2 Welcome to the Summit The inaugural Local Government Arts and Culture Summit hosts a range of presenters from national, state and local bodies with a focus on Local Government arts and cultural practices and planning. Significant announcements and briefings will be made at the summit. The Summit will: Provide updates from government and peak bodies, state and national perspectives, and directions for arts and culture, with a focus on Local Government implications and opportunities. Facilitate dialogue with Government and peak bodies to address Local Government arts and cultural priorities. Address cultural policy priorities identified in the Fourth Cultural Accord between the Local and the State Government. Engage councils to inform the LGSA arts and cultural program and advocacy for Local Government priorities. Showcase a cross section of council arts and cultural initiatives, presented as case studies of good practice. Announce the winners of the prestigious Local Government Arts and Culture Awards. Provide development opportunities for councillors and staff. Create opportunities for collaboration. Delegates include councillors, management, staff with responsibilities for arts or culture, and key community partners to council initiatives. The Awards and Summit are proudly supported by:

3 Arts and Culture at LGSA The Local Government and Shires Associations of NSW (LGSA) have an Arts and Cultural Development Program based in the Social Policy Team of the Policy Division. To assist councils LGSA are partnering with Arts NSW to pursue the Fourth Cultural Accord. The policy division serves councils through: Seeking Better Results for Local Government NSW Local Government needs high-quality policy advice in dealing with other governments. The Policy Division generates ideas on contemporary key issues facing Local Government. We bring together research insights and robust analysis to develop policies to pursue for councils. We are the Associations' Executives primary source of policy advice. Advocacy NSW Local Government deserves strong advocacy in pursuing the policies we develop. We write the arguments and submissions that the Executives use in advocating to the NSW & Australian Governments. We represent the Associations in many NSW Government advisory processes. Advice s work to a huge number of Acts, regulations and programs. We provide advice to councils across many Local Government service, regulatory, revenue and other functions. Capacity Building We sponsor important capacity building projects to assist councils further develop their service, regulatory and other functions. At a council level, our specialist teams help bring to life interesting, and often inspiring, projects. Through 9 linked sequences, the casts take ideas and words connected to water and have turned them into a series of abstract movements which reflect these ideas. Graceful and evocative, this collaborative ensemble work is a meditation on the role of water in Australia, the driest continent on Earth. Mondo Youth Engagement And Community Safety Project, Presented by Penrith City The Mondo Youth Engagement and Community Safety project is working with young people in the Penrith area to promote young people with opportunities for artistic and cultural expression through active engagement and place making activities. Tonight we have a performance from Hardstyle Intoxicated Shuffle Crew who have been part of the Mondo project for over 6 months and who help other young people express themselves through dance and music. This group of young performers have been supported by Penrith City youth development officer Katerina Tahija. 8 Thursday 15 November, 10-1pm Ultimo TAFE Corner Maryann & Jones Sts Ultimo, Building M, Level 1, Sundeck Professional Development Training: Integrating Cultural Planning 9:40 Registration 10:00 Workshop commence This practical workshop serves to draw on the participants learning from the two day summit and facilitate a process for councils to identify how they could be implemented in their local planning for arts and culture. The workshop also outlines models for how cultural planning relates to council s integrated planning and reporting framework. Most s are required to review their integrated plans after the elections and prior to 1 July The session explores how to continue to build arts and culture into community engagement, strategic planning and reporting at the Local Government level. It also covers how to assess local cultural activity, identifying community assets, enablers and opportunities and effecting long term changes. It is a chance to explore ideas, overcome barriers and create solutions with other council workers.
