6 Belarus (cont d) The programme is being carried out in accordance with ICAO and EUROCONTROL guidance Relevant regulations were issued by the Department of Aviation of the Republic of Belarus and it is planned to comply with the FPL 2012 implementation date VFR flight plans will be accepted more than 24 hours in advance of the flight. The procedure of transmitting these plans more than 24 hours in advance depends on the readiness of other flight planning organizations of the region to accept them, and this procedure shall be coordinated. Belarus does not have a critical need to transmit VFR flight plans more than 24 hours in advance. Yes 05 October

10 Former Yugoslav Rep. of Macedonia Contact Mr. Branislav Petrovic Impact identified on two categories of systems: ARO (Messages Handling) Systems (EAD, CADAS and homemade MHS) and ATC Systems (Alenia and Indra) ARO will use EAD as Messages Handling Systems which will be upgraded with EAD BFB features. Implementation date is expected to be the end of February Regarding CADAS Messages Handling Systems, evaluation process of budgetary offer on-going, final decision (for upgrading or not) will be made by end of Regarding homemade MHS, it is recommended that the system be upgraded to be able to receive, process and send messages in new format by April Recommendation for ATC systems is a FPL format converter to be installed prior to receipt of ATC messages. FPL format converter, as the software, is already developed by Comsoft, Cadas system supplier. 10
11 Frmr. Yug. Rep. of Macedonia (cont d) Concerning FPL format converter for AIDA (Comsoft), evaluation process of budgetary offer ongiong and final decision (for upgrade or not) will be made by end of FPL format converter for homemade GV system will be implemented by the end of April The problem with new format will be solved permanently by purchasing and operating the new ATM system, which is scheduled for autumn 2013 at the earliest. The existing ATC systems, which are planned as a backup and contingency ones, will remain to function with FPL format converter. Will probably be ready to participate in one of the proposed test sessions in June, September or October Confirmation will be sent soon. Yes, via conversion of NEW to PRESENT 18 November
12 France Contact Mr. Olivier Teyssandier Impact on DSNA Continental and Overseas ATM Services identified and provided Specifications with regards to the latest CFMU documents (July 2011) have been completed and software development subsequently ordered Factory and on site accepting test expected to be achieved by Spring 2012 Operational Testing with CFMU should take place as from OPT4 session in September 2012 Several risks identified as initial plans delayed due to delay in finalizing CFMU /EUR specification VFR flight plan will be compliant with amendment n 1 PANS ATM (FPL2012 related AIC will mention this point) Contacts have been made with the Military entity dealing with FPL format issues and an internal consultation will be undertaken by the Military side 12
13 France (cont d) Yes, provided that no unexpected incidents occur As a contingency measure for ATM system within IFPS Zone, may fully implement NEW 1-2 AIRAC cycles after 15 November 2012, translation service within IFPZ will be expected within this timeframe Outside IFPS Zone, AFTN AROs systems expected to be on time to accept and disseminate NEW as from 15 November 2012 and will manage mixed mode operation (both NEW and PRESENT) according to a table reflecting addressee s ability to accommodate NEW 13

For AFTN systems and software, vendor will finish the updating process prior to March 2012 with new software with the converter interface that will be used for converting NEW to PRESENT. Planning for OPT3 test session in May 2012 together with airlines operators After completion of testing of all affected systems locally and if possible externally with neighbours, will be ready to start the awareness campaigns and training for all interested bodies Yes 22 November
