2 The Royal Automobile Club of Queensland Limited SUMMARY Brisbane s Road System A small majority of survey respondents (57 percent) thought Brisbane had an adequate road system for motorists travelling from the outer suburbs to the city. Similarly, a small majority of survey respondents (54 percent) thought Brisbane had an adequate road system for motorists who wish to travel from one side of the city to the other. Ring Roads The majority of survey respondents (73 percent) thought that Brisbane lacked a ring road system. The majority of respondents (70 percent) thought Brisbane needed a ring road system. River Crossings The majority of respondents (56 percent) believe that Brisbane needs more river crossings. Of the respondents who supported more river crossings, 92 percent said that these crossings should be open to general traffic. When made aware of the proposal to build a road tunnel under the Brisbane River, connecting Bowen Hills north of the river to Woolloongabba on the southside, only 35 percent of respondents said that they were previously aware of the proposed tunnel. However when informed, the majority of respondents (64 percent) thought the proposed tunnel was a good idea. Western Bypass The majority of survey respondents (60 percent) thought that there was a need to improve the road system for motorists wishing to travel from the south western suburbs to the outer northern suburbs. Only 24 percent of respondents thought there was no need for improvement. The majority of respondents (74 percent) thought Brisbane needed a western bypass joining the Ipswich Motorway in the Southwest to the Bruce Highway in the north. Toll Roads The majority of survey respondents (59 percent) were not in favour of a toll being imposed on major new road connections that offer travel time savings and road safety improvements.

5 The Royal Automobile Club of Queensland Limited Page INTRODUCTION The Royal Automobile Club of Queensland s (RACQ) Member Opinion Survey on Brisbane s Road System was undertaken to provide an update of the RACQ members perspective of the points outlined in RACQ s Transport Vision (2000) regarding Brisbane s road network. These included: Inadequate road capacity for traffic demand at peak times on most radial arterials into the Brisbane CBD, which is leading to peak spreading and continual high volumes throughout the rest of the day. In many areas throughout Brisbane, there is no clearly defined road hierarchy local traffic mixes with through traffic, e.g., trucks using local streets. The current road network lacks a complete set of inner and outer ring roads, bypasses and river crossings resulting in poor urban connectivity. There is no clearly defined bypass to the west of Brisbane for motorists travelling from Brisbane s south western suburbs to the outer northern suburbs, placing pressure on an inadequate route through Bardon and Ashgrove. A considerable proportion of traffic using the roads approaching the Brisbane CBD does not have an origin or destination in the CBD and is unnecessarily forced to detour through the CBD, especially if the destination is cross-river. 1.1 Objectives The objectives of this survey were to: gauge RACQ member opinions on the adequacy of Brisbane s road system; assist in refining RACQ s position on roads infrastructure provision for Brisbane; and provide a benchmark for future surveys. 1.2 Methodology The opinions of 342 RACQ members were gathered through an attitudinal survey carried out by the RACQ Telemarketing Centre between October and November The attitudinal survey was a telephone survey checking the attitudes of RACQ members who resided within approximately a 20-kilometre radius of the Brisbane Central Business District (CBD). The survey questionnaire was developed by the RACQ Traffic and Safety Department. Topic areas covered by the survey questionnaire included (see Appendix A for a full list of the survey questions): Brisbane s road system; Ring roads; River crossings; Western Bypass; and Toll roads.

The report also provides a further drill-down of the results by the respondents residential area. were sorted into each of the residential areas according to their distance and direction from the Brisbane CBD, as shown in Table 1. 7 The Royal Automobile Club of Queensland Limited Page SURVEY RESULTS 2.1 Adequacy of Brisbane s Road Network Brisbane Road System for travelling from outer suburbs to the city Overall, a small majority of survey respondents (57 percent) thought Brisbane had an adequate road system for motorists travelling from the outer suburbs to the city (as shown in Figure 1). Percentage of Respondents adequate inadequate n/a Response Table 2 shows that survey respondents who lived in the residential areas closer to the Brisbane CBD, with the exception of the eastern suburbs, were more likely to think that the road system was adequate for motorists travelling from the outer suburbs to the city. The greatest support came from the inner south-eastern, south-western and western suburbs. Survey respondents who lived in the residential areas further away from the Brisbane CBD were more likely to think that the road system was inadequate, particularly the southeastern (57 percent) and south-western suburbs (64 percent) located outside a 20 kilometre radius of the Brisbane CBD.

Conversely, respondents (Group B) who thought that the road system was inadequate for travelling from the outer suburbs to the city were more likely to think that Brisbane's road system was also inadequate for travelling from one side of the city to the other. 10 The Royal Automobile Club of Queensland Limited Page Ring Roads Brisbane s lack of a ring road system Overall, the majority of survey respondents (73 percent) thought that Brisbane lacked a ring road system (as shown in Figure 4). Also, nearly all of the areas had a majority of survey respondents who did not think that Brisbane had a ring road system (as shown in Table 4). Figure 4: Brisbane has a ring road system. Percentage of Respondents Agree Disagree n/a Response The only exception was in the eastern suburbs between five and ten kilometres away from the Brisbane CBD, where a majority of respondents thought Brisbane had a ring road system. Respondents from this sector may have been influenced by the presence of an eastern ring-road, i.e., the Gateway Motorway. Table 4: Does Brisbane have a ring road system? (%). 11 The Royal Automobile Club of Queensland Limited Page Brisbane s need for a ring road system With Brisbane being generally viewed as lacking a ring road system, the majority of respondents (70 percent) thought that Brisbane needed a ring road system (as shown in Figure 5). Percentage of Respondents Agree Disagree n/a Response Table 5 shows that in nearly all areas, survey respondents were more likely to think that Brisbane needed a ring road system, especially respondents from the north-western, western and north-eastern suburbs. As with the previous question, the only exception was respondents who lived in the eastern suburbs between five and ten kilometres away from the Brisbane CBD. Again, the existence of the Gateway Motorway may have been a factor in these respondents not seeing a need for a ring road system for Brisbane. Table 5: Does Brisbane need a ring road system? (%). Percentage of Respondents yes no n/a Response Table 6 shows that the strongest support for more river crossings came from respondents who lived in the eastern suburbs. In contrast, respondents were most likely to think that Brisbane did not need anymore river crossings if they lived in the following areas: Western suburbs between 10 and 20 kilometres from the Brisbane CBD; or North-western suburbs between five and 20 kilometres from the Brisbane CBD.

Area Key Yes No North- South Western E E E E NE NE NE NW NW NW NW SE SE SE SW SW SW SW W W W Tunnel Proposal from Bowen Hills to Woolloongabba In 2000, the Courier-Mail (Dec 17, p.4) published a story on the proposal to build a road tunnel under the Brisbane River, connecting Bowen Hills north of the river to Woolloongabba on the southside. When made aware of the proposal, only 35 percent of respondents said that they were previously aware of the proposed tunnel (as shown in Figure 8). Percentage of Respondents yes no n/a Response Table 7 shows that, with the exception of a few areas, respondents were more likely to think that the proposed tunnel was a good idea particularly respondents from the following: suburbs within ten kilometres of the Brisbane CBD; North-western suburbs within five kilometres of the Brisbane CBD; and Western suburbs. Survey respondents (58 percent) from the south-western suburbs between five and ten kilometres of the Brisbane CBD were the most likely to think that the proposed tunnel was not a good idea. 15 The Royal Automobile Club of Queensland Limited Page 11 While there was a small majority of support (56%) for more river crossings in general, this increased to 64 percent when respondents were informed of a specific tunnel proposal. There was even support for the proposed tunnel from a majority of respondents who resided in the direct vicinity of the tunnel route. This survey shows that respondents were willing to support additional river crossings, however there is a need for the public to be better informed about specific proposals. 2.4 Western Bypass Need for improving the Road System for motorists travelling from south western suburbs to outer northern suburbs The majority of survey respondents (60 percent) thought that there was a need to improve the road system for motorists wishing to travel from the south western suburbs to the outer northern suburbs (as shown in Figure 10). Percentage of Respondents needs improving does not need improving n/a Response Table 8 shows that in nearly all areas, survey respondents were more likely to think that the road system for motorists travelling from south western suburbs to outer northern suburbs needed improving, especially respondents who came from the following areas:, western and north-eastern suburbs located within five kilometres of the Brisbane CBD; and South-western suburbs located outside a ten kilometre radius of the Brisbane CBD. The respondents who were most likely to see no need for improving the road system for motorists wishing to travel from the south western suburbs to the outer northern suburbs resided in the north-western and western suburbs between ten and 20 kilometres away from the Brisbane CBD.

In contrast, respondents who saw no need to improve the road system for motorists travelling from the south-west to the north (Group B) were more likely to not see a need for a western bypass (39 percent). 19 The Royal Automobile Club of Queensland Limited Page CONCLUSION The existing network is showing increasing signs of being inadequate to handle the growing traffic volumes and being able to separate through traffic from local traffic. Brisbane s road network would be able to cope better with future traffic growth through the further development of outer and inner ring roads, and building more river crossings. Results of the opinion survey found that respondents supported the need for a ring road system, additional river crossings, as well as a western bypass. Survey results also show that motorists are yet to be convinced about paying tolls on major new roads even if they provided road safety and travel-time benefits. There is also a need for the public to be better informed of major road infrastructure proposals. These survey findings further reflect the RACQ viewpoint, as discussed in its Transport Vision, that there is a need to improve the urban connectivity in Brisbane s Road Network. To do this, the RACQ recommends that: A ring-road system for Brisbane be further developed. The proposal for a tunnel from Bowen Hills to Woolloongabba be progressed further; Additional river crossings for Brisbane be investigated. A Western Bypass be investigated for Brisbane.
