Many of us are looking forward to the Fall weather and the upcoming holiday season even though it is often the busiest time of year. The pace of development and planning at Port Canaveral has been keeping many of our members and our port community in a constantly busy mode. The construction of Cruise Terminal 1 is nearing completion and planning for the Cove development has proceeded to the next steps. The progress towards the beginning of operations for the container business and the pursuit of a new cargo opportunities such as the automobile import/export facility is the result of the commitment of the Port towards a healthy diversification of business lines that many have been working diligently towards for years. It continues to be exciting for all of us to be a part of this dynamic and growing port and to contribute to bringing the vision of our port leadership to reality. Richard Grimison President In club news we have continued to work on our efforts to spread the word to our community about maritime industry jobs as part of our education mission. In September, Siegrid Dixon joined me in giving presentations on maritime industry employment to the staff at the CareerSource Brevard centers in Titusville and Rockledge. Thank you to members and CareerSource Brevard representatives Sheryl Cost and Lori Robinson for setting up the visits. In addition, we have provided information on employ-
2 Page 2 Propeller Club Port Canaveral News President s Message continued ment opportunities to individuals who have contacted the club and made inquiries through referrals or after seeing articles about the club s education mission. As our club grows and matures along with the growth of the port, and with the amazing amount of support we have received from our sponsors, we realized that we are at the point where it is time to update our sponsorship structure. We are developing a new structure which will be called partnerships and will offer multiple levels of support opportunities. We have looked to some of the other Florida clubs for examples of what an enhanced structure might look like. Increased support levels will allow the club to increase our level of service to our mission, to our members and to our charitable endeavors. To that end, we are also moving forward with plans to create a new foundation to handle our scholarships. Our plan is to organize the foundation as a 501(c)(3) so that donations will be tax deductible, and we plan to increase the amount of scholarships we provide in the future. None of these improvements would be possible without the support of all of our members and sponsors. We thank all of you for your support and we are open to any and all suggestions and ideas. Elsewhere in this newsletter you will find information on volunteering for those of you who may have the time to become more involved with the board and on the committees. All are welcome! In closing I would like to recognize two of our club and board members who have given our Port Canaveral club recognition and prominence through their tireless efforts in volunteering on the International board and with the Southeast Region board. Both have previously served our club as President and have remained active on our board. Jack Crockett is currently serving as the International Propeller Club of the United States Treasurer and has been involved in efforts to improve the International s operations and management. Dennis Thompson currently serves on the International board, has served in the past as Southeast Region Vice- President and is currently involved in reinvigorating dormant chapters as well as working to open new chapters in ports throughout the Southeast region!! (Anyone with contacts in Puerto Rico and Panama, talk to Dennis!!) Congratulations and thank you to Jack and Dennis for their countless hours of volunteering and to the commitment and passion they bring to our Port Canaveral chapter and to the International board and Southeast region!

8 Page 8 Propeller Club Port Canaveral News July Southeast Area Maritime Industry Safety Training Propeller Club President Rich Grimison participated in the Southeast Area Maritime Safety Training program on Hazardous Waste offered at the Residence Inn at Port Canaveral the week of July 21. This training includes awareness, operations and technician levels and includes "hazwoper" certification for those taking all 40 hours. Participants in the training included members of the Port Canaveral fire department. The course is free, and is offered through Nova Southeastern University and local partner Clean Space Coast Cooperative, and course instructor/coordinator is Propeller Club member Patrick Brady of the Cooperative. Given the fact that our port is home to two oil product terminals and tank farms as well as the fact that many hazardous materials are used and stored at other port facilities, all port area workers are encouraged to attend future courses! The Propeller Club will announce future course dates to all members. For more information contact Patrick Brady at pcbsse@gmail.com.
9 Fall Edition 2014 Page 9 Propeller Club August 2014 Meeting: Candidate Forum The Propeller Club August 6 Luncheon meeting featured our "Candidate Forum." The two candidates contesting a seat on the Port Commission in the primary election, incumbent Commissioner Frank Sullivan and Radm. Wayne Justice, USCG (Ret.) presented their backgrounds, experience, and reasons why each should be elected (or re-elected) to the Port Commission. Congratulations to Radm. Justice who went on to win the primary election. A sincere thank you for your service to Commissioner Sullivan for his outstanding contributions to the Port during his term on the Commission. Photo courtesy of MALCOLM DENEMARK/FLORIDA TODAY Propeller Club September 2014 Meeting: State of the Port Port CEO John Walsh gave the State of the Port Update at the Propeller Club luncheon on Sept 3. Walsh highlighted the progress being made on the navigation channel and terminal projects and spoke about new cargo business such as scrap metal, automobiles, and containers. He pointed out that the Port is well positioned to serve a small share of Florida s over $160 billion a year container business, which even if the Port only filled a 1% share, the amount would rival the value of the cruise industry in the entire state.

People began to refer to ships by the number of tuns she could carry. "Oh, the Amiable Nancy is 30 tuns." Out of this practice the Gross Register Ton (GRT) developed. It is a measurement of space. It equals 100 cubic feet. There are zero pounds in a Gross Registered Ton. So, when someone tells you, "The Disney Magic weighs 85,000 gross registered tons," you may want to raise an eyebrow. ~Earl McMillin
11 Fall Edition 2014 Page 11 The Captain s Corner This Captain s Corner is brought to you by LT Alexandra Miller, the Assistant Port State Control Branch Chief. As always, if you have recommendations for future topics, we would appreciate your input. See you in the port! CAPT Tom Allan, Commander, USCG Sector Jacksonville Ebola Virus: Coast Guard Preparedness in the Maritime Domain A key component of the vessel screening process is accomplished via the Sector s Joint Maritime Advance Scheduling and Targeting Team (JMASTT) which is comprised of Coast Guard and Customs and Border Protection personnel. The purpose of JMASTT is to have a joint, systematic, holistic risk assessment of vessels, crews, and cargo entering the Sector Jacksonville Captain of the Port zone. Foreign vessels are required to submit an Advance Notice of Arrival (ANOA) and report their last five ports of call. Part of JMASTT s function is to review ANOAs, as well as, use reporting data bases to screen vessels arriving from high risk areas well in advance to their arrival so that risk can be assessed and appropriate mitigation actions implemented. Additionally, U. S. regulations (42 CFR 71.21) require masters of vessels destined for a U. S. Port of entry to immediately report any death or illness among the vessel s passengers or crew to include persons who have disembarked or have been removed from the ship due to illness or death. This requirement was recently updated on March 10, 2014 so that cargo ships, vessel agents and the Coast Guard can use the Maritime Conveyance Reporting System. Reports are reviewed and an initial assessment is conducted, at which time, the CDC may direct the Coast
12 Page 12 Propeller Club Port Canaveral News (Continued from page 11) ment of the symptoms. Following the assessment, a contingent of properly Guard to hold the vessel off shore at a designated anchorage until a thorough medical assessment can be conducted. A recent example of the Coast Guard responding to a report of an unknown medical illness aboard a foreign vessel destined for a U. S. port occurred in Port Canaveral. On July 1, 2014, while off Port Canaveral, the master of the M/V J. S. COMET reported that 19 of his 21 crew were exhibiting signs of a severe illness. Sector Jacksonville withstanders immediately coordinated with the Coast Guard s Seventh District flight surgeon and the CDC to conduct an initial assess- equipped and trained members from Coast Guard Station Port Canaveral and Cape Canaveral Fire department boarded the vessel to conduct a hands-on medical assessment. The illness was determined to be a severe case of food poisoning. While this was not a communicable disease case, it serves as an example of federal, state, and local port partners identifying the key risk factors, establishing a safe course of action, and executing the rescue plan in a highly coordinated and efficient manner. Ultimately, 19 of the 21 crewmembers were medically evacuated via Coast Guard helicopter and received treatment at the Port Canaveral hospital. For guidance reporting a death or illness aboard a vessel please visit the CDC website dex.html. In addition, please see Marine Safety Information Bulletin 12-14, Ebola Virus Precautions, at _ pdf

14 Page 14 Propeller Club Port Canaveral News CALL FOR VOLUNTEERS!! The Propeller Club of Port Canaveral has many opportunities for volunteering and we could use additional help on several of our committees. We are especially looking for volunteers to serve as Luncheon Coordinators on our Programs Committee. This entails sending out the luncheon announcements and reminders by and the Constant Contact event registration web site. We could also use help on the Membership Committee in processing membership/sponsorship applications and renewals which entails adding names to our membership and sponsorship lists, replying to inquiries and welcoming new members and sponsors. Additional opportunities are available on our Education Committee and our Public Affairs Committee. We are looking for more volunteers to participate with the Port Authority and Brevard Schools in the successful EMBARK program. Volunteers are needed to act as speakers in school class-rooms giving presentations about the Port and maritime industry jobs. Speakers from all of the different businesses in the port are needed! Learn more about this program on the EMBARK website. If any of you have talents in any of these areas and would like to help out please let us know. We welcome new ideas! No experience necessary! We have a volunteer opportunity available to assist the Cove Merchants Association on October 4 at the Pink Ribbon Walk and Port Fest working the registration table starting at 7 am. If you have teens who need volunteer hours for school we welcome their help with this effort and with the KBB clean-up days! For more info on any of these opportunities the club at propellerclubcanaveral@gmail.com or speak to any of the officers and board members.

18 Who We Are We are on the web! We are a local chapter of the International Propeller Club of the United States and we support Port Canaveral and area businesses, the maritime industry, the U.S. Merchant Marine, the U.S. Coast Guard and the U.S. Armed Forces, especially our local units in the port community. The club's single most important function is to foster relationship-building and facilitate communication among Port Canaveral stakeholders and area business owners and managers. We do this by hosting monthly luncheons featuring guest speakers covering topics of interest including updates on the various projects being developed in the Port, hosting forums highlighting candidates for the Port Commission and other local elected positions, and hosting special events during the year such as our annual Shrimpfeast at the Coast Guard Station, our VIP viewing of the fireworks at the Port in July and our Christmas Party. We also provide opportunities for giving back to the community through support of several charitable organizations and scholarships for High School graduates pursuing maritime-related college or career training. We believe that in this day and age where so much communication is done electronically, it is more important than ever to enjoy a few moments of personal conversation and "face time" with our fellow port community members at our events. Propeller Club Port Canaveral is on Facebook!! Come and like us to join the conversation!
