A message from IPA s Chief Executive Brendan Lyon I am delighted to advise that we have now added sophisticated and dynamic graphing functions for the Australian & New Zealand Infrastructure Pipeline, providing new transparency about major greenfield and brownfield infrastructure opportunities across the Australian and New Zealand infrastructure markets. These new graphs show the volume and value of transactions, by pipeline status and also, by jurisdiction and by sector. The graphing function is dynamic allowing you and your colleagues to filter by jurisdiction, by status and by sector with the underlying data continually updated as projects move status, or as new opportunities enter the market. Graph the Pipeline by project status HERE Graph the Pipeline by jurisdiction HERE Read our status definitions HERE Analysis: Figure 1, below, shows the current state of greenfield projects by pipeline status which is dominated by NSW and Victorian greenfield major projects and solid activity levels in New Zealand. Unusually, this graph also shows the Commonwealth with several major projects of its own reflecting our view that the Inland Rail freight corridor and Western Sydney Airport projects will be announced in the Budget next week in some form. Figure 1 also reflects the comparatively (very) low volume of credibly proposed major projects in the Queensland and WA markets reflecting the fiscal realities of those jurisdictions. 2 Page 2 of 5 Figure 2, below, graphs our current analysis of Australia s brownfield pipeline showing subdued activity levels as the NSW electricity, land titles and WestConnex sell down move through the pipeline and with the Queensland and WA electricity and port transactions no longer credibly proposed in the short term, following changes of government in those jurisdictions. Figure 2: The brownfield pipeline by transaction status Figure 3, below, shows Australia's greenfield pipeline by jurisdiction filtered to exclude the earliest prospective transactions that are not expected in the near term and also, those that are under procurement or recently closed. In this way, Figure 3 shows the volume and value of transactions that are very likely, or certain to enter the market in the near term. Figure 3 again shows the heavy dominance by NSW and Victoria and the healthy pipeline in New Zealand; and also shows the sectoral spread again with a heavy weighting toward road and rail projects in most jurisdictions. We have developed these tools to provide you and others across the infrastructure market with additional transparency of the transactions that underpin the Australian and New Zealand infrastructure markets. Added Nathan Dam and Pipelines (QLD) PROSPECTIVE PIPELINE - The Nathan Dam and Pipelines project will involve the construction of an 888,000 megalitre dam, with an annual yield of 66,000 million litres at the Dawson River, approximately 36 kilometres north-east of Taroom, Queensland. In addition, a 149 kilometre trunk pipeline will be constructed connecting the dam through the Surat Basin to Warra. 3. Status Changes Regional Rail Fleet Replacement (NSW) ANNOUNCED - The Regional Rail Fleet Replacement project will see new rolling stock delivered to replace the Express Passenger Train (XPT) feet, which was introduced into service in 1982, and travels between Sydney, Melbourne, Brisbane, Dubbo, Grafton and Casino. Broken Hill Pipeline (NSW) UNDER PROCUREMENT - The 270 kilometre Broken Hill Pipeline will extend from the River Murray, near Wentworth to Broken Hill, and was chosen as the preferred project for securing Broken Hill's long-term water security needs after the NSW Government conducted an assessment of potential solutions. Central Station Main Works (Sydney Metro City and South West) (NSW) UNDER PROCUREMENT - The Central Station Main Works contract is for the connection of the new Sydney Metro to existing Central Station transit services. The contract is being awarded separately to the rest of the Sydney Metro project as a dedicated construction contract due to the complexity of the works required. Princes Freeway to Western Highway (M80 Ring Road Upgrade) (VIC) UNDER PROCUREMENT - EOIs for the Princes Freeway to Western Highway section closed on 19 April, with early works
4 Page 4 of 5 expected to begin in mid-2017 and construction to commence in Stations and Tunnels (City Rail Link) (New Zealand) UNDER PROCUREMENT - Auckland Transport released pre-qualification documents in February 2017, and in April eight companies were approved to move to the Expression of Interest (EOI) phase - which is expected to be released in Q Ipswich Motorway Upgrade - Darra to Rocklea - Stage 1 (QLD) PREFERRED BIDDER ANNOUNCED - The contract was awarded to the Bielby, JF Hull and Albem Joint Venture in April Service relocation works have commenced on this project and are expected to be completed by the end of April. Major construction is expected to start in 2017 and reach completion in New Grafton Correctional Centre (NSW) PREFERRED BIDDER ANNOUNCED - In March 2017, the NSW Government announced the Northern Pathways Consortium as preferred bidder to deliver the NGCC. The Northern Pathways Consortium will finance, design, build and operate NGCC on behalf of the NSW Government for a contract term of 20 years. When complete, the NGCC will be the largest correctional facility in Australia. West Gate Tunnel Project (Western Distributor project) (VIC) PREFERRED BIDDER ANNOUNCED - A consortium comprising John Holland and CPB Contractors was awarded the contract to build the West Gate Tunnel Project. Contractual close is expected to be reached once the Environmental Effects Statement has been approved. NSW Land and Property Information (Land Titles Office) (NSW) PREFERRED BIDDER ANNOUNCED - In April 2017, the NSW Government announced that the Australian Registry Investments consortium had won the lease for $2.6 billion. The consortium is comprised of Hastings Funds Management, First State Super and the Royal Bank of Scotland. Schools III PPP (New Zealand) RECENTLY CLOSED - In April, the Ministry of Education announced that ShapEd had been awarded the project. ShapeEd comprises CPB Contractors and Southbase Construction as lead construction contractors, Pacific Partnerships and Morrison & Co PPP as equity providers, Spotless Facility Services as facilities management contractors, and ASC Architects as lead design consultants. 4. Updates Beaches Link Tunnel & Western Harbour Tunnel (NSW) CREDIBLY PROPOSED - Coffey and AECOM have commenced geotechnical investigations for the Western Harbour Tunnel and the Beaches Link Tunnel projects in Sydney. The projects will provide a motorway grade link between the proposed WestConnex Stage 3 project in Rozelle, and the road networks in Artarmon, Balgowlah and Seaforth. The NSW Government also announced a preferred route and the commencement of the market sounding process for the two projects. It is understood that the motorways will be procured under a Public Private Partnership, and the procurement will factor in both user tolls on the new corridors, as well as existing North-South harbour crossing toll revenues on the Sydney Harbour Bridge/Sydney Harbour tunnel corridor. Cairns Southern Access Corridor - Stage 3 (Bruce Highway Upgrade) (QLD) ANNOUNCED - The Queensland Government announced the preferred alignment for the $481 million project. Endeavour Energy (NSW) UNDER PROCUREMENT Final bids for the transaction closed on 1 May Metro Tunnel Works Package (Melbourne Metro Tunnel) (VIC) UNDER PROCUREMENT - Shortlisted bidders for the PPP submitted formal proposals, with a contract expected to be awarded by the end of 2017.
5 Page 5 of 5 South Australian Gas Power Plant (SA) UNDER PROCUREMENT The two week Expressions of Interest (EOI) period closed on April 11, with 31 EOIs received. Submissions are now being evaluated. Caloundra Road to Sunshine Motorway (Bruce Highway Upgrade) (QLD) RECENTLY CLOSED - Coffey has been contracted by the Joint Venture to undertake the primary geotechnical testing package for the upgrade. WestConnex Stage 2 - New M5 (Beverly Hills to St Peters) (NSW) RECENTLY CLOSED - The Draft Urban Design and Landscape Plan was released for feedback.
