5 4 EXECUTIVE SUMMARY During May 2010 and June 2010, RACQ conducted a travel time survey along 17 major roads in Brisbane. The aim of this survey was to monitor average travel times and speeds on these routes during the morning and afternoon peak traffic periods, mainly inbound and outbound of Brisbane City. The results of the 2010 survey will be compared to the results of previous travel time surveys conducted by RACQ in 1993, 1996, 2000, 2004 and 2007 and provide an indication of how major roads in Brisbane are currently performing. To allow comparisons with previous surveys, the common 12 routes covered the same distances as in 1993, with five of these being extended in 2004 to take account of the expanding metropolitan area and provide baseline data for future surveys. The 2007 survey added four more routes to make a total of 16 routes being monitored, and slightly extended some of the previous 12 routes. The 2010 survey added one route (Metroad 5) and extended two others. The survey involved collecting travel time data for inbound journeys heading towards the Brisbane City centre during the morning peak periods (7.00 a.m. to 9.00 a.m) and for outbound journeys heading away from the Brisbane City centre during the evening peak periods (4.00 p.m. to 6.00 p.m.) over the working week (Monday to Friday). The Gateway Motorway and Metroad 5 were classed as North-South movements while the Brisbane Urban Corridor was classed as an East-West movement. The 17 surveyed routes included the Pacific Motorway (old South East Freeway), Wynnum Road, Centenary Highway, Old Cleveland Road, Logan Road, Gympie Road, Beaudesert Road, Samford Road, Sandgate Road, Moggill Road, Old Northern Road, Waterworks Road, Kingsford Smith Drive, Ipswich Motorway, Gateway Motorway, Brisbane Urban Corridor and Metroad 5. Average travel speeds for inbound trips ranged from 59.5 km/h on the Gateway Motorway (northbound PM) down to 18.7 km/h on Old Northern Road (refer to Figure 1). In comparison, the 1993 range of speeds were from 56.8km/h on Pacific Highway down to 24.9km/h on Samford Road (refer to Table 1). Of the 12 routes previously surveyed, the average speed for inbound journeys in 2010 was 28.9km/h. Old Northern Rd recorded the greatest average inbound speed reduction since 1993 of 27.2% (over 10 minutes longer than in 1993), closely followed by Moggill Rd with 25.8% (over 9 minutes longer) and Gympie Rd with 22.6% (over 9 minutes longer). Average travel time per kilometre of travel (min/km) inbound on each route ranged from one minute and one second on the Gateway Motorway (northbound PM) to three minutes and thirteen seconds on Old Northern Road (refer to Figure 3); Average travel time per kilometre of travel (min/km) outbound on each route ranged from fifty seconds on the Gateway Motorway (AM southbound), to three minutes and fifteen seconds on Sandgate Road (refer to Figure 4). Average travel speeds for outbound trips ranged from 72 km/h on the Gateway Motorway (AM southbound) down to 18.4 km/h on Sandgate Road (refer to Figure 2). By comparison, the 1993 average speeds ranged from 75km/h on the Pacific Highway down to 27.4km/h on Old Northern Road (refer to Table 2). Of the 12 routes previously surveyed, the average speed for outbound journeys in 2010 was 30.6km/h, a reduction of 1.2km/h since The largest reduction in average outbound travel speed was Sandgate Road, going from 27.5km/h to 18.4km/h since Since 1993, Sandgate Rd and Gympie Rd outbound take almost 13 minutes longer to complete, while Logan Rd takes over 22 minutes longer to complete. Sandgate Road and Metroad 5 recorded average outbound speeds of less than 20km/h. For 2010, 2007 and 2004, the worst day for inbound peak-period commuters was Wednesday. For outbound journeys in 2010, Thursday was the worst day (Wednesday in 2004 and 2007). In 2010, Tuesday and Wednesday made up a large portion of the worst inbound trips while Wednesday and Thursday made up a large portion of the most congested days for outbound trips. Mondays and

6 5 Fridays were generally the best days for a commuting round trip on the selected routes On average, inbound trips for the 12 original routes took over four minutes longer in 2010 than in 1993 but just under five minutes faster than in On average, outbound trips for the 12 original routes took over eight minutes longer in 2010 than in 1993, and 48 seconds longer since Logan Rd inbound was the only one of the 12 general routes that has slowed since Logan Road has slowed by 20.5% since 1993, taking an average of nearly 12 minutes longer to complete. With the exception of Sandgate Rd, Samford Road and Waterworks Road inbound, and Waterworks Rd outbound, all the other original roads surveyed have slowed since The four major routes (Gympie Road, Logan Road, Old Cleveland Road and Centenary Highway) recorded a combined average of 40 minutes and 39 seconds inbound, and 37 minutes and 35 seconds for the outbound trip. This means that on average, motorists are spending an average of over 78 minutes for a round trip getting into and out of the city in 2010, which is the same as in 2007, but over 18 minutes longer each day than in 1993, and over seven minutes longer each day than in For the 12 previously surveyed routes, the average is over 62 minutes for a round trip into and out of the city in 2010 (31 minutes and 59 seconds inbound and 30 minutes and 11 seconds outbound), which is four minutes and 9 seconds quicker than in In 2010 major congested sections of road included: Logan Road outbound route from Archer St signals, past Garden City to Miles Platting Road. This 2.780km section represented 12.9 per cent of the total distance but accounted for 36.4 percent of the total travel time, taking an average of 19 minutes and 10 seconds to complete at an average speed of 8.7km/h. Moggill Rd inbound between Marshall Lane and Burbong Street proved to be extremely congested. This 1.5km section represented 7.6 percent of the total distance yet accounted for 26.9 percent of the total travel time, taking an average of 13 minutes and 2 seconds to negotiate, at an average speed of only 7km/h. Moggill Road outbound between the Kenmore Plaza signals until after Kenmore Rd represented 8.3 percent of the total outbound distance but accounted for 17.4 percent of the total travel time at an average speed of 14.8km/h. The section of Milton Rd and Cribb St outbound to gain access to Coronation Drive proved to be very congested recording just 8.7km/h for the 664m journey from the Hale St exit ramp signals to Coronation Dr. Bowen Bridge Road between Gregory Terrace and Northey St represented 8.5 percent of the outbound journey distance (1.15km) but accounted for 25.5 percent of the total travel time (6 minutes and 16 seconds), taking over double the time to complete since The intersection of Clem7, Inner City Bypass, and Northey St is extending the outbound congestion for longer. Old Northern Road/South Pine Road inbound route from Dargie St to Samford Rd intersection. This 4.02km section represented 25.2 percent of the inbound journey distance but accounted for 47.5 percent of the total travel time, with an average speed of 12.8km/h (nearly 19 minutes to traverse this 4km section). Sandgate Road outbound from Montpelier Rd to Crosby Rd represented 11.5 percent of the total distance but accounted for 25.4 percent of the total time, an average speed of only 11.2km/h. Samford Road inbound (825m) between Kedron Brook Rd and Lutwyche Rd represented 6.1

7 percent of the inbound journey distance but accounted for 16.1 percent of the total travel time, averaging 3 minutes 59 seconds at 12.4km/h. Old Cleveland Road route inbound (Wellington Rd/Shafston Ave) between Logan Rd / Wellington Rd and Cairns St represented 8.7 percent of the inbound journey distance but accounted for 16.2 percent of the total travel time. The Centenary Highway inbound route from the overpass at Witton Rd to the roundabout at Milton Rd (4.55km) took an average of 12 minutes and 31 seconds to complete at an average speed of 21.8km/h. Wynnum Road inbound between Riding Rd and Wellington Rd represented 14.8 percent of the total distance but accounted for 28.1 percent of the total travel time. This means that on average, a driver typically spent more than 10 minutes driving a 2.7km section at an average speed of 15.6km/h. Wynnum Road outbound route from Wickham St to Norman Ave (across the Story Bridge) took an average of over 12 minutes to complete this 4.14km journey at an average speed of 20.6km/h. It appeared the Clem7 tunnel exit portal onto Shafston Avenue and a lack of outbound capacity improvements since 2007 resulted in slower outbound average speeds along this section. Kingsford Smith Drive outbound in the AM peak between Amy St and Woonah Ave. This 3.5km section recorded an average speed of 17.2km/h. In general the outbound direction in the AM was in need of capacity improvements from Amy St to Woonah Avenue, especially the section along the Brisbane River (Amy St to Riverview Tce). Gateway Motorway northbound in the PM peak from the Old / New Gateway Motorway merge to Nudgee Rd overpass which recorded 17.6km/h for 2km. The Brisbane Urban Corridor from Ham Rd to Mt. Petrie Rd (1.938km) was heavily congested, taking over 10 minutes to traverse and recording an average speed of 11.2km/h. This section also performed poorly in the 2007 survey. Metroad 5 (Jubille Tce, Macgregor Tce, Boundary Rd, Rouen Rd and Frederick St) southbound between Arthur Tce and Milton Rd (3.615km) took over 13 minutes to complete at an average speed of 16km/h. Metroad 5 (Wardell Street) northbound from Browns Dip Rd to Samford Rd (766m) took on average 5min 19sec to complete at an average speed of 8.6km/h. The lowest average inbound speed recorded in the survey was 4.9 km/h along Sicklefield Rd between Shand St and Raymont Rd. The lowest average outbound speed was 3.0 km/h on the Logan Road route from the Garden City access signals to Link Street. In general, congestion points decreased and average vehicle speeds increased the further out of the CBD a vehicle travelled, however a few congested sections were located some distance from the city, usually characterised where the radial routes crossed other major roads: Old Northern Road for outbound journeys 15.5 km from the city between Faheys Rd East and Flamingo Drive which had an average speed of 14.8 km/h; Braun Street (Sandgate Road route) approximately 12 km from the city between Roscommon Rd and Stanworth Road for inbound journeys had an average speed of 15.9 km/h for 500m. Beaudesert Road from Bradman Street to Learoyd Road recording 12.8 km/h for 0.514km approximately 17km from the city; 6

8 Logan Road for inbound journeys 15.4 km from the city between Gaskell Street and Padstow Road/Miles Platting Road which had an average speed of 10.6 km/h for 1.04 km. 7

9 8 1.0 INTRODUCTION The Royal Automobile Club of Queensland (RACQ) conducted a travel time survey to monitor travel times and average speeds along 17 selected corridors during May 2010 and June RACQ has conducted travel time surveys in 1993, 1996, 2000, 2004 and Aim To monitor average travel times and average travel speeds on selected arterial routes to and from the Brisbane city centre and other major east-west/north-south corridors during the morning and afternoon peak traffic periods. 1.2 Objectives The objectives of this survey were to: compare results for average travel times and average travel speeds for cars against the equivalent 12 routes surveyed by RACQ in 1993; compare results for average travel times and average travel speeds against the four car routes from the multi-modal travel time surveys conducted by RACQ in 1996 and 2000; compare results for average travel times and average travel speeds against the four additional routes surveyed in 2007; monitor the performance of one new route added to the survey this year; identify areas of congestion; and provide a benchmark for future surveys. 1.3 Definitions Terms and their definitions used throughout this report include: Average travel time calculated for each route based on the average of inbound and outbound trips that were representative of morning and evening peak periods over the selected working week. Congested locations - segments of the route where average speeds were less than 20km/h. 2.0 METHODOLOGY RACQ used an external consultant, TTM Consulting, to collect data for the 2010 travel time survey. Survey data was collected by TTM Consulting staff using Garmin GPSmap 60Cx hand-held GPS devices, to record travel times at pre-programmed node points. The travel time survey was conducted during May 2010 and June 2010, along 17 arterial routes both radiating out from the Brisbane city centre to outer suburbs and some east-west and north-south ring road corridors. The travel time routes were driven during weeks selected to be representative of normal traffic volumes, i.e., avoiding school/university holidays, public holidays, and long weekends. Crashes on the selected routes during the survey period significantly affecting travel times were excluded unless re-surveying of the route was undertaken. TTM Consulting staff drove each pre-selected route during the morning and evening peak periods for the working week, i.e., Monday to Friday. For this survey, the morning peak period was defined as 7am to 9am, and the evening peak period as 4pm to 6pm. Some routes had a selected start time (e.g., 7:45am) with one survey run being recorded in the peak

10 direction and some allowed multiple runs in the peak period direction. Where staff was able to complete more than one run within the peak period, the run with the longest travel time was chosen as most representative of that period s peak travel time ROUTE SELECTION For the 2010 travel time survey, RACQ selected 17 arterial routes generally radiating out from the Brisbane city centre to outer suburbs. These routes were as follows: Gympie Road between Gregory Terrace / Bowen Bridge Road (Fortitude Valley) and Strathpine Road / Gympie Arterial Road interchange (Bald Hills); Logan Road between Wickham Street / Gipps Street (Fortitude Valley) and Compton Road / Logan Road (Slacks Creek); Old Cleveland Road between Wickham Street / Gipps Street (Fortitude Valley) and Finucane Road / Vienna Road (Alexandra Hills); Centenary Highway between Normanby Five-ways / College Road (Petrie Terrace) and Boundary Road overpass (Richlands); Pacific Motorway (old South East Freeway) between Ann Street / North Quay (City) and Mandew Street (Shailer Park); Wynnum Road between Wickham Street / Gipps Street (Fortitude Valley) and Tingal Road / Glenora Street (Wynnum); Beaudesert Road between Wickham Street / Gipps Street (Fortitude Valley) and Illaweena Road / Beaudesert Road (Parkinson); Samford Road between Gregory Terrace / Bowen Bridge Road (Herston) and Ferny Way / Samford Road (Ferny Grove); Sandgate Road between St Pauls Terrace / Brunswick Street intersection, Fortitude Valley and Depot Road / Board Road (Deagon); Moggill Road between Normanby Five-ways / College Road (Petrie Terrace) and Moggill Road / Sugarwood Street (Bellbowrie); Old Northern Road between Normanby 5-ways / College Road (Petrie Terrace) and South Pine Road/Eatons Crossing Road (Eatons Hill); (Outbound) between Hale Street East / Musgrave Road and South Pine Road / Eatons Crossing Road (Eatons Hill); Waterworks Road between Normanby 5-ways / College Road (Petrie Terrace) and Settlement Road / Waterworks Road (The Gap); Brisbane Urban Corridor (B.U.C.) between Ipswich Motorway / Granard Road intersection (Rocklea) and Mt Petrie Road / Gardner Road intersection (Mackenzie); Kingsford Smith Drive between Wickham (Ann) Street / Gipps Street intersection (Fortitude Valley) and Sugarmill Road intersection (Meeandah); Gateway Motorway between Bicentennial Road (Boondall) and Pacific Motorway overpass (Rochedale); Ipswich Motorway between Beaudesert Road/Bohain Street (Moorooka) and Abadare Street/River Road (Dinmore); and

11 10 Metroad 5 between South Pine Road / Stafford Road (Everton Park) and Milton Road / Mt. Coot-tha Road (Toowong) All selected routes (excluding B.U.C, Gateway Motorway; Ipswich Motorway and Metroad 5) used Brisbane City as the destination point for inbound trips in the morning peak period and as the origin for outbound trips in the evening peak period. The length and course of the usual 12 routes surveyed in 2010 were very similar to those originally surveyed in 1993, with the exception of seven routes - Old Cleveland Road, Centenary Highway, Pacific Motorway, Beaudesert Road, Sandgate Road, Moggill Road and Old Northern Road that have been extended since These seven routes were extended to take account of the expanding metropolitan area. Appendix A details the length and course details of the 17 selected routes. For the purposes of comparison with the 1993 survey results, separate average travel times and speeds were calculated for each of the seven routes with the extended section excluded. The additional routes included in 2007 (Gateway Motorway, Ipswich Motorway, B.U.C. and Kingsford Smith Drive) will be included in the comparisons table for this survey. The new route (Metroad 5) will provide benchmark results for future travel time surveys. Four of the twelve routes (Logan Road, Gympie Road, Old Cleveland Road and Centenary Motorway) have been surveyed in all travel time surveys conducted by RACQ since DISCUSSION OF RESULTS The 2010 survey results show that: average travel speeds for inbound trips ranged from 59.5 km/h on the Gateway Motorway (northbound PM) down to 18.7 km/h on Old Northern Road (refer to Figure 1). In comparison, the 1993 range of speeds were from 56.8km/h on Pacific Highway down to 24.9km/h on Samford Road (refer to Table 1); average travel time per kilometre of travel (min/km) inbound on each route ranged from one minute and one second on the Gateway Motorway (northbound PM) to three minutes and 13 seconds on Old Northern Road (refer to Figure 3); average travel speeds for outbound trips ranged from 72 km/h on the Gateway Motorway (AM southbound) down to 18.4 km/h on Sandgate Road (refer to Figure 2). By comparison, the 1993 average speeds ranged from 75km/h on the Pacific Highway down to 27.4km/h on Old Northern Road (refer to Table 2); and average travel time per kilometre of travel (min/km) outbound on each route ranged from 50 seconds on the Gateway Motorway (AM southbound), to three minutes and 15 seconds on Sandgate Road (refer to Figure 4).

14 As shown in Table 1 (below), only one of the 12 inbound comparison routes (Logan Road) recorded a slower average speed than in However, only three of these 12 (Sandgate Road, Samford Road and Waterworks Road) show an improvement since The four additional routes surveyed in 2007 showed some improvements and some losses. The Gateway Motorway (northbound) was quicker overall, mainly due to the removal of toll gates, some realignment and additional lanes from Mt. Gravatt Capalaba Road to Nudgee Road, including the second bridge over the Brisbane River which opened on 24 May Table 2 reveals that eight out of the 12 outbound comparison routes have recorded slower speeds than in 2007 with only three routes showing an improvement since The average speed along Waterworks Road has improved due to road improvements along the corridor since Table 1 shows that the largest reduction in average travel speeds was experienced on the Brisbane Urban Corridor for the westbound PM journey - from 36.5km/h to 30.7km/h (15.9% slower than in 2007). Kingsford Smith Drive (inbound) in both the AM and PM slowed by more than 10% from 2007 as traffic volumes continue to rise along this corridor. Old Northern Road and Moggill Road again recorded average speeds (inbound) of less than 20km/h. Of the 12 routes previously surveyed, the average speed for inbound journeys in 2010 was 28.9km/h. A number of routes have benefited by the opening of new infrastructure (e.g., Clem7 tunnel) or upgrades to intersections or additional lanes. 17 The 2010 survey results show that average travel times for outbound trips ranged from 7 minutes and 18 seconds less time on the Pacific Motorway to 8 minutes and 49 seconds longer on Sandgate Road compared to This has resulted in an overall slowing of outbound trips in this year s survey, with only four out of 12 recording shorter travel times and increased average speeds (Refer to Table 5). On average, outbound trips took 8 minutes and 3 seconds longer in 2010 than in 1993, and 48 seconds longer than in 2007 (Refer to Table 6). The four major routes (Gympie Road, Logan Road, Old Cleveland Road and Centenary Highway) recorded a combined average of 40 minutes and 39 seconds (inbound), and 37 minutes and 35 seconds for the outbound trip in This means that on average, motorists on these four major routes are spending an average of over 78 minutes for a round trip getting into and out of the city in 2010, which is similar to 2007 results but an additional seven minutes and 21 seconds longer each day in their cars than in 2004 (refer to Table 4 & 6). For the 12 previously surveyed routes, the average is over 62 minutes for a round trip into and out of the city in 2010, which is four minutes and 9 seconds shorter than in 2007 (refer to Table 4 & 6), but 28 seconds longer than in

19 Gympie Road In comparison with 2007 survey results, the average travel speed along Gympie Road in 2010 increased marginally to 25.4km/h inbound and reduced to 26.3km/h outbound. These speeds represent a: 1.2 percent gain and 16.8 percent drop respectively since 2007; 5.9 percent and 26.9 percent drops respectively since 2004; and 22.6 percent and 33.9 percent drops respectively since When compared to 1993, 2010 survey results showed that travel times for the Gympie Road route between the Bowen Bridge Road/Gregory Terrace intersection (Fortitude Valley) and Gympie Arterial Road/Strathpine Road Interchange (Bald Hills) were over nine minutes longer inbound and nearly thirteen minutes longer outbound. Since 2007, a further six minutes has been added to the outbound journey while the inbound trip remained relatively unchanged. (Refer to Table 7 for congested sections along Gympie Road.) As is shown in the (AM) inbound graph the intersection of Gympie Rd / Beams Rd is particularly congested. The Gympie Road and Hamilton Road intersection is also heavily congested. The section between Kitchener Road and Fosbery Street is particularly slow with travel speeds mostly under 20km/h for this 3.3km section. This section represented 20.7 percent of the journey distance but accounted for 39.7 percent of the total travel time. Inbound speeds improved from Fosbery Street to Federation Street compared to 2007 however, average speeds then dropped from Federation Street to Gregory Terrace. In 2010 the outbound (PM) surveys reveal a significant drop in average speed. The initial 1.15 km from Gregory Terrace to Northey Street is very slow with average speeds of less than 20km/h, taking over double the time to complete since The addition of the Clem7 tunnel exit to the Northey Street intersection has slowed outbound speeds along this section. The section from Bowen Street to Wesley St also remained under 20km/h. There are congestion issues from Kitchener Road to Hamilton Road. The approach to the Hamilton Road intersection recorded an average speed of just 10.4km/h for 220m. The 1.1km section between Graham and Beams Road had an average speed of only 18.6km/h. The intersections of Hamilton and Beams Road, both inbound and outbound, suffer from significant congestion. The corridor as a whole is still suffering from a general lack of capacity upgrades to handle the increased travel demand. The Clem7 tunnel may also be attracting trips along Gympie Road.

21 Logan Road In 2010, average travel speeds along Logan Road between Gipps Street/Wickham Street intersection (Fortitude Valley) and Logan Road/Compton Road (Slacks Creek) have dropped to 24.5km/h inbound and 24.6km/h outbound compared with 2007 results. The average outbound travel time has increased by 3 minutes and 17 seconds since 2007, and over 15 minutes since The comparisons in average travel speeds represent a: 0.4 percent and 6.5 percent drops respectively since 2007; 17.8 percent and 28.3 percent drops respectively since 2004; and 20.5 percent and 40.6 percent drops respectively since 1993 As can be seen in Figure 8, there are at least 10 very slow inbound sections along this corridor, with similarities in slow sections with 2007 results. There are particular problems where two major roads intersect including Logan Rd / Miles Platting Road, Logan Rd/Kessels Rd, Logan Rd/Klumpp Rd, Logan Rd (Montague St)/Old Cleveland Road and Wellington Rd/Lytton Rd. The Clem7 tunnel has had an effect on the inbound route with a drop in average travel speed along Shafston Avenue and across the Story Bridge. Refer to Table 8 for the congested sections along Logan Road. The outbound route suffered another significant reduction in travel speed in Traditionally slow sections reappeared in 2010, however the delays were more severe. A notable slow section outbound was from the Archer St signals, past Garden City to Miles Platting Road that recorded very poor average speeds under 20km/h. This 2.780km section was 12.9 per cent of the total distance but accounted for 36.4 percent of the total travel time. Any crashes on the Pacific Motorway outbound can have a severe impact on Logan Rd outbound travel speeds. Again there were other slow sections where major roads crossed at Vulture St, Old Cleveland Rd, Cornwall St, Marshall Rd and Creek Rd. The Clem7 tunnel has slightly improved the outbound trip along the Story Bridge and Shafston Avenue compared to 2007, however most drivers would not perceive the difference.

The comparisons in average travel speeds represent a: 16.3 percent gain and 6.5 percent loss respectively since 2007; 12.5 percent gain and 3.1 percent drop respectively since 2004; and 16.8 percent and 17.2 percent drops respectively since When compared to 1993, travel times in 2010 for the Old Cleveland Road route between Gipps Street/Wickham Street intersection (Fortitude Valley) and Old Cleveland Road/Finucane Road (Capalaba) were over 7 minutes longer inbound and over 6 minutes longer outbound. Since 2007, the average travel time has dropped inbound by over 6 minutes but increased outbound by over 2 minutes. Refer to Table 15 for the congested sections along Old Cleveland Road. As with previous surveys since 1993, congested sections along the inbound journey involved sections of Wellington Road between: Logan Road and Stanley Street; and Vulture Street and Shafston Avenue. In fact, the 2.115km inbound section of road between Logan Rd / Wellington Rd and Cairns St represented 8.7 percent of the inbound journey distance but accounted for 16.2 percent of the total travel time. This was similar results to the Logan Rd inbound journey which uses the same route. There has been a growing traffic demand and limited capacity improvements since the last survey, so the slow average speeds are to be expected. For the outbound survey run, there seems to be a lack of synchronisation between the Cairns St and O Connell St signals. There are also delays approaching the Boundary Rd intersection. The outbound section from Mt. Gravatt Capalaba Rd to Old Cleveland Rd/Finucane Rd was slow. The shopping centres adjacent to this section have generated more traffic and therefore more green time may be allocated for the entry/exits to shops and/or signal co-ordination is not effective along this section. In this year s survey, it appeared the survey vehicle was only held up once for an extended period at the railway crossing (Cavendish Road between Stanley Street East and Clarence Street), whereas in 2007 the survey vehicle was held up by trains twice. In 2004 they were held up for three out of five days. This shows there is a variable chance of encountering a train at this location. The RACQ recommends grade separation at this location as it continues to be the cause of delays in the area and has appeared as a red spot (congestion point) in a number of previous Red Spot surveys. The Old Cleveland Road route was extended for the 2010, 2007 and 2004 surveys from km to km inbound and from km to km outbound. The speeds for the extended runs in 2010 were 30.9km/h and 35.6 km/h respectively.

26 Centenary Motorway In comparison with 2007 survey results, average speeds along Centenary Motorway in 2010 have increased to 33.7km/h inbound and increased to 41.1km/h outbound. The comparisons in average travel speeds represent a: 8.4 percent and 9.9 percent increases respectively since 2007; 4.7 percent and 11.4 percent increases respectively since 2004; and 4 percent and 6.6 percent drops respectively since When compared to 1993, travel times in 2007 for the Centenary Highway route between Petrie Terrace/Normanby 5-ways intersection (Petrie Terrace) and Ipswich Motorway/Centenary Motorway interchange were 1 minute and 30 seconds longer inbound and 1 minute and 51 seconds longer outbound. Refer to Table 10 for the congested locations along Centenary Motorway. There were similarities between the average speed line profiles when compared with the 2007 survey. There are some delays caused by the Sinnamon Rd entry ramp and the crossing of the Brisbane River (Centenary Bridge). It then slightly speeds up between Kenmore Rd and Fig Tree Pocket Rd overpass but then slows again from Fig Tree Pocket Rd overpass to Witton Rd underpass. For the 2010, 2007 and 2004 inbound runs, speeds significantly drop in the section from Witton Road to Moggill Road underpass. Slow speeds were recorded along the section from Witton Road to Milton Rd, which represented 25.6 percent of the route s total distance but accounted for 40.3 percent of the total travel time. This section suffers from extreme congestion and delays and requires significant capacity improvements to cater for travel demand. The Northern Link project and/or a proposed Kenmore Bypass project will only exacerbate congestion along this section. Once on Milton Road, inbound speeds improved until Cribb Street. Sections east of Cribb St on Milton Road including Petrie Tce to the Normanby 5-ways were slow. This 1.345km section was 7.5 percent of the total distance but accounted for 15.4 percent of the total travel time. The most congested sections outbound were along: Hale Street between Musgrave Rd and Milton Road intersection; Milton Road between Hale Street and Cribb Street. These outbound sections (total 1.314km) represented 7.3 percent of the total distance but accounted for 25.1 percent of the total travel time. Outbound speeds slow down again on Milton Rd from Grimes Street to Miskin Street roundabout (1.275km) with an average speed under 20km/h. Outbound speeds are good along the Centenary Motorway all the way out to the survey end point at Boundary Rd, Darra. The Centenary Motorway has had significant improvements in the Darra area which contributed to higher average travel speeds along this section.

28 Pacific Motorway In 2010, average travel speeds along the Pacific Motorway were 54.1km/h inbound and 52.5km/h outbound. These represent improvements of 78 percent and 12.9 percent respectively compared to 2007 average travel speeds. Inbound average speeds have mostly improved for the whole journey from Mandew Street to O Keefe Street overpass. In 2007 there were significant drops in average speeds inbound of the Gateway Motorway exit. In 2010 the average speed remained high from the Gateway exit to O Keefe St, apart from some slowing from Gaza Rd to Marshall Road. Once past O Keefe St, 2010 average speeds were below those of 2007 until the Victoria Bridge. This is unusual in that an extra lane inbound was added for the Clem7 tunnel (including another lane for the tunnel itself). It appears that there are still major congestion issues on the Stanley Street exitramp which queues onto the Pacific Motorway, affecting through traffic on the motorway and the Cornwall St entry ramp. The outbound run was, in general, an improvement over 2007 survey results. The section from Ann Street to past the Ipswich Rd overpass was faster than in 2007, however from Ipswich Rd to Esher St the average speeds were below 2007 results. This is to be expected with the Clem7 tunnel exiting near Cornwall Street, with no extra outbound capacity being provided other than a short merge lane. Outbound average speeds were again higher than in 2007 from Marshall Rd to the Gateway Motorway merge. There are still significant delays and congestion issues on approach to the Gateway Motorway merge, as well as along the Springwood section (from Springwood Rd to Watland Street).

29 Sandgate Road In 2010, average travel speeds along Sandgate Road were 27km/h inbound and 18.4km/h outbound. This represents: 4.7 percent increase and 33.1 percent drop in average speeds respectively since 2007; 35.7 percent increase and 27.3 percent drop in average speeds respectively since 2004; and 0.7 percent increase and 48.3 percent drop in average speeds respectively since 1993 In 2010 the survey route was extended to Depot Road so the route distance increased from km to km inbound and from km to km outbound. The average speeds for the extended routes were 30.6km/h inbound and 24.6 km/h outbound. Along the new section there was a slow segment from Carlyle Rd to Stanworth Rd. Sandgate Road inbound generally improved compared to 2007 results, except a small section from Abbotsford Rd/Sandgate Rd to Burrows St. This section represented 2.8 percent of the total distance but accounted for 4.1 percent of the total time. St Pauls Terrace from Constance St to Brunswick Street was also very slow recording an average of 10.8km/h. The outbound direction recorded a significant reduction in average travel speed compared to Almost the entire corridor recorded a lower average speed than in There is extreme delays and congestion from Montpelier Rd to Crosby Rd. This 1.85km section represented 11.5 percent of the total distance but accounted for 25.4 percent of the total time, an average speed of only 11.2km/h. Other congested sections were from Adelaide St to Junction Rd and from Pritchard Rd to Zillmere Rd. Refer to Table 11 for the congested locations along Sandgate Road.

31 Beaudesert Road In 2010, the average travel speeds along Beaudesert Road were 30km/h inbound and 29km/h outbound. These average speeds represent: 15.8 percent and 1.4 percent increases respectively since 2007; 21 percent increase and 14.5 percent drop respectively since 2004; and 4.5 percent and 24.3 percent drops respectively since 1993 Refer to Table 12 for the congested locations along Beaudesert Road. The 2010 survey results show that there were both faster and slower sections compared to the 2007 survey. However, there are still issues with approaches to the intersections of Kameruka St, Learoyd Rd, Elizabeth St, Mortimer Rd and Granard Rd, while road sections from Annerley Rd to Cornwall St, and Henry St to Stanley St also show significant delays. In fact, the 1.050km section between Annerley Rd and Cornwall St represented 4.8 percent of the inbound journey distance but accounted for 9.7 percent of the total travel time. This section has suffered a decrease in average speed since 2007, which could be attributed to traffic growth and/or the Clem7 tunnel entrance portal just north of O Keefe St attracting drivers to this corridor. Ipswich Road (inbound), directly above the tunnel, has been relieved of some congestion due to the Clem7 tunnel with all sections recording average speeds above 2007 levels. However, Henry St to Stanley St still has low average speeds, as does the Story Bridge. For outbound, similarly to the 2007, 2004 and 1993 survey, the section of Main Street between Princess Street and Vulture Street recorded very slow average speeds (9.3km/h (2010)). The Hawthorne St to Balaclava St section does not appear to be synchronised and recorded an average speed of only 10km/h. The section from Albert St to O Keefe St also suffers from congestion issues, mainly related to the Clem7 tunnel exit portal and weaving issues related to tunnel traffic weaving left to use O Keefe St and Ipswich Rd traffic weaving right to avoid the left turn trap lane to O Keefe St. In fact, outbound from Wickham St to O Keefe Street was slower in 2010 than in 2007 (9min:27sec versus 9min), even with the Clem7 tunnel in operation. The intersections of Cornwall St, Venner Rd, Granard Rd and Boundary Rd still suffer from significant congestion. The Bradman Street to Learoyd Road section was again a congestion spot in 2010 recording an average speed of just 12.8km/h (9.8km/h in 2007). The section from Ormskirk St to Illaweena St recorded a slower average speed than in The congestion along this section is to be expected due to the road narrowing from three to two lanes and the additional traffic from Mains Road southbound joining at Compton Rd. The Beaudesert Road route was extended in 2004 from km to km inbound and from km to km outbound. Average speeds for the extended route in 2007 are 29.7km/h inbound and 30.2 km/h outbound.

33 Samford Road In 2010, average travel speeds along Samford Road were 32.8km/h inbound and 26.3km/h outbound. These increases represent: 28.6 percent increase and 11.4 percent drop respectively since 2007; 39.6 percent increase and 10.5 percent drop respectively since 2004; and 31.7 percent increase and 28.1 percent drop respectively since 1993 In 2010, travel times for the Samford Road route between Bowen Bridge/Gregory Terrace intersection (Fortitude Valley) and Samford Road/Ferny Way intersection (Ferny Grove) were 7 minutes and 21 seconds faster inbound but nearly 9 minutes longer outbound than in Refer to Table 13 for the congested locations along Samford Road. For the inbound journey, there were congestion spots at: Osbourne Rd (20.7km/h); Wardell St (19.5km/h); and Northey St (14.0km/h) There was also a slow section between Kedron Brook Rd and Lutwyche Rd. This 825m section represented 6.1 percent of the inbound journey distance but accounted for 16.1 percent of the total travel time. Similarly to 1993 and 2007 survey results, there was significant outbound congestion recorded on Bowen Bridge Road between Gregory Terrace and Herston Road, but this extended out to Northey St in This 1.15km section represented 8.5 percent of the outbound journey distance but accounted for 25.5 percent of the total travel time. The intersection of Clem7, Inner City Bypass, and Northey St is extending the outbound congestion for longer. Other slow sections include Newmarket Road from Lutwyche Rd to Bretts Homemaker Centre and Baradine Street to Enoggera Road. The Samford Rd / Wardell St intersection again proved congested with an average speed of just 15.4km/h.

35 Moggill Road In 2010, average travel speeds along the comparison length of Moggill Road were 19.3km/h inbound and 28.0km/h outbound, which represented: 1.6 percent increase and 9.7 percent drop respectively since 2007; 15.6 percent increase and 18.8 percent drop respectively since 2004; and 25.8 percent and 20.9 percent drops respectively since 1993 In 2010, travel times for the Moggill Road route between Coronation Drive/Hale Street intersection and Moggill Road/Pullenvale Road intersection were over 9 minutes longer inbound and 5 minutes and 40 seconds longer outbound than in Refer to Table 14 for the congested locations along Moggill Road. Similar to 2007 results, the section of Moggill Rd between Marshall Lane and Burbong Street proved to be extremely congested. This section represented 7.6 percent of the total distance yet accounted for 26.9 percent of the total travel time. This section took an average of 13 minutes and 2 seconds to negotiate, at an average speed of just 7km/h. This slow average speed indicates that the corridor is operating at well over capacity and suffers from extreme congestion. Since 2007, congestion along this section has increased, taking over 1 minute longer to traverse (11min 56sec in 2007). There were also congestion problems in the preceding section from the Brookfield Rd roundabout to Marshall Lane, recording 18.1km/h. It is not until passing Russell Tce that average speeds increase to a reasonable travel speed, however there are also congestion issues approaching the Coonan St roundabout (13.6km/h), Jephson St (16.5km/h), Benson St (9.5km/h), Cribb St (20.6km/h) and Normanby 5-ways (7.8km/h) intersections. The 2.65km inbound section of Coronation Drive from Benson Street to Hale Street averaged over two minutes and 40 seconds faster in 2010 compared with 2007 survey results. The tidal flow system has been removed from Coronation Drive since the 2007 survey. The Go-Between Bridge was not open during the 2010 survey period. For the outbound journey an alternative route was chosen due to the removal of the right turn from Hale St to Coronation Dr. The alternative route followed Milton Rd and Cribb St to access Coronation Drive and proved to be very congested recording just 8.7km/h for the 664m journey from the Hale St exit ramp signals to Coronation Dr. Other outbound slow points included Benson/High St and Sherwood Rd past the Toowong Shopping Centre as well as the Centenary Mwy southbound exit and Witton Rd. The section from Kenmore Plaza signals until after Kenmore Rd also suffered from delays and congestion. This section represented 8.3 percent of the total outbound distance but accounted for 17.4 percent of the total travel time at an average speed of 14.8km/h. The Moggill Road route was extended in the 2010 survey from km to km inbound and from km to km outbound. Average speeds for the extended run were 24.9km/h inbound and 31.1km/h outbound.

The inbound journey in 2010 was generally good except for some slow sections between the Pedestrian Crossing and the Gap Village shops, as well as on Musgrave Rd from Hale Street west to Normanby 5 ways intersections. The section from Musgrave Road/Hale Street East to Normanby 5- ways recorded a slow 7.3km/h in 2010 (7.3km/h in 2007). The inbound approach to Jubilee Tce is also heavily congested recording an average speed of 7.2km/h. A much higher average speed of 44.3km/h was recorded on Waterworks Rd (inbound) from Ashgrove Ave to Musgrave Rd/Scott St (2.275km), than in 2007 (20.6km/h). The outbound journey was slower than in There were congestion problems on approach to Windsor Rd (20.2km/h), the pedestrian crossing near Mossvale St (Ithaca Creek) (18.2km/h) and Ashgrove Avenue (13.5km/h). 38 Old Northern Road In 2010, average travel speeds along Old Northern Road were 18.7km/h inbound and 26.0km/h outbound, which represents: 3.3 percent and 3.2 percent increases respectively since 2007; 12.2 percent and 18.0 percent drops respectively since 2004; and 27.2 percent and 5.1 percent drops respectively since 1993 In 2010, travel times for the Old Northern Road route were more than 10 minutes longer inbound and almost 2 minutes longer outbound compared to 1993 survey results. The inbound journey has the lowest average speed of all the roads surveyed in 2010, the same ranking it received in This route suffers from extreme delays and congestion from Everton Park to Brisbane City. Refer to Table 16 for the congested locations along Old Northern Road. The Pickering St roundabout (Alderley) was replaced with a signalised intersection and a slightly different route was followed between Pickering St and South Pine Road. Inbound travel speeds are very poor in some sections. Similar to 2007 results, there are significant speed drops inbound from Dargie St to after the Samford Rd intersection. This 4.02km section represented 25.2 percent of the inbound journey distance but accounted for 47.5 percent of the total travel time, with an average speed of 12.8km/h (nearly 19 minutes to traverse this 4km section). Some of the slowest speeds were recorded for the approaches to intersections of Stafford Rd, Wardell St, Shand St, Raymont Rd, Samford Rd, Newmarket Rd, Windsor Rd and Normanby 5-ways. Unfortunately the new signals at the old Pickering Street roundabout have not solved all the congestion issues in this area, although it is likely crashes have reduced at this intersection. For the outbound journey, average speeds have reduced in the section of Kelvin Grove Rd from Musk Ave to Herston Rd. The approach to Ashgrove Avenue was also slow. The South Pine Rd / Pickering St intersection is unable to cope with afternoon peak traffic flows, as is the Stafford Rd intersection. There are also congested intersections outbound at Flamingo Drive (14.8km/h) and Bunya Park Dr (24.6km/h). These intersections also featured as congested locations in the 2007 survey. These are low speeds considering the distance from the city, the speed limit and the average travel speeds of adjoining sections. The Old Northern Road route was extended in 2004 from km to km and then to km in 2010 inbound and from km to km and then to km in 2010 for the outbound run. Average speeds for the extended runs were 24.1km/h inbound and 29.4km/h outbound.

40 Wynnum Road In 2010, average travel speeds along Wynnum Road were 29.7km/h inbound and 35.8km/h outbound. This represents: 36.2 percent increase and 8.2 percent drop respectively since 2007; 28.6 percent increase and 16.7 percent drop respectively since 2004; and 17.7 percent and 20.1 percent drops respectively since 1993 In 2010, travel times for the Wynnum Road route between Wickham Street/Gipps Street intersection (Fortitude Valley) and Glenora Street/Tingal Road Intersection (Wynnum) were over 7 minutes longer inbound and nearly 8 minutes longer outbound than in Refer to Table 17 for the congested locations along Wynnum Road. There are some delays located a significant distance from Brisbane City. These were the approaches to Preston Rd (7.8km/h) and the Wynnum Plaza intersections (21.8km/h). The Manly Rd intersection and the intersection with the Gateway Motorway were also quite slow. As with 1993, 2004 and 2007 survey results, congested inbound sections start from Riding Rd and continue through to Shafston Avenue/ Wellington Rd. The inbound section between Riding Rd and Wellington Rd intersections represented 14.8 percent of the total distance but accounted for 28.1 percent of the total travel time. This means that on average, a driver typically spent more than 10 minutes driving a 2.7km section at an average speed of 15.6km/h. This is an improvement compared to 2007 (24 minutes), however it is still one of the slowest sections of all the routes surveyed in The Clem7 tunnel was open for the 2010 survey and it appeared to ease traffic congestion on Wynnum Rd, although a trip along Shafston Avenue and the Story Bridge still recorded a lower average speed than in 2007, showing the tunnel had not provided much congestion relief on the surface roads at this location. The survey showed that the trip inbound from Wellington Road to Wickham Street in 2010 took 6min:52sec versus 6min:15sec in The outbound trip for the same section in 2010 recorded 8min:12sec versus 6min:52sec in The outbound trip from Wickham St to Norman Ave was slower than 2007 survey results. In fact, it took an average of over 12 minutes to complete this 4.14km journey at an average speed of 20.6km/h. It appeared the Clem7 tunnel exit portal onto Shafston Avenue and a lack of outbound capacity improvements since 2007 resulted in slower outbound average speeds along this section.

42 Kingsford Smith Drive In 2010, average travel speeds along Kingsford Smith Drive (KSD) in the AM peak time were 28.5km/h inbound and 23.9km/h outbound. This represents a 12.8 percent decrease and 2.1 percent increase respectively since In 2010, average travel speeds along Kingsford Smith Drive in the PM peak time were 31.6km/h inbound and 34.8km/h outbound. This represents a 10.2 percent decrease and 7.1 percent increase respectively since Refer to Table 18 for the congested locations along KSD. While the AM and PM inbound routes recorded a slower time to complete the journey compared with 2007 results, the outbound direction was faster for the AM and PM peak time. For the AM inbound route, there were delays from the New Gateway Motorway through to Nudgee Road. The approach to Racecourse Rd (24.6km/h) also showed delays as did Edmondstone Rd (16.8km/h), Montpelier Rd (20.6km/h) and James St (12.2km/h) intersections. Congestion also occurred along the section of Ann St from Warner St to Kemp Place, which averaged less than 20km/h. For the PM inbound route, the section from the New Gateway Motorway to Nudgee Rd was slightly faster than in the AM, however the route was generally slower in all sections since the 2007 survey. Nudgee Rd is still a choke point and in general the section from Fison Avenue West to Riverview Tce is slow. The Edmondstone Rd intersection was congested inbound both in the AM and PM. The journey along Ann St showed good synchronisation of traffic signals. However the Kemp Place/Gipps St intersection was congested (8.1km/h) due to two major traffic streams crossing. For the inbound direction, average speeds were acceptable along the river from Riverview Tce to Breakfast Creek Rd/Edmondstone St intersection. Brisbane City Council has proposed a number of options for upgrading this section, including a twin level tunnel. The survey results indicate that more focus and attention should be on the eastern sections from Riverview Tce to Sugarmill Rd. For the AM outbound route, 2010 results were similar to 2007 apart from a slower journey from Fison Avenue West to Sugarmill Rd. Some road works and the new access to the New Gateway Motorway (southbound) may have contributed to the slower average speeds along this section. This AM outbound journey was the slowest of all surveys along KSD (23.9km/h). There is a particularly poor section between Amy St and Woonah Ave. This 3.5km section average speed (17.2km/h) was slightly higher than in There are also congestion problems at Brookes St and Edmondstone Rd intersections. For the PM outbound route, the intersection of Montpelier Rd recorded a low average speed (9.1km/h), with the survey vehicle having to wait for a change of signals on two of the 5 survey days. Edmondstone Rd was slightly better (24.9km/h), however it featured as a slow point in both directions and at both survey times. If capacity is not an issue, the synchronisation or phasing of these signals may need further investigation. Nudgee Road and Fison Avenue West were other intersections that had delays. In general the outbound direction in the AM was in need of capacity improvements from Amy St to Woonah Avenue, especially the section along the Brisbane River (Amy St to Riverview Tce).

44 Gateway Motorway To gain an understanding of traffic flows, average travel speeds along the Gateway Motorway were recorded in 2007 for both the northbound and southbound directions in the AM peak period and then also in the PM peak period. The 2010 survey allows a comparison between these surveys. In 2010, average travel speeds along the Gateway Motorway in the AM peak time were 57.8km/h northbound and 72km/h southbound. This represents an 18.9 percent and 30.7 percent increase respectively since In 2010, average travel speeds along the Gateway Motorway in the PM peak time were 59.5km/h northbound and 49.3km/h southbound. This represents an 10.8 percent and 16 percent increase respectively since In all directions and survey times, the Gateway Motorway has improved compared to 2007 results. This is to be expected due to the removal of toll gates, a new Gateway Bridge (Sir Leo Herschler Bridge) and realignment north of the Gateway Bridge to Nudgee Rd, as well as additional lanes provided from Nudgee Rd to Mt. Gravatt - Capalaba Rd. However, there are still sections showing signs of congestion and delays. These are discussed below. The AM northbound route, even with the additional lanes, still shows slow speeds from the Pacific Motorway to the Gateway Bridge. The average speeds recorded were approximately half of the posted speed limit. The PM northbound route operated at much higher average speeds than in the morning until the Nudgee Rd area where there was significant congestion in the afternoon peak (17.6km/h for 2km). Average speeds continue to be slow from Nudgee Rd north until Bicentennial Rd where the survey ends. This is to be expected since the Gateway Motorway reduces to two lanes north of Nudgee Rd. This section (north of Nudgee Rd) is in immediate need of additional lanes. The AM southbound route reveals much higher average speeds in 2010 for most of the journey. Average speeds taper off from Greendale Way to Mt. Gravatt - Capalaba Rd where the Motorway reduces down to two lanes, and remains around 60km/h for the rest of the journey to Miles Platting Rd where the road separates towards the Pacific Motorway and the continuation of the Gateway Motorway (Extension) south. The PM southbound route reveals good average speeds from Bicentennial Rd to Bulimba Creek on the south side of the Brisbane River. There is a very slow section from Bulimba Creek to Wynnum Rd, averaging only 30km/h for 1.33km. Average speeds are also slow in the 6km section from Meadowlands Rd to Mt. Gravatt - Capalaba Rd, averaging only 28.9km/h. The PM southbound run is much slower than the AM run. The southbound section from Mt. Gravatt - Capalaba Rd to Miles Platting Rd is currently being upgraded to accommodate the growing traffic demand of this corridor. The Gateway Motorway route was extended in the 2010 survey from km to km northbound and from km to km southbound. Average speeds for the extended run were 58.2km/h (AM) and 56.2km/h (PM) northbound and 70.5km/h (AM) and 54km/h (PM) southbound. *For more details on Gateway Motorway refer to Appendix B, Tables 47 & 48, Figures 34,35,36,37.

45 Brisbane Urban Corridor (BUC) In 2007, average travel speeds along the Brisbane Urban Corridor were recorded during both AM and PM peak periods for both the eastbound and the westbound directions. The 2010 survey results will allow a comparison of average speeds between surveys. The eastbound PM run, both in 2007 and 2010, recorded the longest average time of 29min 40sec (26min 28sec in 2007) and slowest average speed of 23.6km/h (26.4km/h in 2007) out of the four individual runs. This is over 3 minutes slower than 2007 survey results. In 2010, only the westbound AM run improved on 2007 results (6.3 percent). The eastbound runs in both the AM and PM were slower by 9.3 percent and 10.6 percent respectively. The westbound run in the PM also reduced by 15.9 percent since The results show that eastbound journeys had a slower average speed than westbound journeys. Refer to Table 19 for the congested locations along the Brisbane Urban Corridor. In both the AM and PM westbound journeys there are general congestion and delay problems from Auckland St to Logan Rd. In the AM this 1.54km section averaged only 20km/h, similar to 2007 survey results. Average speeds in the westbound direction are also slow at the Mains Rd and Beatty Rd intersections. The eastbound AM route followed a similar average speed profile to 2007 survey results. There were issues with the Beaudesert Rd, Logan Rd and Mt. Petrie Rd intersections. The Logan Rd intersection is unable to cope with traffic volumes and congestion spreads towards Mains Rd. The 565m section from Benaud St to Logan Rd represents 4.8 percent of the total distance but accounts for 9.1 percent of the total travel time, with an average speed of 16.1km/h. The eastbound PM route also followed a similar average speed profile to 2007 survey results. Similarly to 2007 survey results, the Beaudesert Rd intersection showed some congestion, while Mains Rd and Logan Rd were congested as usual. The 1.938km section from Ham Rd to Mt. Petrie Rd was heavily congested, taking over 10 minutes to traverse and recording an average speed of only 11.2km/h. This section also performed poorly in the 2007 survey.

47 Ipswich Motorway To gain an understanding of traffic flows, average travel speeds along the Ipswich Motorway were recorded in 2007 for both the inbound and outbound directions. The 2010 survey allows a comparison between these surveys. In 2010, average travel speeds along the Ipswich Motorway were 47.5km/h inbound and 46.2km/h outbound. This represents a 4.6 percent increase and 16.2 percent drop respectively since The outbound journey recorded the longest average time (31:13). For the inbound journey average speeds are higher than in 2007, especially from Riverview to Wacol (approximately 11km). Infrastructure upgrades from Goodna to Gailes appears to have relieved congestion along this section. However, average speeds drop significantly from the Centenary Mwy turnoff until passing Oxley Creek. In fact, speeds drop for a length of 2km to an average of 20km/h between Harcourt Rd and Blunder Rd (21.6km/h in 2007), taking on average over 6 minutes to traverse. This is to be expected with only two lanes each way and a number of entry ramps. The outbound journey showed a slow section from Granard Rd to Oxley Creek. This section is only two lanes wide for the most part and requires capacity improvements to accommodate the traffic demand. Once past the Centenary Mwy speeds have increased since The capacity upgrades to this Centenary Mwy/Ipswich Mwy interchange and the Ipswich Mwy at Wacol have significantly improved outbound average speeds along this section. However, travel speeds drop significantly from south of Progress Rd to Goodna Creek (4.5km) to approximately 25km/h due to roadworks in this section, a reduction to two lanes and the addition of Logan Mwy (westbound) traffic. The Ipswich Motorway (Dinmore to Goodna) upgrade should relieve congestion between these two suburbs. The Department of Transport and Main Roads are currently building a business case for upgrading the section from Darra to Rocklea. 48 Metroad 5 To gain an understanding of traffic flows, average travel speeds along Metroad 5 between South Pine Road/Stafford Rd (Everton Park) and Milton Road/Mt Coot-tha Rd roundabout (Toowong) were recorded for the first time in 2010 for the northbound and southbound directions in the AM and PM. Average northbound travel speeds along Metroad 5 were 34.2km/h in the AM and 21.7km/h in the PM. Average southbound travel speeds along Metroad 5 were 19.3km/h in the AM and 26.8km/h in the PM. The lowest average speed was recorded for the southbound AM journey, taking an average of 27m:01s to complete 8.667km. Refer to Table 20 for the congested locations along Metroad 5. The southbound journey had a slow section from Stafford Rd to Samford Rd (1.75km) with an average speed of less than 20km/h. The Wardell St/Samford Rd intersection proved to be highly congested in both the AM and PM. The Stewart Rd/Elimatta Drive intersection was also congested in the AM while Jubilee Tce/Waterworks Rd intersection was also congested in the PM. In general, southbound speeds were slow from Arthur Tce to Milton Rd (3.615km) taking over 13 minutes to complete this section at an average speed of 16km/h. This is one of the poorest performing sections of all routes surveyed. For northbound journeys in the PM there were slow points at Latrobe Tce (14.9km/h), Simpsons Rd (5.4km/h), Waterworks Rd (11.1km/h), Lloyd St (10.5km/h) and Samford Rd (7.0km/h). The 766m section from Browns Dip Rd to Samford Rd took on average 5min 19sec to complete at an average speed of 8.6km/h. The northbound AM run had relatively less congestion issues other than Waterworks Rd (21.8km/h), Samford Rd (18.8km/h) and Stafford Rd (19.0km/h).
