1 BULLETIN March 2018 Welcome to the latest occasional bulletin from the East Midlands Heritage Forum, which highlights recent national and local developments. This issue includes: Joining up support for heritage organisations in the East Midlands Spotlight on County Gardens Trusts Links to the latest research and evidence on the historic environment, regionally and nationally If you would like to receive notification of bulletins from the Heritage Forum and Historic England in the East Midlands, on Twitter or Paul Bodenham. Operation Heritage and beyond: Agencies in the region have got together for Operation Heritage, a series of seminars to help local trusts build their knowledge and skills to develop and manage heritage projects. The next event is planned for 18 April 2018 on Vision and Viability. Fifty people from heritage groups which were project-ready attended a launch event in November 2017, and a workshop on governance took place in December. The series is organised by the Heritage Lottery Fund, Historic England, Locality, Architectural Heritage Fund and Museum Development East Midlands. In the longer term, the Heritage Forum has identified five areas of need in the East Midlands: 1. Governance reform, skills and succession planning for heritage groups (Training for trustees and tailored mentoring and support) 2. Building the capacity of local trusts to implement organisational development and change management. 3. Training in acquisition, repair and management of assets. 4. Generic training and a network for CPD for heritage professionals 5. Expert skills and capacity brokerage. A sixth need has since come to light: training for consultees on preparing comments on planning applications, so that they are material to the NPPF. The Forum will continue working on these when capacity permits, but in the meantime we would like to form a picture of what is already available in the region, such as the following: Advice from the Architectural Heritage Fund s regional officer HLF s register of mentors for applicants to its Resilient Heritage scheme MDEM s network of advisers for the various development support services which it offers
2 museums and eligible heritage groups The Gardens Trust s training for CGTs in commenting on planning applications The Talent Bank of reputable advisers which Heritage Trust Network will soon be offering its members. If you d like us to promote any further heritage-related training and advice available in the region, let us know about it and we ll pass the word around. Heritage Counts years of Conservation Areas: Each year, Heritage Counts provides new insights, key statistics, and an overview of developments in the heritage sector. The latest round marked the fiftieth anniversary of the Civic Amenities Act, culminating in December 2017 with new findings on the socio-economic performance of Conservation Areas. These show that house prices are higher in conservation areas, and they rising more quickly although less so in the East Midlands than nationally. Conservation Areas have performed well on socio-economic trends, and are more economically resilient. You can catch up with the latest statistics at local authority level and national trends in the historic environment, together with a policy round-up of developments in Public interest in heritage is has continued to grow, as visitor numbers to heritage sites reveal (above). However local authority staffing has continued to decline. The numbers employed in the East Midlands councils has fallen by a further 9 per cent in the last year, despite a rise in the number of planning applications (below). Heritage and the Economy gathers the latest data in the East Midlands on the economic impact the historic environment. Heritage-related construction output amounted to 479m in 2016, and figures reveal that heritage directly contributed over 715m in Gross Value Added, with 12,100 people directly employed in heritage in the region. Meanwhile the national Heritage and Society report shows how people benefit from heritage, with 93% of residents saying that local heritage has an
3 impact on their quality of life. In separate research, a survey of Civic Voice and IHBC members, supported by Historic England, shows that conservation area designation has been largely successful, but identifies a perceived need for better public understanding. There a consensus on the most significant challenges, such as street clutter, paving, advertising and windows. Click here for a full analysis of the findings. Introducing County Gardens Trusts: Wherever you are in the East Midlands there is a local Gardens Trust. County Gardens Trusts (CGTs) cover Lincolnshire, Leicestershire & Rutland, Derbyshire and Northamptonshire, and a new trust is being formed for Nottinghamshire which has recently received a start-up grant from the Heritage Lottery Fund. At national level CGTs are supported by the Gardens Trust, whose Historic Landscape Project offers them capacity building, and by an advisor who handles planning consultations to complement CGTs emerging role in statutory casework. The Gardens Trust promotes research and recording, helping to populate local Historic Environment Records, the national database Parks and Gardens UK, and the statutory Register of Parks and Gardens with their help Historic England is currently working on modern gardens and landscapes, and new listings for Lincolnshire and Leicestershire. CGTs in the East Midlands are currently seeking HLF funding to launch a joint project to recruit volunteers to assess historic designed landscapes and write statements of significance. A two year pilot phase, starting summer 2018, will assess a selection of unregistered landscapes open to the public. The ultimate aim is to continue the project after this in order to reach as many as possible of the 1,600 parks and gardens on the region s Historic Environment Records. The Gardens Trust is keen to reach and train volunteers from a variety of backgrounds and would like to hear from other organisations whose existing volunteers might like to become involved. The Gardens Trust advocates for good management of public parks, which is especially pertinent during this period of funding cuts. A training day is planned for April in Northamptonshire details are being finalised. This work could also be useful to park managers and friends groups in working with Local Nature Partnerships, with which local authorities have a duty to co-operate, and Health and Wellbeing Boards. Details will be posted on the GT s website, at Heritage Action Zones: Nottingham and Grimsby Ten Heritage Action Zones are now under way across England, including Heart of Nottingham Heritage Action Zone, and Grimsby has been given the green light to apply for Round 2. Nottingham s Heritage Action Zone is so far the most ambitious of all. 1.6 million over five years from Historic England will be matched by 1 million public and private capital and a further 902,000 in associated projects and in kind contributions from Nottingham City Council. A wide range of other partners in the city are contributing to an extensive programme of work, including: Partnership Schemes in Old Market Square, Sneinton Market and Lace Market Conservation Areas, to reinstate historic details to frontages and address condition and vacancies A strategy for the proactive conservation and enjoyment of Nottingham s Caves including a Technical Guide for Owners and promotion of caves research and workshops to promote the technical guidance for cave owners Development of an Urban Room, in Carrington Street. An Urban Room is a space both physical and digital where citizens can share in and contribute to the city s development. A study to consider new funding mechanisms for heritage in Nottingham
4 A Grade II Building at Risk Survey (led by Nottingham Civic Society) Repairs to the roof of Grade II* Bromley House Library An appraisal of future uses of large historic buildings throughout the Lace Market A designation project based on an appraisal of designation needs in Nottingham Historic Area Assessment of Old Market Square, leading to publication of a Historic England Informed Conservation book, and an associated exhibition A Heritage Schools programme of professional development for teachers Events for a recruitment drive for a Building Preservation Trust and Heritage Partnership, and an annual heritage conference. The successful application from Grimsby for the next round of Heritage Action Zones is at the heart of North East Lincolnshire Council s plans for Grimsby s regeneration. It will contribute to the Town Centre Investment Plan and to the Great Grimsby Town Deal, an ambitious package of plans to work with government, first announced by the Council in July A detailed delivery plan will now be prepared for spring 2018 onwards. It is intended to employ a project manager to secure funding for specific regeneration projects and co-ordinate the overall programme. In other news Derwent Valley Mills Vital Valley programme In another big boost for the region s heritage, The Derwent Valley Mills World Heritage Site has been awarded nearly 1.3m from the Great Places Scheme, funded by the Heritage Lottery Fund, Arts Council England and Historic England. Derbyshire County Council will deliver Vital Valley, a programme of 23 projects which lasts until March Its aim is to inspire and enable people to have a sense of pride in and belonging to the World Heritage Site. Vital Valley s activities will include volunteer training, digital projects, improving accessibility, learning programmes, marketing, engaging with new audiences, expanding the award-winning Belper Ambassador Scheme to other areas, and public realm works in Darley Abbey, Milford and Belper. East Midlands Historic Environment Research Framework: The regional heritage research framework is now online (currently in a beta format). It can be constantly updated with news, events and publications. It provides an invaluable resource for the region s heritage sector, not just as a source of information, but also as a way to reach a wider audience with your work. The news and events page is particularly worth bookmarking. News from IHBC: The Institute of Historic Building Conservation s website now features a Toolbox providing a range of useful guidance, on practical subjects from marketing of historic buildings prior to conversion, to fire and thatch. Professional practice principles have been published as a joint initiative with Civic Voice and the Historic Towns and Villages Forum. The principles set out good conservation practice as an integral part of planning, place-making and adapting places and buildings to modern needs. If you know anyone with skills, new or old, that deserve recognition, put them in for IHBC s annual Marsh Awards. One category recognises retired members who have continued to work on the historic environment for the good of the community; the other rewards learners who have acquired new technical skills to a high standard. The next round closes on 28 February Back issues of IHBC s journal Context are now available online from 1984.
5 New guidance from Historic England: Among the guidance notes published recently are the following: Managing Local Authority Heritage Assets The Adaptive Reuse of Traditional Farm Buildings 19th and 20th century Roman Catholic Churches Building Information Modelling for heritage Historic Area Assessments. Together with a range of guidance notes on repair and conservation of War Memorials. Historic England and the English Heritage Trust have gained Independent Research Organisation status from Research Councils UK. The status, approved by the Department for Business, Energy and Industrial Strategy means that both organisations can now apply (individually or jointly) for funding from all seven Research Councils. New HLF framework: Following some changes to schemes, deadlines and lottery income last year, the Heritage Lottery Fund is consulting on a new framework for its funding programmes. A questionnaire is open for your responses until 22 March. Please do take the time to take part to ensure East Midlands voices are heard in shaping HLF s future direction. The main questionnaire is for those working in the heritage sector. It features 19 question areas so do allow time to complete.
