4 RMS public sector priorities: NSW 2021 Strategic influences RMS will contribute to and deliver against a range of key strategic influences driving NSW State Government objectives, such as: NSW 2021 RMS has clear accountabilities contributing to the following NSW State Plan goals: Goal 7 - Reduce travel times Goal 8 - Grow patronage on public transport by making it a more attractive choice Goal 10 - Improve road safety Goal 19 - Invest in critical infrastructure

5 Considerations: Strategic influences Draw on the NSW Long Term Transport Master Plan and Regional Transport Plans to develop our overarching strategy. Congestion is a major issue in NSW. Direct and indirect cost in terms of time, money and impact on the economy. About 75 per cent of interstate freight movements in Australia access NSW Roads. The cost of congestion to the NSW economy is estimated to be $5.1 billion each year or nearly $1100 for every person in Sydney. By 2020, it is expected to rise to $8.8 billion as NSW s population grows and as travel increases. Part of Roads and Maritime s role is supporting infrastructure for future needs

8 Investing in infrastructure In June the NSW State Budget committed more than $5.5 billion to support road and maritime infrastructure and services

9 Major Infrastructure Projects: Pacific Highway 60 per cent or 397 kilometres of the 657 kilometre upgrade is completed. Building work under way on remaining 64 kilometres of the remaining highway. Preparing for work on a further 57 kilometres. Focus is on remaining 155 kilometres from Woolgoolga to Ballina. Photo: Ballina Bypass - 9 -

10 Major infrastructure projects: Princes Highway $185 million allocated in 2014/15 budget to continue upgrading the Princes Highway on the South Coast to a four lane, divided road. Includes the $80 million Foxground and Berry bypass. Maintenance funding of $52 million Princes Highway at Gerringong

11 Major Projects: Bridges for the Bush Bridges for the Bush is a $280 million program to remove a number of significant freight pinch points on the state road network. It involves replacing or upgrading bridges in the next five years at 17 key locations in regional NSW

14 Western Sydney Infrastructure Plan

15 Western Sydney Infrastructure Plan Local Roads Package Projects to enhance the capability of the road network and improve local transport connections. Available to Liverpool, Camden, Wollondilly, Campbelltown, Fairfield and Blacktown LGAs. Projects between $5 million and $10 million. Prioritised based on improving access to Badgerys Creek and Western Sydney Employment area, improving travel times and safety benefits. Project planning and early work on successful projects from round one expected to start before the end of the year. Australian Government will call for applications for round two funding mid Round three in 2020.

16 Working with councils $4 billion of this year s $5.5 billion budget will be spent in regional NSW $268 million allocation for local government initiatives in 2014/15.

17 Fixing Country Roads By 2031, the freight task in NSW will nearly double to 794 million tonnes. Our challenge is to ensure the network keeps pace with growth.

18 Fixing Country Roads $37.5 million program aims to eliminate connectivity constraints on council-owned and managed roads. Competitive bid process - More than 90 regional councils submitted expressions of interest. Must demonstrate how a road project will benefit productivity and economic growth.

19 Heavy vehicle compliance Up to 400,000 heavy vehicles travel on the NSW road network each day. Compliance and enforcement program includes: 285 heavy vehicle regulation inspectors. Eight heavy vehicle checking stations. 27 Safe-T-Cam cameras. 24 point-to-point camera sites. Around 200 fixed roadside inspection sites. Joint taskforces.

20 Trends in Heavy Truck Crashes

21 Regional Road Block Grant and REPAIR Program REGIONAL ROAD BLOCK GRANT Provides funds to local government for the management and maintenance of regional roads. REPAIR PROGRAM Provides funds to help councils carry out larger development or improvement work on regional roads. Regional Road Block Grant allocations to councils are $144.7 million this financial year. Block grant funds are allocated according to the road or bridge length and traffic use on designated regional roads in a council area. $29.5 million which can be spent on minor improvements annually. Funding provided on a dollar-for-dollar basis. Work must contribute to economic development, integrity of communities, road network efficiency, road safety or regional tourism.

22 Country Bridge Solutions Local councils face the growing challenge, as road authorities, of maintaining and eventually replacing aging bridges on their Regional and Local Roads. Country Bridge Solutions is a program developed to deliver a standard bridge design, making it easier and cheaper for NSW councils to replace old and worn structures.

23 About Country Bridge Solutions Simple and easy to build. Use existing council resources. Provide manuals to assist with design, development and construction. 24 Road Maintenance Contestability Geographical Context PAST Maintenance and improvement works in the Sydney metropolitan area is delivered in three zones (Sydney North, Sydney South and Sydney West). Downer EDI works has an existing contract in the Sydney North Zone for some maintenance activities. NOW DownerMouchel awarded the contract for the Sydney West Zone, and Leighton Boral Amey the Sydney South Zone

25 Road Maintenance Council Contracts (RMCC) Working with councils to explore opportunities for efficiency savings in the delivery of road maintenance. Both parties commit to shared values and trust to deliver a serviceable and sustainable state road network. Includes incident response work and ordered work. 78 councils contracted Annual spend of about $200 million. Continuous improvement is central to the RMCC.

26 Work Health and Safety

27 Maritime Roads and Maritime provided $5 million in grants annually through the Better Boating Program to co-fund boat ramps, jetties and floating pontoons, vessel sewage pump-out facilities, dinghy and kayak storage solutions, and car and trailer parking facilities. NSW Boating Now announced in August 2014 will provide $70 million for the next five years for better boating facilities. The program will help deliver on priority boating infrastructure improvements identified in Regional Boating Plans.
