Sachdeva, Question Answer (a) Whether Govt. has framed any policy regarding deployment of security guards in Hotels/pubs/banquet halls? No specific policy for deployment of security guards in hotels/pubs/banquet halls has been framed by the Government. However, it is relevant to inform that Govt. of India, has enacted Private Security Agencies Regulation Act, 2005 to regulate the private security agencies engaged in the business of providing private security services. For proper implementation of the said Act, Govt. of NCT of Delhi has notified Delhi Private Security Agencies (Regulation) Rules, 2009 vide notification No.F.5/72/2005/HP-I/Estt./ dated 08/10/2009. (b) Whether permission is being granted by department to Security Agencies for deployment of Security Guards/Bouncers? The Department is granting license to Private Security Agencies for providing private security services including training to private security guards or their supervisors or providing security guards to any industrial or business undertaking or a company or any other person or property under the Private Security Agencies Regulation Act, 2005 and Delhi Private Security Agencies(Regulation)Rules, (c) If yes, what is the planning of it in future? Question does not arise in view of (a) & (b) above.

4 NOTE FOR SUPPLEMENTARY Now a days Private Security Agencies are playing a major role in providing safety and security to a large number of Governments Departments/Institutions/Establishments in addition to private organizations and individuals. In fact, almost in all walks of life, the security responsibilities have been entrusted to the Private Security Agencies. Recognizing the importance of this sector both as a key business segment and its role in security of the nation, the Government of India enacted the Private Security Agencies Regulation Act (PSARA) 2005 to regulate the private security agencies engaged in providing private security services. (Flag-A) Section 4 of the Private Security Agencies Regulation Act, 2005 makes it mandatory for private security agencies to obtain license for carrying or commencing the business of private security agency. To give effect to the central Act, the Government of NCT of Delhi has notified Delhi Private Security Agencies (Regulation) Rules, 2009 vide notification no. F.5/72/2005/HP-I/Estt./ dated 08/10/2009. Under these rules, the Lt. Governor of Delhi has appointed Additional Secretary or Jt. Secretary of the Home department, Govt. of NCT of Delhi as the Controlling Authority. (Flag-B) Amongst other regulatory measures, the Rule 6(3) of Delhi Private Security Agencies (Regulation) Rules, 2009, have made training mandatory for all individuals engaged in the private security industry. As per this rule, every guard or supervisor has to undergo training as per prescribed syllabus and guidelines, in training institutes by the Government. Home Department, Govt. of NCT of Delhi has received 671 applications from Private Security Agencies for grant of license under Private Security Agencies Regulation Act (PSARA) 2005 and Delhi Private Security Agencies (Regulation) Rules, 2009 for providing private security services in NCT of Delhi, out of which license have been granted to 339 Private Security Agencies. 10 (A) It is true that no meeting of Religious Committee has taken place since In compliance of Hon ble Supreme Court order dated in SLA (Civil) No(S). 8519/2006, a meeting was held on under the Chairmanship of the Hon ble Chief Minister, Delhi wherein it was decided that a uniform policy on removal/relocation/regularization of unauthorized religious structures be drafted by the Revenue Department as a Cabinet note and take it to the Legislative Assembly for discussion. Since the matter regarding drafting of policy is still under consideration with Revenue Department of the Govt. of NCT of Delhi. No meeting of Religious Committee has been taken place from However, recently, Hon ble Lt. Governor (Delhi) has approved convene the Religious Committee Meetings as per the existing/earlier guidelines till the new policy is framed.
