In the Temlate Code, we have allowed it only in laces with highe vehicula taffic than othes. If it is initially necessay fo the success of the aea, it could emitted in the initial code, then infilled at a late date and emoved fom the code. Managing access to lots is key to the success of any shoing steet, with the goal of limiting conflicts between edestians walking safely along sidewalks and vehicles cossing the sidewalks enteing dives to aking o sevice aeas. Access to the lots is ideally handled though an alley system. Cone acels will have no touble meeting a seconday o non-imay steet diveway equiement; howeve, inteio lots along Pimay Steets will be inaccessible. This wok begins by undestanding that all laces ae not the same and that a one-size-fits-all aoach to zoning and develoment limits otions. In Euclidean zoning, land is designated as single-use disticts such as single-family esidential, commecial, o industial, with limited equiements fo building fom. Fom-based codes ae an altenative tye of zoning code that consides the chaacteistic of individual sites, such as thei oximity to ateial steets and suounding neighbohood land uses, and assign steet and building tyes based on the context of the neighbohood. This actice esults in a vision-- moe cohesive neighbohoods that ae active, walkable laces with a mix of uses and housing tyes. Communities oactively code fo the tye of develoment they want, athe than defensively coding fo develoment tyes they do not want. To advance that goal, the Bueau of Economic and Business Reseach at the Univesity of Utah ( BEBR ) is leading effots to ceate a egional housing study. Woking closely with local officials, BEBR will daw on existing municial housing lans, assess the cuent and ojected suly of and demand fo diffeent tyes of housing, and ecommend how a lage shae of the housing needed in ou egion can be ovided in centes, with multile tansotation otions. The housing study will omote new housing that fits the community chaacte and enhances neighbohoods. By keeing the costs of housing and tansotation in check, new ootunities fo many esidents with modeate incomes o secial needs can be ceated. A lage comonent of the is enabling this vision by oviding a vaiety of Building Tyes fo esidential use. These Building Tyes ceate a ange of housing otions by allowing fo townhomes, aatments, and single family homes at a vaiety of scales and ice oints. Plannes inceasingly use comute temlates to evaluate the long-tem imacts of today s land-use and tansotation decisions, and develoes and lendes use temlates to assess the financial viability of ojects. The Univesity of Utah s Metoolitan Reseach Cente is woking with Fegonese Associates, the achitect of the wold s leading land-use imacts temlate, to add significant caability to that temlate based on the Metoolitan Reseach Cente s cutting-edge eseach. The new temlate, dubbed Envision Tomoow Plus (ET+), will be housed at the Univesity of Utah and conveted fom a oietay temlate to an oen-souce tool available to anyone. ET+ will hel elected officials, develoes, lendes, lannes, oety ownes and esidents make decisions about the best way to build thei communities and each consensus on how to oceed based on mutual benefit. Fo examle, the stakeholdes could exloe a ange of building tyes and uses at a develoment site. ET+ will then analyze how each otion will efom, measuing such things as tansotation effects, maket demand, housing and tansotation costs, enegy consumtion, ai quality imacts, wate and land consumtion, ublic fiscal imacts, etun on investment to the develoe and lende, otimum edeveloment timing, health imacts, emloyment gowth and esilience, ublic at and amenities, and much moe. The ET+ goal would be fo the Place Tyes and Building Tyes found in the Temlate Code to coodinate seamlessly with the scenaio temlate o a vesion of the scenaio temlate. Recognizing that a good examle is often the best teache and motivato, the oject atnes ae woking with local stakeholdes at eesentative centes identified in the Vision to ovecome baies and facilitate aealing and efficient develoment ojects. The initiative includes six catalytic sites, listed below, which eesent a ange of community tyes and tansotation modes common in othe centes in the egion. The lessons leaned with these centes will be tansfeed to subsequent ocesses at simila centes along the Wasatch Font. The Temlate Code was designed fo these communities to calibate it to fit thei local vision. In close collaboation with local officials, Envision Utah is conducting a stakeholde ocess at each site, tailoed to the aticula needs of the community. Whee it has not been done aleady, the stakeholdes will hel ceate a seies of viable futue develoment otions, o scenaios. Using Envision Tomoow Plus (ET+), Envision Utah and stakeholdes will analyze each scenaio to identify which achieves the best esults. The Temlate Code utilized these catalytic sites, in addition to seveal othe centes and coidos identified by the Wasatch Choice fo 2040 Plan, to establish Place Tyes. Maket demand, envionmental and hysical conditions, cuent zoning and land use egulations, as well as ublic infastuctue caacity often oduce these baies. The Imlementing Centes ogam seeks to assist communities with detemining otential baies and ovide stategies fo addessing them, while also oviding communities with guidance on conducting a maket analysis to bette undestand cuent maket conditions. Thee e-develoment checklists will walk communities though an assessment ocess. The fist checklist focuses on community wide issues such as ublic olicy, ocesses, and lans. The site aea assessment assists communities with undestanding baies in a moe focused location, including zoning and ublic infastuctue issues. The oject due-diligence assessment addesses oject secific baies, including envionmental cleaances and hysical conditions. A coesonding community develoment guidebook will hel communities undestand methods fo mitigating o emoving these baies, including aoiate zoning changes. The Temlate Code could then be utilized to assist in develoing a moe aoiate code fo the location. 5

All infomation should be calibated secifically to meet the goals and vision of a secific lace. Tie 1: Place Tyes The Place Tyes make u the oganizing stuctue fo the Temlate Code. Alication of the code to a aticula location equies selecting and calibating one of the ovided Place Tyes, eithe to eesent the existing, the desied, o a combination of existing and desied fom and use of the lace. Each Place Tye then emits a unique combination of all of the othe elements of the Temlate Code (Disticts - Uses and Building Tyes, Steets, and Oen Saces), woking togethe to esult in the desied hysical fom fo the aea. Note that a Secial Use/Camus Place Tye is shown hee in gay text. This Place Tye is not included in the Temlate Code as the equiements fo this (likely) single use lace would be vey secific to that single use. The Disticts (with Uses and Building Tyes) would not be alicable to such a lace, but ae geaed moe towads walkable centes and coidos with a mix of uses. Tie 2: Disticts, Steets, & Oen Sace Each Place Tye emits a unique mix of Disticts, Steet Tyes, and Oen Sace Tyes. Diffeent quantities of the Disticts also hel define the Place Tyes; fo examle, the Metoolitan Cente consists mainly of Coe and Geneal Disticts; while the Uban Neighbohood consists mainly of Geneal and Edge Disticts. The combination of Disticts, Steets, and Oen Sace wok togethe to ceate an identifiable ublic ealm, defined by the buildings and uses within the Disticts.
