4 1. INTRODUCTION On July 9, 2013, the Federal Energy Regulatory Commission (FERC) issued a license effective July 1, 2013 to Okanogan Public Utility District No.1. The license authorizes the District to restore hydropower generation at Enloe Dam by constructing a new 9-MW hydroelectric power plant downstream of the dam that will replace the existing decommissioned 3.2 MW power plant. Enloe Dam is located on the Similkameen River at river mile 8.8 measured upstream of its confluence with the Okanogan River near the city of Oroville in Okanogan County, Washington. The dam and hydroelectric power plant commenced operation in 1923 and is presently 90 years old. The power plant was decommissioned in Pursuant to Article 307 of the FERC License, this presents an evaluation of public safety concerns and existing safety measures at Enloe Dam and recreation areas, and provides an assessment of the need for implementation of additional safety measures. 1-1 November 18, 2013

GENERAL PROJECT DESCRIPTION The licensed project is a 9-MW run-of river small hydroelectric project comprised of the following existing and new facilities: Enloe Dam - An existing 315-foot-long, 54-foot-high concrete gravity arch dam with an integrated 276-foot-long central overflow spillway; Three new 5-foot-high automated steel flap crest gates/flashboards to be installed on the existing spillway crest; Enloe Reservoir - An existing 76.6-acre reservoir (inundated narrow channel of the Similkameen River) with a storage capacity of 775 acre-feet at a surface elevation of 1,049.3 feet (OKPUD Datum); New 190-foot-long intake canal on the east abutment of the dam diverting flows into the new penstock intake structure; New 35-foot-long by 30-foot-wide reinforced concrete penstock intake structure; Two new above-ground 8.5-foot-diameter, 150-foot-long steel penstocks carrying flows from the intake to the powerhouse; New reinforced concrete powerhouse containing two vertical Kaplan turbine/generator units with a total installed capacity of 9.0 MW; New 180-foot-long tailrace channel, immediately downstream of Similkameen Falls; A 370-foot-long bypassed reach of river between Enloe Dam and the plunge pool downstream of Similkameen Falls; New substation adjacent to the powerhouse; New 100-foot-long, 13.2-kilovolt primary transmission line connecting the substation to an existing distribution line; ODIT Ditch Road; Enloe Dam Road; Appurtenant facilities. The project will normally be operated in a run-of-river mode whereby outflow from the reservoir to the Similkameen River via the power plant and spillway will be regulated to match natural inflow into the reservoir. To maintain flow in the river in the event of a power plant or transmission line outage, the crest gates on the spillway will open automatically to compensate for the decrease in outflow through the power plant. 6 automatically and be remotely monitored from the District s control center. Periodic inspections will be made by operations and maintenance staff to monitor plant condition and safety. 2-2 November 18, 2013
7 3. SAFETY ISSUES 3.1 GENERAL This section presents information regarding potential public safety issues for the project. 3.2 PROJECT SETTING The project setting is a narrow river canyon which has steep rock bluffs surrounding a steep fast moving river that forms a series of rapids and pools. Enloe Dam is an existing 90 year old concrete dam that spans the river canyon with an overflow spillway that occupies most of the crest of the dam. Similkameen (Coyote) Falls is a 20 ft. (approx.) high waterfall located about 370 feet downstream of the dam. Due to the steep canyon topography, presence of the swift flowing river and presence of the existing dam and power facilities, there are existing public safety hazards as follows: access roads are narrow single lane gravel roads. The existing county access road to east of the dam has a very steep grade with a deeply rutted surface that has poor traction. The existing access road that follows the Oroville Tonasket Irrigation Ditch to the site from the north, has a low section that is subject to seasonal flooding during high flows. During winter the presence of ice and snow presents an additional driving hazard. The existing access roads converge in an informal parking area at the left abutment of Enloe Dam. A user-developed trail leads downstream past the site of the first original powerhouse at the falls, where it narrows and branches into multiple user-developed trails leading to the river s edge below the bypass reach and falls. These trails are used by casual visitors and fishers. There is rockfall on the trail from the steep cliffs above and some small slides along the edge. The trails are rough and rocky, and unsafe for visitors who are not agile. During medium and high flows, the river downstream of the project is unsafe for swimming, and is suitable to only experienced whitewater boaters. Care is required in walking on the rough trails, steep valley slopes and rock bluffs due to the fall hazard. Rockfall is an existing hazard due to the steep terrain, weathering of the conglomerate bedrock, and ongoing natural slope erosion processes. Wet ground surfaces near the river can be slippery. During winter there is snow and ice. Fishing, boating, swimming and recreational gold dredging occur at various locations in the river, primarily during low flows. These activities rarely occur on the reservoir. High water velocity, turbulence and rapids in the river when flows are elevated create a potential drowning hazard at all flows in the vicinity of Similkameen Falls, and 3-1 November 18, 2013
8 throughout the river at higher flows. The existing dam and spillway presents a hazard to boaters, swimmers and hikers. There are four large warning signs upstream of the dam and a safety cable with suspended grab ropes across the reservoir at a narrow point in the reservoir about 500 feet upstream of the dam. Occasional log jams at the Narrows area in the reservoir that form during the spring flood are an additional hazard for boaters. A takeout area for boats is provided on the east bank of the river just upstream of the Narrows. During mid-winter the reservoir is covered in ice, however the ice cover is usually not safe for walking. Other existing safety hazards include rattlesnakes and poison oak which require vigilance when walking in the project area. Enloe Dam is classified as a high hazard dam primarily due to its proximity to occupied flood plain lands on the Similkameen and Okanogan Rivers in Oroville. Dam safety and evacuation plans in case of an emergency are described in other project documentation. 3.3 SAFETY DURING CONSTRUCTION Public and construction worker safety standards for construction work are regulated by the Washington State Department of Labor and Industries per code: WAC. During construction of the Enloe Hydroelectric Project, the construction contractor will be primarily responsible for public safety in the project construction area. Prior to commencement of construction, the District will require the construction contractor to develop and implement a safety plan that addresses risks to both the construction work force and public during construction work. Construction safety plans typically address the following issues: Permits and procedures Emergency procedures Hazard communication/signage Fall protection Safety equipment Confined space entry Hazardous materials Fire Traffic control Fencing/barriers 3-2 November 18, 2013
9 Equipment operation Blasting Excavation/shoring Scaffolding/ladder use Lockout/tagout procedures Personnel protective equipment Noise/hearing protection Safety discipline Medical support Incident reporting For safety, it is recommended that the public be excluded from active work areas during the construction process due to the many safety risks involved. (This is addressed in PM&E Safety- 02). Construction exclusion will need to address both recreators accustomed to driving to the existing parking area above the dam, and those who may venture beyond the end of the existing trail on the west side of the river. During construction, public access will limited to areas upstream of the dam, outside of construction and staging areas. Access to the primitive put-in/take-out area in the riparian wooded area upstream of the dam will be available during most of the construction period. During periods when the put-in/take-out area is not available for use, a sign be placed upstream to alert boaters to use an alternate take out location. The area along the east bank of the river (extending approximately 250 feet above the dam and 550 feet below the dam), including all areas of active construction and materials stockpiling, will be off-limits to the public until major construction activities are completed. The off-limits area will be completely enclosed by a temporary chain link security fence. s will be erected at the entrance to main access road alerting visitors that construction activities are taking place and that portions of the site may be closed to public use. The District will continue regular site inspections and visitor contact during periods of active construction. Active work areas will include: 1. Enloe Dam and spillway 2. Construction staging area upstream of Enloe Dam 3. Intake and powerhouse construction site at Enloe Dam 4. Bypass reach area 5. Active spoil disposal areas There are three access roads from the Oroville-Loomis road into the site area. 1. Primary construction access will be via the existing road from the north which follows 3-3 November 18, 2013
10 the OTID canal. This road will be shared with the public. 2. The existing county road to the east will be closed to the public, and used as alternate construction access for smaller vehicles. 3. access to the west side of the river across the railroad bridge and along the old railroad grade will be shared with the public who use the recreation trail on the west side of the river. The contractor will be required to address access issues in the safety plan. Typical safety measures include warning signs, fencing, temporary barriers, and temporary closure of hazardous areas to public access. 3.4 SAFETY DURING OPERATION Potential public safety hazards and existing/planned protection measures during the operation phase of the project including Enloe Reservoir and Dam, New Enloe Power Plant, Old Enloe Power Plant and recreation facilities are listed on Table 3-1 and are summarized in the following sections Enloe Reservoir and Dam During operation of the new power plant, the existing reservoir and river downstream of the project will continue to be available to the public for recreation use. The existing hazard to water recreation in the vicinity of Enloe Dam due to the overflow spillway will continue so existing safety measures will be maintained. Addition of the intake channel to the new power plant will create an additional hazard for recreation use of the reservoir at the dam which will be addressed by additional warning signage and a new log boom (this is addressed in PM&E Safety-01). The existing take-out for boats that is about 600 feet upstream of Enloe Dam will be improved. large warning signs on the reservoir will be maintained. Due to the increase in normal reservoir water level, the existing take-out for boats at the upstream end of the reservoir will be supplemented by the development of improved access and take out at the BLM Miner s Flat take out New Enloe Power Plant The proposed new power plant at Enloe Dam will be an automatically controlled facility that will be remotely monitored by the District at their Okanogan Control Center. There will be regular visits by operation and maintenance personnel to monitor plant security, perform regular plant maintenance tasks and perform occasional major maintenance activities. 11 Similkameen Falls is dangerous for recreation use due to the danger of being swept over the Falls. A further potential hazard will arise with project operation the potential for rapid increase of river flow and water level. This change will occur when the new spillway gates open automatically to maintain flow in the river downstream of the project during a power plant outage. This hazard will be addressed by warning signs and warning devices comprised of a system of sound (air horn) and visual (strobe lights) devices to warn of imminent gate operation and increase of flow in this reach. Downstream of the project tailrace the planned net change in river flow due to operation of the spillway gates and power plant is low and is constrained by flow ramping requirements, however the addition of warning signs regarding potential changes in water level at downstream fishing or recreation sites is recommended Old Enloe Power Plant Safety hazards at old Enloe Power Plant are related to its dilapidated condition and the steep access trail from the railroad grade above the plant (this is addressed in PM&E Safety-03). Hazards include fall hazard, falling roof and structure debris, drowning hazard on the side that borders the river and sharp debris from vandalism of the structure. The future of the old Enloe Power Plant depends on public interest in preserving the facility as a historic resource. The District intends to solicit proposals from interested parties in taking over the facility as a historic site. Other options remain to be explored may include, but are not limited to, demolition and removal of the facility. The District, in consultation with BLM, has installed warning signs and security gates at the existing access trail to the old powerhouse. The District will coordinate with BLM and other land owners, as appropriate, to identify other options for preventing public access to the old powerhouse. For example, one option could be to install additional security fencing on the west bank of the river between the powerhouse and the old railroad grade Recreation Areas The District has prepared a Recreation Management Plan that identifies recreational facilities that will be improved or installed as part of the project (Figures 3-1 and 3-2). Key improvements that address safety include: REC-01: barricades and fencing will be installed to prevent unauthorized access beyond the proposed parking area. REC-02: trail improvements will address safety hazards associated with the existing, user-developed primitive trail described above. The trail will be graded and surfaced appropriately for casual foot traffic to a point below Enloe Dam. 3-5 November 18, 2013
12 REC-04: the existing informal boat ramp will be improved to accommodate changes in pool level and boat loading and unloading. The new boat launch ramp (which will also serve as a portage take-out for canoeists and kayakers) will be more than 300 from Enloe Dam and the intake channel. A log boom will be placed at the entrance to the intake channel to serve as a restraining barrier for any boaters or swimmers approaching the intake channel. REC-12: The District will place an information board in a highly visible location near the group parking area at the recreation site upstream of Enloe Dam. At a minimum, the information board will include a map showing recreational features in the Project Area, visitor rules, and safety information. The safety information will caution visitors about poisonous snakes, fireworks, unattended camp fires and swimming in the river. REC-17: The District will establish a snow plowing schedule for the access road to allow visitors winter access to project lands and waters. In addition road improvements will widen the access road from the north (which will become the only means of public road access to the site). Passing bays will be provided on the road, and it will be realigned to avoid the seasonally flooded low sections. On the west bank, the existing trail ends at an existing locked gate with signage that warns hikers not to trespass beyond that point. The District will continue to maintain the existing signs and system of safety cables and grab ropes above the dam. The existing system of safety cables and grab ropes is located more than 300 from Enloe Dam and the proposed intake channel. The cables and grab ropes serve as a means of restraint and escape for people approaching the spillway that were not able to exit the water at the boat launch as directed by instructional signs and warnings. The District will also install portage signs informing boaters and paddlers where to take out at the Enloe Dam recreation area. Portage signs will be large enough to direct boaters and paddlers to safe take-out locations. As is currently the case, information on the signs will be printed in English and Spanish. The size of lettering, and the signs themselves, will be of sufficient size that persons (even those with less than perfect eyesight) will not have to enter the danger zone to read the signs. Dam safety/warning signs will be designed so that when a boater is 300 feet away, the signs will be legible and easily noticed. Text on the signs will be worded to convey a message that clearly advises the reader of the real danger with statements such as: Danger - Dam Ahead, Danger of Drowning, or Stay Alive by Staying Out. International symbols indicating danger or hazard will be included on the signs to alert boaters who cannot read English or Spanish. 3-6 November 18, 2013
