East project), and then entering the New M4 tunnels or returning along Wattle Street to Parramatta Road Wattle Street, Ramsay Street, Ramsay Road, Fairlight Street, Great North Road and Parramatta Road (in the suburbs of Haberfield and Five Dock). All vehicles will enter the site via the city bound lane of Parramatta Road. Connect with us
3 The G-loop route will be used both during standard construction hours (7am to 6pm, Monday to Friday and 8am to 6pm) and out of hours which may include night time and Sunday. The Wattle Street to Great North Road route is proposed for use mainly during standard construction hours. It will generally be used at times when the G-loop haulage route is not operational or unavailable, for example if Wattle Street is heavily congested or an incident occurs affecting the operation of the New M4 tunnels. The number of trucks leaving the Northcote Street site each day will be around half the number of trucks working during tunnelling on the M4 East project. Residents and businesses along the haulage routes are expected to experience an increase in noise less than 2dBA from trucks using both haulage routes. An increase of less than 2dBA is generally not noticeable to most people. Work to haul tunnel spoil is scheduled to start early A map of both haulage routes is shown in Figure 2. Parramatta Road, Haberfield and Ashfield sites The Parramatta Road, Haberfield and Parramatta Road, Ashfield sites (formerly owned by Muirs and others) will be used as civil construction sites with offices, worker parking, a workshop and storage for materials, equipment and construction machinery. These sites will not be used for tunnelling. The proposed indicative layout of the Parramatta Road Haberfield and Ashfield civil construction sites is shown in Figure 3. Workers will be encouraged to walk to and from the onsite parking to the construction sites or catch a shuttle bus. To link the Parramatta Road, Haberfield and Ashfield sites, a temporary pedestrian walkway is proposed to be built over Parramatta Road. The temporary walkway will allow workers to easily move between the sites and reduce vehicle movements but will not be available for public use. The walkway will be around six metres above Parramatta Road, providing sufficient clearance for vehicles travelling underneath. It will be in place by early 2019 and removed when the project is completed in early Images of the walkway are shown in Figures 4 and 5. Operational water treatment plant, St Peters An operational water treatment plant originally proposed at 7 Darley Road, Leichhardt is proposed to be relocated to the Campbell Road motorway operations complex being built at St Peters Interchange. The water treatment plant will not impact the public open space being delivered at St Peters Interchange. There will be a small reduction in landscaping, although this will not affect the open space planned for passive and active recreational use. To reduce impacts to surrounding residents, businesses and educational facilities, around 200 parking spaces will be provided for workers at these two sites. A small number of parking spaces will also be provided at the Northcote Street site info@westconnex.com.au westconnex.com.au
