1 MINUTES TOWN COUNCIL TOWN OF SHENANDOAH REGULAR MEETING JULY 22, 2014 CALL TO ORDER: The Shenandoah Town Council held its regular meeting on Tuesday, July 22, 2014, at 7:00 p.m., with Mayor Clinton O. Lucas, Jr., presiding. The meeting began with the Pledge of Allegiance. ATTENDANCE: Council Members present were: Mayor Clinton O. Lucas, Jr.; Vice Mayor William Kite; Councilmen Russell Comer, Jr.; David Hinkle; and Richard Pierce. Council Members absent were: Charles Jenkins. Other Town Officials present were: Larry E. Dovel, Town Manager; Juanita F. Roudabush, Assistant Town Manager/MMC; and Paul Davis, Chief of Police. Citizens present were: Fifth District Board of Supervisor Dorothy Pendley; Page County Economic Development and Tourism Coordinator Stephanie Lillard; Craig Lancto; and Mike Uram. Media Representatives: Caleb Soptelean, The Valley Banner. RECEIVING OF VISITORS Page County Economic Development and Tourism Coordinator Stephanie Lillard presented Council with updates and information regarding a LOVE art contest the Town may decide to compete in. She explained the contest is open for 20 localities, but seven (7) of them have already received the funding to have a sign in their locality. The Virginia Tourism Commission is providing $1,500 for localities with winning designs for a total of 20 different signs. The Town of Shenandoah could compete in this contest and possibly have a sign in Shenandoah where tourists and locals could use for photographs. The Council will need to determine if they would like to compete in this contest, where they would like to have a sign placed, and authorize maintenance of the sign for a period of at least 12 months. The Virginia Tourism Commission requires the sign to be visible from a major road or way finding signs would have to be installed to direct visitors to the sign. The Council will also need to determine if they want to design the sign or open it up to the community and/or high school art students for possible designs, with the Council having the final word on what is submitted for consideration of the funding. She explained there is a time constraint in trying to submit an application for consideration, as the Virginia Tourism Commission has only budgeted for a total of 20 signs this year. They have already approved 7 signs with more applications being submitted regularly, there is the possibility they could run out of funding for this year.
2 2 Mrs. Lillard then reported there are three (3) businesses very interested in locating to Page County. Some of the prospective businesses may bring a significant number of jobs to our County. She is working with all of them to find suitable spaces to operate out of now. She is also working with the school system to expose the Junior and Senior high school students to the professional businesses we have working in the County now and to entice more interest in machining, welding, and other types of careers right here at home. The Page County Technical Center is also developing a welding course this year and may add other courses in the future to meet local industry needs. Mayor Lucas and Council Members thanked Mrs. Lillard for all the information and noted they appreciated the updates. They will consider the LOVE art contest and get back with her soon. JULY 8, 2014 REGULAR MEETING MINUTES: A Motion was made by, seconded by, to approve the Minutes held on July 8, 2014, as presented. APPROVAL OF BILLS: There being no questions, a Motion was made by Vice Mayor Kite, seconded by Councilman Comer, to approve the bills, dated, in the Combined Accounts Disbursement Warrants # #32904 in the amount of $94, Members Roll Call Vote was as follows:
3 3 TREASURER'S REPORT: Mayor Lucas read the Treasurer s report, submitted by Deputy Clerk/Treasurer Christl McCoy, for. A Motion was made by, seconded by Vice Mayor Kite, to approve the July 22, 2014 Treasurer s report in the amount of $1,208,676.38, as read. CORRESPONDENCE Item # 1 Mayor Lucas and Council Members received a memorandum from Industrial Development Authority (IDA) Secretary Christl McCoy regarding Frank Worley s interest in filling the vacancy on the IDA board. The seat was vacated by U. S. Rinaca, Jr., in April of The term is through November 2014, at which time Council will decide to appoint someone in the position for four years. stated he spoke with Mr. Worley and he does seem well qualified to serve in this position. stated he also spoke with Mr. Worley and would also recommend him for this position. A Motion was made by, seconded by Vice Mayor Kite, to appoint Francis Frank Worley to fill the unexpired term on the Shenandoah Industrial Development Authority, through November 13, 2014.
4 4 Item # 2 Mayor Lucas and Council Members reviewed the June 2014 Police Report. Following questions, Chief Davis noted they would review the odometer readings on the report for their vehicles and make any necessary corrections. Chief Davis reported the police department has been busy with narcotics arrests and other issues they have been dealing with recently. Following questions, he stated speeding along Junior Avenue will be addressed. Item # 3 Mayor Lucas and Council Members received a thank you letter from Grace House, Inc. for the Town s recent donation to their organization. Grace House, Inc., also provided a list of their Board of Directors and contact information. Grace House helps women in recovery. Item # 4 Mayor Lucas and Council Members noted they are still waiting on a second price quote for a maintenance agreement on the Town s emergency generators. The Council plans to make a decision on this matter at the next meeting. Item # 5 The Shenandoah Time Trial will be held on Saturday, July 26, 2014, beginning at 8 a.m. with registrations at Stevens Cottage. The estimated 200 bicycles will race against the clock through a route that begins in Town and winds its way to Naked Creek and back. Everyone was invited to come out and greet the bicyclists, which will also have a wounded warrior component. The Shenandoah Heritage Center will sell food during this event as a fundraiser for Stevens Cottage projects and maintenance. Town employees will serve as road guards for this event and police officers will assist with traffic control as well. It was also noted the Page Valley Bicycle Road Race will take place on August 2, 2014, in Stanley. More information on this race is available by ing gouldchris@netzero.com. Item # 6 Mayor Lucas stated the 3 rd Annual Combat Veterans Association Motorcycle Club will ride in the Bull Run III, which is a motorcycle ride from Manassas to Shenandoah on Saturday, July 26, They are expected to arrive between 12:30 to 1 p.m. for a lunch at the Shenandoah VFW. Citizens are being urged to stand along their route and wave as they pass by to say THANK YOU to these Veterans. The route is: 340 S; right on Virginia Ave; left on First St; left on Maryland Ave; left on 11 th St to VFW. Veterans suffering from Traumatic Brain Injury and/or PTSD will receive proceeds of the ride. More info: Extreme caution should be used when driving in or around Shenandoah on Saturday.
5 5 COMMITTEE REPORTS WATER & SEWER (Chairman Kite and Councilmen Comer and Jenkins) inquired about the cones in the road on Seventh Street. Town Manager Dovel stated the public works department had to rod out a sewer clog and will need to install a riser on the manhole cover now. STREETS & PUBLIC PROPERTY (Chairman Kite and Councilmen Comer and Hinkle) Committee Chairman Kite requested the public works employees remove the vine growing on the railroad tunnel on Maryland Avenue. POLICE, SAFETY, & JUDICIAL (Chairman Kite and Councilmen Hinkle and Vacant) There was nothing to report during this period. TAXATION & FINANCE (Chairman Pierce and Councilmen Kite and Vacant) Committee Chairman Pierce stated the Town received the year end budget reports for review. PARKS & RECREATION (Chairman Comer and Councilmen Pierce and Vacant) Committee Chairman Comer reported the following Parks and Recreation News: Veterans Park Expansion of the racks to hold more bricks will begin soon. The new section will be centered next to the existing retaining wall, but will be made exactly like the existing holders. The new section will not block the existing sections and it will also be visible from the street. Shenandoah Machine Shop will construct the new racks and it is expected up to 160 more bricks can be installed. A waiting list is at Town Hall with about 100 names already. Big Gem Park Grills have been ordered and will be installed soon. River Park JMU Crew Club is repairing their dock and the Town is helping them contact a contractor who may be able to help them in this area. The JMU Crew Club is a huge asset to our Town and River Park. INDUSTRIAL, ECONOMIC DEVELOPMENT & PROCUREMENT (Chairman Jenkins and Councilmen Comer and Pierce) reported the Chamber s Business After Hours at Stevens Cottage, held on Thursday, July 17, 2014, was a success. The event was hosted by The Shenandoah Heritage
6 6 Center and The Shenandoah Industrial Corporation paid for the food served. There were close to 50 officials and business people attending this event. COMMUNITY SERVICE (Chairman Kite and Councilmen Jenkins and Pierce) Committee Chairman Kite stated Sullivan Mechanical Contractor s new storage building on US Highway 340 looks really nice and should be given a Community Enhancement Award in the commercial category. He also noted the house at Virginia Avenue and Fourth Street is almost complete and looks really nice with the new siding installed. An award will be given to them as soon as they finish cleaning up the construction debris. PERSONNEL (Chairman Pierce and Councilmen Hinkle and Vacant) There was nothing to report during this period. POLICE REPORT There was nothing further to report during this period. UNFINISHED BUSINESS inquired about the proposed golf cart ordinance? Following a brief discussion, it was the consensus of the Council to not pursue implementing a golf cart ordinance at this time. Mr. Rudolph brought this suggestion before Council at a previous meeting and a letter will be written to him explaining it is not feasible to implement this ordinance at this time. NEW BUSINESS There was nothing to report during this period. TOWN MANAGER S REPORT There was nothing further to report during this period. MAYOR S REPORT There was nothing further to report during this period.
7 7 FOR THE GOOD OF THE TOWN Fifth District Board of Supervisors Member Dorothy Pendley stated Bobby Fox agreed to allow use of his display windows in his vacant commercial building on First Street and volunteers plan to clean them and display Town History items on a rotating basis.
