Te Waka Putea Ltd The past few months have brought to bear the old saying; in life completion is not a conclusion rather, it is an introduction to a new chapter of the same journey. The completion of Te Runanga Constitution led onto Te Runanga being approved as a Mandated Iwi Organisation, (MIO) and to the establishment of Te Waka Putea Limited as the Asset Holding Company (AHC). for Te Rarawa. With the AHC in place Te Rarawa is now eligible to receive its allocation from TOKM of $6.9 million in cash and assets as its share of the Fisheries Settlement. The completion involved a 75% approval of the AHC s Constitution, by the Runanga Delegates/Trustees. A percentage of all the cash that Te Rarawa will receive in settlements will be distributed to each of the Hapu Marae. A portion of this will be based on the number of Registered members of each marae therefore it is important to each Hapu Marae that their whanau register on Te Rarawa database. So if you are reading this report and you are not registered you are doing your marae a dis-service. Marae Elections There will be two elections that each Hapu Marae Committee will be conducting over the next three months. The first will be the election for the position of Te Rarawa Chairperson, which will take place between 21st September and 14th October. The results of all the Marae elections will be counted at the Triennial elections for the Chairperson, which will take place at the Runanga meeting on the 18th of October 2006 held at the new premises of Te Runanga 24 Matthews Ave, Kaitaia. The candidates for the position of Chairperson are: Buddy Nathan Matiu King Malcolm M Peri Haami Piripi Mere Tau The second election will be the election for the new marae Delegates to be held at a Special General Meeting, convened by each of the Hapu Marae. Nominees for the Marae Delegates have been advertised and will be closed on the 13th October The elections will take place in late October & November, in order that the new Delegates can be announced at the Runanga meeting on the 15th November Any adult member of Te Rarawa, registered with Te Runanga, wanting LABEL to participate in one or both of the elections may do so by requesting the relevant voting documents and Delegate Nominee forms from Te Runanga Office. Te Rarawa Festival 2006 Te Rarawa is gearing up for one of the biggest events it s ever held and it is expected that about a thousand of Te Rarawa whanau will descend on Kaitaia township for a week-long multi-event festival. The Festival begins on Tuesday 31st October and runs until Sunday 5th November with the key aim of celebrating Te Rarawa progress over the past two decades. Te Rarawa Festival has a slogan of Celebrating Te Rarawa Together. The opening ceremony of the festival will take place at Ahipara, Te Oneroa a Tohe, Ninety Mile beach s Foreshore Road. Appropriately, it is the site where Te Rarawa hosted a protest rally against the government s Foreshore and Seabed Legislation in Known as the Hands Across the Beach event it won national media attention, but most importantly, it provided a unifying occasion for Te Rarawa, which was supported by other iwi and other people who wanted to show their opposition to the Foreshore and Seabed Legislation. The hapu development is an initiative aimed at empowering each community within Te Rarawa rohe. The objective is to engage hapu and whanau in discussions regards to planning the future development of their community and involving whanau, both living in their hapu communities or elsewhere. The Motuti community is in the process of developing a tourist project around their marae with the fully carved wharenui Tamatea and St. Mary s Church where Bishop Pompalier is interned. They have also begun a Tourist Training Course run in conjunction with Te Runanga and Northern Polytechnic Institution. Te Runanga has a special project team who are taking responsiblity for this initiative. 2 Wharangi tua rua 2 and trophies will be presented at the conclusion so give it a go! As always Marae and Kura Kapa Haka is shaping up to be a draw-card feature. Make sure your Marae has a team and again there will be prizes and trophies awarded at the day s conclusion. There will be a myriad of background activities like historical displays, Whakapapa and oral history; Art and craft for purchase; exciting Interactive workshops assisted and enhanced by modern technology tools; Food stalls; Te Rarawa archival film features; Indigenous and International conventions; Ta moko; and a new house raffle. Nau Mai! Piki Mai! Haere Mai! This year marks the 20th anniversary of the establishment of Te Runanga O Te Rarawa. To celebrate and acknowledge the journey that the whanau and hapu of Te Rarawa have travelled, a week-long Te Rarawa Festival will be held from 31st October - 5th November Te Rarawa Fest 06 starts on Tuesday 31st October and concludes on Sunday, 5th November of this year. The festival is expected to attract around 1,000 Te Rarawa whanau from around the country and overseas. Te Rarawa Fest 06 has a slogan of Celebrating Te Rarawa Together and represents a 20 year celebration of Te Runanga O Te Rarawa. The cake cutting ceremony on the opening day has seen tempered excitement about who will receive the Taonga. How will this be done? is the question on everyone s is asking come and be part of this historical event. As Te Rarawa Fest 06 draws closer, many are eagerly anticipating the prospect of bargain-priced bus tours within the rohe of Te Rarawa and Aupouri Peninsula. Event Coordinator, Jean Beazley, says this is a good opportunity to see some of the magnificent landscapes and stunning features of Te Hiku O Te Ika at the cost of $10. Standard pricing for these trips are around approximately $40 per adult. A writing competition is also running as part of the Festival. E Tuhi Te Rarawa! There are cash prizes for the competition and interest was shown even before the last Kukupa was issued. Queries for the sports carnival continue to pour in and given the timing of the festival we can see this day as being a great family day. For the littlies who can t take part in the sport events, an inflatable castle, hot dogs and mini bikes should keep them occupied. Prizes So much interest has been raised regarding the Kuia and Kaumatua dinner that I can only advise anyone wanting to attend to go straight to the registration desk for a ticket. Remember that people who are registered for the festival have the first right to attend. So waea mai. Of course the Te Rarawa Ball, like the above dinner, is also shaping up for over-subscription as people dust off their finery or buy new gear. But first you must have a ticket! Those people registered for the festival do have first preference so again a good reason to register. The Festival will be formally closed on Sunday morning with a mixed denomination service, Poroporoaki and light lunch. Then starts the journey home and the massive cleanup for those ones lucky to be living in paradise. 3 E Tuhi Te Rarawa! E Tuhi Te Rarawa! is a commemorative writing competition being held in conjunction with celebrating the 20th anniversary of Te Rūnanga o Te Rarawa. There are two divisions: Reo Rangatira and English Language. Each division has two categories: one for school-age entries and one for any age. The topic to write on for the English language division is Being Te Rarawa. The topic for Reo Rangatira is Koinā ko Te Rarawa. The topics are open to your interpretations, and you may write fiction or non-fiction. However, you must write prose sorry, no poetry. The new closing date is Friday 13th October and winners will be announced during the Te Rarawa celebration week. Please etuhi@terarawa.co.nz or go to for an entry form and conditions of entry. Exhibition Celebrate Te Rarawa at the numerous events set for the week of 31 October to 5 November, including an exhibition marking 20 years of Te Runanga o Te Rarawa. The exhibition of Te Rarawa highlights, milestones and turning points will be on display daily at the, and you are invited to contribute your ideas, your personal and community reflections, or kōrero about your marae and community. We welcome all contributions, and prompt your thinking by asking you these questions: What big projects, milestones and events occurred at your marae during the last 20 years? What supporting photos, other images, documents or artefacts could you display to tell the story of one of those happenings? What little known story would you like to tell about your marae, hapu or community? What particular tupuna would you like to see represented in some way maybe a well-known leader, a carver, a weaver, a signatory of the Treaty of Waitangi, or a soldier? If there was just one thing about your marae and community that you would celebrate during Te Rarawa Fest 06, what would it be? The exhibition will focus on the last 20 years, , though aspects of Te Rarawa history will also be included. It will include static wall displays with photos and other images, brief text, and a relaxing reading area to look through photo albums, interesting and historical images and documents, or completed research and project reports. RONGOA: This workshop offers you the opportunity to learn the natural use for plants and shrubs to heal the sick and uplift the living. It also involves some hands on activities to make some samples. Te Rarawa Fest Inter-Marae Sports Day kicks off on Saturday 4th November, and will see some of the best athletes from various Te Rarawa Marae do battle against each other within the domains of Touch Rugby, Netball, Rippa Rugby, Golf and Bowls. All Te Rarawa descendants are eligible to participate and the inclusion of junior and senior divisions will ensure most age groups are catered for. Each sport will have its own trophy which will be awarded to the top team or individual, ultimately leading up to the supreme award, Te Rarawa sports trophy which will be presented to the Marae who performed best within all the various sporting codes on offer. The Touch, Rippa Rugby and Netball will be held at Moerua Park Kaitaia (Netball Courts) from 9am to 3pm. International Issues & Te Rarawa One of the workshops is on International Issues & Te Rarawa. Māori have long been involved internationally in the protection of our Treaty rights and as our rights as indigenous peoples. As indigenous peoples we continue to face gross human rights violations resulting from historic injustice, systematic discrimination and marginalisation. International instruments and mechanisms such as United Nations Committee for the Elimination of All Forms of Racial Discrimination (through which Te Rarawa supported a petition against the Foreshore and Seabed Act 2004), the United Nations Special Rapporteur (who visited New Zealand in November 2005 to inquire into and report to the UN on the Human Rights situation of Māori) and the UN Draft Declaration on the Rights of Indigenous Peoples (adopted in June by the UN Human Rights Council) provide tools that all Māori can use to advocate and protect our rights. Utilisation of these tools is becoming more relevant and important as domestic processes increasingly fail to protect our Treaty and human rights which successive governments continue to erode and purport to extinguish. Claire Charters is Te Arawa, and a Lecturer with the faculty of law at Victoria University of Wellington. Claire will highlight some of the key international instruments available to Te Rarawa and Māori nationwide to advocate, raise awareness about and protect our rights as Māori in Aotearoa. 9 Te Oranga Mini ball has been a great success. Recording huge numbers in attendance as participants, and spectators have been growing in numbers as the competition has progressed. It has been great to see principals taking a supportive role in their school s participation in the event, notably Beth Raines principal of Awanui School, and Shaun Stevenson principal of Ahipara School; their commitment to their respective teams has proven a hit, with both schools doing very well in the competition. Special mention must be made of Keziah Lewis who attended a basketball Jamboree over the past weekend, and gained selection into the under 12 rep squad to attend the Great Murray River Jamboree, in Australia. The team is selected from players as far south as Rotorua; Keziah has been playing in the Mini ball competition with a leading role in her K.I.S Dragons team. Following is the report from last week s games Thursday night saw the midgets grade, dominated by Te Oranga Shakers, the Shakers adopting a unique defensive strategy, allowing their opposition the opportunity to cross the centre line before playing hard core defense, forcing turnovers, and converting them to points at the offensive end with each player playing vital roles in the team s success. This tactic has been successful for the team through out the tournament, with other teams slowly catching on, and trying to come up with new ideas. The Under 10 s grade, was captured by Pukepoto Saints, with some exceptionally talented players; Manawa Davis has shown some first-rate ball handling skills, and on this occasion, proving he has the shooting skills to match; contributing to over half the teams points total. And for Abundant Life Jireh, a monstrous bench to choose from has given them great opportunities in the competition. The game has been started, the challenge is set...looking forward to what kind of flair the competition is going to bring out next term. Te Hapua not short on their own talent, were able to draw on all rounder, Kihiroa Wihapi, doing the damage at both ends of the court, with the discipline to stay on court, despite having one foul left. Te Hapua stuck to the full court man to man offence which has seen them win every game they have played during the competition. Their offensive game just as tight as their defensive game, enables teams that are ready to take them on next season with an opportunity to develop tactics to gain the upper hand, the challenge has been laid. Awanui Magic make a clean sweep of the competition in the Under 14 grade, winning every match they played, and amassing 156 points on their journey to the top. Their final victory against the Herekino Tritonz who themselves are not short on talent, with bold players like Matty Silich and Nathan Rawiri bringing fierce competition, and explosive speed to their teams performance. The match winning factor in this game was high-quality combinations between Tammy Kingi and Duchein Hape having a stunner, producing a combined 24 points between them. 10 Wharangi tua tekau Mana Wahine Tryathlon 4th November A number of organisations; Te Runanga o Whaingaroa, Te Hauora o Te Hiku o te Ika, Te Oranga, He Oranga Poutama - Sport Northland, FNDC and Northland Health have been working collaboratively to hold a wahine tryathlon. The Try-athlon is aimed at Sedentary Wahine Maori although it is not exclusive to Maori, 18 years and over within the Far North. The Tryathlon will be held in Kaitaia at the Kaitaia Memorial Swimming Pool on the 4th of November A 12 week programme has been developed leading up to this date to help tautoko and support all the wahine to complete the event. These start on Monday 14th of August. The programme consists of workshops that will include; pre and post screenings (Blood pressure, BMI, weight and height and a walk test), motivational speakers, swimming, walk/run and cycle lessons, road and bike safety, nutrition and exercise tips and more. The workshops are a compulsory part of the programme. This is where we can help encourage all wahine to keep up with their training as well as providing resources and knowledge. Over the past month the Health team has been paying surprise visits to programme participants and their Whanau homes, to complete Random Fridge Checks, and what a surprise it was for some of them. Some Whanau were caught in the act of baking apple pies, some were trying to hide their stash of chippies, and some had chocolate fish and weren t to worried about hiding at all! But remember folks, we are allowed our treats every now and then, everything in moderation, don t over indulge with your kai, just have enough to keep you energied. Our Whanau have been really awesome in their efforts of making the positive changes, having gone to great lengths of arranging their cupboards so that the high fat, high sugar foods were on the top shelf of their cupboards (hard to reach area) and the more healthier options in the middle, easy to reach shelves, these whanau have really done their homework, and why wouldn t they, when we have prizes to give away at each camp for those that are really putting in the hard yards to change their lifestyle for the better. The feedback from the Whanau so far has been great, with this programme giving them the options and the opportunity to kick start their way to a healthier lifestyle. We would like to thank our local gym staff at Ruebenz Gym and Beta Body Health & Fitness, for their support with our tamariki; Kaitaia Primary for allowing us the use of Te Whare Marino, and to the efforts of the Te Oranga staff at our camps. Activities since 13th July 2006 July 19th: Adoption of new Runanga Constitution. August 5th: Recording of claimant interviews for WAI 262 Flora and Fauna claim Hearings, Pawarenga. August 11th:Meeting on Commercial issues with Shane Jones, Labour Party MP, Kaikohe. August 16th: Negotiators report to Rūnanga monthly meeting, Matthews Ave premises, Kaitaia. August 17th: Negotiations with the Crown, Wellington. August 22nd-24th: WAI 262 Flora and Fauna claim evidence Hearings before the Waitangi Tribunal, Auckland. September 11th: Rūnanga Asset Holding Company Constitution meeting, Kaitaia. September 14th: Negotiations with the Crown, Kaitaia. September 20th: Negotiators report to Rūnanga monthly meeting, Pikiparia marae, Kohukohu. Current state of Negotiations AIP Focus The Negotiations Team is mandated to put together a settlement package before bringing it back to the Runanga. Over the last four months we have made good progress in negotiations. We are very close to finalising the Whenua Ngahere proposal with the Crown. Having been inspired by the Ngāti Whatua settlement, we are working through a proposal looking at innovative ways of securing several key commercial properties, including the Landcorp farms at Sweetwaters and Te Karae, without committing a large part of our settlement quantum to their purchase. The Office of Treaty Settlements (OTS) is looking further into our Landcorp proposal. We are also considering the merits of a joint approach with other northern iwi regarding Te Oneroa a Tohe and the Far North Crown forests redress. If we keep up the momentum, we should still be on track for the Crown and Te Rarawa negotiating Teams to finally reach an Agreement in Principle (AIP) by Xmas. The Negotiators would then brief the Runanga and the Executive before calling a series of hui-a-iwi to gauge the level of iwi support. Subject to iwi approval, this document would then be forwarded to the Minister in Charge of Treaty of Waitangi Negotiations. If approved by the Minister, the AIP would then be offered back to Te Rarawa for ratification in the new year. After AIP ratification, Te Rarawa and the Crown negotiations would then be focused on turning the AIP into an actual Deed of Settlement. The Runanga Constitution In adopting an amended Rūnanga constitution, a major challenge has been satisfying both iwi and Te Ohu Kaimoana requirements. However, the amendments to the current constitution were finally passed, with flying colours, on 19 July prior to the Rūnanga AGM. The next phase will be establishing the Rūnanga Asset Holding Company to receive any settlement assets and to continue development of our iwi asset investment and benefit distribution strategies and policies. Rūnanga Asset Holding Company (Te Waka Pupuri Putea Ltd) To meet Te Ohu Kai Moana deadlines, a special Delegates meeting was held on Monday 11th September to go through the draft provisions of the Asset Holding Company Constitution. The Rūnanga obtained the required 75% delegate support threshold which enabled the AHC constitution to receive TOKM recognition. The provisions include that the CEO be ex-officio to the new board of five directors. Two issues now arise, and these were discussed at the September Rūnanga meeting: Firstly putting five company directors in place. Secondly, agreeing about the role of Te Waka Pupuri Putea Ltd and what assets to the company will manage. The Rūnanga Executive will establish processes to progress these issues. Adoption of dual place names The settlement process gives us an opportunity to reclaim place names that have been superseded. The process provides for the use of dual names. We have identified the following: Broadwood, Manganuiowae Ninety Mile Beach, Te Oneroa a Tohe Shipwreck Bay, Te Kohanga Herekino Harbour, Owhata The Narrows, Rangiora Rangi Point, Te Rangi If there are any others that we have missed please let the Negotiations Team know and provide some background information. Hapu planning The roll out of hapu planning development work has been begun with two training sessions completed for interested facilitators. Building on the relevant parts of hapu planning work previously completed, there are resources now in place to help hapu/marae with planning for the future. Interested hapu/marae should contact Paul White to discuss the process and to set up hui. Distribution and accountability Following the wananga held on March 14th at Te Uri o Hina Marae, in Pukepoto, a consensus was reached relating to a fair way of proceeding with the distribution of resources to hapu/marae. This has lead to the development of a paper which confirmed a formula for the distribution of resources and the associated accountability mechanisms required. The formula was a compromise built up from a range of different view points gathered over the many lengthy months of discussion. This paper was presented at the August Runanga meeting, and was a hot topic of discussion at the September Runanga meeting. Ultimately the Rūnanga approved the formula on a majority vote. However, it was also agreed that the distribution formula will be reviewed in the future. WAI 262 Flora and Fauna Treaty Claim A number of hui and meetings have been held in recent months to draw the WAI 262 claim closer to the Runanga and to prepare for Waitangi Tribunal evidence hearings that were held in August. The witnesses for Te Rarawa were Haami Piripi (on environmental issues) and Catherine Davis Te K u k u p a - Te K o re ro a I w i o Te R a r a wa - O c t o b e r-d e c e m b e r

13 (international issues). Their briefs of evidence are available on the Te Rarawa website, along with background to the claim. Hearings will continue in the new year. The Waitangi Tribunal is expected to complete its Claim Inquiry in March 2007 at which time it will retire to draft its Report containing its findings and recommendations. Watch this space! 13 Wharangi tua tekau ma toru Rural Rentals We have completed the project in Panguru and the project in Mangamuka has been delayed due to Resource Consent issues. The whanau involved in the Kaitaia project approved the proposal to succeed to shares and to form a whanau Trust. We have been asked to look at housing options on their behalf. October 19th: Negotiation meeting with the Crown, OTS offices, Early October: Meeting between Te Rarawa and Te Aupouri nd December 2006, & 23-27th January 2007: WAI 262 Crown evidence hearing. Heoi ano, Catherine Davis (For Negotiations Team) Housing Report Highlights Yes it s that time again, a big up for the team for the awesome work that s been happening this month. We are finally getting to finish some of the hard projects and it has been a hard slog as it takes over 2 to 3 years from inception to completion. But it s just such a delight to get these whanau into a better living environment and takes job satisfaction to a new high. There are a few hard projects left but we are currently working on those at the moment. This month we will advertise for a new position. This person will be part of the housing team and will help whanau with all the non-housing issues to develop and plan strategies that will get them into a better space. The difference here is this person will be working throughout Te Hiku O Te Ika where as the housing team focus on whanau within the rohe of Te Rarawa. This position is a partnership between Te Runanga O Te Rarawa, HNZC and Ministry of Social Development. You probably weren t aware of this but we have been featured on Maori TV on the Ahi Kaa programme on Tuesdays at 8pm, some of our whanau have also featured the last one was a whanau from Awanui. New Housing There have been some minor obstacles that have affected the progress of these projects and we hope to resolve this shortly. Pukepoto Kaumatua Units If you haven t noticed lately we have been doing some final landscaping around the houses. We were waiting for the weather to improve until we finally were able to get in there to finish off the development. The sun s out and the place is looking great. We have been approached by some of the tenants to provide additional storage and we are investigating the various options. Community Housing This is still on the radar. At this stage we can not report any progress but will be able to address this shortly. Renovations We have been approached by a number of whanau to provide advice and quotes to carry out renovations on their homes. We have completed three quotes to date and are waiting for these whanau to approve the work. Finally We have prepared a business case to submit to HNZC for consideration and approval. This is in its final stages and we are fine tuning it. It is looking very good and we hope to be successful as it will provide Te Runanga O Te Rarawa with a sustainable enterprise for the next three years. It incorporates case management, rental management, maintenance, essential repair works and some construction works on behalf of HNZC. An elaborate plan for the new Te Rarawa Complex was drawn up by Turi Te Hira, the Housing Manager, based on the story of Rangi and Papa depicting the theme of separation and growth. A model of the new complex will be developed for viewing during Te Rarawa Festival Interim Chair As the position of an Interim Chairperson is a new episode in the 20 year saga of Te Runanga O Te Rarawa, I thought it newsworthy to briefly share the experience. In some respect it has been likened to sitting in the Electric Chair (not that I have experienced it) waiting for the power to be connected. It has been a most challenging experience and at times often mentally trying due to the changes that have been occurring within Te Runanga over the last few months, plus the contentious nature and having to respond within short deadlines. Part of the role I felt that was necessary to carry out was in keeping Gloria informed with the changes that she had worked hard to put in place. On reflection I have mostly enjoyed the challenges but look forward to the completion of the task one way or other.
