1 NEWS AND NOTES FEBRUARY OPEN LETTER FROM THE SECRETARY May I open on a sad note. Our thoughts go out to Colin Mount, our Programme Secretary and Past President. He sadly lost his wife of 52 years, Margaret, to cancer in December. Margaret was always present at Convention and a great supporter of Colin s Ringwood meetings. There was a very good BSAP attendance at the Funeral service. She will be greatly missed. Welcome to This year there is a major show in Melbourne, but the focus is eastern rather than western. It is overseen by FIA(sian)P rather than FIP. For those who go I am sure it will be an exciting and fulfilling experience. At home, we have Stampex to look forward to later this month, at the usual venue of the Business Design Centre in Islington. As it coincides with a BSAP London meeting, I hope that some members will include both in their trip to the show and support Peter Clarkson who is showing that evening. Slightly later in the year we have the Annual Convention to look forward to in May. We shall be returning to the Best Western Moat House near Reading again, rather than our expected venue of Markyate, but not because Reading is closer to where I live! Explanations if you must when we are there. I am pleased to say that our lobbying of the management of the Royal Philatelic Society seems to have borne fruit, as our London meetings will, from this Autumn, be on the second Tuesday of each month. However, we must bear in mind that the Royal has now decided to sell its current London home and it is actively searching for a suitable new building that would match the Society s needs more closely. Inevitably, there will be a transition period, as the accumulation of 150 years of Library, Collections, Fittings and Equipment cannot be moved overnight. It will be in central London somewhere, but we do not yet know where. Watch this space. PGER 10/ 1/17 i

5 REPORT ON THE LONDON MEETING OF 10 TH DECEMBER 2016 Twelve members gathered for the Christmas meeting, held unusually in the Council Room as there was another Society in the Meeting Room. The meeting opened with a presentation to Andrew Mortlock of his Large Gold Medal, Special Prize and Certificate gained at the Australian National show in Mandurah, near Perth, held there to celebrate the Bicentenary of Dirk Hartog s landing in Australia. An outstanding result for a first-time entrant well done Andrew. Alan Cross opened proceedings with a selection of Postage Due material, including imperforate between and double perforation examples. He also showed some off-centre printings of the centre (value). On the occasion of their 60 th Anniversary, John Crowe showed some of his 1956 Olympic Games collection. This included: the 2/- printed by Courvoisier, the first Australian stamp printed overseas; a selection of specialist FDCs; Examples from the fifteen temporary Post Offices (including two Mobile Offices) and a selection of 52 special cancels. Lorraine Fitzwater showed a brief history of Coil Stamps, including a tete-beche coil join. Graham Keates showed a selection of Forgeries of Sydney Views, including identified examples from Jeffryes, Spiro Brothers and Panelli, which he considers are the only worthwhile forgeries. Peter Clarkson took us up to the first break with some oddments, including: an Australian ballot card; a Queen Victoria advertising card for milk; Sprint Pak trial material and GV heads overprinted for use in Norfolk Island. Peter continued after the break with a study of perforation pips used to assist alignment of the perforating machines from the time of the GV issues. For the AIF Issue the red alignment dot was moved, and for GVI issues an incised cross in the margin was used. An additional pip was included in the bottom for sheets destined for coil stamps. Sheets for GVI booklets and coils were printed without imprints. He also showed a forged overprint on GVI as well as a real but misplaced overprint. Later in GVI, grippers a metal bar between rows 3 and 4 were used, before reversion to pips both large and small. The final method used a striking plate that was screwed on, but this led to cracking of the plate around the holes. Ian Spencer came next with his usual array of back of the book material, including: Tasmania Railways staff tickets, Tasmanian cheques with Revenues, which are scarce; security overprints and underprints on NSW Revenues; VG perfins and finally Parcel and Luggage labels in and out of South Australia, colour coded for the destination state. To round off the afternoon, first Andrew Mortlock showed his five frame exhibit from Mandurah, showing the Queensland One Penny, then Patrick Reid showed his five-frame exhibit from Mandurah of the Tasmania Pictorials, which gained a Gold medal. Those with the stamina then repaired to the King s Head for supper before making their way home. PGER 29/12/16 v
6 REPORT ON THE LONDON MEETING OF 19 TH OCTOBER 2016 Tom Gillespie entertained a gathering of sixteen members and one guest with the second part of his Western Australia display, covering Revenues. He began by explaining the reasons behind the Revenue issues, and then proceeded with a comprehensive display. He began with the 1881 IR overprints, beginning with the provisionals, followed by IR and values up to 10 overprinted on regular stamps. These were followed by a set inscribed INTERNAL REVENUE with values up to 30 shillings and a 10 stamp. A new printing followed in 1887, with similar stamps. In 1896 the watermark was changed, and again in 1897 to WCrownA. From 1897 Revenue stamps could be used for postage, and tom showed some examples. In a change of focus, we next saw Internal Revenue stamps overprinted Supreme Court, and PROBATE DUTY, with values to 100. The Supreme Court stamps were superseded in 1905 by a newly designed set of stamps inscribed Supreme Court and FEES, with values to 5. In 1905, a set of impressed Duty stamps was issued, with values to 500. Tom showed values to 100, explaining that the higher values were rather pricey. Next came the 1904 issue of the Wide swans, with values from 1d to 100 printed by Waterlow in London. These were superseded in 1906 by a similar set with change of watermark and perforation and printed locally. In 1909 there was a further change of watermark and perforation and some colours, and in 1911 a further change of watermark. Values to 5 were shown. This ended the first half of the evening. The second part opened with a range of uses of the wide swans on receipts and documents dating from This was followed by the set with the colours changed again, and values to 10 were shown. The period saw further changes of colour and watermarks, and security overprints for companies. Tom also showed items with a T for Treasury punch in the stamps. In 1925 there was a further change as printing was made from zinc plates. Tom showed values to 5. To end the display, we saw the 1930 issue for the Hospital Fund Tax, with values to 1 and the 1931 Financial Emergency Tax issue of long stamps, with values to 1 including the 2/- in blocks and the 10/- on piece and a sheet of fakes. In giving the Vote of Thanks, Brian Peace remarked ho nice it was to see such different material. PGER 2/1/17 vi
7 REPORT ON THE LONDON MEETING OF 16th NOVEMBER 2016 A small number of members gathered to see Malcolm Price who came up from Hurstpierpoint in West Sussex to entertain us with an excellent display of the Australian Forces in the Northern Territory during WWII at the Royal, Malcolm started the first half by showing the postmarks associated with the Darwin Overland Maintenance Force and continued with the Post Master General s civilian operated Post Offices. With the bombing of Darwin in February 1942, the civilian authorities were moved from Darwin to Alice Springs and the whole area north of Birdum came under military control. The presentation continued with a a selection of the military cancellations from points on the Stuart Highway between Alice Springs and Darwin. Examples were shown of the many styles of steel and rubber cancellations together with examples of mixed censorship, both civilian and military. Malcolm concluded the first half with examples of RAAF cancellations, including those from the Netherlands East Indies Air Force together with the Darwin marks of the RAN. The second half was entitled BCOF Before,During and After, and Malcolm gave a quick review of the situation prior to the Japanese surrender which included a selection of Tokyo Bay ship cancellations with early inward mail to the representative Australian group in Tokyo. He then covered the primary need for tracing POW s with refused correspondence to Japan together with covers originating from the POW Reception Camp in Manila With the Occupation Exercise, examples were shown of both outward and inward mail. The introduction of the BCOF overprint was discussed with initial proofs which included the original, signed certified proof sheet showing the final approved designs. The trial proof sheet with examples of the first,immediately withdrawn issue were shown, followed by the May1947 re-issue together with many examples of the varieties that arose. The presentation concluded with examples of BCOF stationery, Air Mail services and commercial mail routed through the Military Post Offices. Official mail was displayed together with examples of the Direct Bag system. Examples of Telegraph Services and mutual acceptability between Australian, British, Indian and New Zealand postal services. A selection of date-stamps and postmarks and a small number of Korean War covers. Acting Chairman Colin Mount congratulated Malcolm on his very entertaining presentation and apologised for the poor attendance and assured him a bigger audience when he comes to the South West section at Ringwood in February. REPORT ON THE SOUTH WEST MEETING ON 12th NOVEMBER Eighteen members and guests gathered at the Greyfriars Community Centre at Ringwood to be entertained by Past President Alan Griffiths, who was over from his other abode in South Africa to present Queensland Postal Stationery Alan started by saying that Postal Stationery in some way bridges the gap between stamp collecting and postal history which is the study of 'routes and rates' in that items of stationery are actually pre-stamped for a particular rate and in a few cases a particular route. In some cases additional postage was required for transmission outside the prescribed destinations for the cards which was quite often restricted to within the Colony. Reply vii
8 cards, which are an unusual concept and were introduced in 1891 were displayed,the original concept of a pair of unsevered cards were illustrated with the only recorded example of a proof pair. Post cards and illustrations of all issues to 1912 were shown with proofs and essays and in both used and unused condition and Alan had included examples of the post card essays of c.1910 bearing various stamp designs. The 1908 cards - the first commemorative issue post card issued simultaneously in many of the Colonies - to publicise the visit of the American 6th.Fleet to were shown used, unused and uprated. Newspaper wrappers were comprehensively covered and included the only known example of an inverted image, being the only known copy from any of the Colonies. The range of different issues to 1910 was very impressive. Letter cards with examples of all the proofs and essays were displayed with many of the rare perforation and card varieties including some very scarce genuine uses of return cards even though they were used much later than was intended! A range of envelopes were included including the rare commercial use of a large halfpenny envelope, the display concluded with a range of Registered envelopes which may not have had postage prepaid but apparently quite admissible because the registration fee was pre-paid and they are considered an important part ofthe history of Queensland's postal stationery.outh West Chairman Colin Mount congratulated Alan on a very fine display and added that Alan has nearly finished his book on this subject, which has been much neglected over the years, and the Society had agreed to support the publication which we can only look forward to with great expectations having seen this display OBITUARY -VALE PAUL HORTON Recently the Society lost one of its longest serving members. Paul Horton (368) was a member for almost 60 years. When I knew him he was a retired printer. He was for a long time the Society Representative in the Midlands, and fought an uphill battle to get other members to attend local meetings that were usually held in conjunction with stamp fairs. Sadly, all his efforts went unrewarded. Several times I went to the meetings (well, Bracknell is almost South Midlands) only to find that the other members there had travelled further than I had, like Tony Finlayson (Fleet) and the late Tony Brander (East Grinstead). After a while, he and we gave up. Paul was active for many years in Midland Philately, and organised a regular fair in his home town of Stourbridge. I mentioned that he was a printer, and he it was who explained to me the difference between Stereotype and Electrotype printing, which I needed to know for my study of the Tasmania Pictorials. I always found him affable, and ready to help with his specialist knowledge. Unfortunately, the Society was informed of his death too late to arrange attendance at his funeral.
