Introductions and welcome The meeting officially began at 6:10pm following informal discussion between Suzannah Mitchell, Geoff Kettle, John Nicastri, Wesley Folitarik, Jeffrey Bretag and David Humphreys between 5:00pm and 6:10pm. Steve Barclay and Steve Mossie joined the meeting at 7:10pm. Brendan Blakeley, Elton Consulting, raised the point that the minutes of the last meeting had an ambiguous description of the Marulan Chamber of Commerce that may cause confusion. The Chamber of Commerce does not have 200 members but represents organisations and businesses that have 200 members. 2. Lynwood Project Update Suzannah Mitchell from Holcim gave an overview of the project progress to date. The main points were: Construction of the Hume Highway interchange is well underway Earthworks in the main site area are nearing completion Blasting has commenced, BMD have engaged Orica to undertake the blasting Any issues with the blasting should be directed to the Community Complaints and Blasting Hotline on [Add further information from the PowerPoint presentation] Hume Highway Interchange - The amount of notification given to surrounding residents regarding works to Wilson Road is unsatisfactory. Geoff Kettle will write to BMD regarding the need for better notification of residents regarding works. Remediation of the cemetery The need for remediation of the cemetery was raised at the previous meeting but has not been progressed. Geoff Kettle will write to BMD expressing this concern. Questions and answers Q A Is there another roundabout planned on the north side of the overpass? No, as demonstrated in the photo, this will be a give way.

Community Discussion Groups and events within the region The group discussed the list of community groups and events in Marulan, as provided to Elton Consulting prior to the meeting, by David Humphreys. Geoff Kettle then described additional region-wide events. A basic description of each group and event was given, including each event s desired audience. Project Discussion Holcim Centenary: The CCC discussed Holcim Centenary focusing on where Holcim s volunteering efforts could be directed. The main points raised were as follows: The Chamber of Commerce has instituted Marulan Volunteers, a group that undertakes outside maintenance and jobs around town such as painting, median strip maintenance and planting. Jason Maroney is Council s co-ordinator of volunteers. He will have good advice on projects not involving manual labour. For example, more broadly, outside of Marulan, groups such as Museum volunteers, Rocky Point would welcome volunteers. Other ideas include the Marulan Carols and other local events. The group agreed that interested volunteers should either approach the Marulan Volunteers directly if interested in tasks that involve manual labour; or approach Jason Maroney about other volunteering opportunities. Sustainable Visitors Centre Suzannah Mitchell and Steve Mossie explained Holcim s proposal for a Sustainable Visitor s Centre. The current proposal is only in the very early stages of planning. Holcim have identified that they wish to provide a visitor s centre that is environmentally sustainable and showcases local artefacts, while providing a safe place for groups (tour groups, school groups, internal groups from Holcim) to view the Lynwood Quarry and learn about its development. The location of the centre has not been confirmed but is being proposed to be on-site at the quarry. Holcim explained that an essential function for the site is to provide a controlled environment for viewing. Questions and answers Q A Are Aboriginal artefacts required to be kept on the tribal site or the Holcim site? The recommendations are to keep Aboriginal artefacts on the site from which they were taken.

6 Lynwood Quarry Community Consultative Committee #3 Meeting No.: 3 Date: 12 March 2012 Page 3 of 8 The group discussed this proposal and suggested that an alternative location in town would be more beneficial to the local community (though it was understood a centre on site would be of benefit to Holcim, which is their choice). A CCC member explained that a similar centre is also going to be established by Boral. The CCC member recounted a conversation with Boral about possibly situating the visitor s centre on vacant land owned by Council that is adjacent to Meridian Park running back through George St. Currently there is a restriction on building on this site in the Meridian Park Master Plan. However a project that would be significant for the town, for example with a centre or display of local artefacts, could be considered and would be supported by the Chamber of Commerce and Council. The CCC member proposed a joint project between Holcim and Boral would be beneficial. There are two companies that are going to do the same thing. Collaboration could produce a much better result. The group discussed the advantages and disadvantages of locating the visitor s centre in the town. The main points included: An in-town centre could act as a point to attract people to the area off the Highway An in-town centre would be much more accessible to visitors to the town as Lynwood Quarry is located seven kilometres out of the centre An in-town centre would provide the opportunity for Holcim to establish an industry presence in town and then arrange for a viewing platform or similar at the Quarry. It could be a staging point that directs people to Lynwood Quarry while explaining the heritage of the town. Council would offer to staff an in-town visitor s centre An in-town visitor s centre could take many forms, for example a sculpture park, a kiosk or a set of information boards using iphone or other technology. It does not have to be a physical building Formal tours of the quarry could be arranged by staff at the centrally located visitor s centre, reducing unsolicited tours and groups arriving at Lynwood Quarry, who would then have to be turned away Locating the centre at Lynwood Quarry would provide a safe viewing area for school groups and other tours

7 Lynwood Quarry Community Consultative Committee #3 Meeting No.: 3 Date: 12 March 2012 Page 4 of 8 Holcim agreed to take this suggestion on board, explaining the visitor s centre would have a dual purpose of providing some community benefit while demonstrating the site s artefacts and equipment Questions and answers Q A What European heritage items are there on the Lynwood Quarry site? There is a cess-pit from the pub, a sheep dip, an old well and a potential grave site, in addition there are artefacts that were salvaged during excavation investigations. Q A What was Boral s response on the proposal about building a visitor s centre on the vacant Council land? Boral were going to take the idea away and approach Council, as the land is Council owned. Q A Have you identified where the Visitor s Centre might be located? There has been some to-ing and fro-ing as we have some ideas for approximately three potential sites but have not navigated the DA constraints or other planning constraints. 5. Other questions and comments Final general comments were sought on any outstanding issues of concern for CCC members. The following suggestions, questions and comments were put forward. Comment: Every couple of days the 80 kilometre sign on the Hume Highway becomes damaged. For example when trucks go through the pass they hit the sign and turn it around. BMD need to rectify this. Response: Holcim will address the matter with BMD Comment: John Nicastri did not receive minutes or meeting notification by . Response: In the future copies of the minutes will be posted to John Nicastri in addition to ing. As much as possible Holcim and Elton Consulting will try to avoid changes to the set meeting dates to minimise disruption.
