31 7. Recommended Project Traffic Management Measures The following section includes a set of recommendations to be considered and included as part of the circulation plan for the proposed Project. A. Project Vehicle Access and Circulation A proposed student pick-up/drop-off lane is to be provided along the east curb of the Obispo Avenue roadway on the west side the proposed school. As illustrated on Figure 1, the proposed student pickup/drop-off lane is located north of the driveway for the proposed parking lot and extends north towards Hill Street. It is recommended that the pick-up/drop-off lane be signed for prohibited parking during pick-up/dropoff times, and that it also be signed to state that drivers must remain with their vehicles during those times. Bus parking for special events and field trips, or visitor parking, can be provided outside of pickup/drop-off times. Access to the proposed on-site parking is from Obispo Avenue south of the student pick-up/drop-off area. The on-site parking will have full access on Obispo Avenue. Fire lane access to the school will be provided from Hill Street and access for service vehicles to the school will be provided from Redondo Avenue. It is recommended that school area warning signs with speed limit reductions be installed along Obispo Avenue, Hill Street, and Redondo Avenue surrounding the project site. B. Parking A 119-space on-site surface parking lot will be provided for the proposed high school. The LBUSD uses a parking generation rate that is based on surveys of other LBUSD high schools to determine the estimated parking need. The parking rate of.125 spaces per student was applied to the total number of students, representing the total parking demand for the school including faculty/staff, students, visitors and deliveries. Applying the parking rate to the proposed 8 students, the proposed high school would have a parking requirement of 1 spaces which can be accommodated in the 119-space on-site parking lot. Parking for special events on the campus will be accommodated within the proposed parking lot and managed on-site overflow areas as needed. Championship sporting events are not anticipated to be held at this campus, minimizing the intensity of parking demand generated for sports-related special events. On-street parking within the local neighborhood is not expected to be significantly impacted as parking needs will be accommodated on site. Also, parking is prohibited on the Obispo Avenue, Redondo Avenue, and Hill Street around the project site with the exception of the north side of Hill Street between Obispo Avenue and Redondo Avenue. The north side of Hill Street between Obispo Avenue and Redondo Avenue provides approximately 22 on-street parking spaces. Approximately four to six vehicles were parked during the morning period while eight to ten vehicles were parked during the afternoon period. It was observed that a majority of the people parking on Hill Street were in the area to exercise along the steep grade on Hill Street, west of Obispo Avenue. Marchetti, AICP Review of Updated Parking Supply Information for LBUSD New High School #2 Project KOA has reviewed supplemental information provided by Atkins on the Long Beach Unified School District (LBUSD) New High School #2 project. The project planned off-street parking supply has been updated from the previous 119-space number to a total of 132 spaces. The final traffic impact analysis report produced by KOA and dated May 17, 212 referenced a planned parking supply of 119 spaces and an estimated demand of 1 vehicles. Adverse parking impacts were not identified, and it was also discussed in the report that championship sporting events are not anticipated to be held at the campus. This would minimize the intensity of parking demand generated for sports-related special events. The revised parking supply number, therefore, would improve upon the parking supply situation and does not create any new significant impacts. It also does not change the conclusions of the May 17, 212 traffic impact analysis report.
